Background
Migration of people from the rural regions to the city in search of work is a wellknown occurrence in todays world. In 1950, Mexico City had a population of 4
million; in 2000, the population was estimated to be over 20 million.
The first and most important industry of any country should be agriculture and the
approach holistic. Holistic implies that not only food is produced but non-food
products such as natural fibres and agricultural waste or by-products are also
utilised.
Why Rural?
By extension, renewable resources of all kinds, such as animal dung and humanure
are converted to alternative energy and clean fertilizer. In the conversion process,
micro-mineral powders of high value are also produced. Taking this approach further,
quartz sands, mine tailings and other secondary resources can be exploited. The
totality of these resources forms the basis for the second most important industry of
any country building and construction. And they are all found in the rural regions.
From the above, it is obvious why we, at Arcilla Research, have chosen to focus
introduction of the RUBACON Programme of Sustainable Development in the rural
areas. Our activities will be centred in those secondary but vital cities that all too
often suffer from neglect by donor agencies and their own capital cities.
Human Resources
To introduce and execute the Programme, human resources are needed as Prime
Partners, Special Consultants and Directors of the RUBACON Centre.
Prime Partners or Stakeholders, are organizations that wish to participate with us in
one or more projects. They assist us also in obtaining funding for projects and in
taking the 'First Steps'; sometimes they even provide the funding themselves.
A RUBACON Centre will be established in the economically-deprived countries for
the purpose of transferring the technology know-how to the people. The training

provided will lead to the setting up of SMEs for the production of useful materials
and products from waste.
The RUBACON in-house architect will work together with the RUBACON
national architect counterpart in each country.
Special Consultants
A multi-disciplined team of experts will be formed, who will work closely with their
counterpart(s) in each target country. Members of the team of special consultants and
their fields of expertise include the following:

representatives. Franchisees will be sought from appropriate existing SMEs
and Incubator SMEs. The latter will be set up and their members guided from
the initial incubator stage up to full commercialization.

to provide backup work such as compilation of a detailed inventory of the
secondary, renewable and human resources in the country and provinces.
Together with an inventory of housing and other vital needs, the work will be
developed to form the basis of a logistic plan

Final Notes
A few final notes on our strategy:
We, at Arcilla Research, have a keen interest in setting up Incubator SMEs to provide
young people with meaningful self-employment. The SMEs will operate under a
franchise with financial support provided by microcredit organizations. We also seek
existing SMEs to become franchisees of our technology.
In regard to the question of funding, it must be pointed out that Arcilla Research as
the technology-based partner, is not prepared to fund projects; funding must come
from organizations specialized in this field, such as the European Commission.

RUBACON MATERIALS AND SYSTEMS TEST PROGRAMME


Test work is planned to be executed jointly at an institution in Europe or the United
States and in each host country. The programme of work will include the ten
principal projects and a select number of ancillary projects for which funding has
been requested by the prime partners. Coordination of each project will take place by
RUBACON coordinators in the host country. Recruitment worldwide of specialist
consultants from various fields of expertise to join the coordination teams is currently
underway by Arcilla and has a high priority.
