Sincetheirreturntothemotherland,HongKongandMacaohaveembarkedonabroadroadalongwhichtheyand
themainlanddrawoneachother'sstrengthsandpursuecommondevelopment,andthesuccessofthe"one
country,twosystems"principlehaswonglobalrecognition.Theunderlyinggoaloftheprinciplesandpolicies
adoptedbythecentralgovernmentconcerningHongKongandMacaoistoupholdChina'ssovereignty,security
anddevelopmentinterestsandmaintainlongtermprosperityandstabilityofthetworegions.Wemustfullyand
faithfullyimplementtheprincipleof"onecountry,twosystems,"underwhichthepeopleofHongKonggovern
HongKongandthepeopleofMacaogovernMacaoandbothregionsenjoyahighdegreeofautonomy.Wemust
bothadheretotheoneChinaprincipleandrespectthedifferencesofthetwosystems,bothupholdthepowerof
thecentralgovernmentandensureahighdegreeofautonomyinthespecialadministrativeregions,bothgiveplay
totheroleofthemainlandasthestaunchsupporterofHongKongandMacaoandincreasetheircompetitiveness.

Atnotimeshouldwefocusonlyononesidetotheneglectoftheother.
Thecentralgovernmentwillactinstrictaccordancewiththebasiclawsofthespecialadministrativeregions,
improveworkmechanismsfortheirenforcement,andfirmlysupportthechiefexecutivesandgovernmentsofthe
twospecialadministrativeregionsingoverningthetworegionsinaccordancewiththelaw.Thecentral
governmentwillfirmlysupporttheminleadingthepeoplefromallwalksoflifeinfocusingoneconomic
development,takingeffectivestepstoimprovethepeople'swellbeing,andadvancingorderlyandphasedin
democracyaswellasinclusiveness,mutualsupportandharmony.Thecentralgovernmentwillincreaseeconomic
tiesandtradebetweenthemainlandandthetworegions,andpromoteexchangesandcooperationbetweenthemin
allfields.Thecentralgovernmentwillalsofirmlysupportthechiefexecutivesandgovernmentsofthetwospecial
administrativeregionsinpromotingtheunityofourcompatriotsinHongKongandMacaounderthebannerof
lovingboththemotherlandandtheirrespectiveregionsandinguardingagainstandforestallingexternal
interventionintheaffairsofHongKongandMacao.
WeareconvincedthatourcompatriotsinHongKongandMacaonotonlyhavethewisdom,abilityand
resourcefulnesstosuccessfullygovernanddevelopthetworegionstheycancertainlyalsoplayanactiverolein
nationalaffairsandsharewithotherpeopleofallethnicgroupsinChinathedignityandgloryofbeingChinese.
ToresolvetheTaiwanquestionandachievethecompletereunificationofChinaisanirresistiblehistoricalprocess.
PeacefulreunificationisinthebestinterestsoftheChinesenation,includingourcompatriotsinTaiwan.To
achievepeacefulreunification,wemust,aboveeverythingelse,ensurepeacefulgrowthofrelationsbetweenthe
twosidesoftheTaiwanStraits.Wemustadheretotheprincipleof"peacefulreunificationandonecountry,two
systems"andtheeightpointproposalforgrowingcrossStraitsrelationsandadvancingpeacefulreunificationof
themotherland.WemustputintofullpracticetheimportantthoughtofpeacefulgrowthofcrossStraitsrelations,
consolidateandstrengthenthepolitical,economic,culturalandsocialfoundationforsuchgrowth,andcreateeven
betterconditionsforachievingpeacefulreunification.
WemustcontinuetoadheretotheoneChinaprinciple.AlthoughthemainlandandTaiwanareyettobereunified,
thefactthatbothbelongtooneChinahasneverchanged.China'sterritoryandsovereigntyhavealwaysbeen
indivisibleandnodivisionwillbetolerated.ThetwosidesoftheTaiwanStraitsshouldupholdthecommonstand
ofopposingTaiwanindependenceandoffollowingthe1992Consensus.Bothsidesshouldincreasetheircommon
commitmenttoupholdingtheoneChinaframeworkand,onthisbasis,expandcommongroundandsetaside
differences.Wearereadytoconductexchanges,dialogueandcooperationwithanypoliticalpartyinTaiwanas
longasitdoesnotseekTaiwanindependenceandrecognizestheoneChinaprinciple.
WeshouldsustaincrossStraitsexchangesandcooperation.Weshoulddeepeneconomiccooperationtoincrease
commoninterests.Weshouldexpandculturalexchangestoenhanceacommonsenseofnationalidentity,and
furtherpeopletopeoplecontactstocultivatemutualgoodwill.Weshouldpromoteconsultationonanequal
footingandstrengtheninstitutionalbuilding.WehopethatthetwosideswilljointlyexplorecrossStraitspolitical

relationsandmakereasonablearrangementsforthemunderthespecialconditionthatthecountryisyettobe
reunified.WehopethetwosideswilldiscusstheestablishmentofacrossStraitsconfidencebuildingmechanism
formilitarysecuritytomaintainstabilityintheirrelationsandreachapeaceagreementthroughconsultationsoas
toopenanewhorizoninadvancingthepeacefulgrowthoftheserelations.
WeshouldencouragethecompatriotsonbothsidesoftheTaiwanStraitstouniteandpursueacommonendeavor.
ThecompatriotsonbothsidesbelongtothesameChinesenationandformacommunityofcommondestiny
boundbybloodtiesandwehaveeveryreasontocareaboutandtrusteachother,jointlyadvancecrossStraits
relations,andshareinthefruitsofdevelopment.Wewillmakeeveryefforttodoanythingthatwillpromotethe
commonwellbeingofthecompatriotsonbothsidesoftheTaiwanStraits.Weshouldfullyprotecttherightsand
interestsofourTaiwancompatriotsandworkwiththemtosafeguardandbuildthecommonhomeoftheChinese
nation.
WeresolutelyopposeanyseparatistattemptforTaiwanindependence.TheChinesepeoplewillneverallowanyone
oranyforcetoseparateTaiwanfromthemotherlandbyanymeans.AnyseparatistattemptforTaiwan
independence,whichunderminesthecommoninterestsofthecompatriotsonbothsidesoftheTaiwanStraits,is
doomedtofail.
Workinghandinhand,we,thesonsanddaughtersoftheChinesenation,willsurelyaccomplishthegreatcauseof
China'sreunificationinthecourseofourcommonendeavortoachievethegreatrenewaloftheChinesenation.
