HA News is in your hands. The Magazine presents exciting, stimulating


and incisive details of the Housing Authoritys development projects,
its policies and initiatives in a kaleidoscopic form. DHA City Karachi
(DCK), the upcoming residential cum commercial scheme of Karachi has made
speedy inroads in the arena of progress and development. The present edition
of the Magazine covers wide range of events encompassing completion of the
state-of-the-art DCK Master Plan, DCK Ground Breaking Ceremony and the
ongoing development works in DHA.
Inspiration, resolution and exuberance constitute the versatile approach
with which DHA is moving ahead towards achieving its cherished goals. DHA,
true to its reputation has successfully launched new and unique projects as a
trendsetter in the field of housing and community living in the country.
A feature article on Central Control Cell established to facilitate residents in
completion of all formalities involved in approval of Building Plan for construction
of houses in DHA is both informative and educative. Another report highlights
various aspects of the reinvigorated strategy of DHA, which has given impetus
to the ongoing fast-track infrastructure development of DHA Phase-VIII.
The establishment of DHA Suffa University is an event of great significance.
The University will provide higher technical education in the disciplines of
engineering, medical and management sciences. A comprehensive report on
the efficacy and salient features of the University included in the magazine will
provide an interesting reading.
The Residents Forum is a lively section which echoes the aspirations and
expectations of residents of DHA. An interesting article on Charles Dickens in
Periscope Section provides a refreshing and fascinating reading. An essay on
Imagination for Creative Living gives tips for success in life.

t is a great pleasure for me to address the residents and the staff of the
Defence Officers Housing Authority through the annual issue of DHA
News. The Magazine provides an ideal opportunity to interact with all
the stake holders and to apprise them about the imprints of the futuristic
strategy adopted for further progress and development of DHA.
DHA has come a long way in emerging as the largest, most
prestigious and leading residential estate in the country. A number of
mega projects including DHA City Karachi on Super Highway and the
ongoing fast-track infrastructure development works in DHA Phase-VIII
are some of the remarkable initiatives of the Housing Authority which
deserve commendation. DHA management must ensure speedy and
quality implementation of these projects as per the highest standards of
professional and engineering excellence.
It is heartening that concerted efforts in multiple directions are being
made to maintain the stature of DHA as a modern, efficient and vibrant
organization. I am confident that management and staff of DHA will spare
no efforts in maintaining DHAs role as the trendsetter in the country.
While DHA management must respond effectively to the needs of its
residents; it is imperative that the staff and the residents of DHA should
put up collective efforts in complete unison and harmony for achieving
the goals of healthy, secure and happy civic life.

of Pakistan Defence Officers Housing Authority and to convey my

DHA News 2012 issue.
DHA over the years has come a long way to symbolize as an efficient,
friendly and a well-managed organization that provides a versatile
living environment to its residents. The high standards of housing and
community living attained by the Defence Housing Authority have been
made possible due to the utmost dedication and hard work of the staff
at DHA who have admirably contributed to the needs of the residents.

The upcoming DHA City Karachi (DCK) project on Super Highway


is indeed a testimony of DHAs credibility and stability as a strong
organization in the field of housing and development in the country. DHA will leave no stone
unturned to ensure that this unique project is transformed into reality at the earliest. The
project has all the potential to become a model for future cities in the country and abroad.
Speedy completion of infrastructure development works in DHA Phase-VIII, revival of DHA
Cogen plant and the stalled DHA waterfront projects present some formidable challenges
for the Housing Authority. I am confident that we will meet these challenges and accomplish
the desired goals successfully.
I am sure that the staff at DHA imbued with a spirit of commitment and dedication will
rise to all the challenges and measure up to the expectations of the residents. I wish the DHA

name implies, primarily came into being for
the welfare of the serving and retired officers
of the Armed Forces of Pakistan. The Housing
Society, which made a humble beginning with a
mere 76.2 acres of land, has come a long way.
This mostly barren land at that time was developed
through meticulous master planning, provision of
enviable civic facilities and creating quality living
environments for its residents. Through planned
development over the years DHA has gained a
status which now serves as a benchmark for quality
community living in Pakistan.

period in the perennial history of DHA Karachi

specially the DHA City Karachi (DCK) project which
is making new inroads and heralding a brighter

been completed in a record period of 12 months
followed by the ground breaking of the project
thus setting pace for the fast track development of
DCK. A proactive strategy to give a new impetus to
the fast-track infrastructure development of PhaseVIII, establishment of DHA Suffa University for
higher education in the disciplines of engineering,
medical and management sciences, adopting
a forward-looking strategy for early revival of
stalled DHA Cogen Power & Desalination Plant,
fixing of Security Cameras at focal locations in
DHA for effective monitoring/surveillance of the
area and implementation of a new Security Plan
for enhancing security in DHA are some of the
significant achievements of the Housing Authority
which are a sources of pride and accomplishment
for the administration.
DHA City Karachi (DCK)
DHA City Karachi (DCK) is an upcoming
residential-cum-commercial project on Super
Highway spanning over an area 20,000 acres,
comprising residential, commercial and mixed use
elements. The project is strategically situated at a
distance of 35 km from the Karachi Airport and 26

km from the Toll Plaza. DCK has been envisioned


as The First Sustainable City of Pakistan, which
will serve as a model for the future independent
cities in the country. The aim is to plan and build a
city, which provides its citizens a safe, comfortable,
efficient and beautiful lifestyle. DHA City Karachi

holds great promise as a trendsetter project which


will be a beacon of inspiration and guidance for
others to emulate.
Infrastructure Development DHA Phase-VIII
DHA Phase-VIII is spread over an area of 4151
Acres of reclaimed land and remained undeveloped
since the last three decades. A fresh Master Plan
for Development of Phase-VIII was prepared
by renowned consultant based on which the
infrastructure development is going on at full pace.
There are 6 Sectors in Phase-VIII (A to E & E8). In
Sector-A & B the infrastructure development works
have been completed and the Sectors have been
opened for construction. Infrastructure Development
of Sector A & B includes roads carpeting, sewerage,
water supply, electric works and street lights.
Construction of major arterial roads in entire PhVIII (RD 03-08) is also completed. Simultaneously
development of other sectors including sectors C, D
and E-8 is progressing as planned.
Information Computer Technology
Information Computer Technology (ICT) is
no longer a luxury but a necessity for large
organizations to meet customers expectations.
MIS department at DHA Karachi is executing multidimensional role in providing back-end IT support
to various DHA establishments as well as taking
initiatives for introducing technological solutions for
reducing manual work.
Computerization of various DHA departments is
also in process. One of the most advanced financial
management system is being implemented at
Finance Department, this system will be integrated
with all other revenue centers to achieve central
reporting and business intelligence. Another
initiative is to preserve the important documents
in digital format; these digital documents are
linked with plot system to minimize the physical file
movements and retrieval time. With the joint efforts
of MIS Branch and Transfer & Record Directorate,
a project has been completed where important
documents and files of more than 75,000 plots
have been digitized.

DHA Suffa University (DSU)


The process for establishing a university for
higher education started way back in 2002. Recently
established DHA Suffa University, chartered by
Sindh Government is being setup at a purpose
built campus in DHA Phase-VII (Extension) having
state of the art educational facilities. The University
has commenced its undergraduate programs in
Engineering and Management Sciences with effect
from the Fall Semester August 2012. DSU will be
a high ranking University of international standard
providing undergraduate and postgraduate
education in the disciplines of engineering, medical
and management sciences in a phased process.
DHA Cogen Plant
The Power and Desalination Plant was established
in DHA Phase-VIII astride Arabian Sea on 10 acres of
land by DHA Cogen Ltd (DCL) in 2008. The project
was envisaged to provide 94 MW gross to KESC
network and 3 MGD of potable water to DHA. The
project was commissioned with full technological
backup of Siemens, Germany and Alfa Laval of
Sweden. Alfa Laval provided the desalination
units while Siemens Germany provided the state-

DHA administration has taken some dynamic


and bold steps for the early rehabilitation of the
stalled Cogen Power & Desalination Plant to make
it functional. Arrangements are in the final stages of
planning that would ensure its early rehabilitation /
repairs; the plant is likely to be made operational by
end 2013.
Electronic Surveillance of DHA
New Security Plan has been implemented in
DHA to give enhanced security and peaceful living
environment to the residents. In this regard, utilizing
most advanced digital CCTV technologies and latest
cameras including PTZ and fixed lens, 120 security
cameras have been installed at various entrance and
focal points in DHA. These cameras are connected
through Fibre Optic Cable to Command Centre
for effective monitoring/surveillance of the area.
Monitoring from two different locations is being
executed through 24/7 concept. A Command and
Control Centre is established at DHA Head Office
under the supervision of Director Vigilance which
carries out active monitoring and surveillance of
the area and ensures necessary response / actions
to deal with any emerging situation effectively.
Under a phased program, DHA is now heading
towards a SAFE DHA concept, with the aim to
have safe and fool proof security environments,
through digital CCTV coverage of complete DHA.
Conclusion
Main role of DHA as a development organization
is to provide best infrastructure and facilities to the
residents in a professional manner. Today DHA
is faced with numerous indomitable challenges
at this most crucial stage of its history. However,
commitment, resilience and dynamism remain the
galvanizing spirit of the Housing Authority with
which it is moving ahead. DHA is following a well
defined strategy to remain vibrant and a versatile
organization showing performance at all the time.

General / Introduction

The present process of approval of Building


Plan for construction of houses is complicated
and involves a number of agencies/organizations
like DHA, CBC and MEO. It is not a convenient
process for the residents, and takes lot of time.

DHA, a new Central Control Cell (CCC) has been
established at the DHAs Main Office where reps of
DHA, CBC and MEO would sit together under one

Salient Features of CCC

Central Control Building is ideally located at


the front Entrance of Main Office Complex of
Defence Housing Authority (DHA).
Its prime function is to provide maximum
assistance and to facilitate residents in completion
of formalities for the construction of their
residential buildings.
The concept is to provide a user interface
facility with a view to curtail the difficulties and
inconvenience faced by the applicants.
Central Control will entertain proposed Building
Plan cases for residential buildings only.
Representatives from DHA, CBC and MEO will
be available at Central Control, so that the delay
factor in processing is eliminated.
A dedicated team headed by the manager at the
Central Control Cell will be overall responsible
for manning the Centre.

Case Submission Procedure at CCC

There are separate counters for DHA, CBC


and MEO, which would provide all guidance and
assistance to facilitate the process.
Once the documentation is found complete,
representatives of DHA, CBC and MEO will issue
vouchers/challans/receipts for payment which can
be deposited at the nearest Branch of National
Bank. After availing the Bank Challan from National
Bank Branch Phase-I (Near DHA Head Office) the
applicant will produce the paid copy of challan/ TR
and Pay Order.
Thereafter the case will finally be accepted and
a Case Tracker Number (CTN) will be issued to
the submitter/applicant along with collection date.

(TP&BC) DHA the same day.
TP&BC after carrying out all necessary checking
of documents, will further process the case to
CBC within prescribed time frame.
CBC after carrying out all necessary
documentation will further forward the case to
MEO.
MEO, after carrying out necessary verification, will
sent the case back to CBC for final approval.
Final approval will be issued from CBC after
board meeting. Approved Building Plan will
be returned back to Central Control Cell for
distribution to the applicant.

Case Tracking Procedure


CTN will be the ID of every case submitted at
the counter of the Central Control Cell. It will be
the responsibility of Central Control to monitor
the proceedings of cases, within the time frame.
Manager CCC will keep monitoring the cases on
daily basis.
All accepted cases will be packed under a special
designed envelop for each Department along
with its CTN
Once the proposed Building Plan is accepted and

approved, it will be delivered to the applicant at


CCC.
During this entire exercise, Central Control will
follow the cases right from beginning. If any
delay from any Department is found, the Team
Leader will inform concerned member or Head
of Department to take corrective action.

Delivery of Cases

The owner / applicant will visit Central Control


Cell for the collection of its documents on due
date. Counter staff after verifying the identity of the
individual will ask for the collection receipt, Case
Tracking Number and CNIC (in original). After
ascertaining the identity, the staff will deliver special
sealed packed envelope of Approved Building Plan
to the individual concerned.

Owner/transferee of plot in DHA are required to

A new concept of ONE WINDOW OPERATION is
being introduced to facilitate the owners. A guideline
in this regard is given for your better understanding
which will facilitate for planning of construction of
building.

Step 1 Issue of Site Plan

It is the first major documents required for the


planning to construct a building. For issuance of
Site Plan following documents are required.
Photocopy of Allotment Order/Transfer Order/
Mutation/Division.

On the prescribed date, the Site Plan can be

Step 2 Execution of a Lease

Sub Lease A entitles an allottee/transferee

of Sub Lease A on a prescribed form issued from
DHA Lease Branch and submit alongwith following
documents: Application to the Administrator requesting

After submission of documents at Central
Control Cell, the applicant will be given a tentative
date of collection of approved building plan/NOC
from the Central Control Cell. After approval by
CBC, the Building Plan is handed over to owner or
his attorney alongwith approval Letter for carrying
out of construction within two years extendable for
another one year.

Step 4 Issue Of Demarcation Letter

It is physical possession of the plot by the allottee/


transferee which is handed over by DHA. Staff of
TP&BC Dte indicates the location of the plot. The
owner will then construct concrete boundary pillars
at the corners of his plot which are checked by
DHA TP&BC Dte and after verification Demarcation
Letter is issued to allottee/transferee

DCK Curtain Raising Seminar


Unveiling the awaited dream

he Curtain raising seminar of DHA City Karachi


(DCK) was held at DHA Golf Club Convention
Centre. The seminar was organized to unfold
the salient features of DCK Master Plan along with
its development strategies. Ex-Commander 5 Corps
Lt Gen Zahirul Islam was the chief guest.
The seminar was inaugurated with the welcoming
address by Ex-Administrator DHA, Brig Aamer Raza
Qureshi. While highlighting the objectives of this well
planned project, the Administrator termed DCK as the
first planned, sustainable and green city of Pakistan.
He said that a consortium of leading national and
international firms like Doxiadis Associates (Greece),
RMJM (UK) and Osmani & Company prepared the
DCK master plan in a record period of one year, thus
setting the pace for development of the most modern
city of Pakistan. He added that DCK would be
made a livable entity in 3-5 years, by implementing
a development strategy comprising an Immediate
Action Plan to make DCK site operational (20112012), Short Term Development Plan encompassing
primary infrastructure/facilities development (20122015), Mid Term Development Plan (2015-2020)
and Long Term Development Plan for completion of
the entire project (2020-2030).

at the projects site astride Super Highway.
Ex-Commander 5 Corps and President Executive
Board DHA Lt Gen Muhammad Zahirul Islam was

this occasion as historic and commended DHA for
proving itself as a trendsetter in the field of housing

The ceremony commenced with a welcome
address by the Project Director DCK Brigadier
(R) Muhammad Rafique, he said that the ground
breaking of the project was strictly on schedule thus
setting the pace for speedy development of the first
planned, sustainable and green city of Pakistan. He
said that under the immediate action plan, work
on the construction of the DCK Boundary Wall,
Entrance Gate, Security Towers, Arterial Roads,
Composite Offices, Accommodation Complex,
DCK Information Centre and a total of 13 projects
costing Rs. 1 billion were starting forthwith and
would be completed in twelve months to make the
DCK site fully operational and to transform DCK
into a livable entity by 2015-16.

In the fond memory of late Air Cdre Akmal Abbas Khan who passed
away on 16 May 2012. He was Base Commander, PAF Base Faisal and
Member Executive Board DHA. His sudden and untimely death is a great
loss to the family as well as DHA. He was exceptionally a gifted person
and possessed fine human qualities. He will always be remembered for
his exemplary character, his dedication to service and his tireless efforts
and contributions for DHA in his capacity as Member Executive Board.

Housing Authority at DHAs Main Office. In
his first address after assuming the appointment of
the Administrator, he outlined his policy guidelines
aimed at further enhancing the credibility and
efficacy of the organization.


Brig Abdullah urged upon the management
and staff of DHA to continue their efforts for
achieving the highest standards of professional
excellence in the field of housing and development
and to uphold DHAs good name, reputation and
credibility at all cost.
He said that truthfulness, honesty and
transparency must remain the galvanizing spirit
underlying all actions and undertakings of DHA
officials. He added that the same was essential
to win the trust and confidence of residents and
to strengthen the image of DHA as a reliable and
resident-friendly organization. The Administrator

reiterated that he would remain approachable for


everyone and vowed to resolve all the problems of
residents in a tangible, realistic and logical manner.
He asked the management and residents of DHA to
work in complete harmony and unison for achieving
the goals of healthy, vibrant and versatile civic life.

at DHAs Main Office. Ex-Administrator DHA
gave a rundown on the performance of DHA
during the last one year and highlighted that the
major focus of DHA had remained on Mega Projects,
Cogen Plant, Development of Phase-VIII, Master
Planning of DHA City Karachi and on addressing
residents problems.
As regards Mega Projects, he said that most
of those were non-performing projects and are a
source of concern for DHA as well as those who
had made investments as allottees. DHA followed
a policy which envisaged engaging the developers
in positive negotiations to encourage them to start/

complete the project, failing which; steps were to


be taken to eliminate non performing developers.
Despite assurances, the developers did not respond
and as part of its decided policy, DHA has taken
possession of three Mega projects through court
orders.
Development of Phase-VIII is steadily progressing
and shall gain further momentum when additional
1-2 sectors of Phase-VIII will be tendered for
development. He said that DHA City (DCK) project
is also on track and its master planning had been
completed in time by the consortium of International/
National consultants.

Progressive Update on DHA Development

Housing Authority work in harmony, sharing
a mutual and primary goal of providing the
best possible living environment to the residents.
Essentially, DHA is a development authority
responsible for carrying out land usage planning
and infrastructural development, whereas CBC is a
service provider that assures provision of municipal
services and maintenance of civic infrastructure in the
developed phases of DHA. It has been experienced
that most of the residents / members are unaware
of the respective domains of DHA and CBC and
therefore, do not approach the right agency for their
problems.
It is important to understand that these are two
separate organizations which function independently.
This separation is effective since 2010 and was
done by Ministry of Defence, due to strong desire
of the residents. For the convenience and better
understanding of our valued residents, some of
the major municipal functions are listed below, for
which they need to interact with CBC: Distribution of water
Maintenance of roads, street lights, traffic signals,
parks, sewerage system, commercial areas, empty
plots and all maintenance related works
Cleanliness including garbage collection /
disposal, bush cutting etc.

Water made available by KWSB is distributed by


CBC to DHA residents while DHA had been working
on revival of Cogen Plant to ensure availability of
additional water. The process was complex and
entailed dealing with numerous stakeholders. Lately,
the rehabilitation process has started rolling and the

DHA City Karachi (DCK) Project

DHA City Karachi (DCK) is a prestigious project


of DHA on Super Highway. The Master Planning
was completed in September 2011 and the Ground
Breaking of the project was done in February 2012, as
per laid down timelines. Preliminary works on the site
commenced in Jan/Feb 2012. Sector Development
will start in early 2013. Balloting of plots is also
planned in the current year. All the members of DCK
are requested to clear their outstanding dues to avoid
surcharge and to ensure speedy development works
which will ultimately benefit them in terms of enhance
property value (already an increase of 30-40 % in
prices has been noticed in last 8-10 months).

New Graveyard in DHA

To redress the urgent need of a new graveyard,


DHA is planning to construct a new graveyard, in
Defence Phase-VIII at the earliest. After approval
by Executive Board the work on construction of new
graveyard would be undertaken speedily.

Street Lights

This aspect was given special attention by CBC.


Replacement of 105 rusted electric poles along with
allied accessories on Beach Avenue is being executed
on BOT basis. Almost 4000 light poles have been
illuminated by CBC in current year.

Security & Surveillance in DHA

Defence Housing Authority has formulated a new


Security Plan in DHA to improve the security. The
plan will be implemented jointly by Rangers, Police
and DHA Vigilance. The plan includes random
checking of vehicles for
Carrying non-registered weapons,
Narcotics / Contra bands
Explosives
Fake motor registration
Vehicles with tinted glasses
Display of weapons in DHA is prohibited and this
restriction will be strictly enforced by a joint team of

LEAs who will randomly check such practices.


The Housing Authority has also planned
electronic surveillance of the entire DHA which will
be implemented in phases. In Phase-I of the plan, all
entry/exit points of DHA are being monitored through
cameras from a Control Room, appropriately linked
with suitably located LEA teams for quick reaction/
response to any unwanted activity noticed. 260
more cameras are being added in phase-II of the
programme, furthering the aim to attain safe and
secure environment.

Plan for construction of houses is complicated and
involves a number of agencies/organizations like
DHA, CBC and MEO. This involves a lot of time
wastage and is not convenient for the residents.
On the specific instructions of President Executive
Board DHA, a new Central Control System is being
established at Head Office DHA where reps of DHA,
CBC and MEO would be sitting together under one
roof to assist the residents in completion of all the
requisite formalities. One Window operation would
provide a great relief to residents and drastically
curtail the processing time to half. The Centralized
Control would be functional in a couple of months.

Conclusion

Comfort and convenience of residents has


always remained top priority for DHA, which makes
concerted efforts to provide the best housing and
residential facilities to the residents. Participation
and co-operation of residents is of vital importance
in making this effort of DHA workable. Feedback

gastro enteritis, respiratory infections, and chronic
illnesses etc, visited the Medical Camps. They were
given all types of medicine free of cost. Free Eye
testing facility was also available at the camps.
Vaccination through Expanded Program of
Immunization (EPI) was also conducted. Sindh
Lab established its investigations setup at the site,
where blood tests for haemoglobin, random blood
sugar, random cholesterol, Hept B and Hept C were
conducted voluntarily. The nutrition state of the
children and women of these localities was found to
be abysmally poor.
Administrator DHA, Brig Aamer Raza Qureshi
stated that to fulfill its social obligation, DHA was
determined to work for the betterment of the poor/
down-trodden people of Katchi Abadis. He reiterated
that DHA believed in forward looking approach and
would continue to take measures for the welfare and
well being of people of less privileged class.

Golden Tradition upheld

HA established a new park at Seaview near


Village Restaurant named after Capt Farhan
Ali Shaheed. Inauguration ceremony was
held in December 2011 where Ex-Administrator
DHA was the chief guest. People from different walks
of life including high ranking civilians, armed forces
officials, celebrities, artists and friends attended the
function.
The park was named after the young Army
Officer, who laid down his life fighting courageously
in defense of his motherland in an operation Rahe-Nijat against the terrorist at Tor Cher Valley of
Darra Adam Khel last year. The Shaheed was the
son of Lt. Col (R) Nasarullah Khan, staff officer to
Administrator DHA.
While praising the courage of Capt Farhan Ali,
the Administrator quoted that the young martyr had
emerged as a symbol of strength, courage and
perseverance against tyranny and terrorism. He
added that DHA decided to name the park after the
Shaheed so as to make it a source of inspiration for
the coming generation and motivate them to fight
against terrorism and extremism in the society.

ecurity threat is one of the grave issues


which Karachiites are always confronting.
Psychologists have proved that ideal residential
places are those, which offer Peace of Mind. Here
at DHA, utmost effort is made to transform this
residential estate into Secure Heaven so that the
dwellers could float freely at-least in the vicinity of
DHA.
DHA claims the responsibility of its inhabitants
and constantly strives to provide secure environment
to them. In this regard the new administration has
introduced DHA Security and Surveillance Project
for the safety of its habitat. Surveillance System has
been installed in DHA, which covers all entry and
exit points through 120 cameras. Latest state of
the art cameras including PTZ and fix lenses have
been installed. Monitoring is being done through
advanced digital CCTV technologies. The system
has enough capacity to record footages from two
different locations by following the 24/7 concept.

imambargahs. SAFE DHA concept will be attained
by electronically covering the whole of DHA.
In the near future Vigilance Directorate will
employ ANPR (Automatic Number Plate Recognize)
system in DHA to facilitate traffic control and to
minimize vehicle theft case.

Digitalization of DHA
Efficiency through automation

n the year 2012, the focus of MIS department


remained on computerization of DHA Clubs.
The clubs have been equipped with standardized
modules inclusive of unlimited Human Resource,
Payroll,
Procurement,
Inventory,
Members
Management, Restaurants Management, Rentals,
Billing, Point of Sale and Financial System etc. All
these modules are centrally controlled from DHA
Head Office.
Computerization of different DHA establishments
is also in full swing, some significant IT projects
completed successfully by MIS Branch in the year
2011 are highlighted below:
SMS Payment Acknowledgement
For DCK Plot Owners, Finance Directorate posts
all the DCK payments received into the payment
recovery system. SMS confirmation alert is generated
for the members to confirm the receiving of payments
along-with amount and receipt number.
DHA Medical Center System
Medical Centre is now managing patients according
to their prescriptions, medicines purchasing, inventory
and issuance as per prescriptions via software. The
center is linked with personnel branch and health
insurance dept to retrieve employees data.
Education Institutions
In house developed student billing system has been
executed in DHA Main Education Institutions. DAEIs
will now be able to manage students registration
and monthly fee billing generation by using this
software. Also fee defaulters can be identified and
then letter may be generated accordingly.

DHA Offices have been connected to the Head
Office and can share email system and other

enabled papers are computer generated.
Monitoring Desktop Console
An integrated statistical web based screen
is provided to management, where important
summary of transactions of DHA Departments can
be monitored in real time.
Vehicles Management System
This software will help MT & Workshop Branch
to record and manage vehicles, its procurement,
insurance, repair / maintenance, oil / lubricant
inventory and proper reporting of all DHA vehicles.
Financial System
Oracle Financials system has been declared
GO LIVE and is running successfully in parallel
with legacy system at DHA Head Office Finance
Directorate. Account Payable, Account Receivable,
Cash Management and GL processes have been
automated as per the requirements.

output. In the fast moving and time compressed
environment large organization like DHA relay on
computerized environment to improve efficiency
and accurate record keeping. The effort of DHA
administration to achieve the goal of a paperless
environment started last year.
Computerized Management System (CMS)
module launching ceremony was held in March
2012 at DHAs main office. Ex-Administrator DHA
Brig Aamer Raza Qureshi was the chief guest on
the occasion.
This newly developed computerized system has
been developed by a software developer M/S Axact
in collaboration with DHAs IT Team. The launching
ceremony was attended by large number of DHA
officials, stakeholders and IT experts. CEO Axact
Mr Shoaib Ahmed Sheikh in his speech highlighted
the importance of paper free environment through
the adoption of this unbeatable and best software
system in the world.
Director MIS DHA Waseem Akbar informed the
gathering that the Enterprise Resource Planning
(ERP) system developed was easily comparable
to other world class ERPs. He said that the main
advantage of this system over the current system
in use was flexibility, enhanced efficiency and
synergy. He elaborated that ERPs were designed
to save time and reduction in wastage of resource
through speedier access to information and hence
faster decision making.
Secretary DHA in his speech thanked the team
involved in carrying out this remarkable project in
form of a technologically sound module in a record
period of 48 days.

this important event was another landmark of DHAs

module of CMS system developed was a great

level.
He emphasized the need of computerization
in all DHA institutions for the benefit of various
departments in their day to day working, like

and timely disbursement of payrolls.

intervals and offer numerous opportunities to the

only possible towards Super Highway and National

future projects like, Up-gradation of Super Highway,

HA City Karachi (DCK) is proposed to build


over an area of 11,640 acres. The land
is projected to accommodate more than
600,000 people. Approximately thirty thousand
plots have been sold whereas 20,000 more plots
will be made available in future ballots. Master
planning had been started from September 20, 2010
in collaboration with one of the oldest consulting
firms of Pakistan Osmani & Company (Pvt.) Ltd.
More than 100 professionals from throughout the
world worked on the DCK Master Plan, and this task
was completed in record 12 months in September,
2011.
The major sustainable feature of the DCK Master
Plan is its entity as a complete city, offering jobs
and employment that will reduce the requirement
of daily trips to Karachi. DHA City is not just a
subdivided land or a housing community, but It is
envisioned to be a modern Pakistani City of 21st

Sustainable Infrastructure
In Pakistan, many small scale green & sustainable
infrastructure initiatives have been taken, but most of
them are isolated efforts at small scale. No holistic
urban initiative has been taken for sustainable
development in the past. Karachi, the largest city
of Pakistan with a population of approx. 19 million
people is facing the worst impacts of the Rural-Urban
migration and is being expanding haphazardly. In
this scenario, DHA City Karachi (DCK) is the 1st
large scale sustainable infrastructure initiative in
Karachi.
The new energy strategy corresponds with the
latest energy practised internationally. Energy
strategy includes (in terms of priority): Reduction
in energy consumption, increase efficiency in
usage, Increased renewable energy sources, and
then development of efficient energy plants for
DCK. Energy demands both from buildings and
infrastructure are planned to be kept at minimum.
Renewable energy sources including solar, wind,
biomass besides waste-to-energy shall play key
role in Energy strategy of DCK. SMART Grid based
integrated systems have been finalized for DCK,
heralding a new age of SMART cities in Pakistan.

DCK Central Facility Building

Special focus is being maintained on water supply,


sewerage, drainage and solid waste management
of the DHA City area. Detailed requirements are
worked out for the water demand of the estimated
future population, the natural slopes on the site are
utilized for drainage flows and two major lakes are
proposed to be developed in order to accumulate
the local streams' surface-runoff for various uses. A
sustainable sewerage collection & treatment system
has been planned to efficiently collect the sewer
loads by planning as per topography of the land,
and then treatment and reuse of this resource for
beneficial usage for irrigation and ground water
recharge.
The existing and proposed future transportation
infrastructure network connecting to DCK are being
analyzed and planned to connect the whole Eastern
Karachi region (including DCK) with central Karachi.
A number of initiatives are in different stages of
feasibility studies including construction of Malir
River Expressway, Integration of Karachi Circular
Railway & Mass Transit Corridors with DCK, and
Integration of DCK with nearby Education City.

Physical execution of development work at DCK

on 12 projects under the Immediate Action Plan has
already commenced.

The on-site accommodations initially includes Staff

DCK is a complete road map of a modern

Malir River Expressway is in planning stage, on


completion it will amazingly reduce the travelling

Trends in Plot Prices at DCK

A north-south roadway connects the Superhighway


with the farthest southern area and an east-west
roadway connects the newly planned developments
with DCK.

Prior to start of master planning of the project,


the prices of the plots were going below the actual
prices. However, the current market trends show
large increase in the plot prices in the open market
even in this current recession. An increase of 3040% in prices has been noticed in last 8-10 months.
By the grace of Almighty Allah, there is a sharp
reduction in the default ratio of payment and in
certain cases few plot owners have paid the entire
amount to DHA Karachi, which show the confidence

DHA Waterfront Projects


Working towards interests of rightful owners
DHA Cogen Plant

In Order to meet the future needs of Water &


Power primarily for the planned Highrise Residential
& Commercial Complexes and also for PhaseVIII, DHA conceived the establishment of Power
& Desalination Plant of 90 MW Power & 3 MGD
Water in Phase-I and subsequently Cogen Plant of
150 MW Power & 5MGD Water in Phase-II. The
Plant was commissioned, with full technological
backup support of Siemens Pakistan, Siemens AG
Germany and Alpha Laval of Sweden in February
2008. Alpha Laval provided the desalination units
while Siemens Germany provided the state-of-

the-art combined cycle power plant. DHA Cogen


Plant operated for 11 months only and that too
in brief spell of 2-3 months and the Plant is lying
closed since May 2010. The effort to revive the
plant commenced in September 2010, followed by
negotiations with board of directors of DCL, AEI,
the banks and minority shareholders. A positive
headway has been made in this regard; hectic
efforts are going on to make the plant operational
at the earliest.

Crescent Bay Project

This mega project was a joint venture between


M/s EMMAR Dubai and M/s GIGA Pakistan and
DHA. The project was estimated to be completed
by 2010-11. The projects is spread over 108 Acres
land reclaimed by Developer, comprising 46 x 30
storey buildings. Agreement was signed with DHA
in 2004, land was leased in 2005.
With hectic negotiation with developer, a new
master plan has been made and the stalled project
is restarting shortly. Developer will completely
implement the revised master plan upto year

2022 and will also construct waste water /


sewerage treatment plant to meet the hygienic
and environmental standards of the coast line.
Necessary arrangements have also been made to
ensure that customers interests are looked after by
the Developer and necessary compensations will
be made in case of any delays.

Creek Views & Terraces Project

Famous property developer AKD Group in a joint


venture with DHA will launch Creek Views & Terraces
project. The project is spread over 43 Acres Land,
comprising 14 Residential Towers (18-28 Storey)
and 3 Office Complexes. Agreement was signed
with AKD in July 2006, while land was leased to
project developer in July 2010. Project Office and
model apartments are under construction and soil
testing is being carried out along with piling work.
Presently the Developer is using his own resources
for the construction and all other activities to build
confidence and develop trust of the customers.
Project is expected to be launched to the public by
the Developer in July/August 2012.

Creek Marina Residential Complex

The project was launched by M/s Meinhardt,


Singapore as a prestigious residential complex in
Phase-VIII. The project is spread over 19 Acres
of Land, comprising 8 x 27 Storey Residential
Towers. Out of 768 Apartments, 256 Apartments
were sold. Agreement was signed in September
2004 and land leased to project in May 2005. The
Project got stalled. Presently negotiations are being
concluded with the Developer for putting in place
the arrangements for the revival and protecting the
interest of the customers.

Creek City Medical Complex

DHA has decided to setup a Medical Complex


spread over 18 acres in Phase-VIII. The concept
of independent specialized medical units has not
received requisite response. A new proposal of
the Creek City Medical Complex (CCMC) is being
formalized with the help of experts of health sector
to attract investors and create state of art facility to
meet the need of the residents.

DHA Executive Board Meeting: Mega Projects

the field of housing, planning and community living.
He said that DHA must ensure that all its policies
and undertakings should facilitate the residents
and should aim at providing comfortable living
environment to residents. He further asked DHA
to work in tandem and in close co-ordination with
Cantonment Board Clifton to achieve the goals of
efficient, dynamic and vibrant civic life.

Annual Budget DHA


Resources Mobilization

HA Executive Board Meeting chaired by


Commander 5 Corps Lt. Gen Muhammad
Ijaz Chaudhry, who is also President Executive
Board DHA, was held at Headquarters 5 Corps here
today. The Executive Board reviewed/evaluated the
ongoing development works/mega projects of the
Housing Authority and approved the DHA Annual
Development Budget for the fiscal year 2012-2013.
Director Finance DHA, Jamal Macdi said that
the main objective set forth for the DHA Budget was
to ensure speedy completion of the infrastructure
development of DHA Phase-VIII focusing on
simultaneous development of Sectors C, D and E-8
so as to open them for construction by the next year.
The main features of the development works include
development of Business Zone, construction of
sewerage treatment plants, a new graveyard, road
furniture/finishing of roads network of Sec A, B&C
and horticulture/landscaping of the area. A sum of
Rs. 3 billion has been earmarked for infrastructure
development works of Phase-VIII for this fiscal year.

along-with the sector development. He asked DHA
authorities that community facilities like schools,
masjid, parks and commercial areas etc should also
be developed simultaneously.

and they would be completed within the stipulated

successfully and the results were quite encouraging.
There is abadance of underground water in DCK
in sufficient quantity to cater for future requirements

Environmental Dredging at Gizri Creek
Environmental Dredging, Slope Protection and
related works of Gizri Creek, DHA Karachi is to
deepen or widening of the channel for the passage
of ships/boats, whether in tidal waters or in inland
waterway. Work awarded this year and the dredging
is in process. The project cost is approx Rs. 938.344
million.

There was a dire necessity to have some guest


accommodation at Creek Club to meet the pressing
demands of the members. In order to meet this
requirement, construction of Creek Lodge started
in April 2008 with the aim to build a five star
accommodation for members of this elite club. The
building consists of Basement, Ground plus seven
storey. The Creek Lodge after completion shall have
75 standard rooms, 20 executive suits, a business
centre and two restaurants with all facilities. The
project is likely to be completed by end of the year

Gizri Flyover
It is located on Kh-e-Hafiz and caters for traffic
plying between the city and DHA. The Project was
based on NESPAK Traffic Study to reduce traffic
congestion at Gizri Commercial Area. The Project
commenced in March 2007 and was completed in
24 months time period. The Soft Opening of Flyover
was held on 15 December 2009. The left over
miscellaneous works has now been completed and
CBC has been asked to take over the completed
project.

Infrastructure Development of DHA Phase-VIII

4151 acres. It constitutes a small peninsula
land reclaimed before allotment of plots.
Initial master plan for development of Phase-VIII
was made some thirty years back. That plan was
rudimentary in nature and there was a need to
revisit it since advanced tools made their way in
modern day town planning. Thus redesigning was
done in 2006. A fresh master plan for infrastructure
development of DHA Phase-VIII was accordingly
prepared by consultant M/S Osmani & Co. Based

DHA Sports Club (Moin Khan Academy)
DHA Sports Club has been established in order
to provide sports facilities and healthy environment

to its residents. A magnificent sports club has been


constructed astride Defence Authority Golf Club in
Defence Phase-VIII alongwith Moin Khan Cricket
Academy. DHA Sports Complex is a superb sports
arena and features a variety of sporting facilities like
a cricket stadium with floodlight arrangements, a
cricket academy with a practice field, a jogging track,
a covered swimming pool, a modern gymnasium
and three international standard squash courts. The
membership of the Sports Club is open to all the
sports fans of Karachi irrespective of being a DHA
resident. Balance work of DHA Sports Club (Moin
Khan Academy) has now been awarded under
Phase-III works.

Contract for construction of Club House at DHA
Sports Club has been awarded. The project is
expected to be completed by end 2012. Club House
building comprises of two floors (Ground +1). Total
covered area is about 10,656 Sft. Salient features
includes lounge, Sports Shop, Tuck Shop & Kids
playing area at ground floor.

He said that DHA was planning to start development
of a graveyard in DHA Phase-VIII very soon to meet
the pressing demand of the residents. He asked the
concerned staff to arrange a joint visit of DHA officials

Fumigation Campaign

HA has launched an intensive fumigation


campaign as part of post rain emergency
drive in DHA areas. To effectively prevent the
breeding of potential carriers of different diseases
and viruses, the insects eradication campaign
was launched, includes fumigation, spray and
oiling drives intended against the stagnant rain
water, storm water drains, garbage dumps and
manholes. A large number of fog generators,
vehicle fitted spraying pumps and fumigation
machines were used with effective insecticides
and sprays to fight the menace of deadly viruses.
Administrator asked the concerned DHA Staff to
ensure making the fumigation campaign against
the deadly viruses a success.

Residents Society (DRS) was celebrated in
November 2011. Commander 5 Corps and
President Executive Board DHA, Lt. Gen Muhammad
Zahirul Islam was invited as the chief guest.
The meeting was largely attended by the
residents including Administrator DHA Brig Aamer
Raza Qureshi, President CBC Brig Anis Ahmed,
MD SSGC Azim Iqbal Siddiqui and Commander
Shaukat Ali Shah, DIG Karachi (South).
Addressing on the occasion, Lt. Gen Zahirul Islam
appreciated the Residents Societies for harnessing
positive energies to upgrade civic amenities
and improve living environment of community.
He applauded the harmonious and symbiotic
coordination of DRS with DHA to achieve the goals
of a healthy and vibrant civic culture.
President Executive Board pointed out that the
perennial problem of water shortage in DHA was a
complex issue which was a matter of great concern
for residents as well as the administration and it was
encouraging that DHA was making out all efforts to
proactively resolve the crisis that includes procuring
enhanced supply of bulk water and its judicious and
transparent distribution to the resident in DHA. He
commended the substantial efforts made by DHA
towards ensuring revival of stalled Cogen plant
by acquiring its control and management from

Hoisting of Party/Religious Flags and Symbols in Commercial Areas is not allowed. DHA Vigilance
would monitor the same and remove prohibited flags from the area if found any.
DHA Vigilance has been tasked to ensure implementation of the policy in true letter and spirit. The
policy is also being made part of DHA Rules and Regulations.

Sahil, DHA Phase-VIII Extension, Karachi

DSU is inducting top of the line faculty in Pakistan.
Prof. Dr. Zubair Ahmed Shaikh, former Director
NU-FAST, has joined as Dean while Prof. Dr.
Athar Mahboob, a renowned Information Security
Specialist from NUST, Prof. Dr. Kamran Siddiqui
from IBA and Prof. Dr. Johar Khurshid Farooqi from
NUST have joined as HODs.
DHA Suffa University will be a state of the art and
one of the most modern universities providing higher

Director Education, DHA. He is
a very qualified and experienced
educationist with an immense
contribution to the cause of
promotion of education.

He has a vast teaching experience at NUST


and Pakistan Naval Academy. In addition, he has
got administrative experience in the capacity of
Training Commander, Registrar and Dean Applied
Sciences at NUST. Before joining as Director
Education, DHA, he worked as Director Naval
Educational Services, then as Assistant Chief of the
Naval Staff (Education) at Naval Headquarters,
Islamabad.

Commodore Talib Hussain did his M.Sc. (Applied


Mathematics) with distinction from Punjab University,
M S (Fluid Dynamics) from University of London
(UK), Diploma in Higher Mathematics from Imperial
College of Sciences and Technology (UK) and Long
Navigation and Direction Professional Course. He
has been the Principal of both Bahria College Karachi
(NORE 1) and Bahria College Karsaz.

ll Karachi Annual Bilingual Declamation


Contest 2012 was held at Defence Authority
College for Women Ph-VIII. Professor
Anwaar Ahmed Zai, Chairman Board of Secondary
Education Karachi was the Chief Guest of the

Two Students each from leading Universities
and Colleges of the metropolis participated in the
declamation. They spoke on various contemporary
subjects and displayed their confidence, tact, force of
arguments and oratory skills in front of the crowded
college auditorium.
Professor Anwaar Ahmed Zai lauded the
tremendous potential, oratory skills and intellectual
ability of young college and university students and
described them as simply impressive. He said that a
good orator put soul into the words. He added that
the culture of dialogue had been sidelined; due to
which people were immensely opt for the second
options of guns and pistols. He informed that the
Board has decided to give shields to all affiliated
colleges, who were continuously holding these

declamation contests for 3 years. Also cash awards


would be given to the winners of last 3 years.

Empowering the other Half

Elocution Competition

A College for Women Ph-VII Ext organized


its first ever Elocution Competition in the
college. Renowned Poet Naseer Turabi was
the chief guest on the occasion. The program was
divided into two sessions. The first half was reserved
for Urdu Elocution and the second for English. The
participants recited selected excerpts and poems
of the well known poets and writers. Naseer Turabi
and Mrs. Riffat Abdullah acted as the judges.
Naseer Turabi speaking on the occasion
applauded the efforts of the teachers and students
and said that promotion of the art of elocution had
great literary and educational significance that helps
in building the confidence and linguistic abilities of
the students thus turning them into good speakers
and orators.

The chief guest in his address said that oratory
was an art and an important ingredient of personality

Mr Shaharyar Mahar said that oratory skill is
an important facet of human personality which is
essential for success in every field of life. He said
that the young generation has tremendous potential
which is evident from the powerful and dynamic
speeches delivered by the young talented students

Annual Day Function

he Annual Day Function was held at Defence


Authority Degree College. Deputy Speaker
Sindh Assembly Syeda Shehla Raza was the
chief guest.
In her address the Deputy Speaker Sindh
Assembly emphasized that the basic purpose of
education was to produce enlightened and dynamic
individuals who had the courage, conviction and
force of character to face the onslaught of life. She
herself had been a teacher before joining politics
and is the view that faculty of any institution makes
or breaks it.

corrupt society in an ironic way. The young and

colourful caps, T-shirts and gloves alongwith the
teaching staff participated in the massive cleaning
of the beach with great zeal and enthusiasm. The
purported aim of the campaign was to create
environmental awareness in society and to nurture
the ecological environment of the earth.
Speaking on the occasion the Principal of the
College, Brig (R) Shahid Saleem Lone said that
the basic aim of organizing beach cleaning was to
keep the beach clean and beautiful. He said such
campaigns augment the drive initiated by DHA to

beautify the surroundings and to keep them clean.


At the end of the Campaign a colourful
ceremony was held in which college choir sang
mesmerizing national songs to make the event
lively and colourful.

the Creator. An English play Anna and the King of
Siam depicted the exciting and hilarious experience
of an English teacher in the Royal family of Siam
(Thailand).
The Urdu play Chacha Chakkan was an
excellence humorous presentation. An English play
on Kashmir manifesting its beauty, the glorious
past, painful present and uncertain future was very
impressive.

lovers and children. Nearly 100 pets belonging to
different species were entered in the show. Pet Show
worked as a platform to educate grownup children
about pet keeping. Most of the participating club
members enjoyed this event.

Sunset Sports Gala
It was held in the summer vocations. Different
matches in the categories of Lawn Tennis, Badminton,
Table Tennis, Squash, Snooker and Swimming were
played. A large number of members participated in
these exciting events.
Independence Day Celebrations
The celebrations were held in highly patriotic
manner and were largely attended by the members.
Singer Saleem Javaid sang National Songs also

participated by the members. The bumper prize


of Suzuki Mehran Car was won by one of the
member.
Eid Milan Party
Eid Milan Party was held on the third day of Eid
included kids fun fair, enjoyed by members and
their families. It was a real festivity and a family
event excellently organized.
Ghazal Night
A ghazal night was arranged in the Banquet Hall
and the Annual Function for members entertainment
was held at Jasmin Lawn. The legendary artists like
Mr. Maqsood, late Mr. Moin Akhtar and vocalist Mr.
Jawwad Ahmed entertained the audience with their
great performances.

130 guests. Members regularly organize Musical

The Club House has a spacious Gymnasium to

is only extended to the members of the Club. Both
male and female trainers are available in the Gym
for imparting training to the members.

The pool is equipped with sophisticated filtration

he colorful event of 61st Pakistan Flower Show


2012 was inaugurated by Justice Aqeel Ahmed
Abbasi of Sindh High Court in an impressive
ceremony held at DHA Seaview Public Park on 23rd
February 2012. Horticultural Society of Pakistan
(HSP) in collaboration with DHA and Cantt Board
Clifton arranged this Annual Flower Show.
The venue of the grad flower show presented
an exquisite view of color and natural beauty with
exotic fragrance of multi colored seasonal flowers.
Speaking on the occasion Justice Aqeel Ahmed
Abbasi lauded the efforts of Horticulture Society of
Pakistan for organizing a splendid floral show. He
said that the efforts of HSP in giving cleaner and
greener environments to Karachi and in promoting

DHA Zamzama Park, CBC Bukhari Park and DA
Rahat Park got first prizes in the categories of big,
medium and small parks respectively. Defence
Authority College Ph-VI got first prize in College
category and DA Tooba Mosque in Masjid category.
Cantonment Board Clifton was declared the overall
champion of the Flower Show and awarded Abdul
Sattar Pirzada Trophy.

Garden Competition 2012

Society of Defence Authority Degree College
for Men won the Garden Competition 2012.
The event was organized by Pakistan Horticulture
Society during the 61st Flower Show held at Seaview
Public Park in February 2012.
Speaking on the occasion, The Principal of
the College, Commodore (R) Imran Ansari said
that the institution believed in environmental
beautification and in the concepts of go-green
through horticulture. He added that the college
had a dedicated team of students, who are
member of horticulture society of the college. He
asserted that developing aesthetics and love for
nature was an important ingredient of personality
development programme of the institution.

efforts to improve the deteriorating environment
conditions of Karachi and DHA in particular.
DHA plays its role in this noble cause of saving
Environment from pollution. Parks, Beautification
Spots, Green Belts and Road Medians in DHA have
not only provided aesthetic delight to the people
of Karachi but also have a soothing and healthy
effect on their nerves.
To overcome the acute water shortage, the main
problems in Karachi, Horticulture Directorate of

Museum Lawns
This simple yet elegant house was built in the
waning years of the Nineteenth Century. It came
into the Quaids ownership on 14 August 1943.
The house was bought from the Quaid-e-Azam
Trust by the Government of Pakistan in February
1985 and renamed as the Quaid-e-Azam House
Museum. It was opened to the Public on 25 Nov
1993.

Garden Gymnasium has also been established
which is an added attraction to the park and an
opportunity to physical activities for the visitors
especially the youth.

McDonald Park (Seaview Park)


DHA has decided to convert McDonald Park
into a family park. Fencing of the park has been
completed and after conclusion of the Flower Show
it will be opened for the public. All visitors would
be allowed to come and they will be charged for
entry @ Rs. 10 and Rs. 20 for children and adults
respectively.
Tissue Culture Lab
This Lab has completed its 1st year of
functionality. During the year the Lab established
various protocols for Ornamental Plants that
includes Crotons (codieum variegatum), Anthurim,
Ixora and Lilly. Tissue Culturing of Orchid varieties
are now undertaken and Insha Allah this year it
will able to multiply good varieties of it via the new
procedure. Besides, Tissue culturing new methods
of propagation / weaning of plants in Green
Houses were also practiced, that can be evident
by seeing plants in the fertility. DHA Tissue Culture
Lab can also give training to DHA Residents or
Outsiders at nominal charges.

cleaning campaign at Seaview beach in
which a large number of its students participated.
Commodore (R) Imran Ansari Principal DA Degree
College was the chief guest.
More than 1500 students of Seaview School
wearing colourful caps and specially prepared
aprons and gloves, supported by 120 teaching
staff and a large number of janitorial workers
participated. These students participated in the
massive cleaning of the beach with great zeal
and enthusiasm to clean our natural beaches.
The purported aim of campaign was to create
environmental awareness in society and to preserve
the ecological environment of earth.

akistan star golfer Shabbir Iqbal acquired status


as Pakistans best professional by grabbing
the 41st Pakistan Open Golf Championship
at the end of this National Golf Tournament held
at Defence Authority Country and Golf Club in
January 2012.
The thrilling 4 days Golf Tournament was played
in pleasant but challenging playing conditions
at the newly refurbished golf course of DHA Golf
Club. Top 91 professionals and a number of senior
professionals and amateurs from all over the country
participated in the tournament. The 3.5 million
prized tournament organized by Pakistan Golf
Federation (PGF) was sponsored by AKD Group.
The prize distribution ceremony held at the end
of the tournament in which Commander 5 Corps
Lt Gen Zahirul Islam distributed prizes among the
winners and awarded cash prizes to the top 40
professionals.

best amateur beating the seasoned Wasim Rana
(307) of the DHA Golf Club by a stroke.

Among the senior professionals, Asghar Ali of


Punjab Police captured the top position with the
aggregate of 149 while Ghani Khan of Karachi Golf
Club ended up as the runner up with the aggregate
score of 156. Mohd Safique of Railways stood at
third at the score of 137. Shabbir Iqbal collected a
glittering trophy and cash award of Rs. 430,000. A
large number of golf lovers and participant golfers
of the tournament attended the ceremony.

and impressively built new Stadium. NBP lifted the
winning title, defeating PIA by 5 runs.
An impressive inauguration ceremony was held
where musical theme of national anthem stimulated
the patriotic spirit of both players and the audience.

in a colourful ceremony here today.

The Book Fair was held on the eve of 21st
Anniversary Celebrations of DCL. The event marks
the beginning of different literary, educational and
cultural functions organized on the occasion. 20
leading publishers/booksellers of the metropolis
are participating in the event and giving 20 to
50% concession on sale of books. Latest books on
subjects of varied interest including literature, social
sciences, philosophy, psychology, religion etc are
available at the exhibition.

Society was held at DCL Auditorium. Scholars
and literary figures enlightened the audience on
the subject with their thought provoking discourse.

Sardar Muhammad Ashraf.

The aim of holding these functions was to

Celebrating 21 Years of Enlightening DHA

earned members of society from different


walks of life spoke about the role of libraries
in the promotion of reading habits among
people at the commencement of three-day
celebrations of the 21st anniversary of the DHA
Central Library (DCL).
Speaking on the occasion, scholar and
educationist Sardar Mohammad Ashraf recalled
how as a student of class seven in Azad Kashmir
he took part in a drive to collect books to start a
library in his village school. We collected some
300 books, he proudly told the audience and
wondered if that library still existed.
In 1967, I came to Karachi a city which was
full of libraries. People used to run after knowledge
here. I used to go to the KMC library in Jahangir
Park where I got to read six or seven different
newspapers everyday. As I was working too while
educating myself I relied heavily on such public

Life and Legacy of Hazrat Imam Husayn (AS)

n impressive book launch ceremony of the


newly written book The Blood of Husayn
(AS) by an eminent research scholar Dr
Syed Muhammad Reza Kazimi encompassing the
life and legacy of Hazrat Imam Husayn and a
detailed narrative of the tragedy of Karbala was
held at Central Library DHA under the aegis of
Bista-e-Yaran a literary organization.
Renowned author and Islamic scholar Dr
Syed Husayn Muhammad Jafri presided over the
event. Eminent scholars, writers and personalities
spoke on the occasion. Mr Mehdi Masood, Ex
Ambassador and an eminent intellectual said that

manner. She said that the book in its essence
highlights various dimensions of the tragedy of
Karbala which was an embodiment of human

with fortitude and conviction.

that Imam Husayn had an exalted status and he

A New Security
Plan for DHA

derived to combat recent wave of
violence and terrorism in the city
and it will be implemented jointly by
Rangers, Police and DHA Vigilance.

The plan includes random checking of vehicles,


nonregistered weapons, drugs, explosives, fake
motor registration and tinted glasses in DHA.
Another bold feature of this plan is to close down/
seal all political offices in DHA as its Bye-Laws do
not permit political activities in residential areas.
Display of weapons in DHA is prohibited and will be
strictly enforced by a joint teams of LEAs
who will randomly check such practices.
For self protection many residents have
been provided police / security personnel
who have pitched sentry posts and
road blocks outside their houses which
tantamount to encroachment and is a
violation of DHA Bye Laws. LEA teams
have been tasked to remove all such road
blocks and the concerned residents have
been advised to remove such obstructions
within one week.
The Housing Authority has planned
electronic surveillance of the entire
DHA which is being implemented in
phases. In Phase-I of the plan, all entry
/ exit points of DHA are being monitored
through cameras from a Control Room,
appropriately linked with suitably located
LEA teams for quick reaction / response

Workshop on Strategic Management Training: DHA

two day workshop session on Strategic


Management Training in Effective Leadership
was conducted by Prof Dr Emanuel Kondylis of
University of Athens, Greece for DHA management
at Defence Authority Club.
The workshop was designed to equip the
participants with the knowledge of contemporary
leadership techniques and to give them an insight
of human psychology and its impact on human
behavior for enhancing the effectiveness and
efficiency of any organization.
The Greek Professor said that efficiency of
employees/staff of any organization was dependent
on the degree of satisfaction of human needs rather
than the mathematical set of rules. He said that
softer values must be promoted in an organization
to enhance its productivity and efficacy.

The professor summed up the leadership


styles into directive, consultative
collaborative and delegating. The most
effective and successful leadership style
was consultative.
He said that an effective leader should spread
the pickles of enthusiasm embodying energy and
challenge in the working environment; inspire
confidence in staff through sharing information with
them and demonstrate integrity by ensuring that the
actions match with words.
The professor said that the human behavior
was the outcome of three entropic ego states
intricately interplaying in a human being in a
complex manner. The three ego states comprises
of parental ego (nurturing and critical), adult ego
(objective and rational stemming from thinking
rather than feelings) and the child ego (emotional
and uncensored feelings).

He added that the human performance was


synergic and depended on IQ of individuals
which is the ability and potential to solve technical
problems as well as on emotional intelligence
which predominantly governs human conduct and
behavior. He said that competence and potential of
individuals were at full play when their emotional
needs were satisfied and the element of fear (for
survival/future) was adequately addressed in an
organization.
Professor Kondylis emphatically stressed that
an effective leader should incessantly give positive
strokes envisaging positive and optimistic outlook
to his subordinates for creating a productive and
healthy environment in an organization. Negative
strokes must be avoided as it creates pessimism,
hopelessness and negative thinking in employees
which consequently curb their initiative and
performance.
The professor summed up the leadership

and delegating. The most effective and successful
leadership style was consultative.
The thought provoking and informative workshop
session was largely attended by the directors and

In the Line of Duty

sacrificed his life in line of duty during an
encounter with dacoits that took place in a
bungalow located at Khayaban-e-Bahria in DHA
Phase-VII.
According to the report, the residents of a
bungalow were being kept hostage by three dacoits
at Khyaban-e-Bahria. Nearest DHA vigilance
mobile was immediately dispatched which reached
the spot even before Police. Brave Field Inspector
Zafar Iqbal entered into the bungalow, encountered
a dacoit and over-powered him bare handed.
Meanwhile, another dacoit fired at the Field
Inspector. His body received nine bullets, including
one on his head he succumbed to his death. Zafar
Iqbal was retired Subedar of Pak army and was a
Field Inspector in DHA Vigilance. He has left behind
a widow and two children.

the Prophets and Messengers sent after him. Islamic
scholars say that Hadis demonstrate the excellence
of Friday and point out the great events that have
occured on that day in order to encourage people to
do good deeds on Friday and save themselves from
Allah punishment

practical asset. With it you may raise to any
height, without it you are doomed to mediocrity. The
lives of great men in any walk of life are characterized
by the exercise of this gift. An imaginative solution
involves courage as well as insight. You cannot get
ideas like that if you insist on remaining in a rut.
To be creative you must be dissatisfied with the
usual and mediocre, and willing to see new angles
and to cultivate a fresh and original attack on your
problems.
Originality is the key to success. Perhaps you
do not need to be violently different, but you need
to deviate from the norm in accordance with your
own talents, personality and perceptions. To deviate
successfully from the norm, it is first essential to know
your subject thoroughly.

Culture is the assembly of arts, customs and religious
beliefs. It is not enough that a society should be
governed by the right people; it must ensure that the

ablest intellectuals rise to the top. Without struggle,


a sense of balance is hard to maintain.
An interesting variation of culture was witnessed
by the whole community of English teachers,
representing the DHA Education Network. It was
the last day of the Subject Specialists Training in
which all DHA teachers participated. A movie show
was arranged at the Defence Central Library.
The teachers witnessed the breath-taking
spectacle of Gone with the Wind, for spectacle
it was! Although the movie extends to duration
of 04 hours, none of the teachers experienced
a single dull moment. Gone with the Wind is a
unique movie, having its origins in Southern United
States. A batch of over 70 teachers attended the
movie show which was a treat to watch on the
big screen. Above everything else, the hospitality
shown by the DHA Central Library management
was commendable.
