Brief statement regarding National Regional Development

Introduction
National Regional Development Fund (NRDF) occupies a distinctive position in the
state budget which is included in budget law as allocations for the Ministry of
Regional Development and Construction (MDRC) for regional development policy.
Essentially, NRDF is the main source of funding through which the Regional
Development Agency (ADR) may contract on carrying out works and services,
procurement of goods, which aim, explicitly promoting regional development. ADR
any type of payments to beneficiaries (local government organizations public and
private) can be performed exclusively on contract basis and in accordance with law.
If the beneficiary has a contract to implement a project, all procurement is carried out
in accordance with provisions of relevant legislation and supervised by the Public
Procurement Agency.1
Objectives and Activities
The Fund operates under the laws in force in pursuit of two Framework objectives:
a) allocation of funds to support the development of regions, especially areas
disadvantaged;
b) enhancing possibilities / functional capacities of institutions capable of providing
implementation of strategies (national and regional) regional development.
The first objective of regional development provides:
A balanced socio-economic development and sustainable throughout the Republic
Moldova;
Reducing the disparities tooth socio-economic development levels of different
regions / areas and those in each zone.
Other core objectives for the implementation of regional development policy include:
Strengthening financial opportunities, institutional and human development socioeconomic regions;
Support the work of local authorities and local oriented social and economic
development of settlements;
Involving local authorities, the local and national programs for sector, regional
development.

Institutional and human capacity building at regional level in order developing and
implementing strategies and policies for regional development;
Economic development of areas: helping small and medium enterprises,
attracting investment, export promotion;
Development of regional infrastructure (roads, water supply system sewerage, gas
insurance, public services, communications, etc.);
Environmental Safety: Protection and conservation of natural resources, prevention
environmental pollution, relevant non-polluting technologies etc .;
Developing local labor market;
Expanding social services in areas (health, education, support social, social services
for the disabled and handicapped, consultations free legal etc.);

Subjects that can apply

According to the law on Regional Development of the Republic of Moldova nr. 438XVI from December 28, 2006) the are three eligible subjects that can benefit from
regional development funds:
1. Local public administration level I(cities and villages)
