opportunitytoimprovecrossStraitsrelations.OnDecember31,2008,General
SecretaryHuJintaooftheCentralCommitteeoftheCommunistPartyofChinaput
forwardsixproposalstopromotethepeacefuldevelopmentofcrossStraits
relationship,whichhasadvancedcomprehensiverelationsacrosstheTaiwanStraits.
NewcrossStraitsnegotiationandcommunicationmechanismshavedeveloped.
Duringthethirdandfourthmeetingsofleadersofthemainland'sAssociationfor
RelationsAcrosstheTaiwanStraitsandTaiwan'sStraitsExchangeFoundation,two
sidessignedsixagreements.AttheFifthCrossStraitsEconomic,TradeandCulture
ForumheldinJuly2009,mainlandandTaiwanrepresentativesreachedsix
consensusesonpromotingculturalexchangesandeducationalcooperationacross
theTaiwanStraits.TheStraitsForumheldinXiamen,FujianProvince,inMay
promotedpeopletopeoplecommunication.LeadersfrombothsidesoftheStraits
alsotookadvantageoftheBoaoForumforAsiaandtheAsiaPacificEconomic
Cooperation(APEC)economicleaders'meetingtoexchangeopinions.
CrossStraitseconomic,tradeandculturalexchangesreachedunprecedentedlevels
in2009.TohelpTaiwancomeoutfromundertheshadowoftheglobalfinancialcrisis,
themainlandreleasedaseriesofpoliciesforthebenefitofTaiwanpeople.Moreover,
themainlandsentseveralprocurementmissionstoTaiwanthatmadepurchases
worthmorethan$10billion.InNovember,regulatorybodiesofthemainlandand
TaiwansignedamemorandumofunderstandingoncrossStraitsfinancial
supervision,whichisexpectedtoenhancecomplementarityoffinancialsectorson
bothsidesoftheTaiwanStraitsandpromotetheircommondevelopment.

PersonnelexchangeacrosstheTaiwanStraitsalsoexpandeddramatically.Sincethe
threedirectlinksofmail,tradeandairandshippingserviceswererealizedacrossthe
TaiwanStraitsatthebeginningof2009,25provincesandmunicipalitiesonthe
mainlandhaveallowedtheirresidentstotraveltoTaiwanastourists.Inthefirst11
monthsoflastyear,atotalof547,000mainlandersvisitedTaiwanandithasbeen
estimatedtheybroughtrevenueof$1billiontotheisland'stourismindustry.Especially
theTaiwanvisitsbyseveralprovinciallevelofficialsofthemainlandhaveelevatedthe
levelofcrossStraitspersonnelexchanges.
ConfrontationoverTaiwan'sinternationalparticipation,whichremainedtenseduring
formerTaiwanleaderChenShuibian'stenure,haseased.InMay2009,Taiwan
attendedaWorldHealthAssemblysessioninGeneva,Switzerland,asanobserverfor
thefirsttime.Itwasthefirsttimein38yearsthatTaiwanhadparticipatedinameeting
hostedbyaUNagencysinceitlostitsUNmembershipin1971.Inthefollowing
November,GeneralSecretaryHumetwithKuomintangHonoraryChairmanLien
ChanwhentheyattendedtheAPECeconomicleaders'meetinginSingapore.Taiwan
hasalsoaccededtotheWorldTradeOrganization'sAgreementonGovernment
Procurement.
TheimprovementofcrossStraitsrelationshasprovidedbetterinternalandexternal
conditionsforthemainland'sdrivetobuildamoreprosperoussociety.Withthe
endingofariskyperiodforcrossStraitsrelationsduringtheChenauthoritiesin
Taiwan,themainlandisnowabletobetterreallocateitsresourcesandfocuson
economicdevelopment.
EconomicandsocialpillarsfortheestablishmentofacrossStraitspeaceful
developmentframeworkhaveprogressedsteadily.TheexpectedsigningoftheECFA
willlaythefoundationfortheeconomicpartofthecrossStraitspeacefuldevelopment
framework.Inthemeantime,closertradetiesandgreaterpersonnelexchangeswill
helppeopleonbothsidestoovercomemisunderstandingsabouteachotherand
expandcommoninterests.Thiswillgarnerstrongerpublicsupportforbuildingthe
framework.
