Highways, Roads and Bridges - As introduced, enacts the "Public-Private
Transportation Act of 2016." - Amends TCA Title 4; Title 6; Title 9; Title 12; Title 54;
Title 55; Title 65 and Title 67.

2. SB 1460 *Bailey (HB 1526 by *Matlock)


Highways, Roads and Bridges - As introduced, in selecting local bridge projects to
receive state-aid funds, authorizes department of transportation to give higher priority to
bridges with high traffic volume or high accident rates; in selecting local road projects
to receive state-aid funds, adds accident rates as a factor to be considered by the
department. - Amends TCA Title 5; Title 6; Title 7; Title 9; Title 54; Title 55; Title 64;
Title 65 and Title 67.

3. SB 1479 *Bailey (HB 1471 by *Keisling)


Common Carriers - As introduced, requires that special permits issued for overweight
and overdimensional vehicles allow travel seven days a week, during daylight and at
night, and on holidays; restricts interstate travel on weekdays in Shelby, Davidson,
Hamilton, and Knox counties; allows time and travel restrictions for mobile homes and
superheavy or extra-overdimensional vehicles. - Amends TCA Title 55, Chapter 4, Part
4 and Title 55, Chapter 7, Part 2.

4. SB 1754 *Bailey (HB 2400 by *Littleton)


Parks, Natural Areas Preservation - As introduced, requires the department of
transportation to maintain all roads in state parks, whether county or state roads. Amends TCA Title 11 and Title 54.

5. SB 2126 *Bailey (HB 1993 by *Sanderson)


Highway Signs - As introduced, authorizes the department of transportation to publish a
directory of signs denoting Tennessee-owned historic sites on the department's web site.
- Amends TCA Title 54.

6. SB 2179 *Bailey (HB 2487 by *Akbari)


Highway Signs - As introduced, mandates maximum distances between speed limit
signs installed on or after July 1, 2016, on state highways and interstate highways. Amends TCA Title 54 and Title 55, Chapter 8.

7. SB 2492 *Bailey (HB 2510 by *Holt)


Traffic Safety - As introduced, requires headlights to be displayed while approaching a
curve on a mountain highway where the view is obstructed. - Amends TCA Title 55,
Chapter 50 and Title 55, Chapter 8.

8. SB 1476 *Beavers (HB 1443 by *Pody)


Motor Vehicles - As introduced, reduces, from 60 days to 14 days, the maximum period
of time in which a person engaged in towing and storing motor vehicles may charge the
vehicle's owner or lienholder a storage fee. - Amends TCA Title 47 and Title 55,
Chapter 23.

9. SB 1640 *Bowling (HB 1683 by *Hawk)


Special License Plates - As introduced, requires all nonprofit organizations that receive
funds from the sale of special license plates to submit an annual accounting to the
comptroller and to be in good standing with the secretary of state's office; withholds
funds and deems the plate obsolete if the nonprofit organization does not comply with
such requirements. - Amends TCA Section 55-4-201.

Highways, Roads and Bridges - As introduced, enacts the "Express Transportation Act."
- Amends TCA Title 5; Title 6; Title 7; Title 9; Title 54; Title 55; Title 64; Title 65 and

11. SB 1763 *Bowling (HB 1778 by *Alexander)


Driver Licenses - As introduced, requires the department of safety to report to the
transportation committees of both houses by February 1, 2017, the number of
commercial driver license holders who previously held military commercial driver
licenses, and whether they experienced any barriers in applying for such state license. Amends TCA Title 55, Chapter 50.

12. SB 1705 *Briggs (HB 1711 by *Smith)


Traffic Safety - As introduced, establishes categories of, and equipment and
manufacturing standards for, electric bicycles; authorizes use of electric bicycles on
routes designated for use of bicycles; excludes electric bicycles from definition of
"motor vehicle"; excludes electric bicycles from driver licensing, insurance,
registration, and other requirements applicable to motor vehicles. - Amends TCA
Section 54-10-111; Section 54-5-142; Section 54-5-211 and Title 55.

13. SB 2203 *Gardenhire (HB 2134 by *Brooks K)


Traffic Safety - As introduced, creates a Class C misdemeanor for operating a vehicle
hauling timber, logs, or pulpwood on U.S. Highway 11/State Route 2 in the city limits
of the City of Cleveland in Bradley County. - Amends TCA Title 54 and Title 55,
Chapter 7.

14. SB 1489 *Green (HB 1782 by *Johnson, Kumar)


Motor Vehicles - As introduced, enacts "Lara's Law," which requires used motor
vehicle dealers to notify purchasers of used motor vehicles of certain recalls pertaining
to the motor vehicle prior to the sale. - Amends TCA Title 47; Title 55 and Title 62.

15. SB 1561 *Green (HB 1564 by *Carter, McCormick)


Motor Vehicles - As introduced, establishes certification program through department
of safety for manufacturers of autonomous vehicles before such vehicles may be tested,
operated, or sold in Tennessee; creates a per mile tax structure for autonomous vehicles.
- Amends TCA Title 47; Title 54, Chapter 1; Title 55 and Title 67.

16. SB 2634 *Green (HB 2607 by *Sparks)


Aircraft and Airports - As introduced, directs the commissioner of transportation, in
consultation with the commissioner of safety, to petition the federal aviation
administration for a certificate of authority to operate unmanned aerial systems within
the navigable airspace of each of the grand divisions of the state; enacts other provisions
regarding unmanned aerial systems. - Amends TCA Title 4, Chapter 3; Title 39; Title
42; Title 49; Title 54; Title 55 and Title 70.

17. SB 2255 *Hensley (HB 2288 by *Byrd)


Motor Vehicles, Titling and Registration - As introduced, authorizes certain offhighway vehicles, which have top speeds over 35 mph and nonstraddle seating for up to
four passengers, to be operated on county roads; authorizes issuance of off-highway
license plates for each category; establishes equipment and safety requirements for the
vehicles. - Amends TCA Title 55.

18. SB 1589 *Jackson (HB 1511 by *Lollar)


Traffic Safety - As introduced, redesignates, from nonmoving to moving, traffic
violations for transmitting or reading written messages on hand-held devices while
driving; requires points to be assessed for such violations. - Amends TCA Title 55,
Chapter 8.

19. SB 0956 *Kyle (HB 0953 by *Favors)


Gas, Petroleum Products, Volatile Oils - As introduced, changes the annual deadline for
distributing the Annual Report on the Quality of Kerosene and Motor Fuel in Tennessee
from September 15 to September 30. - Amends TCA Title 47.

Transportation, Dept. of - As introduced, requires county boards of education to submit
the names of persons certified to drive school buses to the department of safety in order
to be notified when a certified person's driver license is suspended or revoked; requires
child care agencies to submit the names of persons transporting children to the
department of safety in order to be notified when the driver license of a person who
transports children is suspended or revoked. - Amends TCA Title 49, Chapter 6, Part
21; Title 55, Chapter 50; Title 55, Chapter 52 and Title 71, Chapter 3, Part 5.

Motor Vehicles, Titling and Registration - As introduced, prohibits the issuance or
renewal of the Sons of Confederate Veterans special license plate for motor vehicles
and motorcycles. - Amends TCA Title 55, Chapter 4.

22. SB 1676 *Kyle (HB 1635 by *Miller, Gilmore, Favors, Shaw, Coley, Shepard, Beck)
Driver Licenses - As introduced, requires the department of safety to develop a driver
interaction with law enforcement informational video; beginning September 1, 2016,
requires that the informational video be viewed by all first-time applicants for a driver
license or intermediate driver license. - Amends TCA Title 4 and Title 55.

23. SB 2486 *Massey (HB 2605 by *Kane)


Driver Licenses - As introduced, provides that an "under 21 driver license" expires one
month after a licensee attains 21 years of age. - Amends TCA Title 55.

24. SB 1608 *Niceley, Bailey (HB 1416 by *Howell, Weaver, Matlock, Johnson, Carter, Rogers)
Traffic Safety - As introduced, enacts the "Slow Poke Law," which prohibits the
operation of vehicles in the left lane of interstates and multilane divided highways,
except for passing and other purposes. - Amends TCA Title 55, Chapter 8.

25. SB 1806 *Niceley (HB 1833 by *Goins)


Motor Vehicles, Titling and Registration - As introduced, requires issuance of an
alternative registration plate containing the design representative of the historic
Gadsden Flag; imposes an additional, one-time fee upon issuance of the plate; allocates
proceeds to the general fund. - Amends TCA Title 55, Chapter 4.

26. SB 2141 *Niceley (HB 2178 by *Hill T)


Motor Vehicles, Titling and Registration - As introduced, removes provision extending
the registration period until March 31, 1997, for registration plates for freight vehicles
that expired on February 28, 1997; replaces "handicapped drivers" with "disabled
drivers" in provisions related to registration plates for such drivers. - Amends TCA Title
55.

27. SB 2143 *Niceley (HB 2185 by *Hill T)


Motor Vehicles - As introduced, removes restriction on medium speed vehicles that
they must be operated on roads with posted speed limits of 40 mph or less; authorizes
vehicles with top speeds over 30 mph to be classified as medium speed vehicles. Amends TCA Title 55.

28. SB 2207 *Overbey (HB 2112 by *Swann)


Special License Plates - As introduced, adds the Global War on Terrorism and the
Afghanistan War to the list of specialty license plates created for honorably discharged
veterans; changes the fee schedule for honorably discharged veteran license plates. Amends TCA Title 55, Chapter 4.

29. SB 1828 *Southerland (HB 1789 by *Keisling)


Highway Signs - As introduced, extends the time, from 180 days to two years, in which
a person granted a permit authorizing a digital billboard has to erect and begin
displaying an advertising message before revocation of the permit. - Amends TCA Title
54, Chapter 21.

Motor Vehicles, Titling and Registration - As introduced, grants a 50 percent discount
on the vehicle registration fee for persons 65 or older; applies at the time of renewal of
registration. - Amends TCA Title 55, Chapter 4.

31. SB 1581 *Stevens (HB 1495 by *Lamberth, Hardaway, Rogers)


Driver Licenses - As introduced, deletes requirement that a person's driver license be
suspended for an additional like period if convicted of driving on a suspended or
revoked license; allows a court to order issuance of a restricted driver license contingent
on the person participating in a payment plan for any unpaid fines or costs. - Amends
TCA Title 55.

32. SB 0129 *Tracy (HB 0207 by *Rogers)


Highways, Roads and Bridges - As introduced, requires a county or municipality to
publish the official map of future plans for streets and highways on the county or
municipality's web site at least 30 days prior to the legislative body's public hearing. Amends TCA Title 4; Title 5; Title 6; Title 7; Title 8; Title 54; Title 55 and Title 67.

33. SB 0131 *Tracy (HB 1345 by *Weaver)


Highways, Roads and Bridges - As introduced, requires commissioners appointed by
the county legislative body to oversee bridge repairs to report all completed repairs to
the county legislative body within 60 days of the repair, rather than at the next meeting
of the county legislative body. - Amends TCA Title 4; Title 54; Title 55 and Title 67.

34. SB 0133 *Tracy (HB 0208 by *Rogers)


Transportation, Dept. of - As introduced, specifies that the department's quarterly report
on highway road projects be submitted to the speaker of the senate, the speaker of the
house, and the chairs of the transportation committees instead of submitted to the
general assembly. - Amends TCA Title 54.

35. SB 0135 *Tracy (HB 1346 by *Weaver)


Transportation, Dept. of - As introduced, urges the department to study military
veterans' access to public transportation, as well as the feasibility and costs of
improving their mobility. - Amends TCA Title 4; Title 5; Title 6; Title 7; Title 54; Title
64 and Title 67.

36. SB 1473 *Tracy (HB 1523 by *Matlock)


Highways, Roads and Bridges - As introduced, increases from 10 to 30 the number of
days an owner of a utility facility that is located in a state highway right-of-way has to
respond to a second relocation notice; increases from 10 to 30 the number of days an
owner has to file the reservation of rights notice with the department of transportation. Amends TCA Title 54.

Motor Vehicles, Titling and Registration - As introduced, changes the date from March
1 to March 15 for the deadline when the commissioner of revenue, or the
commissioner's designee, is required to appear before the transportation committees of
the senate and house to provide a status report on the computerized titling and
registration system. - Amends TCA Title 55.

Criminal Offenses - As introduced, creates the Class C misdemeanor of driving a motor
vehicle and talking on a hand-held mobile telephone; creates the juvenile act of persons
under 18 driving a motor vehicle and using a hands-free device to talk on a mobile
telephone or transmit or read written messages; provides affirmative defense for
emergencies, and exception for persons 18 and older using hands-free device. - Amends
TCA Title 55, Chapter 8.

39. SB 1964 *Tracy (HB 1776 by *Marsh)


Common Carriers - As introduced, removes restriction that permitted nondivisible
overweight loads less than 150,000 pounds that are carried by truck tractor and semitrailer combinations not exceed 50 feet in length. - Amends TCA Title 55, Chapter 7.

Motor Vehicles - As introduced, imposes costs for failure to pay or answer a citation for
violating posted speed limits; requires convictions for third and subsequent speeding
violations to be reported to department of safety and subjects persons convicted to

Highway Signs - As introduced, grants the department of transportation exclusive
jurisdiction over the design, erection, installation, and maintenance of tourist oriented
directional signs ("TODS signs"), including jurisdiction over TODS signs on state
highways in incorporated municipalities; requires removal of signs purporting to be
TODS signs that were, or are, installed without lawful authorization; requires
department to establish TODS permit system and inventory. - Amends TCA Title 54,
Chapter 5.

Motor Vehicles, Titling and Registration - As introduced, requires the department to
submit an annual report to the chairs of the transportation committees of both houses
identifying currently administratively issued collegiate plates, and those collegiate
plates that have been issued, but deemed obsolete in the previous five years. - Amends
TCA Title 55, Chapter 4, Part 2.
