Following the recent stabbing attack in Yafo in which American tourist Taylor
Force was murdered and ten others wounded, Shurat HaDin has initiated a
campaign to enlist American citizens to add their names to a complaint that
will be filed in the International Criminal Court (ICC) in The Hague against the
heads of Palestinian Broadcasting for incitement.

As the current wave of terror in Israel has continued unabated, the level of
incitement on official Palestinian television, radio, and social media has only
increased. The Palestinian media routinely demonize Jews and Israelis,
glorify terrorists who carry out attacks, and inflame passions with gory
pictures, and emotional videos and songs. The Palestinian Authority (PA)
uses this incitement to fuel Palestinian hatred of Jews and to encourage
even more violent attacks against Israelis.
It has become routine on Palestinian broadcasts to praise every terrorist
killed in carrying out an attack as a martyr, while the victims (if
acknowledged at all) are demonized as settlers regardless of where they
live. For example, following the recent stabbing attack in Yafo, the official
Palestinian Television reporter stated that the terrorist was a martyr who
had conducted a complex operation. She also referred to the victims
which included an American tourist and a Palestinian as settlers.
In the current wave of terror many terrorists have gone into action after
seeing broadcasts of incitement explicitly calling to kill Jews. Indeed, the
murderer of Daphne Meir from Otniel told investigators that he went out to
kill Jews after watching broadcasts of incitement on Palestinian Television.
Several Palestinian teenagers have even stated that they acted out of anger
from Palestinian incitement, and that they regretted their actions after the
fact.
Shurat HaDin is now preparing a complaint against the heads of the
Palestinian Broadcasting Corporation, Riyad Al-Hassan and Ahmed Assaf, for
the crime of incitement. Shurat HaDin plans to file the complaint in the
International Criminal Court at The Hague after enlisting thousands of
citizens to add their names in support of the complaint.
Shurat HaDin notes that there is precedent for a complaint such as this: the
heads of television and radio in Rwanda were charged with war crimes for
incitement to murder in the civil war that took place there. They received
sentences of up to 30 years imprisonment.
Nitsana Darshan-Leitner, Shurat HaDin President, explains: The current
terror is not a terrorism of individuals it is clearly a television terrorism.

they go out and act on it. There was a time when we had to stop incitement in mosques today we simply must stop
the heads of Palestinian Broadcasting. This is not an opinion, this is a fact that is proven by the testimony of the
murders themselves. I call upon all who want to stop the terrorism, in Israel and around the world, to join in the
complaint. If we do not do this, the next murder is only a matter of time, and not only in Israel.

Iran Nuclear Deal Update


On February 26, 2016, the IAEA Director General issued his first post-JCPOA Implementation Day
report on Irans compliance with its obligations under the JCPOA. While the report appeared to
confirm overall compliance by Iran with most of the terms of the nuclear deal, experts severely
criticized the new report as lacking many of the details routinely provided in previous IAEA
reports, including specific data about Irans maintenance of stockpiles of uranium in various
forms and inventories of centrifuge components.
In response, the IAEA Director General asserted that such criticism was based upon a misunderstanding. He
explained that:
The basis of reporting is different. In the previous reports, the bases were the previous U.N.
Security Council resolutions and Board of Governors [resolutions]. But now they now terminated,
they are gone. The basis of our [new] report is the Resolution of the United Nations Security Council
2231 and the Board of Governors resolution adopted on the 15th of December. The two resolutions
and the other resolutions of the Security Council and Board are very different. And as the bases are
different, the consequences are different.
In other words, with the termination of the prior U.N. Security Council and IAEA Board of Governors resolutions and
adoption of new resolutions, the IAEA is no longer authorized to report on Irans compliance with the Nuclear NonProliferation Treaty or the unresolved nuclear weapons-related activity; rather, it is now limited to monitoring and
reporting on compliance with the provisions of the JCPOA, and with significantly less detail.
