of Aided schools After independence 508 private school of Punjab which played a vital role in spreading education in Punjab were brought under Delhi-grant-in scheme pattern in 1967 by Sardar Lachhman Singh Gill , the then Chief Minister of Punjab. Under this scheme the Govt. sanctioned 9468 posts (9215 permanent and 253 part-time) and started paying 95% of salary. The rest 5% was to be contributed by the management of the concerned school. In 1983 the Govt. brought these employees under security act to avoid their exploitation. From 5 th February 1987 the government covered these employees under pension scheme and in February of 1992 the pension scheme was practically implemented. The bad time of these employees started when the Govt. refused to implement the new pay scale in 1996. These employees started agitation and after some time this agitation converted into JAIL BHARO ANDOLAN. During this andolan one of the teachers from Jalandhar had to sacrify his life. In the course Govt. agreed to implement new pay scales but arrears of these new
pay scales were agreed to be paid in five equal
installments over a period of five years. In 2003, then Chief Minister Captain Amrinder Singh barred existing pension scheme and slapped a ban on new recruitments. The employees had no other option left but to knock the doors of the High Court which was kind enough to give its decision in favour of the employees. When The employees were celebrating the decision of the High Court and the state Govt. approached the Supreme Court of India against the decision. In Sept. 2011 Supreme Court of India dismissed state Governments appeal. Now Existing Badal Govt. has restored the pension scheme but ban on new recruitment still persists. Due to this anomaly, In Nov.2013 104 out of total 125 posts of Principal, 176 out of 224 posts of Headmaster, 75 out of 177 posts of lecturer, 1318 out of 2747 posts of masters, 703 out of 1380 posts of C&V, 1748 out of 2883 posts of JBT are lying vacant. On the whole 4124 posts out of 7536 posts of teacher are vacant. Thus 55 % posts are lying vacant. Due to vacant posts the condition of these school has become more pathetic. In the current scenario how can Govt. assure impart quality education to poor students? As The Govt. has banned charging any fee upto 8th standard from all students and girls do not pay up to 12 th
standard (under Right to Education Act). So it has
become even more difficult for the managements to contribute their 5% share. Viewing all these difficulties the employees of these schools demand their shifting to govt. school like neighboring states Rajasthan and Himachal. Implementing this shifting does not put any extra burden on the exchequer of the state as there are 125 govt employees employed to look after the day to- day working of these schools, and more over Rs.250 crore that lies in the form of provident fund of these employees can also be utilized by the govt. As the govt is bound to implement the decision of Honorable Supreme Court of India to fill all the vacant posts (be it govt scools or aided schools), by shifting the remainig 4000 employees the Govt can fill 4300 posts lying vacant in govt school with no extra cost, also Govt can serve dual purpose as there will not be any liability of Govt towards Aided schools and the posts are also filled. So The Government should initiate the historical step toward shifting of remaining staff of aided school.
