It is pertinent to mention that there is 35% deficiency


in AO as Head Clerk j Assistant do not meet the
qualifying service of 7 years. However, qg~inst the 18
vacant posts in NE Region [1 (IA) + 7 Sr. AO and 10
AO] 9 officials (1 IA + 7 SAO + 1 AO) have been
posted in the DPChelc!for the year 2015-16.

The review Committee" on recommendation of 7


Cadre Review Committees (CRCs), under the
Chairmanship of Dr. Syamal Sarkar Committee had
submitted its report on 31.07.2015. The same was
discussed by Member(P) with Chairmen of all 7 CRCs
and the representatives of staff associations
Chairmen of CRCs were asked to submit their final
report. Final report in respect of Administrative Cadre
was received. On examination, the Chairman CRC
was requested to offer comments with regard to
of
Group D Association for providing incentive to the
MTS/Group D employees who are not covered in the
proposal for creating of 1000 posts of LDCs.
Comments have since been received and are being
examined.

Administrative Officer as Assistant Director with Grade
Pay of Rs. 5400/- . Administrative Officer with two
years' reqular service has been proposed to be eligible
for promotion to the post of Addltlonal- Director .
Prasar Bharati Board in its 128th meeting held on
07.09.2015
approved
slight modification
of the
recommendations of the Review Committee to. the
extent that employees'in the post of Administrative
Officers would be entitled for Grade Pay of Rs . 5400/after 4 years' of service incase they-are not already
promoted as Assistant Directors. ' .
Based on the approval accorded by Prasar Bharati
Board,a proposal was sent to MIB on -17.10.2015 for
amendment to AIR (Group 8 post) Recruitment Rules,
1962.

MIB vide their letter dated 04.11.2015


that prayer for grant of Grade Pay of Rs. 5'1
completion of 4 years's service in Grade Pay
4800 to Senior Administrative Officer was agre
by Department of Expenditure and approval
conveyed to DG:AIR on 24.04.2015. This appro
was applicable to 8 senior Administrative OffiCI.:.
(applicants) .
Regarding grant of Grade Pay of Rs.4800/- and Rs.
5400/.,. after 4 years to the Administrative Officers
Ministry of I&B indicated that the proposal cannot be
considered as per existing RRs. The post of
Administration Officer is the feeder post of Senior
Administrative Officer is the feeder post of Senior
Administrative Officer. As such, this may lead to

in the cadre as the feeder post and
promotional post canl:{ot be. kept in the same Grade
Pay of Rs.4800/- .

requested that the
recommendations of the Cadre Review Committee
may be sent to them . It has also been indicated that
since Department of Expenditure is the Nodal
Department for recommending the pay scales, any
change in pay scale can be made only after Prasar
Bharati submits its recommendations on the whole
Administrative C;adre based on the recommendations
of Review Committee. Ministry therefore, opined that
the proposed RRs for higher pay scales to
Administrative Officers cannot be processed at this
stage and can be processed only after the approval of
DoEto upgraded pay scale.
