enhancement of peace, stability, economic growth and prosperity in the
region. So that, the delegation of Indonesia would first to press the ASEAN
to not make any harmful decision that may impact in the security and
stability in the region3.
Since the South China Sea dispute occur until 2011, Republic of
Indonesia has been one of the strongest activator for thriven on
agreement deadlines of Declaration of Conduct of South China Sea which
has been negotiated without any progress for 6 years. However, as long
as the core of the problem in this dispute done yet, the states in ASEAN
will always faces the conflict in South China Sea. All member states of
ASEAN should then make one understanding position about this dispute,
then each member states of ASEAN has one vote to resolve the dispute.
To create a better situation, the Delegation of Indonesia is
committed to press a strong solution for settlement of South China Sea
dispute. In order to resolve the dispute without any harm and maintain the
stability of the region, This Delegation will propose to the ASEAN for
establishing an informal forum for each parties to continue their
consultation and dialogues of each government in the next ASEAN
Maritime Forum to make further agreement that formed in the Court of
Conduct4 . Furthermore, the government of Indonesia would like to be
fasilitator for establishing the forum. Otherwise, the government of
Indonesia would like to propose as mediator for the negotiation of each
parties. All of the propose is the means of Indonesia to maintain stability
in the region.

All of the proposal that the Delegation of Indonesia mentioned is the
kind of Republic of Indonesia means to maintain Confidence Building
Measure between ASEAN states and the other ASEAN partners including
China, Japan, South Korea. Republic of Indonesia hopes that this dispute
should be resolved peacefully and all of the parties have an agreement to
maintain the security, peace and stability in the South China Sea.
