Amended Loading Management Plan
Zoning Commission Case No. 13-14B McMillan Reservoir Parcel 4 Modification

This memorandum presents an amended loading management plan for Parcel 4 of the McMillan Reservoir PUD. This
amended plan was prepared in response to concerns raised in the District Department of Transportations (DDOT) staff report
dated February 29, 2016, and is based on conversations with DDOT, the Applicant, and Harris Teeter on how to address these
concerns.
The following table presents the amended loading management plan for Parcel 4, compared to the conceptual plan that was
prepared as part of the initial PUD (Z.C. Case No. 13-14):

A grocery store employee will be responsible for


implementing the plan. This includes ensuring the dock
meets the Districts noise ordinance, scheduling deliveries,
providing ingress and egress routes to delivery
drivers/companies, and ensuring pedestrian safety near
the dock.

Harris Teeter shall designate an employee as the loading


dock manager, whose responsibilities shall include
ensuring the dock meets the Districts noise ordinance,
scheduling deliveries, providing ingress and egress routes
to delivery drivers/companies, ensuring pedestrian safety
near the dock, and enforcing the AM weekday
maneuvering restriction listed below.
Harris Teeter shall not use trucks larger in size than a WB40 tractor trailer. The loading dock manager shall
communicate this same restriction to vendors.

Limited hours of operation. Due to the location of the dock


on Evarts Street close to North Capitol Street, DDOT has
requested prohibiting access during weekday mornings
during high volumes of commuter demand. Thus, the dock
hours should be limited to 6:00 am to 7:00 am, and 8:30
am to 7:30 pm. Deliveries would be allowed between 7:00
am and 8:30 am on weekends.

Transportation Planners and Engineers

Trucks that are directly operated by Harris Teeter shall be


prohibited from arriving to the site during the hours of
7:00 am to 8:30 am weekdays (excluding federal holidays).
All other trucks permitted to make deliveries to the site
during the hours of 7:00 am to 8:30 am weekdays
(excluding federal holidays) shall be prohibited from
making backing maneuvers into any of the loading berths
during this time period.

The loading dock doors shall remain closed during the


hours of 7:00 am to 8:30 am weekdays (excluding federal
holidays) except to allow a vehicle to exit a loading berth in
a head-first, forward movement only.
Grocer vendor and residential deliveries shall only be
conducted curbside during the hours of 7:00 am to 8:30
am weekdays (excluding federal holidays).
The loading dock shall be closed between the hours of
10:00 pm and 6:00 am.
A requirement to schedule all deliveries to ensure docks
are available and impacts are minimal on
surrounding/adjacent streets.

The grocery store will issue plans to all drivers and delivery
companies. These plans include any restrictions on vehicle
size and type, the hours of operations, scheduling rules,

Pedestrian conflict abatement. Some loading docks have a


provision that a store employee will help abate conflicts
between the loading dock and pedestrians on the sidewalk
by providing signage and helping control movements
outside the loading dock while large trucks are
maneuvering into and out of the dock.

Coordination with the Property Manager for the senior

The north side of Evarts Street between Quarter Street


and the Parcel 4 parking access driveway shall be reserved
for loading/delivery activities only at all times.
No other parking or standing shall be allowed on the north
side of the street in this block.
No parking or standing of any type shall be permitted on
the south side of Evarts Street between Quarter Street and
North Capitol Street.
