BE CONSIDERED UNDER THE ACCREDITATION REQUIREMENT?

Level I accreditation of the graduate program may be used; however, undergraduate

accreditation in the discipline closely related must at least be Level II.

WE ARE AN AUTONOMOUS INSTITUTION AND ONE OF OUR PROGRAMS IS

ACCREDITED BY AN INTERNATIONAL ACCREDITING BODY. CAN WE USE THIS
ACCREDITATION INSTEAD?

HEIs may apply using international accreditation, and the vetting panel will decide on the
quality of the accreditation.

IF WE ARE ESTABLISHING A NEW/EMERGING PROGRAM, WHAT ACCREDITATION

SHOULD WE USE?

HEIs applying to open new/emerging programs may use the accreditation in the closely related

discipline.

PRIORITY AREAS

IS THE DECEMBER 2015 DEADLINE INTENDED FOR THOSE WHO WANT TO OPEN AND
OFFER PROGRAMS BY JUNE 2016?

13

YES. The December 2015 deadline was an initial call for Letters of Intent. After the policy was
formally approved in January 11, 2016, HEIs are now given ample time to formalize/complete
their applications, while those who were unable to submit in December 2015, may still submit
applications during this period.

However, it is important to note also that this is not a one-time application. Calls for
applications to deliver graduate programs in the K to 12 transition period will be accepted and
processed every year.

HEI PARTNERSHIPS

WHAT ARE THE GEOGRAPHICAL LIMITATIONS OF HEI PARTNERSHIPS? IS IT

NECESSARY THAT PARTNERSHIPS ARE IN THE SAME REGION (FOR EXAMPLE, FOR
JOINTLY-DELIVERED PROGRAMS AND FOR CONSORTIA ARRANGEMENTS)?

14

15

16

Not necessarily, but preferable. When the applications are considered by the Commission, it
vetted based on the quality of its proposal for implementation, including the number of
will be
faculty available and arrangements proposed.

CAN A PRIVATE INSTITUTION PARTNER WITH A PUBLIC INSTITUTION?

Yes.

SHOULD HOST HEIs (HHEIs) IN AN OFF-SITE ARRANGEMENT BE RECOGNIZED AS

WELL?

Host HEIs in Off-site arrangements should at least be CHED recognized and must demonstrate
capacity to host graduate programs, as reflected in the plan of delivery.

OTHER CONCERNS

21

CAN WE BECOME A DELIVERING INSTITUTION FOR OUR OWN FACULTY?

NO. To avoid academic inbreeding, faculty scholars must take graduate studies in graduate
schools other than their sending institution. However, exceptions to this may be allowed on a
case-to-case basis, especially in instances when the Sending HEI is already considered as the
best school for the graduate education program concerned.

22

CAN WE ALLOW NON-SCHOLARS TO ENROLL IN THE PROGRAMS WE WILL OFFER IN

THE TRANSITION PERIOD? WHAT WILL HAPPEN IF THEY ARE NOT DONE BY THE
EXPIRATION OF OUR AUTHORITY TO OPERATE SAID PROGRAMS?
YES. There are rules in CHED that allow students still in the program to finish when a permit or
recognition is withdrawn.

23

CAN OUR FACULTY ENROLL IN THE PROGRAM WE ARE HOSTING AS A PARTNER IN AN OFFSITE ARRANGEMENT?

YES, since the partner HEI will be delivering the program and awarding the diploma.
