Job Description of Jetty Supervisor


Jetty Supervisor will primarily assist the Operations Manager in directing the
operation of jetty during his shift assignment. The main activity of the position is the
management of all jetties for cargo transfer operation, mooring of vessels, and the
connection/disconnection of loading arms. Coordinates all activities and operations with
the Operations Manager.

Verify schedule of vessels to ensure the availability of the required facilities and
services on its arrival.
Conducts pre-arrival checks of the facilities/systems to ensure that all equipment
is operationally ready before the arrival of vessels.
Attends pre arrival meetings for foreign vessels (import/export) together with STL
OM, ships agent and cargo surveyor. Manages mooring operations to ensure
availability of mooring personnel and service boats and ensure that mooring plans
are understood by ship master.
Ensures availability of facilities at the jetty area prior ships arrival.
Ensures completeness of mooring gang attendance and supervises safe berthing
activity of ship at the jetty.
Maintains clear and effective communication between ship, jetties and oil
movement shift team leader.
Ensures that ship master is aware of emergency procedure, ship-shore safety
checklists and other documentation requirements as mandated by PSPC.
Confirms with OMS the products and the respective quantities to be discharged by
the ship, or to be loaded to ship including de ballasting and bunkering request if
any.
Supervises mooring gang during loading /arm hose connection to ensure
connection integrity.
Ensure proper product line setting prior cargo transfer operation.
Monitors the delivery/loading rates and pressures as agreed in the ship/shore
cargo plan.
Checks product sample if taken: Line sample, first foot sample and after loading
sample
Records all activities happening at all jetties and reports to Mariner and OMS the
non-standard items especially ship non-compliance.
Monitors completion time of cargo transfer operation.
Supervises mooring gang during loading arm / hose disconnection.
Collects and records all time details at all jetties.

17. Ensures that all local vessels cargo oil tanks, sounding pipes, ships manifolds,
and butter-worth manhole if available onboard, ullage ports, peepholes, and
hermetic sounding pipes are properly and safely sealed.
18. Ensures all documents requiring signature of both ship and shore representative
are accomplished on time.
19. Monitors the status of the documentation and release of ship.
20. Monitors and supervises unmooring operations.
21. Reports, records, and investigates incidents, and submits to the Assistant HSSE
officer for further processing and filing.
22. Ensures that contingency plans are understood by all parties related to emergency
preparedness during occurrence of fire, earthquakes, and typhoon and oil spill
responses.
23. Ensures proper operation of jetty facilities in accordance with operational plans
and procedures.
24. Ensures that safety procedure and permit to work system are understood and
followed by contractors doing work at the jetties.
25. Conducts two SAA every month and submit these to the Assistant HSSE Officer
together with near misses/incidents reports if any.
26. Ensures availability of operations tools and equipment.
27. Upon passing the required training and authorization conducted by PSPC,
performs the duty of an Appointed Electrical Person for Jetties.
28. Assists in the competence development of jetty operators by conducting on-site
coaching/mentoring.
29. Implements
preparations of equipment or systems for safe handover to
maintenance.
30. Responsible for keeping all the records and checklists and other jetty transaction
records completely accomplished on time.
31. Reports and coordinates items / facilities for maintenance to Maintenance
Coordinator prior to job notification/request.
32. Carries out inlet and outlet seawater sampling and temperature reading at
prescribed interval.
33. Performs other related duties that may be assigned by his immediate superior.

Job Description of Jetty Operator
Responsible for implementing company safety practices during working hours.
Engage to Terminal and Marine operations. Being the medium of communication
between the Ships and Shell Refinery Oil Movements control before, during and after
cargo transfer operation Reports to Duty Plant Supervisor for day to day operation of the
Central Production Facility (control room) and Crude export pipeline includes assisting
with the optimization of production from the CPF, monitoring equipment performance,
monitoring of consumables, and maintenance of safety /environmental and standards in
the field. Monitor and implement jetty operation with accordance to Shell Refinery
regulations with Health, Safety, Environment and Security (HSES) policy.

Duties and Responsibilities

Operate facilities in a safe and prudent manner so as to minimize the operations


personnel, company property and the environment
Signs or countersigns ship and shore valuable documents before and after loading
/ discharging operation, including: Ship / Shore Safety checklist, Letter for Issue
to Ships Master, Loading / discharging Plan, Ships Notice of Readiness, Dryness
Certificate, Sealing Plan, TPP Form, Pressure Log Form, etc Conduct ship/shore
safety inspection and pre cargo transfer conferences.
Perform well and equipments check and record operational data as often as
deemed necessary to ensure continuous running. ( Cooling Water Pumps/CWP)
Assist in the start-up and shut-down of all equipment as necessary for servicing
and repair. (Cooling Water Pumps, Generator, Compressor, Control Panel/HIMA
Panel, Fire Fighting Panel)
Assist with the preparation of production, safety and environmental reports as
required.
Closely monitor and report any changes from the normal consumption rate of
chemicals, lubricants and fuel to ensure optimum equipment performance at all
times.
Monitoring of Ships loading and discharging operation, also logging of time to
time events.
Product lining up of MOV, ROV, UZV for loading and unloading of ships such as
Refrigerated and Pressurized LPGs, Oil products, Bitumen, Crude, do bunkering
operation as required.
Engage in injection of Ethel Mercaptan and Liquid Nitrogen for Pressurized LPG
operation.
Witness ships Chief Officer sounding of product and inspection of non nominated
tanks.
Conduct Product Sampling (line sample, first foot, after loading sample) during
cargo transfer operation.
Operation of fire fighting facilities at the jetty/plant area such as fire/foam
cannon, fire extinguishersetc.
Maintain a high level of housekeeping throughout the operation at all times.
Maintain a high level of environmental awareness to ensure company and
government policies are adhered to.
Verification and reseating ESD System.
Conduct Bunkering to Foreign and Domestic ships when required.
Responsible to stop all unsafe acts and conditions and attend all emergencies
including oil spill and fire at the jetty
To prepare report of maintenance items required by Shell Oil Movement and Shell
Waterfront.
To ensure efficient jetty operations, avoid unnecessary delays and oil products
spillage or contaminations.
Patrols jetty pipelines, slops tank and fittings for possible leaks or overflowing and
be familiar with jetty pipelines and systems.
Responsible for the loading arms / hose connection and disconnection activity and
monitoring / reporting of bunkering activity.
Must be in attendance during all mooring and unmooring activities and always
maintains an effective/clear communication with Waterfront, OMS and Ship/Pilot.

Operated and Use the following Jetty and Refinery Equipment:

Loading Arm Control Panel and HIMA Panel.


Cooling Water Pumps, Slops Pumps, Fire Water Pumps
Fire fighting Panel and Fire Fighting Equipment
AILS (Auto In-line Sampler) and Crude Mixer
Shore Overhead Cranes and Accommodation Ladder
MULTIWARN Gas and H2S Detector

Job Description of Maintenance Coordinator:


Unit under responsibility is Minor jetty maintenance
Oil spill response equipment maintenance and safekeeping
2 mooring boats
Service vehicle and company's equipment (Computers and other assets of
the company)
Coordination of jetty maintenance and operation with Pilipinas Shell refinery
and entry of job notification on GSAP Notification system for the schedule
of repair.
Nature and scope of position
1. Plans and organize resources for the daily implementation of the minor maintenance
activities.
Implement / Perform minor maintenance activities based on GSAP (Global System
Application and Product) preventive maintenance schedule.
Ensure that jetty facilities are always maintained at its top tip condition in
coordination with PSPC Marine management team and PSPC maintenance group.
Implements issuance of permits to all jetty maintenance based on permitry
system SENTINEL PRO system.
Implements the maintenance and safekeeping of emergency fire and oil spill
facilities of PSPC.
Maintains comprehensive records covering the maintenance and operational
status of PSPC equipment covered under the service contract with PSPC.
Conduct a regular audit to check on the operational status and availability of the
above mentioned PSPC equipment.
2. Coordinates with the maintenance of sea/land transport vehicles and other marine
related service equipment of Company.

Ensures that enough spares of fast moving parts are maintained at its minimum
level.
Manages the operation of the mooring / ferry services and ensures that a
complete manning is always present on board.
Maintains comprehensive records covering the maintenance and operational
status of all UPMSI Sea / land transport vehicles.

3. Executes a regular maintenance and its operational test required for the satisfactory
operation of fire fighting / oil spill equipment and materials including PSPC Company
equipment and facilities.

Ensures operational readiness of all safety provisions at the jetties to include fire
fighting, fire extinguishers H2S monitors, SCABA and oil spill response equipment.
Conduct a regular weekly operational check of all safety provision at the jetties,
gantries and oil spill equipment at MOF and prepares / submit comprehensive
reports on these.
Attends maintenance coordination meeting with PSPC maintenance department
and attends all maintenance related trainings.
