SCHOOL BOARD BYLAWS

Bylaw 2.30

PUBLIC PARTICIPATION

A. Presentation to the Board

The public and members of the school staff have an opportunity to make
presentations to the School Board at each meeting. The Board sets a time for
consideration of any request or proposal presented. The Board is not obligated
to act on any request or proposal. An annual calendar of reports by School
Board Advisory Committees is scheduled.

A person who wishes to address the Board should make the request, preferably
in writing, to the School Board chair through the office of the Superintendent
indicating the subject of the presentation for placement on the agenda.

The Chairman is responsible for the orderly conduct of the meeting and shall
rule on such matters as the appropriateness of the subject being presented and
the length of time for such presentation.

B. Public Comments and Requests

A reasonable period of time, as determined by the School Board, will be

allocated at each regular meeting for citizens to present matters of concern
during the agenda item identified as “Public Comments and Requests." These
presentations will be limited to five minutes.

Upon recognition by the Chairman, the speaker should clearly state name,
address and the subject of remarks. The speaker should address the Chairman.
At the conclusion of his remarks, any Board member who desires any further
information may address the speaker only with the permission of the Chairman.
The courtesy of the Board is extended to the speaker, and the speaker must
respect the privilege extended by the Board or be ruled out of order by the
Chairman. All persons wishing to speak must follow this procedure.
