Expressions of Interest
The Bosnia and Herzegovina has received a credit from the International Development Association
(IDA) toward the cost of the Irrigation Development Project (IDP), and intends to apply part of the credit
proceeds to make payments under the contract for Consulting Services for the Development of the Detailed
Design: (i) Main Design, (ii) Detailed infrastructure design in and related works and investments for the
area of Gorade and Foa-Ustikolina, for the purpose of preparation of Flood Protection Project.
The objective of this assignment is:
The Objectives of the assignment are to develop project design, drawings, and tender documents for the flood
protection rehabilitation and construction works in Drina River basin in order to provide protection for the
adopted 100-year flood for housing and business interests, and once in 40 years for agricultural land on the
Gorade area (including municipalities: Gorade and Foa Ustikolina).
In short the main tasks are:
Task 1: Field and Topographical Surveys
The Consultant is responsible for all field and topographical surveys needed for the implementation of designs
and drawings, and these works should be performed in accordance with national (entity, cantonal or
municipality level) or, international standards and requirements. These are as follows:
a) Survey maps of the flood protection facilities/structures (dikes, parapet walls, rock rip rap
embankments, river bank protection facilities, concrete sills in the river bad, flow profile, e.t.c.) on the
Drina River basin showing their size, location, elevation and physical condition;
b) Conduct the review of so far delineated inundation areas for the Gorade and Foa Ustikolina,
including information regarding applied hydraulic calculation, in particular whether the methodology
complies with the requirement of EU Flood Directive and prepare updated Survey maps of the
delineated inundation areas 1/100;
c) Preparation of location plans of existing flood protection infrastructure, showing their actual
condition;
d) Vertical sections of the existing and to be made hydraulic structures for flood protection;
e) Characteristic cross section of the existing and to be made hydraulic structures for flood protection;
Task 2: Geological and Pedological Investigations
Conduct detailed geological and pedological investigations. However, the detailed surveys will contain (but
not limited) information on the soil/ rock condition relevant for the lay-out and construction of the flood
protection infrastructure system;
Task 3: Analysis of the legal and regulatory framework regarding the tasks, authorities and responsibilities in
flood protection issues , national government agencies/Ministries, municipalities and Cantons, Water Agencies
and other institutions.
Task 4: Review the existing procedures and capabilities for flood forecasting and early-warning and prepare
recommendations to improve their effectiveness, including the purchase of equipment and extension of
training and capacity building;

Task 5: Conceptual Design


Carry out the Conceptual Design of the selected works. Conceptual Design works should cover, reconstruction
of existing and construction of planed systems and facilities for water protection objects to reach projected
level of protection and to lead fully functionality
Task 6: Discuss two or three possible Conceptual Design alternatives with Client (entity line ministry,
respective Water Agencies, representative of Bosansko Podrinjski Canton and municipalities) and propose
the preferred solution.
Task 7: For the selected and confirmed solution prepare detailed designs, detailed engineering drawings and
tender documents to national or, where it is not nationally standardized, to international standards (including
design reports and tender drawings);
Task 8: Design Tasks
The main design tasks to be carried out will include, but not necessarily be limited to:
a) Review of available information and drawings for existing structures, users development plans,
different reports that were prepared in the past ( to be provided by the client );
b) Detailed topographic surveys (digital maps), walk-through of systems, assessment of condition of
flood protection system, including structures.
c) Consideration of alternative solutions. As case may be solutions with low costs, considerations
regarding their opportunity and durability, solutions for environmental problems. Final selection will
need to be based on agreement with the Client. The Consultant will specifically design to achieve
minimal overall annual expenditure of the system that means, minimum investment cost (annuitized
write-off) combined with minimum operational and maintenance costs.
d) Preparation, for selected solution, of detailed drawings, including design criteria and design report,
technical specifications, work specifications, bill of quantities, and implementation plans;
e) Preparation of tender documents, bill of quantities and tender drawings, using the latest version of the
relevant Bank standard bidding documents and guided by the latest version of the Banks Guidelines
on Procurement under IBRD Loans and IDA Credits.
f) Preparation of the operation and maintenance manual.
Task 9: Discuss design drawings with the Client, the World Bank and all participating organizations and
institutions on the entity, cantonal and municipalities level, and incorporate comments into the final designs.
Task 10: Obtain approval of final designs from the Client.
The Federal Ministry of Agriculture, Water Management and Forestry, Project Implementation Unit for
Forestry and Agriculture (FBiH PIU) invites eligible consulting firms to indicate their interest in providing the
services. Interested consultants must provide information indicating that they are qualified to perform the
services (brochures, description of similar assignments, experience in similar conditions, at least 5 years of
experience in similar assignments, availability of key staff of following profiles: (i) Team Leader-Civil/Water
engineer with experience in flood protection (minimum 15 years of relevant work experience), (ii) Flood
protection/O&M engineer (water engineer with experience in operation and maintenance of flood protection
structures/facilities with minimum 10 years of relevant work experience), (iii) Hydraulic engineer (water
engineer with experience in hydraulic calculations with minimum 10 years of relevant work experience), (iv)
Engineer for Hydro-mechanical equipment (with minimum 10 years of relevant work experience), and (v)
Procurement Specialist (with minimum 10 years of relevant work experience, etc.)). Consultants may associate
to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Banks Guidelines:
Selection and Employment of Consultants under IBRD Loans and IDA Credits and
Grants by World Bank Borrowers dated January 2011.
