1. Is it a Conflict of Interest (COI) to the contract


for a potential customer to also be either a
prime or a sub-contractor on the ELVIS 3
contract? Especially since the contractor will
have access to proprietary information of other
customers (industry competitors).

2. Does NASA anticipate that Mission Suitability,


Past Performance, and Cost will be given the
same relative importance as for ELVIS 2?

The evaluation factors and their relative order of


importance will be specified in Section M of the Draft
Request for Proposal (RFP).

3. What will be the OCI restrictions for present


contractors and/or contracts?

Please refer to the Draft RFP when it is released for


exclusions related to significant potential OCIs and
those which require prospective offerors to develop
OCI mitigation approaches.

4. Is there any union labor involved in this


contract?

Yes, the collective bargaining agreements have been


posted to the ELVIS 3 Bidders Library.

5. What are the biggest risks in managing the


ELVIS 3 contract?

It is the responsibility of prospective offerors to


propose an approach that reflects a clear
understanding of the ELVIS 3 requirements and how
to manage the inherent risks associated with its
approach.

6. Regarding solicitation timeline, when do you

8. Will the Government notify industry of the


acquisition strategy prior to the release of the
ELVIS 3 DRFP? This process approach will likely
increase the number of bidders, as industry
would have time for meaningful discussions
with potential primes or subcontractors.

13. What GOTS/COTS software tools are used?

14. Will the prime contractor required to be CMMI A Capability Maturity Model Integration (CMMI) Level
L2 certified?
2 certification is not anticipated at this time; however,

15. Thoughts about the percentage of support for
certified systems vs uncertified vs emerging
systems?

16. Would it be possible to come back out prior to


the release of the final RFP to meet with the
civil servants that manage the work to get
some more technical and managerial insight?

The ELVIS 3 Procurement Development Team


(PDT)/Source Evaluation Board (SEB) intends to
continue to communicate with industry throughout
the acquisition process. The PDT will ensure that
adequate information is published or otherwise
available to potential offerors through industry days, a
limited number of one-on-ones, and via the EVLIS 3
website to inform potential offerors on the underlying
requirements and enable offerors to put together
viable proposals. While a formal blackout period of
exchanges and communications with industry is not in
effect at this time, to ensure that equal and accurate
information is available to all prospective offerors,
access to civil servants outside the PDT/SEB is
generally restricted to a limited number of
management officials who have some responsibility
related to the PDT/SEB process and then only for
general information regarding the Program, the
Center, and the acquisition process. Due to the need
to control dissemination of information from NASA to
ensure accurate, appropriate, and equal information
is available to industry, general access to working level
(non-management) and lower-level management civil
servants will not be accommodated.
