Pennsylvaniabusinesses,schools,governmentagencies,tradeornonprofit
organizations,oragribusinessesthathavecompletedprojectstopromoteenvironmental
stewardshipandeconomicdevelopmentwereeligibletoapplyfortheaward.Thewinnerswere
selectedbytheDepartmentofEnvironmentalProtection.

Shehasservedonnumerouslocalandregional,environmentallyfocusedboardssuchas

RegionConservancy,NorthwestPennsylvaniaGreenEconomyTaskForce,OurWaterOur

Additionally,Sr.LupoisamemberoftheEmmausGrove,ErieUrbanFarmSchool,and

"Weallknowthatnoonepersonearnsanawardandthisistrueofthisaward,"saidLupo
assheacceptedthehonor."ThisawardbelongstothepeopleIworkwitheveryday.They,too,
arecommittedtoinspireandtransformthenextgeneration.WithMargaretMeadIamconvinced
thatweshould,'Neverdoubtthatasmallgroupofthoughtful,committedcitizenscanchangethe
worldindeed,itistheonlythingthateverhas.'"
Withthenextgenerationattheheartofherwork,Lupoisasteadfastadvocatefor
environmentaleducationandworkswiththeErieNeighborhoodArtHouseandJohnEHoran
GardenApartmentsleadingGreenTeams,communitygardening,cleanup,recycling,and
volunteerinitiatives.
"Idontthinkthereisanythingmorerewardingthanworkingwithchildrenandyoung
adultsunlessitsmeetingthem10or20yearslaterandseeingthewonderfulpeopletheyhave
become,"saidLupo.
"Ourenvironmentalprogramstrivestohavethechildrenbecomecatalystsforactionin
theirneighborhoods,"addedLupo."Intheprocess,theybecomeawareofenvironmental
conceptsandstrategicplanningtheyworkonprojectswithneighbors,businessesand
governmentofficials.Theylearntheimportanceofsharingtheirknowledgewithothersaswell
assupportingtheworkofothergroupsinourcommunity.Ouryoungpeople,allyoungpeople,
areawesomewhengiventheopportunity."
Unafraidtospeakoutoncriticalissues,Lupohaspennedcountlessblogpostsand
opinionpiecesinlocalandregionalnewspapers,oftenconnectingfaithandtheenvironmentwith
whatshebelievesisamoralobligationforpeopletocarefortheplanet.
"Acalltoactionhasbeenissuedbythefaithleadersinourcommunities,"saidLupo.
"Wehaveamoralimperativetolivesustainablynowsothatahealthy,vibrantEarthcanbe
passedtothenextgenerations.Thiscalltoactionmeansthatwepursuesocialjusticecausesin
legislationinthepublicarena.Itmeansweformnewalliancesandbreakthroughthepartisan

recyclingandtherearefewaffordableoptionsforCRTrecyclingavailable.

Pennsylvania.
Witnessessaidwithnogoodrecyclingoptions,therehasbeenadramaticincreaseinthe
numberofTVsandotherelectronicsjustdumpedinthecountryside.

VollerosaidtheyjustreachedagreementMondaywithanelectronicsrecyclertorestart
theirlocalprogram,butcautionedthatmayonlybeatemporarymeasure.

eveninthebestoftimes,fundingfrommanufacturersonlycovered5055percentofthecostof
recycling,butintodayscommoditymarkets,recyclingprogramscannotbemaintainedunless
thefullcostsofrecyclingarecovered.
Rep.ChrisRoss(RChester),theoriginalsponsoroftheCDRA,said,Ifyourearound
herelongenough,yougettofixthingsthatgoofftherailswithalawyouhelpedenactandthats
thecasewithCDRA.
Rep.RossisworkingonlegislationHouseBill1900torequireelectronics
manufacturerstopayforsignificantlymoreofthematerialactuallycollectedasatemporary
measuretogetovertheproblemwithrecyclingCRTsinparticular.
Rep.Rosssaidheopposedliftingthebanondumpingelectronicsinlandfillsnowpartof
theCDRAbecausehebelievesitunderminestherecyclingcapacitythestatedoeshaveand
wouldcreatealongtermtimebombwhereleadcouldleachfromthecrushedCRTmonitors.

hisagencywouldliketoseetheamountofwastecollectedandtheamountofwasteelectronics
manufacturerspayforbroughtbackintoalignmentandrecyclingexpandedtoeverycountyin
thestate.
ReisingernotedCDRAhasresultedinmanufacturerspayingfortherecyclingofover
200millionpoundsofelectronicsoverthelast4yearsandwillagainthisyearcollectandpayfor
another62millionpounds.

televisions.TheCityofLancasterhassharedthattheyarecleaningup10to20televisionsa
week.TheCityofAllentownreported40amonth,addedReiter.

TheAuthorityseffortstoprovideaffordableewasterecyclingtoYorkCountyhave
likewisebeencomplicatedbyDEPsinterpretationoftheCDRA.SafetosaytheCDRAhas
beenachallengeforDEPaswell,said

Forexample,theDepartmentmaintainsthepositionthattheCDRAprohibitscollectors
(e.g.theAuthority)fromchargingcustomerswhodelivercovereddevicestoarecycling
program,whenthatprogramisalsosubsidizedbyanequipmentmanufacturer,saidVollero.
TheAuthority,basedontheadviceofcounsel,disagreeswiththisinterpretationand,infact,
manylocalgovernmentsponsoredewastecollectionprogramsaresubsidizedinsomefashion
byboththeagency(e.g.labor,administrativesupport,andprovisionoffacilities)andequipment
manufacturers.
In2015theAuthorityspentapproximately$50Koflocalfundstosupportourprogram
thatcollectedmorethan3,000,000poundsofewaste.Theprogramwasalsosubsidizedby
equipmentmanufacturers,explainedVollero.WeestimateitwouldhavecosttheAuthority
approximately$1milliontoofferourresidentsthatsameprogramwithoutmanufacturersupport.
Thusconfusionaroundallowableprogramfunding,andotheraspectsoftheCDRA,bringmore
uncertaintyandinstabilitytotheCommonwealthsewasterecyclinginfrastructure.
FromtheAuthoritysperspective,theCommonwealthsewastemanagement
frameworkisfundamentallyflawedandtheCDRAshouldbemodified,saidVollero.Most
importantly,iftheGeneralAssemblyspolicyobjectiveiscomprehensiveproducer
responsibilityforewaste,theequipmentmanufacturerscombinedrecyclingobligation
absolutelymustmatchthetypeandquantityofmaterialdeliveredforrecycling.
Ifcomprehensiveproducerresponsibilityisnotthepolicyobjective,thenthedisposal
ban[nowintheCDRA]shouldbelifted.Responsibleewasterecyclingisrelativelyexpensive,
butevenwithoutthedisposalban,intimesofhighcommoditypricesmostewastewouldbe
recycled,saidVollero.However,inleantimeslikeweseenow,residentscoulddisposeof
unwantedewastesafelyandaffordablyiftherewerenodisposalban.

Forresidentsseekingtorecycletheirelectronicdevicesatnochargeastheact
intendedElkCountyistheonlyoutletwithinthe5,279squaremiles,thatincludesElk,
McKean,Clearfield,Warren,Cameron,JeffersonandForestcounties,said

ThatdoesntmeanthereisnocosttoElkCounty.Infact,duetoelementsofthe
CoveredDeviceRecyclingAct,ourcostsformanagingelectronicscraphavecontinuedto
escalate,saidTitchner.Wewereexpectingrelieffrommanagingthesedevicesonourown
consideringthelawcallsformanufacturerresponsibilitybutwhatwegotinsteadhasamounted
toanunfundedmandate.
Inourfirstnineyearsofoperation,werecycled1.5millionpoundsofelectronicsand
wediditwiththreefulltimestaffandagroupofvolunteersoneSaturdayamonth.Wereliedon
DEPAct190moniestohelpoffsetchargesfromourcontractor,businessescontributed,and
residentsdonated,explainedTitchner.WhentheCDRAtookeffectwerejoiced.Notonly
wouldwenothavetopaythecontractor,weweretoldthatthemanufacturerswouldpayUSfor
ourlaborandhandling!Ourjoywasshortlived.
Weunderestimatedhowmuchwasbeingthrownawayinthelandfilloroverthe
hillside.Weunderestimatedhowmanymorepeoplewouldseekusoutoncetheyhadnoother
choice.Weunderestimatedhowvastourserviceareawouldbecome,saidTitchner.We
overestimatedaswell.Weoverestimatedtherebatesweweretoreceiveandwecertainly
overestimatedhowmanyotherprogramswouldbeavailabletopeopleinourregion.
Nearly70percentofthehalfmillionpoundsofelectronicsweverecycledinthepast
twoyearshavebeentelevisions.Weaskpeoplewheretheyarefromandmanytimeswewillbe
questionedback,IfImnotfromElkCountywillyoustilltakemyTV?
PeopleandentiremunicipalitiescomefromCameronandMcKeancountiesona
regularbasis.Oftentheybringtruckloadsofdevices,saidTitchner.Wehaveaccepted
electronicsfromfolksinJeffersonCountyandwevealsogottencallsfromresidentsofWarren
andForestcountieswhoinquireaboutusingourprogram.
EarlierthismonthamunicipalityinWarrenCountycalledandsaid,Wehearyoutake
TVs.LastmonthweacceptedelectronicsfromCoraopolis,becauseeventheCityofPittsburgh
nolongerhasaccesstoaprogramwheremanufacturerscoverthecost,addTitchner.
Thereisnodoubtthelegislaturetrulywantedtodosomethinggoodwhenitcreatedthis
law.Itwantedtokeeptheseitemsoutofourlandfillsandproperlyrecycled.Butweareallhere
becausethatlaw,thoughwellintended,isntworking,saidTitchner.

ByloneexplainedPennsylvaniasewasterecyclinglawrequiresmanufacturerstofund
recyclingprogramstomeettheweightofewastesoldinthestatetheprioryear,ratherthanpay
fortheirshareofewasteactuallycollectedinrecyclingprograms.Manufacturersarenot
responsibleforpayingforanyelectronicscollectedabovetheirannualcapbylaw.
Asaresult,Bylonesaid,(M)anufacturersbegintoseelongbeforetheendoftheyear
whentheywillexceedthecappedmarketshareweights.Collectionsprogramshavethenbeen
terminatedmidyear.Theprocessorisoftenleftwithunpaidinventoryandunabletofulfill
commitments,leavingourcitizensdeniedaccesstoconvenientrecyclingtheirrightsintendedby
thelaw,andmunicipalitiesfacedwithabacklogofunwanteddevices.

ResourcesInc,RMCBoardChair,madeaseriesof14recommendationsforamendingthe
CDRA.

From2010to2012theeconomicswerefavorabletotherecyclerinseveralways.We
maintainedtherelationshipwiththecollectorsatthesourceofthescrap,andprovidedthemwith
alevelofservicethatkeptthemfromgettingbackedupwithloadsofTVs,said

ByJanuary24,2013thedisposalbanwentintoeffectandfromthatmomentonthe
volumeofTVsatcollectionpointsgrewfasterthatanyonecouldimagineandanobvious
strugglebecameapparentbetweenthemanufacturersandthePADEP,saidEldridge.The
DEPexpectedthemanufacturerstoreceivepoundsatthecollectionsitesnamedintheir
approvedplanfortheentireyear,whilethemanufacturersweredeterminedtomeettheirmarket
sharerequirements,butnotsustaincollectionsitesoncetheirgoalwasmet.
Unfortunately,eLoopwascaughtbetweentheDEPrequestingthesitesstayopenand
themanufacturersdecisiontostoppayingforlbsbeyondfulfillingtheirrequirementfor
pounds,saidEldridge.
Fortheremainderof2013wesustainedourservicetoourcollectorsbasedonthe
contractswehadinplacewiththem.Itwasdoneatourexpense,wedidntwantourproblemto
becometheirproblem,explainedEldridge.InlateOctoberwedidreceivesomemanufacturer
supportfromApplethatkeptusfromendingtheyearoverwhelmedwithCRTglass.
In2015thenumberofcollectionsitesinournetworkdecreasedby5locationsthat
couldnolongersustaintheirprograms,buteLoopwasabletoattractandfulfillcontractsfor2
manufacturerplanadministrators,saidEldridge.
Inthefallof2015planningforthe2016beganandtherewasconcernthattheplan
administratorsthatIhadworkedwithinpastyearsdidnotgetarenewalfromalarge
manufacturer,saidEldridge.Ijustnevergotthecall!
Thenetresultisthatallthelbsallocatedtoservicecountiesinthecentralpartof
Pennsylvaniawereretainedbythatplanadministrator,buttheremainingpoundsrequiredto
service8countiesand12collectionsiteswerenotavailableinwesternPA.Thoselocationswere
closedattheendof2015andtheyarenolongercollectinglbswitheLoop.
TodayeLoopservices15collectionsitesin14counties,saidEldridge.eLoophad
operated26collectionsitesin17counties.
InwesternPennsylvaniawehaveseenanincreaseinillegaldumpingofTVsinrural
areas,offroadways,andinourstateandcountyparksandeLoopcanthelpthem,said
Eldridge.Wealsohavelocalenvironmentalgroupsthatwanttoconducteventsthatcharge
residentsforTVrecycling,butwecanthelpthem.
Itisnotthatwedonthavethecapacityorthecertificationstodothework.Wecant
participateandstopthisenvironmentalproblemfromescalatingbecauseofaDEPinterpretation
ofSection504ofthelaw,saidEldridge.TheinterpretationbasicallystatesthatifeLoop
participatesandacceptsmoneyfromamanufacturersplaninStateCollegePAtheneLoopcant
chargeforthecollection,transportation,orprocessingofTVsinPittsburghPA.
IfIwasfortunateenoughtoretainthelbsthatservicedthisareainthepastitwouldnot
beanissue,butsinceIdidnotgetallocatedlbsIcantparticipateinremediatingtheseproblems
inwesternPAbasedonthecurrentinterpretationofthelaw,saidEldridge.
Oneofthemajorproblemsisthat100percentoftheresidentsinPennsylvaniaare
impactedbythedisposalbanyet100percentoftheresidentsdonthaveaccesstonocost
recyclingofTVs.Thereshouldnotbeabanwithoutaplan,saidEldridge.
Whilenotallcountiesarecreatedequalifadequatelycompensatedtheywouldserveas
collectorsandeducatorsoftheirconstituentsliketheyareforAct101materials,saidEldridge.
Iftheyneededgrantmoneyforequipmentorbuildingsthereshouldbeawayforthemtoapply.
Ifweagreethattheresidentsarethecustomersandthecountiestheserviceprovidersthenthe
abilityforthecountytosolicitanRFPforserviceshouldnotberuledoutasapossibility.
IfthecountypicksthebidderwithoversightfromtheDEPatthestateorregionallevel
thecountywillworkoutpaymentarrangementswiththeDEPoranotherresponsiblepartofthe
stategovernment,saidEldridge.Thestatecanbillthemanufacturersandreceivepayment.The
statethenpaysthecountywhopaystherecyclerandtransporter.
Idontseethebenefitinadetailedplanfromthemanufacturersincewhateveris
collectedbythecountywillbecompensatedbythemanufacturerbasedontheirmarketshare,
saidEldridge.Itplacestheresponsibilityforservingthecustomer/residentdirectlyonthe
countyadministrationandtheDEPandtakestherecycleroutofthemiddletoperformthework
inaneconomicallyandenvironmentallycompliantmanner.

recyclingmarketsforelectronicshavetankednotonlyinPennsylvaniabutaroundtheworld,

recyclertohavetheircollectedcovereddevicessafelyrecycledbycovereddevice
manufacturers,recommendedAlcorn.
UndertheCTArecommendation,consumers,however,wouldstillbechargedasmall
feetocovercollectioncostsasawayofsharingresponsibilityfortheelectronicsrecycling
program.

TheCoveredDeviceRecyclingAct(Act108),enactedin2010,prohibitstheacceptance
ofcovereddevicessuchastelevisions,computers,computermonitorsandallperipherals,atall
PAsolidwastefacilities.
Thisprohibitsresidentsfromputtingthemoutatthecurbforpickup.Thelawalso
stipulatesthatrecyclerscannotchargeafeetooffsetthecostofproperdisposalascostsfor
collection,transportationandrecyclingaretobebornebythemanufacturer.
Acombinationoftheseandotherfactorshascreatedanimbalanceofsupplyanddemand
causingmanyelectronicscollectionprogramstoshutdownleavingagrowingnumberof
Pennsylvaniaresidentswithoutaccesstorecyclingoptionsfortheiroutdatedelectronicconsumer
goods,particularlyoldtelevisionsandmonitors.
PeoplehaveresortedtodumpingTVsandotherelectronicdevicesillegallyonvacant
lots,inwoodedareas,andoverriverbanks.Wearefindingpilesofstrippedtelevisionscarcasses
ofbrokenplasticandshardsofleadedglassscatteredinopenfieldsandondeadendstreets,
saidShannonReiter,PresidentofKeepPennsylvaniaBeautiful.
Weknowthereislessillegaldumpinginareaswherethereisuniversalaccesstowaste
andrecyclingcollection,weknowifresidentscannotdisposeofbulkyitemsatthecurborata
convenientdropoffcenter,publicworkscrewsandvolunteersaremorelikelytoseethem
dumpedalongtheroadsandoverhillsides,saidReiter.
Reitergoesontoexplain,Allofthisiscostingourcommunitiesvaluableresourcesand
ispollutingourenvironment.Remediationofillegaldumpsitescosts$614/tonwiththeaverage
communitycleanupcosting$2,947.Theillegaldumpingofhazardouselectronicwaste,which
oftencontainslead,cadmiumandmercury,posesathreattopublichealth.Theelectronicscrisis
wearefacingisonlymakingmattersworse.

launched

,aconsumerresourceforelectronicsrecyclinginPennsylvania.
Ourgoalistoeducateconsumersaboutthelawitself,explainwhythereisvaluein
recyclingthosematerialsandwhyitisimportanttohandlethesematerialsproperly.Thesite
shareswhatresourcesareavailabletoconsumers,howtodotherightthing,andurgesthem,if
thereisnooutlet,toholdontothematerialsuntilthelawisfixed,explainedReiter.Weknow
Pennsylvanianswanttodotherightthinganddisposeoftheirewasteproperly.
KeepPennsylvaniaBeautifulworkswithcommunitiesallacrossthestatethroughabroad
networkwhichincludesmorethan30countyandmunicipalaffiliatesandthousandsof
communitypartners.
Intotal,morethan2millionvolunteershavecleanedupmorethan121millionpoundsof
trashfromPennsylvaniaroadsides,riverbanks,communityparks,vacantlots,riversandstreams.
Throughvariousspecialcollectionprograms,theKeepPennsylvaniaBeautifulnetworkhas
properlydisposedof830,000tiresandrecycledmorethan3millionpoundsofelectronics.
Since1990,ourorganizationhasdevelopedacertainlevelofexpertiseforcleaningup
trashfromroadsidelitterto300tondumpsites.Ourgoal,however,isnttocleanuptrash,itis

lawmakersandtheGovernortheymustprovidedthenecessaryfundingforourresource
protectionagenciestoaddressmandatoryenvironmentalrestorationrequirementsacrossthe
state.

ThePAEnvironmentalCouncilstatementfollows
Pennsylvaniaslongstandingbudgetimpassecameonestepclosertoanendyesterday
whenGov.Wolfannouncedthathewillnotstandinthewayofsupplementalappropriation
legislationpassedbytheGeneralAssembly.
TheGovernordid,however,conveyhisintentiontovetocorrespondingfiscalcode
legislationthatcontainedanumberofbadenvironmentalridersunrelatedtothebudgetprocess.
ThePennsylvaniaEnvironmentalCouncilhasconsistentlyopposeduseofthebudget
processtoeffectsubstantivechangestoenvironmentallaw,andwecommendGovernorWolffor
vetoingHouseBill1327.
Thislegislationwouldhavenegatedenvironmentalrulemakingforconventionaloiland
gasoperationsthathasbeenindevelopmentformorethanfouryearsthroughanopenpublic
process.ItwouldalsohaveplacedfurtherdelayonstatepreparationforCleanPowerPlan
implementation.
WhilethebudgetprocessisadifficultandunenviabletaskfortheGovernorandGeneral
Assembly,theynowmustreturntothetableandadvanceadefinitebudgetplanforour
Commonwealth.Thatplanshouldnotincluderollbacksofenvironmentalprotections.
WhatitmustincludeisnecessaryfundingfortheDepartmentofEnvironmental
ProtectionandDepartmentofConservation&NaturalResources,andsufficientresourcesto
addressmandatoryenvironmentalrestorationrequirementsacrossthestate.Thereisnomore
timetowaste.

rightwhenhe
saidathisHousebudgethearing
,thestate
cantcutitswaytoimprovingtheenvironment.
DEP,hesaidhasbeenthe
victimofrelentlessand
debilitatingbudgetcutsformorethanadecade
.
SinceFY20022003,morethana40percenthasbeencutfromGeneralFundsupport
fortheDepartmentgoingfrom$245.6millionin20022003to
$142.6millionin20152016
.
Asaresult,theDepartmenthaslost22percentofitsstaff.Thatsmorethan700positions,
includingthe
currenthiringfreeze/capbyGov.Wolf
.
AlthoughDEPcontinuestoproposesignificant
increasesinregulatoryprogrampermit
andinspectionfees
tomakeupsomeoftheselosses,permitchargesstillmakeuponlyabout50
percentofitsbudget.Only22percentcomesfromtheGeneralFundandtheremainderfrom
federalfunds.
Meanwhile,DEPcontinuestoadministerover40stateenvironmentalprotectionand
publichealthandsafetylawsassigningresponsibilitiestotheagency.Nonehaveeverbeen
repealed,butmanyhavebeenreplacedwithnewandmoresignificantrequirements.
AndPennsylvaniasenvironmentalcleanupobligationshaventgoneaway,inparticular
programsrelatedtowaterqualityrestoration.Therearenoplansbyanyoneyettobringinnew
resourcestoaddressthem.
ThereisnofundinginthisyearsbudgetorevenproposedforFY201617to
meetthe
commitmentsPennsylvaniaitselfmade
tocleanuptheSusquehannaandPotomacRiver
WatershedstocomplywithChesapeakeBaymilestones.
Pennsylvaniaagriculture,the
numberonesourceofnutrientsandsedimentpolluting
ChesapeakeBayandstreamsandriversstatewide,isbeingleftoutinthecoldtofendforitself.
Therewillbe
$35millionlessfunding
nextyeargoingtotheEnvironmentalStewardship
(GrowingGreener)Fundtosupportreclaimingabandonedmines,Pennsylvanias
numbertwo
waterqualityproblem
.
AsSecretaryQuigleyandSen.PatBrowne(RLehigh),MajorityChairoftheSenate
AppropriationsCommittee,agreed,
12ofDEPsspecialfunds
,includingtheHazardousSites
CleanupFund,theStorageTankFund,fundssupportingtheAirQualityandcoalandnoncoal
miningprogramsandothers,areduetorunoutofmoneyorwillnothaveenoughtosupporttheir
regulatoryprogramsby2018.
Federalagencies,liketheU.S.EnvironmentalProtectionAgencyandtheU.S.Officeof
SurfaceMining,
havewarnedPennsylvaniathatDEPs
federalprogramsadministeredbythe
agencyareunderstaffedandbecomingineffective,includingtheSafeDrinkingWater,surface
mining,AirQuality,stormwater,ChesapeakeBayandothers.
Overthelastdecade,DEPhasbeentakingstepstobecomemuchmoreefficienttoat
leastretainmostoftheeffectivenessofitscoreenvironmentalprotectionprograms.As
SecretaryQuigleyhassaid,DEPgotridofalltheextrasalongtimeago.
Ithadnochoiceinthefaceofsignificantcutsinfundingandstaff.
Evenwiththesteadydeclineinfundingfor13years,DEPstaffstillmeetthe

DecisionsGuaranteeProgram
permitreviewdeadlines
89percentofthetime
.True,itisntthe
95percenttheagency
hadbeenachievinginthepast,butwhatprivatebusinesscansaythatafter
a22percentcutintheirresourcesandnochangesinproduct?
TheoneproposalinGov.WolfsFY201617budgetthatwillbegintomakeadifference
isa$2millioninvestmentinnewtechnologytoreplaceDEPsaging
eFACTS
permit
management/publicinformationsystemandtogetnewmobiletechnologyforprogramslikeOil
andGasManagementintothehandsofinspectors.
SecretaryQuigleysaidtheboostinefficiencyfromusingmobiletechnology(andthe
backendsystemsthatsupportthem),meansDEP
couldgetalongwithfewerstaff
without
sacrificingeffectiveness.
ThereweresuggestionsduringtheSenateandHousebudgethearingsthisyear,asinpast
years,thatstateagenciesshouldberunmorelikebusinessesorusetheconceptofzerobased
budgetingtoconstructtheirbudgetsfromaplainpieceofpaper.
Thesecommentsreflectafundamentalmisunderstandingoftheresponsibilitiespublic
agencieslikeDEPandDCNRhave.
Inconstructingitsbudget,isDEPtoassumenoneofthe40environmentallawsit
administersexist?Thatithasnolegallybindingobligationstocleananythingup?
ShouldtheDepartmentofConservationandNaturalResourcesignoretheirresponsibility
ascustodianof2.1millionacresofStateForestand121StateParks?
Thereisnoargumentthatpublicagenciesshouldberunasefficiently,intermsof
operations,astheycanbebecausetheyarealsostewardsoftaxpayermoney.Buteventhatcosts
moneyforthingsliketechnologywhichagencieslikeDEPhaventgottenforadecade.
But,whiletheworldcanprobablygetalongwithoutthelatestnewandimproved
multifunction,grabhandled,rosecoloredthingamawidget,wecantgetalongwithoutclean
air,purewaterandwecantclosedownourresponsibilityasatrusteeforPennsylvaniasgreen
infrastructure.
Beingpublicofficialsmeanssomething.ItdoesntJUSTmeanbeingagoodstewardof
thepublicpurse.ItALSOmeansmakingsurepublicagencieshavetheresourcestheyneedto
dothejobspublicofficialsthemselvesassigntothem.
WithrespecttoPennsylvaniasenvironmentalcommitmentsandresponsibilities,public
officialscannolongerdojusthalftheirjobs.

Thisisespeciallytroublingforfamilieswithyoungchildren,whoaremostatriskto

water.Itisacriticalpublichealthandenvironmentalissue.Weneedtobedoingeverythingwe
cantoreducethepublic'sexposuretolead,Sen.Yudichaksaid.ThatiswhyIamintroducing
SenateBill1173.Thistaskforcewouldlookatallthepathwaysthatthepubliccanbeexposedto
leadandmakerecommendationsastohowwecanreducetheriskofleadexposure.
Justlikewehaveputmechanismsinplacetoalertresidentsaboutthepresenceofradon
orleadbasedpaint,leadinwatercanbeasafetyconcern,especiallyforfamilieswhereamother
ispregnant,theyareexpecting,oryoungchildrenandmiddleagemenandwomenreside,Sen.
FontanasaidabouthisSenateBill1176.Forbetween$20and$50,thatitisasmallpricetopay
forpeaceofmindthatyournewhomesdrinkingwaterissafe.
Whenchildrenconsumeleadtheirchancesforhealthygrowthandavibrantlife
dwindle,Sen.KitchensaidinexplainingwhysheispushingSenateBill1175.Hurting

Commissionshavesufficientabilitytosupporttheirimportantservicetothepeopleofthe
Commonwealth.
NotonlydotheyhelpmaintainoneofthecornerstonesofourCommonwealthseconomy
recreationandtourismtheyperformvitalconservationworkthatincreasesqualityoflifefor
allPennsylvanians.

Committees,andaresubjecttoperiodicauditsbytheLegislativeBudgetandFinance

Farmersmayreceivetaxcreditsofupto$150,000peragriculturaloperationfor50to75
percentoftheprojectscost.Themostcommonprojectsapprovedarefornotillplantingand
precisionagequipment,wastestoragefacilities,ConservationPlans,NutrientManagementPlans
andprotectingheavyanimaluseareaslikebarnyards.
REAPcanbeusedinconjunctionwithotherfundingsourcessuchastheNRCS
EnvironmentalQualityIncentiveProgram(EQUIP)
ortheChesapeakeBayProgramfor
purchases.
Withthe
2017midpointassessment
forourChesapeakeBayWatershed
ImplementationPlaninourview,wecontinuetotakestepstobringbalanceandresilienceto
protectingthebaywatershed,saidAgricultureSecretaryRussellRedding.Theagriculture
industryisexpectedtomake75percentofPennsylvaniastotalnutrientloadreductions,inlarge
partbecauseweshowthegreatestopportunityforachievingrestorationofthebay.
Weredoinggreatworkalreadytosafeguardourlocalwaterwaysandwereworkingto
highlighttheeffortsofthoseintheindustrydoingthatwork.Butwealsoknowtheresstillmore
worktobedone.IencouragefarmerstotakeadvantageofthefundingREAPprovidestohelp
continuemakingconservationmindedcapitalimprovementswhileweallworktomeetcoequal
goalsofviablefarmsandcleanwater,Reddingadded.
Privateinvestorsmayactasasponsorbyprovidingcapitaltoproducersasaprojectis
approvedinreturnfortaxcredits.Anyindividualorbusinesssubjecttotaxationthrough
PersonalIncomeTax,CorporateNetIncomeTax,BankSharesTaxorothersiseligibleto
participateinREAP.
Sincetheprogrambeganin2007,REAPhasawardedtaxcreditsto3,900projects
totalingmorethan$50million.PublicandprivateenterprisesinvestmentsinREAPhave
contributedtotheconservationprojects,worthmorethan$128million.
From2010to2014,REAPhashelpedreduceanestimatedrunoffofnearly1.4million
poundsofnitrogen,84,000poundsofphosphorusand9,000tonsofsediment.
Earlierthisyear,thedepartmentsofAgricultureandEnvironmentalProtectionunveileda
rebootoftheChesapeakeBayProgram
.Thestrategyfocuseson:
Puttinghighimpact,lowcostBestManagementPractices(BMPs)ontheground,andquantify
undocumentedBMPsinwatershedsimpairedbyagricultureorstormwater.
Improvingreporting,recordkeepinganddatasystemstoprovidebetterandmoreaccessible
documentation.
AddressingnutrientreductionbymeetingEPAsgoalofinspecting10percentoffarmsinthe
watershed,ensuringdevelopmentanduseofmanuremanagementandagriculturalerosionand
sedimentcontrolplans,andenforcementfornoncompliance.
Identifyinglegislative,programmaticorregulatorychangestoprovidetheadditionaltoolsand
resourcesnecessarytomeetfederalpollutionreductiongoalsby2025.
Obtainingadditionalresourcesforwaterqualityimprovement.
Establishinga
DEPChesapeakeBayOffice
tocoordinatethedevelopment,implementation

Atfirst,removingtruckloadsofdirtsoundslikeadrasticsolutionforfixingastream
valleystrugglingwitherosionandlossofplantlife.
Itdoesseemradical,Merritts,F&MsHarryW.&MaryB.HuffnagleProfessorof
Geosciences,admitsoftheBigSpringRunrestorationplan.Ontheotherhand,itseemsradical
toustogointothosesamevalleybottomsandlinetheerodingstreambankswithimmense

JeffreyHartranft,abotanistbytrade,worksforthePennsylvaniaDEPandispartofthe
BigSpringRunprojectteam.InthecourseofpartneringwithMerrittsandWalter,hewas
excitedtodiscoverthatlyingbeneaththelegacysedimentofBigSpringRunwasapossiblekey
totheenvironmentthathadthrivedthereinthepast.Iwaslookingatthishydricsoilsaying,
Wow,thisisapaleoenvironmentthatgivesusaclueastowhatwasherebeforehand,says
Hartranft,whostudiedtheevidenceofseedsandotherplantlifeunearthedoncethesediment
wasremoved.
Figuringoutthatthesiteshouldberestoredasawetlandatallisanaccomplishmentin
andofitself.Conventionalwisdomhadalwaysheldthatthelandscapesadjacenttostreams
wereforested,explainsHartranft.Wefoundevidencecontrarytothat.
Theteamdiscovered,instead,acomplexecosysteminvolvingmanydifferentstream
channelsandwetlandsedgemeadowsburiedbeneathhundredsofyearsworthofmuck.

MonsterandMomguiltyandimposedafine.
InadditiontothePennHillsPolicecourtaction,DEPissuedanorderrequiringthe
immediatecleanupofthesiteandtheproperrecyclingordisposalofthetires.Aninvestigation
intootherincidentsofillegaltiredumpingatthesiteiscontinuing.
Pennsylvaniaregulationsrequireanoperatorofawasteaggregationandstoragefacility
tofirstobtainapermitfromtheDepartment.AreviewofDEPrecordsshowedthatMonsterand
Momdoesnothaveapermittostore,collect,processordisposeofwaste.
MonsterandMomhasaWasteTireHaulerAuthorizationwhichauthorizesonlythe
transportationofwastetiresfromasourcetoapermittedrecyclingordisposalfacility.
Recently,localenvironmentalofficialshavenotedanincreaseinthenumberofillegal
tiredumpsinPittsburghandthesouthwestregion.Thesetiresthatshouldberecycledare
dumpedoverhillsides.
Unlicensedtiretransportersandaggregatorsdumptiresonvacantorprivateproperties.
Thesetiredumpsarepotentialfirehazards,scarthelandandprovideareadybreedingground
formosquitosduringthespringandsummermonths.
Wastetiresources,likegasstationsandtireretailers,havetheresponsibilityof
consigningtheirtirestopermittedhaulersanddisposalfacilities.Thesewastetiregeneratorsalso
mustkeeprecordsdocumentingtheproperhandlingofallwastetires.
DEPregulationsrequirethatalltiresshouldbesentforrecyclingorenergyrecovery.

tooneinchwide.Thesubsidencecontinuestoimpactthehomes.
TheemergencyauthorizationallowsDEPsBureauofAbandonedMineReclamationto
immediatelygatherestimates,choosethemostqualifiedbidder,andcontracttobeginworkto
stabilizethesite.
QuotesarescheduledtobereceivedbyDEPbythemorningofMarch24,withwork
scheduledtobeginMarch29.Theprojectisanticipatedtotaketwotothreeweekstocomplete.

EquippedwithpropaneautogasfuelsystemsmanufacturedbyROUSHCleanTech,the
buseswillreducenitrogenoxideemissionsbyover2,300poundsandparticulatematterbyabout
95poundseachyearcomparedwiththedieselbusestheyreplaced.
Vehiclesfueledbypropaneautogasemit80percentfewersmogproducinghydrocarbons
andvirtuallyeliminateparticulatematterwhencomparedtodiesel.
DerryTownshipSchoolDistrictisthelatestinagrowingcommunityofNorth
Americanschooldistrictstodiscoverthemanybenefitsofpropaneautogas.Itisbetterforthe

Whiledieselenginesarecommonlyassociatedwithproducingnoticeableenginenoise,
propaneautogasenginesallowdriverstobetterhearandcommunicatewithstudentsonboard,
andvastlyimprovetheaudioclaritycomingfromonboardcamerasystemsinthebuses.
Ourschooldistrictappreciatesthecleanerairtobreatheandasenseofenvironmental

ItaimstoprovideopportunitiesforallPhiladelphiansto
positivelyengagewithandbuildacommunityaroundscience,engineering,andtechnologyby
showcasingtherolethateachplaysinthecityandregion.
TheFestivalseeksparticipationespeciallybyK12students.Professionalscientists,
engineers,andtechnologistsfromeverydisciplineareinvitedtovolunteerthroughoutthe
program.
K12teachersareintegralpartnersclassroomcurriculumandresourcesarein
developmenttofacilitateFestivalinvolvement.ThegoalisfortheFestivaltooffersomethingfor

willbeavailableonline,andapplicantscansubmitprojectselectronically,replacinga
cumbersomeprocessthatrequiredpapersubmissionstofourdifferentagencies."
PAConservationExplorerreplacesthePANaturalDiversityInventoryEnvironmental
ReviewTool(PNDI).
Thenewtoolprovidesconservationinformationonbiologicaldiversity,protectedlands,
streamsandothernaturalresourcesforplanningpurposes.Italsoallowsuserstoscreenaproject
areaforpotentialimpactstothreatened,endangered,andspecialconcernspeciesoncethey
register.
InPennsylvania,examplesofthreatenedandendangeredspeciesincludethebluespotted
salamanderIndianabatpipingploverbogturtleandtheleafywhiteorchid.
Thetooldoesnotlistspecificlocationsforspecies,butinsteadshowsthespecieshabitat.
UseoftheConservationExplorerasaplanningtoolcanbedonewithoutcharge.Thereis
a$40conveniencechargeperprojecttousePAConservationExplorerandgetdocumentation
forthepermittingprocess.
Userswithoutaccesstoacomputerorwhodonotwishtousetheconvenienceoption
maysubmittheirprojectforreviewdirectlytoeachofthefourjurisdictionalagenciesatno
charge.

Withspringsarrivalandtheincreasedriskof
forestandbrushfiresacrossthestate,federalgrantsnow
areavailabletohelpPennsylvaniasruralcommunities
betterguardagainstthethreatoffiresinforested,
undevelopedandunprotectedareas.
Springswarmingtemperatures,sunnydaysand
strongwindsallcombinetousherinwildfiredangersthatemphasizethevalueofhaving
welltrainedandwellequippedlocalfirefightingforcesinruralareas,Departmentof
ConservationandNaturalResourcesSecretaryCindyAdamsDunnsaid.Thesemenandwomen
deservetheverybesttrainingandequipment,andthesegrantshelpthemobtainboth.
In2015,$592,030wasawardedto156volunteerfirecompaniesservingruralareasand
communitieswhereforestandbrushfiresarecommon.Thegrantprogram,offeredthrough
DCNRandpaidthroughfederalgrantsfromtheU.S.DepartmentofAgricultureForestService,
hasawardedmorethan$11.5millionsinceitbeganin1982.
Localfirefightingforcesinruralareasorcommunitieswithfewerthan10,000residents
qualifyfortheaid,whichisusedfortrainingandequipmentpurchasesdirectlyrelatedtofighting
brushandforestfires.
Inreviewingapplications,DCNRwillplacepriorityonthoserequestsseekingfundsfor
projectsthatincludethepurchaseofwildfiresuppressionequipmentandprotectiveclothing.
Grantsalsomaybeusedforpurchasingmobileorportableradios,installingdryhydrants,
wildfirepreventionandmitigationwork,trainingwildfirefighters,orconvertingandmaintaining
federalexcessvehicles.Thesevehiclesarepresentedtothelocaldepartmentsexhibitingthe
greatestneedsandthosethatcommittooutfittingthemforfiresuppression.
Aidisgrantedonacostsharebasis.Grantsforanyprojectduringafiscalyearcannot
exceed50percentoftheactualexpendituresoflocal,publicandprivatenonprofitorganizations
intheagreement.
Themaximumgrantthatwillbeconsideredfromanyfirecompanyin2016is$7,500.

At3:53a.m.,March28,1979,thecascadingfailuresof
valves,pumps,gaugesandreactoroperatorscombinedto
producetheworstaccidentintheU.S.commercialnuclear
powerindustry.
TheaccidentoccurredattheThreeMileIsland
nuclearpowerplantUnit2nearMiddletown,afewmiles
downstreamfromHarrisburg.For48hours,thereactor
wasdangerouslyoutofcontrol.
AnyonelivinginandaroundT.M.I.remembers
exactlywheretheywereonMarch30whentheyheardGov.DickThornburghorderall
preschoolchildrenandpregnantwomenwithinfivemilesoftheplanttoevacuateandlater
everyonewithin10milestoclosetheirwindowsandstayindoors.
Seventhousandpeoplewereevacuatedandperhapsahundredthousandmorefled.
Ahydrogenbubbleformedinthereactorbringingitveryclosetoexploding.Withina
fewdays,scientistsreducedthesizeofthebubble.Thecoolingdownprocess,however,tooka
monthandtheradioactiveplantwouldtakeyearstodecontaminate.
Thoughnoliveswerelostintheaccident,theuncertaintyandfearitcausedgavepeoplea
newsenseofvulnerability.Thedayaftertheaccident,35,000protestersinHanover,West
Germany,chanted,"WeallliveinPennsylvania."
IncontrasttoUnit2,Unit1atThreeMileIslandhasoperatedsuccessfullysinceitfirst
begancommercialoperationsin1974producingelectricityforPennsylvaniaandthe
MidAtlanticregion.
Asaresultoftheaccident,emergencyplanningandresponseprogramsatthelocal,state
andfederallevelweredramaticallyimprovedaroundnuclearplantsandstateeffortstomonitor
radiationandprovidedirectoversightatthesefacilitiesalsounderwentsignificantchanges.

Lastweek,IwasinterviewedbytheproducersofaproposedPublicTelevisionNetworkshow
whichwillprovidea20yearupdateontheThreeMileIslandaccident.Thataccidentoccurred
onMarch28,1979.
Topreparefortheinterview,Iwentbacktomynotesandpublishedreportsofthe
accidenttorefreshmymemory.AsIwanderedthroughthedocuments,thememoriesofthat
timeandtheaftermathoftheaccidentcameslowlyintofocus.Thefollowingaresomeofthe
thoughtsthatreturned.
ItisdifficulttodiscusstheaccidentandtheCommonwealthsresponsetoitwithout
reviewingtheattitudesofthepublic,thepress,thenuclearindustry,theregulatorsandthe
technicalworld.Nuclearpowerwastoutedasthesafestformofsupplyingenergy.Nuclear
reactorsweredesignedandoperatedtorunwithoutaseriousaccident.Newnuclearpower
stationswerebeingproposedalloverthecountry.
ThestaffoftheBureauofRadiationProtectionandthePennsylvaniaEmergency
ManagementAgencyhadpreparedemergencyresponseplansforanaccidentatthosepower
reactorssituatedinthestateandforaccidentsatotherfacilitiesandonthetransportationroutes
forspentfuelandothersourcesofradioactivity.Infrequently,transportationaccidentshadtaken
placeandwehadresponded.Innocasewasthereanyseriousreleasetotheenvironmentnorany
exposureofthepublic.
AplanhadbeendrawnupfortheThreeMileIslandcomplex.Itisinterestingtonotethat
apublicmeetingonthatplanwasheldinMiddletown,justnorthofthereactors,onlyashort
timebeforetheaccidentandfewpeopleshowedup.
Atapproximately7a.m.onthemorningofMarch28,Ireceivedacallfromourbureaus
emergencyofficer,BillDornsife,anuclearengineerwhohadpreviouslyworkedatThreeMile
Island,whoinformedmethathehadreceivedacallfromtheislandconcerninganemergency
thatwasoccurringthere.Hegavemesomedetails,butthewordsIwillalwaysrememberwere
"Itsabiggie."Theprocedurewasformetoproceedtotheofficewhileotherstaffmembers
contactedotherindividualsandagenciestoprovidethemwiththeinformation.
Iarrivedattheofficearound7:20a.m.Fromthattimeonandcontinuingforthenext30
days,ourofficewasopenandstaffedaroundtheclock.Bureauanddepartmenttechnicaland
administrativestaffassistedinprovidingthecoverage.Itbecameateameffortandcontinueda
teameffortthroughthecleanup.
Althoughwehadestablishedanopenphonelinewiththereactor,thelackofearly
informationwasamajorconcern.TheNuclearRegulatoryCommission,thefederalregulatorof
thefacility,hadnotyetarrivedonsiteandevenaftertheyarrived,littlenewinformationwas
forthcoming.
MetropolitanEdisonCompany,theoperatorofTMI,hadstatedthroughitspublic
relationsofficeinReadingthattheaccidentwasundercontrolandthatnoseriousreleasesof
radioactivityhadoccurred.Ourinformationfromtheradiationprotectionstaffontheisland
indicatedotherwise.
Astheseriousnessoftheaccidentbecamemoreapparent,morePennsylvaniaofficials
becameinvolved,firstLt.Gov.WilliamScranton,andthenGov.DickThornburgh.The
administrationhadjustbeenswornintoofficethepreviousJanuaryandtheirresponsibilities
underemergencyconditionswerejustbecomingknowntothem.Throughoutthecourseofthe
accident,bothmenexhibitedprofessionalismandleadership.Iwasreallyimpressedwiththe
waythegovernorlistenedtotheinformationhewasreceiving,askedverypointedquestionsand
thenmadeuphismindafterreviewingallofthefacts.
Twodayslater,Friday,March30,wasadayIwillalwaysremember.
Wehadbeenreceivingreportsfromtheislandthatcontrolledreleasesofradioactive
gaseswereoccurring.Monitoringwasbeingperformedfromahelicoptersituatedabovethe
releasepointandoffsite.
TheinformationconcerningthelevelswasbeingrelayedbyphonetotheNRC
emergencydeskatthecommissionsheadquartersinWashington.Therewasconfusion
concerningthedataandWashingtonincorrectlythoughtthatthelevelsreportedattherelease
pointwereoccurringoffsite.Asaresult,theycontactedthePennsylvaniaEmergency
ManagementAgencyandrecommendedanevacuation.Fromthatpointon,chaosreigneduntil
thegovernorcontactedthechairmanoftheNRCtoquestionitsrecommendation.
Onasubsequenttelephonecallfromthechairmantothegovernor,hetoldthegovernor
thattheNRChadnoideawhatwashappeninginsidethatreactorand,whenquestionedaboutthe
needforanevacuation,hestatedthatifhiswifeanddaughterwereintheimmediatevicinityof
TMI,hewouldgetthemout.
Gov.Thornburghhadnochoice,andstartedavoluntaryevacuationprogramforthemost
vulnerableofthepopulation,pregnantwomenandsmallchildren.Thegovernoralsorequested
thatseniorNRCstaffbesenttotheislandtotakeovertheaccidentresponse.Thatbrought
HaroldDentonandmanyNRCstaffmembershere.Someonesaidlaterthatitwasimpossibleto
"run"anaccidentresponsefromWashington.
Theensuingdayswerefilledwithtension,thepossibilityofanexplosionfroma
hydrogenbubblegrowinginsidethereactor,thevisitofPresidentJimmyCarterandthegovernor
totheplant,theplanningforamassiveevacuationoftheresidentsoftheareaincasethingsgot
worse,continuingreleasesofinertradioactivegasesfromthestack,thehoardofpressfromall
overtheworld,andfinally,thesubsequentrelaxationoftherecommendationforevacuation
basedupontheknowledgethattherewasnopotentialforanexplosion.
Forus,theNRC,theutilityandthepublicinthevicinityofTMI,thecleanupofthe
reactoroverthenext10years,theneedtoventtheremainingradioactiveKryptonfromthe
buildingbeforeanyonecouldenter,learningthatthefuelhadmeltedandtheexpenditureofover
abilliondollarskepttheaccidentinourminds.
Thereactorhasnowbeenmothballedwithconsiderableradioactivematerialstillinside.
Itwillstaythatwayuntilitssisterreactor,ThreeMileIslandI,isshutdown.Theywillbe
decommissionedtogether,whenthenextgenerationalsowilllearnwhathappenedonMarch28,
1979.

IwasadministrativeassistanttoGov.DickThornburgh.Mydutieswereprincipallyas
scheduler.(The"AbominableNoMan"asheputit.)Butonlytwomonthshadelapsedsince
inauguration,andallofuswerestilltryingtodefineourassignments.
Myphonerings.Dennysays,"aguyfromMetEdwantstoreachtheGovernortoreport
something."OnethingIdidknowaboutmyjobwastostepinfrontofsuchanonymousreports.I
say,"anonymous"becauseIhadjustmovedtoHarrisburg,andhadnoideathatGPUwasa
utilityanddidntknowthatThreeMileIslandwasapowerplantletaloneanuke.
Inanycase,themantoldmehisemergencymanualrequiredacalltothegovernors
officewhentheresa"reportableincidentatourplant."

"REACTOR!!??"(IstillhopeIdidntsayitthatway.)

Iaskedseveralquestions.Didtheycalllocalpolice?StatePolice?Emergency
managementpeople?ThenuclearregulatorsinWashington?Yestoall.Wasanyonehurt?No.
Whataboutdamagetoequipment?Hedidntknow.
Giventheanswerstohisquestionsandhiscalmtone,Iconcludedthatthecallwaslittle
morethanhisfollowingthechecklistinhismanualandthe"callthegovernor"itemwason
thechecklistasamatterofpoliticalcautionandnotnecessaryforanyrealemergencypurpose.
Itturnsoutthatwas,infact,theoriginofthe"callthegovernor"item,butofcourse,as
thecrisisdevelopedinthenexthours,IfeltIhadbeenmisled.IcantrecallnowifImentioned
anyofthistoGov.Thornburghornot,butIdidlethimtakeascheduledtripoutoftownthat
day,andvaluablehourswerelost.
ThesecondrecollectionisfromlateSaturdaynight,March31,whenthecrisisreachedits
mostperilouspoint.Reactortemperaturewasrising,evacuationwasacceleratingandalotofus
weregettingtiredandedgy.AfterridingaroundforseveralhourswithStatePolice
CommissionerDanDunn,Iwasespeciallytense.DanwasaformerFBISpecialAgent,whomI
hadknownforyears,andhewasoneofthedrollestandmostcheerfulpeopleIknew.Butthis
night,hisjawwasclenched.
Backinthegovernorsofficewithotherstaff,wecheckedtheTVandSaturdayNight
Live,hostedbythecomediansBobandRay,cameon.Toourshock,itopenedbyannouncinga
contesttopickanewcapitolofPennsylvania!!!WecalledthenetworkinNewYork,hopingthat
thescriptcouldbealteredbythenewsofhowseriouswethoughttheproblemhadbecome.We
figuredthenetworkandcertainlythesponsorswouldnotwanttoaddtoanypanic.
Nosuchluck.Anunresponsiveswitchboardoperatorsaidonlythathewouldtrytogeta
messagetothetheater.Tothisday,Irecallhimbythenamehecarriesinthatnightsphonelog:
FNULNUFirstNameUnknown,LastNameUnknown.ThiswasFBIlingotaughttomeyears
beforebyDanDunn.
Finally,therewasaninterestingpostscript:Aboutsixweeksafterthecrisishadpassed,
Anothergovernorcalled.Gov.ThornburghwasontheroadandsoItookthecall.
Thisgovernorwasalsoa"rookie"andwascallingtogleansomeofthelessonsofTMI.
Wespokeabouttheorganizationalissuesofemergencymanagement,localstaterelations,
medicalperils(includingpanic),thepoliticaldangerofCongressionalSecondGuessers,the
mediacircusandsoon.
Iwasimpressedbecausehewasoneofthefewpeoplewhowasinterestedinthepolicy
andmanagerialimplicationsofwhathadhappened,andtheonlygovernorthatIknowofwho
evercalled.
