1.0Introduction
TheCollegeofAviation(COA)offersthreebaccalaureateprograms;AviationScienceandAdministration,
AviationMaintenanceTechnology,andAviationFlightScience.Anyadditionalprogramsaddedinthe
futurewillbesubjecttotheassessmentprogramthatisinplacefortheotherprograms.
WesternMichiganUniversityrequireseachdepartment/programtohaveanapprovedassessmentplan.
IntheCollegeofAviation,theAssessmentCommitteereviews,modifies,andsubmitsthecollegeplanto
theuniversity.
TheflightscienceprogramleadstoCommercialPilotlicensurebytheFederalAviationAdministration
(FAA).TheaviationmaintenanceprogramleadstoFAAaviationmaintenancetechnicianlicensure.As
such,theseprogramsaredesignedtoincludespecificFAArequirementsandareperiodicallyauditedby
theFAA.TheCOAhashistoricallybeenrequiredtoassesstheseprogramstoinsurecompliancewiththe
requirements.TheFAAalsoassessesprogramqualityandcompliancebytrackingstudentperformance
onwrittenexaminationsandcomparingtheresultswiththeresultsofstudentsinsimilarprograms
nationwide.
AviationScienceandAdministrationisaBachelorofScienceprogramwhichpreparesstudentsfora
varietyofcareersinaerospaceincludingairlineadministrationandmanagement,businessandgeneral
aviationoperationsandmanagement,airportoperations,aviationsupport,andtechnicalsalesor
service.Theprogramincludesareasofstudysuchasaircraftsystems,aerodynamics,aviationsafety
concepts,andbusiness,management,andeconomicstudies.
AviationMaintenanceTechnologyisaBachelorofScienceprogramwhichpreparesstudentsfora
varietyofpositionsinthefieldofaircraftmaintenanceandmanufacturing.Theprogramincludessuch
areasasperformancetesting,producttechnicalsupport,aircraftmaintenancetechniques,airworthiness
andlicensingstandardsandregulations,andsystemsreliabilityandmaintainabilityconcepts.
SatisfactorycompletionofallprogramrequirementspreparesstudentstotakeFAAAirframeand
Powerplantexaminationstobelicensedasanaircraftmaintenancetechnician.
AviationFlightScienceisaBachelorofScienceprogramwhichemphasizesintellectualaswellas
technicalcompetencies.Studentsstudyaviationsciences,aircraftsystems,crewconceptsandresource
management,advancedaerodynamics,professionalflight,airlineoperationsandadministration,global
navigationandinternationalflightandmeteorology.Theprogramemphasizescrewconceptflight
trainingusingindustrystandardcrewresourcemanagementtechniques.Itfeaturesstateoftheart
flightsimulatorscoupledwithlineoperationalsimulations,computerbasedtraining,andthemost
advancedflighttrainingaircraftwithglasscockpittechnology.

2.1
CollegeofAviationAssessmentProgram
UsesofAssessmentInformation
Theinformationgatheredusingthemethodsdescribedinthisplanwillbeusedtoassessthequalityof
theaviationprogramsasdefinedherein.Learningoutcomes,andstudentandindustrysatisfactionwith
theprogramswillbeevaluatedagainstthestateddesiredoutcomes.Theevaluationwillbeacontinuous
processaimedatinsuringthatprogramobjectivesarebeingmetandtheyarerelevantandappropriate
totheindustry.Assessmentdatawillbestudiedbythefacultywhowilldetermineandinitiatetheaction
requiredforprogramimprovement.Theseactionsmaytakevariedformsdependingontheassessment
focusandresults.Theymaybesuchthingsaschangestocoursecontentordeliverymethods,learning
objectiverevisions,curriculumchanges,newcoursecreation,orprerequisitechanges.Theymayalso
taketheformofnewequipmentacquisition,academicadvisingchangesorfacilityimprovements.
2.2 MethodofEvaluationandFeedback
TheCollegeAssessmentCommitteeisresponsibleforinsuringthattheassessmentactivityscheduleis
implemented.Whendataisavailableforfacultyreview,theassessmentcommitteewillprepareand
disseminatethedatatofaculty.Thedatawillbepresentedatregularfacultymeetingsfordiscussionand
subcommitteesmaybeformedifnecessarytostudytheissuesandfollowuptothefaculty.Other
methodsofdisseminationincludeworkshops,newsletters,anddatapostedonthecollegenetwork
server.TheAssessmentCommitteewillworkwiththeCurriculumCommitteeasnecessarytoinsurethat
curriculumissuesareaddressedfollowingexistingprotocolforcurriculumimprovement.The
AssessmentCommitteewillpreparetheperiodicAssessmentImpactReportusingtheTracDatcomputer
program.
2.3 EvaluationoftheAssessmentProcess
Theassessmentprocesseswillbecontinuouslyevaluatedtodeterminethevalidityandpracticalityof
theassessmentmetricsandprocedures.Processesforgatheringandevaluatingdatawillbe
continuouslyreviewedandrefinedtomaketheprocessmeaningfulandmanageable.Thegoalwillbeto
insurethatthecollegedoesnotbecomeburdenedbytheprocessbutratherthattheassessment
processbecomesatoolthatwillhelpthecollegeofferthebestprogramsforourstudentsandour
industry.Acompletereviewandupdateoftheplanwillbeconductedatleasteveryfiveyears.
Methodologies,schedulesandprocessesmaybealteredatanytimeasdictatedbyusefulness,resource
constraintsorotherissues.
2.4AssessmentMethodologies
Themethodologiesusedforformalassessmentaredetailedinthefollowingparagraphs.Thecollege
alsoconsidersinformalassessmentasrelevantandvaluableforprogramqualityimprovement.Informal
assessmentisalsodiscussedinthisparagraph.
2.4.1FormalAssessment
TheCOAassessmentprogramutilizesthreedirectandtwoindirectmeasurementtechniques.

2.4.2.SeniorSurveys
Thepurposeoftheseniorsurveyistoevaluatestudentsperceptionsandopinionsoftheprogramfrom
whichtheyhaveorareabouttograduate.Itisdevelopedbythefacultyandisdesignedtodetermine
studentsperceptionsabouthowwelltheireducationhaspreparedthemfortheircareer.
Italsoprovidesinsightabouttheequipment,facilities,andoperationofthecollege.Althoughanindirect
measure,itprovidesusefuldatatoallowforadjustmentsandcorrectionstoremoveimpedimentsto
studentlearningandthusimproveprogramquality.Thismethodologyalsocontributestothe
assessmentofthevariouslearningoutcomesofeachprogram.
4.1.2AlumniSurveys
Feedbackfromthealumniisprovidedbyanalumnisurvey.Thepurposeofthesurveyistoascertain
howwelltheCOAprogramshavepreparedstudentsfortheirdesiredcareersbasedontheirsatisfaction
withtheeducationprovidedbythecollege.Thesurveyasksiftheyfeeltheywerewellpreparedbythe
college and about their experience getting a job, their employer, position, and years of service. Also
includedisanopenrequestforsuggestions.Thisindirectmethodprovidesarealisticprogramcritique
usefulforassessingprogramcontentandrelevancytotheindustry.Thismethodologyalsocontributes
totheassessmentofthevariouslearningoutcomesofeachprogram.

4.1.3.CourseLevelStudentLearningOutcomesSurvey
Each semester certain courses will be selected to survey student achievement of the course learning
outcomes.Thismethodologyalsocontributestotheassessmentofcertainprogramlearningoutcomes
as well. Student performance in mastering the course objectives will be determined using methods
appropriate to the objectives. Each faculty will determine the method best suited to their course and
theobjectivesforthatcourse.Followingaresomeexamplesofvariousmethodsthatcouldbeused.
A. Multiplechoicetests:Youcanselectordevelopcertainkeyquestionsthatgettotheheartofa
particularobjective.Thentabulatethepercentofstudentsthatgotthemcorrect.The
assumptionisthatiftheygotthequestion(orquestions)correct,theyunderstandtheobjective.
B. Skillbasedobjective:Youmustobservetheactivityandjudgetheperformanceastothe
satisfactoryachievementoftheskill.
C. Papers:Papersthathaveassignedtopicscouldhaveoneormoreobjectivesinthetopic.The
contentisevaluatedindirectrelationtothecourseobjective.
D. OralExaminations:Questionscanbedirectlyrelatedtocourseobjectivesandresponses
evaluatedforunderstandingoftheobjectivetopics.
Facultywillcompleteasummaryreportwhichindicatesthesuccessrateoftheachievementofthe
learningobjectives.
4.1.4IndustryAdvisoryBoardCurriculumReview
TheCOAIndustryAdvisoryBoardwillrevieweachofthethreeprogramsandprovidethefacultywith
feedbackandsuggestionsregardingthecontentandrelevancyoftheprograms.Sincetheadvisory
boardismadeupofmembersfrommanyareasoftheaviationcommunity,eachwillbringavaluable
perspectivefromtheirparticularareaofexpertise.Thefeedbackfromtheadvisoryboardwillbe
reviewedandevaluatedbythefacultyforappropriateaction.
4.1.5LicensureExaminationsPerformanceAudit
WMUstudentsinboththeflightandmaintenanceprogramstakeFAAwrittenexaminationstoobtain
federallicensure.Thescoresthatthesestudentsachieveonthefederalexaminationsarecomparedto
thenationalaveragesforallpersonstakingtheexaminations.Theprivatepilot,instrumentrating,and
commercialpilotwrittenexaminationsarecomparedforthestudentsintheFlightScienceprogramand
theaircraftmaintenancetechnicianpowerplant,airframe,andgeneralwrittenexaminationsare
comparedforstudentsintheAviationMaintenanceTechnologyprogram.
4.2InformalAssessment
Informalassessmentisdefinedhereintorefertoprogramqualityimprovementactionsthatarenotone
oftheformalassessmentmethodologiesprescribedfortheprograms.Manyinformalactivitiesresultin
programqualityimprovementsthatmaynotbedirectlymeasureableintheshorttermbutintuitively
improvetheprogram.Thisisbestexplainedbyexample.Supposethefacultyhasdeterminedthata
pieceofnewstateoftheartequipmentisnecessarytokeeptheprogramontheleadingedgeofthe
industrytechnology.Theacquisitionandintegrationoftheequipmentintotheprogrammaynotbe
directresultofoneoftheformalassessmentmethodologiesandindeedisnotbasedondirectly
measureablelearningoutcomes.However,itisintuitivethatthenewequipmentwillmodernizethe

programandprovidestudentswithmorerelevanteducation.Andifthisistrue,thentheindustrywill
considerourgraduatesmorevaluableanddesirablethangraduatesfromotherprogramsandwill
thereforewanttoemployourgraduates.Itisimportanttoconsiderthisinformalassessmentactivityin
theoverallschemeofprogramqualityimprovement.Itrecognizesforwardthinkingandactionsonthe
partofthefacultytoembracetheconceptofprogramqualityimprovement.
Anotherinformalmethodthatisusedisasurveyofallstudentsinthecollege.Thisdiffersfromthe
formalseniorsurveyinthatitillicitperceptionsthatarebroaderthanjustacademicconsiderations.It
focusesonproceduralandsatisfactiontypesofdataandprovidesevidencemainlyaboutoperational
quality.
Itisclearthatprogramqualityimprovementcomesaboutasaresultofamixofinformalassessment
activitiesaswellasformalorplannedactivities.Theseinformalactivitiesarethereforeconsidered
programimprovementsthroughassessmentandwillbetrackedandreportedasinformalassessment/
qualityimprovementactivities.

AviationManagementandOperationsProgramEducationalObjectives
Withintwoyearsofgraduation,AviationScienceandAdministration(ASA)graduateswillbe
employedinaerospaceorganizationsinpositionssuchascustomersupportandcustomer
service,salesandmarketing,dispatch,scheduling,fixedbaseoperations,pricing,trainingand
planning,andentrylevelairlineandairportmanagementpositions.Graduateswillbe
demonstratingtheircriticalthinking,communication,teamwork,leadership,globalawareness,

manufacturercustomertechnicalliaison,technicalpublicationsandfieldtesttechnician.
Graduateswillbedemonstratingtheircriticalthinking,communication,teamwork,leadership,
globalawareness,andtechnologyabilitiesonadailybasis.
Fivetotenyearsafterenteringtheindustry,AMTgraduateswilladvanceintosupervisoryand
seniorpositionroles.Examplesofthesepositionsareshiftforeman,inspector,leadtechnician,
andseniorproductsupportspecialist.
Tentofifteenyearsaftergraduation,AMTgraduateswillholdmanagementpositions.

workandsituationalawarenessskillsintheircurrentposition.

ThecollegeofAviationrecognizesandembracesthequalitystandardsofoutsideagenciesandhas
establishedprogramstocomplywiththosestandards.Internally,quantitativemeasuresaresetfor
studentperformance.Thesestandardandmeasuresaredefinedinthisparagraph.

TheCOAoffersprogramsthatleadtoFAAcertificationinflightandmaintenance.Theseprogramsare
designedandmonitoredsoastoinsurecontinuedcompliancewithpertinentfederalaviation
regulationswhichgovernthecontent,deliveryandperformanceofcertifiedtrainingprograms.Thusthe
qualitystandardfortheCOAistocontinuouslymeetorexceedtheseobjectivessoastomaintainour
FAAcertificationastrainingproviders.ThecollegehasprogramsthatcomplywiththeFAArequirements

standards.ThesestandardsthusbecomeadriverforprogramqualityintheCollegeofAviation.
