I feel like I need to respond to this. It seems like silence is a tacit admission of some sort of guilt, of
which I have none. However, I do not like Laura and Rhett being attacked! I can handle it, but I don't
wish to see them dragged through the mud on this. What do you think? If yes, I will let you read my
thoughts before I post them.
In relation to the comments below, I don't recall any other issues that have come before us related to

Costco Wholesale is examining at least three sites in the Jackson Metro area for a possible store.
Flowood mayor Gary Rhoads said that he talked with site selection consultants for the wholesaler within the past couple
weeks, and they had told him two sites in that city were in the running. One is across Highway 25 from Flowood's
Walmart Supercenter; the other sits behind Dogwood Shopping Center on Lakeland Drive.
The Jackson site is where Smith-Wills Stadium currently sits.
"The last time I spoke with them, they said they were still looking at all of them," Rhoads said in a phone interview
Wednesday afternoon.
Jackson's Planning Board will consider later this month whether to rezone Smith-Wills Stadium and the surrounding area
from special to commercial use. Such a switch would be required before Costco could locate on that site. A
spokeswoman for Jackson Mayor Tony Yarber did not immediately return a cell phone message left Wednesday
afternoon. Ward 7 councilwoman Margaret Barrett-Simon said she had tried this week to learn the reasoning behind the
zoning request change at the Smith-Wills site.
"And I've had a difficult time finding out anything," she said. "It's being handled in a most unusual way." For example,
she said, the zoning request does not have a case number assigned to it, something that typically happens. "You
wouldn't have any way to find what you were looking for" without one, Barrett-Simon said.
Rhoads said the two Flowood sites are already zoned for commercial use.
A Costco in the Jackson area would be the first store in Mississippi. The Issaquah, Washington-based wholesaler
operates 465 locations in 43 states, and 658 warehouses worldwide. The list of locations coming soon on the company's
website did not include a store in Jackson or Flowood.
Costco is a direct competitor to Sam's Club, which will close its Jackson store on County Line Road later this year. Sam's
will open a new store in Madison next year at the intersection of Grandview Boulevard and Madison Avenue.
A Costco spokesman declined comment.

Matt and I worked up a couple layout ideas. We do not profess to be the Costco experts, but we searched Google Earth
and found numerous sites that resemble the layouts in the attached drawings. These drawings are obviously very
conceptual, but they should give you a general idea of how the store could easily fit and enjoy very wide open visibility
from the interstate. Both drawings keep the building and parking areas out of the Flood Way.
Another likely important point is that you can apply for an additional curb-cut on Highland Colony Parkway that would
act as a right-in/right-out. This curb cut is not shown on either plan, but it is an option for both to improve
ingress/egress.

1. Sale of Light Wine and Beer: Regulated by the City of Ridgeland. Distance is measured 400 feet front door to
front door. Your site plan adequately addresses this issue. The front door from the church is appx. 381 feet
from their property line. As long as the front door of Costco is appx. 19 feet from the property line, there will be
no issue with the sale of light wine or beer.
2. Sale of Wine and Liquor: Regulated by the Alcoholic Beverage Control Division of the Mississippi Department of
Revenue. The agent that I spoke with at ABC, confirmed that they measure from the nearest point of building to
the nearest point of building. The buffer distance required is 400' by State Law (Title 27 Chapter 71 Regulation
No.7). The church building is appx. 326 feet from the property line. Another 74 feet would be required to be
100% clear of any point of the Costco Building; however, the location of the separate attached alcohol sales
facility appears to well beyond the nearest point of the Building. It is advisable that you verify with ABC if they
will measure from the edge of the Costco Building or from the edge of the attached Alcohol Sales building
before completing the site plan. If this becomes an issue either way, the Church can waive any objections. One
of our Aldermen attends Church their and could likely help us.
3. Zoning: We believe that the sale of all goods except the fuel center complies with the current zoning
regulations. We also believe that we can appropriately amend the language of the zoning ordinance to
accommodate the accessory detached fuel facility. That process would take less than 60 days and could be done
in as few as 30 days.
4. Access to Highland Colony Parkway: I have attached the HCP Access Control Policy. It appears to me that the
minimum distance between crossovers is 600 feet. The distance between crossovers at the north side of the
property is 765 feet; therefore, I believe a request to move the northern crossover north for better efficiencies
could be accomplished. The right-in I right-out could be added between crossovers as long as they have a 300foot buffer from the crossover. When you develop the site plan further and can send it to me without any

reference to Costco, send it to me, and I can get preliminary reviews accomplished with the City Engineer and
Public Works Director.

This application is being filed by the Mayor and Board of Alderman of the City of Ridgeland.
As required by said law, the content of the said application shall include: 1) a map marked to
indicate the specific area under consideration; 2) The reasons why the area should be
declared a resort area are that this area attracts tourists and vacationers because of its retail
and scenic attractions and facilities and that the area designated herein serves the tourist
and vacationers to a very high degree; 3) endorsements from three civic clubs in the area; 4)
assurances from both the Sheriff of Madison County and the Chief of Police of the City of
Ridgeland that will ensure that their respective departments will enforce the Local Option
Alcoholic Beverage Control Laws of the Alcoholic Beverage Control Commission in such
areas; and 5) a certified copy of the Order as entered on the minutes of the Mayor and Board
of Alderman of Ridgeland, Mississippi regarding said resort area classification.
Request is hereby made pursuant to said law for an expression of public opinion from
residents in the above described area under consideration in connection with said approval.
Opinions should be forward to the Alcohol Beverage Control Division, Post Office Box 540
Madison, Mississippi, 39130-0540. Notice is hereby given that approval on the application
rests not with the Mayor and Board of Aldermen of Ridgeland, Mississippi, but with the State
of Mississippi pursuant to the laws of the State of Mississippi. Approval of the described
area as a resort area will permit the operation of open bars in the area. Any person wishing
to request a hearing before the Board of Tax Appeals on the resort status of the area
described herein must request a hearing in writing and it must be received by the
Department of Revenue within (15) fifteen days from the first date this notice was published.

The survey and legal description attached hereto as Exhibit "A" clearly indicate the specific area
under consideration for which the qualified resort area status designation is sought.
Il.
The Project is located in the City of Ridgeland, Mississippi, along Interstate Highland Colony
Parkway and Steed Road. The Project consists of a Lifestyle Main Street concept, including spacious
green common areas for strolling and relaxing, beautiful water features throughout, sidewalk cafes and a
town center square hosting an on-going array of special events such as concerts and shows. The open-air
lifestyle center concept goes beyond shopping, dining and entertainment, relying heavily on the
architecture and amenities to create a new experience for the consumer. Hours of operation will be 7:00
am until 2:00 am. The qualified resort status would enable the Project to serve alcoholic beverages during
the hours of operation and for private events held from time to time. It would be an additional amenity
Ridgeland could offer and would be beneficial to Ridgeland, Madison County, and to the Metro area.

WHEREAS, the Renaissance Project is also a subpart of Colony Park masterplanned development with a total investment in excess of $500 Million Dollars
($500,000,000) in land, hotels, office space, retail, residential, architecture, engineering,
fixtures, equipment, furnishings, amenities and other related cost (the "Colony Park
Project"); and
WHEREAS, in support of the Colony Park Project, the City has heretofore issued its
$24,625,000 City of Ridgeland, Mississippi Tax Increment Limited Obligation Bonds (Colony
Park Project), Series 2009 (the "Series 2009 Bonds") and $10,375,000 City of Ridgeland,
Mississippi Tax Increment Limited Obligation Bonds (Colony Park Project), Series 2011 (the
"Series 2011 Bonds" and together with the Series 2009 Bonds the "Bonds");
WHEREAS, with respect to the City's outstanding Bonds, the City, by further resolution
of its Mayor and Aldermen (the "Governing Body''), may require diversions of City sales tax
collected by the State from the Renaissance Project to be escrowed. Any such diversion by the
City in connection with the Bonds shall be in coordination with MDA and any applicable MDA
guidelines, and subject to an escrow agreement (or similar agreement) consented to by
Renaissance at Colony Park, LLC.
WHEREAS, the City acknowledges that the Renaissance Project has and will
have multiple phases consisting of various costs for each phase that comprise the
complete application as submitted by Renaissance at Colony Park, LLC to the MDA; and
WHEREAS, pursuant to the Tourism Act, the City acknowledges that the City
sales tax collected from the Renaissance Project, which costs are estimated to be
approximately One Hundred Million Dollars ($100,000,000.00) will be diverted to the
Sales Tax Incentive Fund for a period of up to fifteen years, or when the aggregate
amount of thirty percent (30%) of the MDA approved Project costs inctirred by
Renaissance at Colony Park, LLC for the tourism project has been paid, whichever shall
occur first; and
WHEREAS, the City is in full support of the Renaissance Project and supports
the application of Renaissance at Colony Park, LLC to MDA for the benefits allowed
pursuant to the Tourism Act.NOW, THEREFORE, BE IT RESOLVED by the Governing Body ofthe City,
as follows:
Section 1.
That all the findings of fact made and set forth in the preamble of this
Resolution shall be the same and are hereby found to be declared and adjudicated to be true and
correct.
Section 2.
That the City fully supports the Renaissance Project and the application by
Renaissance at Colony Park, LLC to the MDA for the benefits allowed pursuant to the Tourism
Act and acknowledges and agrees that sales tax collected from the Project, which costs are
estimated to be approximately One Hundred Million Dollars ($100,000,000.00) will be diverted

to the Sales Tax Incentive Fund for a period of up to fifteen years, or when the aggregate amount
of thirty percent (30%) of the approved MDA Project Costs incurred by Renaissance at Colony
Park, LLC for the Renaissance Project has been paid, whichever shall occur first.

That the Governing Body of the City hereby authorizes the Mayor
and City Clerk to make application to the Mississippi Department of Revenue to
designate the Renaissance at Colony Park as a qualified resort area pursuant to Section
67-1-5 of the of the Mississippi Code of 1972, to publish the required notices and to
execute any and all necessary documents and clarifications required or requested by the
Mississippi Department of Revenue to obtain such status.
Section 4.
That the City shall commit to its obligations under this Resolution
provided that the Renaissance at Colony Park, LLC is in compliance with the applicable
MDA regulations, schedules, timelines and guidelines governing the duties and
obligations of the Renaissance at Colony Park, LLC.
Section 5.
That the Mayor of the City is authorized to execute any and all
necessary documents and clarifications required or requested by MDA for the
qualification of the Tourism Incentive Program.

COMES NOW, the Mayor and Board of Alderman of the City of Ridgeland, Mississippi and
requests the Mississippi Department of Revenue to grant a qualified resort status to 45 acres,
more or less, located between Highland Colony Parkway, the Natchez Trace and Interstate 55, as
more particularly described in Exhibit A attached hereto (the "Project"). The Project is located in
the City of Ridgeland, Madison County, Mississippi 39158. In support thereof, the City submits
the following, to wit:
I. Map of the Project
The survey and legal description attached hereto as Exhibit A clearly indicate the specific
area under consideration for which the qualified resort area status designation is sought.
11. Justification for Status
The Project is located in the City of Ridgeland, Mississippi, along Highland Colony Parkway.
The Project will be an extension of the existing, vibrant developments along Highland Colony
Parkway and will be an additional amenity that will service the citizens of the Metro-Jackson area.
This area attracts tourists and vacationers because of its popular retail, scenic attractions, and
facilities, and the Project area is strategically located to contribute to the existing developments.
The designation as a qualified resort area will serve as an additional attraction to visitors,
benefitting the City of Ridgeland, Madison County, and the Jackson area.

Attached hereto as Exhibit B are endorsements from the Madison County Business
League, Madison County Economic Development Authority, and the Ridgeland Tourism
Commission.
IV. Assurances from Law Enforcement
Attached as Exhibit C is the assurance from the Chief of Police of the City of Ridgeland,
Mississippi that he will insure that all local Option Alcoholic Beverage Control laws of the State
of Mississippi and the rules and regulations of the Alcoholic Beverage Division will be enforced.

The Mayor and Board of Aldermen were provided the June 2015 Sales Tax Report and the May 2015
Financial Report.
Next came the recognition of Officer Erin Boyd for being selected as "Officer ofthe Month" for May
20 IS. Mayor McGee infonned the Board of Aldermen that Officer Erin Boyd responded to the Chateau
at Ridgeland .in reference to an unresponsive male who had fill len. Upon Officer Boyd's arrival, she
found that the male was still unresponsive. Officer Boyd, who is also a certified paramedic, immediately
began CPR and continued CPR for approximately five minutes until the Ridgeland Fire Department
personnel arrived on scene. At this time a fire paramedic continued while Officer Boyd intubated the
unresponsive male and provided additional life-saving medical attention. The unresponsive male became
responsive and was transported by ambulance to the hospital. Due to Officer Boyd's initiative, quick
thinking, and emergency medical experience, she saved the life of another human being who had fallen
and had sustained serious injury. Mayor McGee informed Officer Boyd that her actions were
commendable and indicative of a professional and motivated officer. Mayor McGee then thanked Officer
Erin Boyd for her dedicated service to the citizens of Ridgeland, Mississippi.
Next came the matter of accepting the Minutes of the June 2, 2015 Board of Aldem1en meeting and the
June I. 2015 Work Session Minutes. The Minutes were accepted and approved with no corrections
noted.
Mayor McGee informed the Board of Alderman that the Public Hearing was continued until the first
meeting in July, being July 7, 2015, at the request of Kelly Simpkins, attorney for the City of Ridgeland .
Next came the consideration of an Ordinance Enlarging, Extending and Defining the Corporate Limits
and Boundaries of the City of Ridgeland, Madison County, Mississippi. Aldennan Chuck Gautier moved

Dear Sir:
Enclosed are the flood detention calculations for the above referenced project. The total
site consists of about 45.8 acres. The Renaissance Phase III Project is about 36.4 acres
plus about 9.4 acres along Purple Creek that will be developed to provide detention
storage. The proposed storage will be provided by developing a detention basin along
Purple Creek on the land purchased by the City of Ridgeland for this express purpose as
part of the overall flood control plan for Purple Creek. The attached calculations show
that the proposed development would require about 9.5 acre-feet of t1ood detention
storage for the 50-year event and about 10.0 acre-feet for the I 00-year event.
The proposal is to provide about 54.5 acre-feet of storage by developing a detention basin
on the 9.4 acres along Purple Creek. The City requires that existing channel storage
below the 100-year event be deducted from the total detention. The existing channel
storage is estimated to be about 6.6 acre-teet. This leaves a net increase of about 47.9
acre-feet of stomge. This area is connected to the existing City detention basin on Purple
Creek in Freedom Ridge Park and will increase the total storage available.
Therefore, the proposed detention will meet all of the City of Ridgeland requirements for

This letter is submitted to document our field investigation and laboratory test results for
borrow material sampled from a proposed borrow location along 1-55 south of the Natchez Trace
Parkway and east of Highland Colony Parkway in Ridgeland, Mississippi. On March 8 and 10,
2011, representatives from Burns Cooley Dennis, Inc. explored the subsurface soils within the
proposed borrow area at four boring locations. All borings were taken within an area and at
locations selected by a PSC Corporation. The borings were made with a 3-in hand auger to a
completion depth of 12 ft. The approximate locations of the borings are shown in Figure 1. A
synopsis of the Unified Soil Classification System (USCS) is presented on Figure 2 along with
symbols and terminology typically utilized on graphical soil boring logs. Graphical logs of the
soil borings are presented as Figures 3 through 6.
All of the soil samples were examined in the laboratory by a senior geotechnical engineer
and tests were performed on selected representative samples from the borings to verify field
classifications and assist in evaluating the strengths, expansive properties and classifications of
the subsurface soils encountered. The classifications and volume change properties of the finegrained soils encountered in the borings were investigated by means of visual examination and
ten (1 0) sets of Atterberg liquid and plastic limit tests. In accordance with the. Unified Soil
Classification System (USCS), fine-grained soils are classified as either clays or silts of either
low or high plasticity based on the results of liquid and plastic limit tests. The numerical
difference between the liquid limit and plastic limit is defined as the plasticity index (PI). The
magnitudes of the liquid limit and the plasticity index and the proximity of the natural water
content to the plastic limit are indicators of the potential for a fine grain soil to shrink or sweii
upon changes in moisture content. The results of the liquid and plastic limit tests are shown in
the data section of the graphic logs.

Water content tests were also performed on twenty four (24) samples to corroborate field
and laboratory estimates of consistency and density and to extend the usefulness of the plasticity
data. The results ofthe water content tests are presented in the data section of the graphic boring
logs.
Subsurface soils encountered within the maximum 12~ft exploration depth of the borings
made for this investigation generally include natural soils consisting of silty clays (CL), silts
(ML) and clays (CH). The AASHTO classifications for the subsurface soils are A-4, A-6 and A7w6. All the soils classified as CH by the USCS and have an AASHTO classification of A-76 arc unacceptable borrow material. All the CL and ML soils classified as A-4 and A-6 are
acceptable borrow material .
.Potential acceptable borrow materials were found within the selected boring
locations below the existing ground surface. However, it should be noted that most of the
soils encountered have moisture contents greater than optimum and will require drying
and processing prior to using as borrow material. During excavation of borrow materials,
continuous monitoring should be conducted to prevent contamination of acceptable borrow
materials with unacceptable soils.
Provided in the following table are the depths for potential borrow soils that generally
meet select fill requirements having a plasticity index (PI) within the range of 10 to 24 and a
liquid limit less than 45. Mixing of the low PI silts at Borings 1 and 4 will be necessary to meet
borrow requirements.

to expose the 4 ft of CL soils below 8 ft that are suitable for borrow.
Ground surface elevations were not detem1ined, therefore the depth of potential select
borrow soils should be determined in the field during excavation. During excavation of borrow
materials, continuous monitoring should be conducted to prevent excavation of very clayey (CH)
soils that will not meet select fill requirements.
The findings discussed in this report are based on conditions as they existed at the time of
our investigation. It should be noted that actual subsurface conditions between and beyond the
borings might be different from those encountered at the boring locations.

tenant on the hook with an interest in Ridgeland. They would like to be in Renaissance, but were given an early
indication that it is not a possibility. It sounded as if there was a conflict between this tenant and Fresh Market with
respect to peak parking times. This business is an upscale interactive sports bar that needs to be located near
restaurants. They don't compete with the restaurants; they complement them. They thrive off pedestrian traffic, and it

parameters of the project, which will assist me in shaping the 'draft' ordinance amendment. Information like use types
and square footages of each would be a good start. I would also ask for any wisdom regarding anything else that would
make this development unique to any other.
We also discussed the importance of making the uses "Permitted Uses".
The quickest schedule can take this shape:
1. May 4th (Work Session)- Present the draft language to the Mayor and Board of Aldermen for consideration to
set a Public Hearing.
2. June 2nd (Board Meeting)- Conduct Public Hearing; Mayor and Board can consider adoption of the Amendment
3. June lih- If approved, Last day for an objector to file a Bill of Exceptions
4. July 1st- If approved, Amendment becomes effective.
Andrew should be able to weigh his risk management based on Mayor and Board reaction, public hearing participation,

did lawfully adopt a Zoning Ordinance on February 4, 2014 after proper notice and a public
hearing; and
WHEREAS, the Mayor and Board of Aldermen of the City of Ridgeland, Mississippi
did lawfully adopt a Zoning Ordinance Amendment on February 3, 2015 after proper notice and
a public hearing; and
WHEREAS, additional development trends of a certain commercial use has resulted in
the need to consider appropriate regulations and restrictions; and
NOW THEREFORE BE IT RESOLVED, the Mayor and Board of Aldermen adopt the
following sections as amendments to the Official Zoning Ordinance of the City of Ridgeland,
Mississippi by amending the following sections:
Section 1
Replace the Section 21 "Service Station" Definition with the following language: Service
Station: Any area of land, including the structure thereon, which is used primarily for the retail
sale of gasoline, diesel fuel, ethanol, oil, propane, other fuels, and/or the sale or installation of

This application is being filed by the Mayor and Board of Alderman of the City of Ridgeland.
As required by said law, the content of the said application shall include: 1) a map marked to
indicate the specific area under consideration; 2) The reasons why the area should be
declared a resort area are that this area attracts tourists and vacationers because of its retail
and scenic attractions and facilities and that the area designated herein serves the tourist
and vacationers to a very high degree; 3) endorsements from three civic clubs in the area; 4)
assurances from both the Sheriff of Madison County and the Chief of Police of the City of
Ridgeland that will ensure that their respective departments will enforce the Local Option
Alcoholic Beverage Control Laws of the Alcoholic Beverage Control Commission in such
areas; and 5) a certified copy of the Order as entered on the minutes of the Mayor and Board
of Alderman of Ridgeland, Mississippi regarding said resort area classification.
Request is hereby made pursuant to said law for an expression of public opinion from
residents in the above described area under consideration in connection with said approval.
Opinions should be forward to the Alcohol Beverage Control Division, Post Office Box 540
Madison, Mississippi, 39130-0540. Notice is hereby given that approval on the application
rests not with the Mayor and Board of Aldermen of Ridgeland, Mississippi, but with the State
of Mississippi pursuant to the laws of the State of Mississippi. Approval of the described
area as a resort area will permit the operation of open bars in the area. Any person wishing
to request a hearing before the Board of Tax Appeals on the resort status of the area
described herein must request a hearing in writing and it must be received by the
Department of Revenue within (15) fifteen days from the first date this notice was published.

Mark -- I just finished meeting with Dan and Jeff and there are some items we need from the Seller. I gather
that they've discussed all of these with Andrew before but to date the information has not been provided. We
need this information to complete our analysis and to proceed with the estimating exercise to prepare the
required budgets. Dan and Jeff shared with me that the delay in receiving these materials has likely made it
impossible for us to obtain internal approvals in July and there are no meetings set for August.
Materials Needed (in order of priority):
1. All materials prepared for filing with FEMA and/or the Army Corps to address new floodplain/floodway and
wetlands matters. [NOTE: WE NEED THIS BEFORE WE CAN EFFECTIVELY RESPOND TO THE
REVISED LOI AS WELL.]
2. Boundary survey with topo.
3. Agreed upon site plan for the Costco Property, including a resolution of the "southern" access point and how
the church access and the Costco access will interface/co-exist.
4. Copy of approved ZTA modifying the C-2 zone, which, among other things, permits fueling station "by
right". We have the draft version but not the final.
Any help you can provide in getting these materials to us would be appreciated.

ORDINANCE AMENDING THE SECTIONS 21 AND 410
OF THE OFFICIAL ZONING ORDINANCE
OF THE CITY OF RIDGELAND, MISSISSIPPI
WHEREAS, the Mayor and Board of Aldermen of the City of Ridgeland, Mississippi
did lawfully adopt a Zoning Ordinance on February 4, 2014 after proper notice and a public
hearing; and
WHEREAS, the Mayor and Board of Aldermen of the City of Ridgeland, Mississippi
did lawfully adopt a Zoning Ordinance Amendment on February 3, 2015 after proper notice and
a public hearing; and
WHEREAS, additional development trends of a certain commercial use has resulted in
the need to consider appropriate regulations and restrictions; and
NOW THEREFORE BE IT RESOLVED, the Mayor and Board of Aldermen adopt the
following sections as amendments to the Official Zoning Ordinance ofthe City of Ridgeland,
Mississippi by amending the following sections:
Section 1
Replace the Section 21 "Service Station" Definition with the following language: Service
Station: Any area of land, including the structure thereon, which is used primarily for the retail
sale of gasoline, diesel fuel, ethanol, oil, propane, other fuels, and/or the sale or installation of
automobile accessories and may also include incidental services such as facilities for lubricating,
washing (either automatic or by hand), and cleaning, or otherwise servicing automobiles and
light trucks. This term does not include the painting or major repair of vehicles.
Add to Section 21 Definitions the following definition: Large Master Planned Commercial
Development: Any large commercial development consisting of a group of one ( 1) or more
contiguous separately owned or ground leased tracts or parcels that contain, among the group of
tracts or parcels, at least one building for occupancy for retail/wholesale purposes exceeding
I 00,000 square feet of heated and cooled space for the indoor display and sale of goods, a site
with a minimum of 15 contiguous acres, access to an Arterial Street, and approved by the Mayor
and Board of Aldermen which may or may not include conditions. Large Master Planned
Commercial Developments may include any of the uses permitted in the underlying Zoning
District as well as Service Stations; Banks, branch banks, drive-thru ATM's, and other banking
facilities; Food product and carry-out and delivery stores, laundry and dry cleaning pickup
stations; Fast Food Restaurant with drive-thru; Fast Casual Restaurant with drive-thru; Pharmacy
with a drive-thru; and outdoor display of goods in designated areas approved by the Mayor and
Board of Aldermen in one (1) or more locations not exceeding an aggregate of 15,000 square
feet.

meeting wa' opened with an invocation by Mayor Gene McGee followed by the Pledge of Allegiance.

Next came the recognition of Colonel John M. McCollum for receiving the Legion of Merit medulli'om
the United Stutes of America. Paula Tierce, City Clerk, called the Orders to attention and read the
tlJilowing from the certilicate awarded, "For exceptionally meritorious service in positions of increasing
responsibility, culminating a 31-year career as the Executive Officer of the 4010 United States Army
llospital. Colonel McCollum served with distinction in positions at various locations throughout the
world. His noteworthy services have been at all levels of command w1d in a myriad of positions. His
outstanding leadership, technical competence Wtd distinctive accomplishments contributed immeasurably
to the Army. Upon retirement, Colonel McCollum is recognized for distinguished performance of duty
that represents exemplary service in finest tradition ot'thc United States Army." Mayor McGee then
presented the Legion of Merit medal to Colonel McCollum <md thanked him for his service and sacrifice
to the United States of America and to the City of Ridgeland. Colonel McCollum then thanked the Mayor
and Board of Aldermen tor their strong support to the Mississippi National Guard and also thanked his
wile, Cathy McCollum, for her sacrifice and support ot'his service to the United States of America.
Colonel McCollum then introduced his family present in the audience and thanked all who attended the

We prefer that Santa Claus get a primary-looking full access arrangement to Highland Colony Parkway. We prefer that
the Church access appear secondary so that shoppers don't confuse the entrances and burden the church property with

Attached is a quick concept drawing I prepared to illustrate my point about how the church and Santa Claus can share a
full access point. We met with the Church officials today who seem agreeable to the concept. I discussed this a few
minutes ago with Andrew, and he asked me to send to you to get you to take this concept further by getting the lane
widths and lengths correct and getting the turning radii correct. It appears that the churches access road is about 26
feet wide. I have attached an aerial and the CAD file that you can use in your AutoCAD drawing. As usual, time is of the
essence. We have to reach an agreement with the church by Friday.

As a resident of Greenwood Plantation, I am VERY concerned about the possible location of a Costco on

what is needed to enhance our area. In addition, it has the potential of encouraging other commercial
operations nearby that are NOT the quality that we have come to expect in our area.

Thank you for all your effort, research and work in communicating
with these Supervisor's, Mayor and others. I for one, would sign a
petition to oppose these plans and after realizing that we are not
only talking about Costco but 10-12 other stores of the same type,
that is deeply concerning. Please share with us who to contact and
if there is a petition to sign. Do they have a time frame that we
need to work to beat?
I have seen the kind of traffic in New Orleans that Costco
generates. They have a huge area for gas as well as tremendous
parking. We are talking about hundreds of cars all the time and
since it is quite different and better in some ways than Sam's it will
draw people from all over. Sam's has two locations!
Getting onto Highland Colony as well as traveling up and down
Highland Colony may become a real trial. I urge you all to act as
Karen has suggested, right away and to make others in these
neighborhoods aware of this.
It will be like living off of Ridgewood Rd. near County Line Road
in Jackson. A very commercial retail feel, not a sophisticated
selective "One of a Kind" shopping experience we now have at the
Renaissance or further up the Highland Colony.

I think all you need to focus on is the overall. This project can have multiple ownership arrangements and still be
approved as a Large Scale Master Planned Development, which will have shared parking. I see no reason to separate it
into north and south. Of additional consideration is the fact that if Santa Claus does not come or goes away at some
point, their paved parking area would yield many more parking spaces if striped at 9 feet wide.

Locating this Big Box store where it is being proposed would greatly affect our quality of life in
Ridgeland. Please, Mayor, do not let this happen!
I do NOT want Costco to locate in the proposed location, south of the Natchez Trace Parkway,
between 1-55 and Highland Colony. The tremendous amount of traffic that will be generated by this
big box store is completely UNWANTED. Additionally, Highland Colony CANNOT handle all of the
traffic that will result.
Costco needs to know that if it does locate in this location, the neighborhoods affected will NOT
become patrons of Costco. We have no desire to support this store in the proposed location.
Costco should be encouraged to find an alternate location in the Jackson Metro area or Flowood. We
would welcome this company in Central Mississippi, just not in the location they are proposing.
Again, please, Mayor McGee, do NOT let this happen!!! A Costco DOES NOT belong in my
neighborhood.

Ridgeland is trisected by three geographic barriers which make developing a roadway network to
accommodate transportation needs extremely difficult. These man-made barriers consist of the
Natchez Trace Parkway, Canadian National/Illinois Central Railway, and Interstate 55. Although
these barriers are very important to Ridgeland, Madison County, Mississippi, and our nation, they
are nevertheless real barriers to our transportation network grid. Construction of Lake Harbour
Drive Extension will provide a major, east-west corridor through the City of Ridgeland connecting
Madison and Rankin Counties that will traverse the significant physical barriers which now bisect
the City (including Interstate 55 and the CNIC Railroad) and impede safe and efficient access,
emergency service, economic development and commercial activity. The project limits are from U.S.
Highway 51 on the east, to Highland Colony Parkway on the west, a total distance of approximately
0.8 miles to accommodate a five-lane road.

The total estimated cost of the project is approximately $19 million. To date the project has
received two congressional appropriations, MS-148 in the amount of $9,689,505.00 and MS-219 in
the amount of $1,499,444.00. MS-148 is an 80/20 grant, and MS-219 is a 100% grant. To date the
City has used MS-148 funds to complete the Environmental Assessment, Design and development of
Construction Documents. At the time of commencing construction MS-148 will have approximately
$3.9 million remaining, and MS-219 will have its full $1.5 million remaining.
In February 2014 the City received $3,300,000 in Federal Surface Transportation Program (STP)
funds to be used for funding 29% of construction and construction engineering costs. In 2015 the
State Legislature provided $1.5 million in 100% funding, and in July 2015 the Madison County Board
of Supervisors provided $1.0 million in 100% funding. The project's estimate for construction and
construction engineering cost is $11.4 million. There is $9.4 million in Federal, State and County
funds in place for funding construction with remaining MS-148, MS-219, STP, Legislature, and
County funds combined. The City has $2.0 million in a Bond Issue that can provide the local
matching funds needed to construct the project.

This is what we have on the awnings I discussed with you last week. The attached awning will replace the
existing black canvas awning on the Harold's space. Alan Grant and I have reviewed and both agree that it is definitely an

In the event of conflict or inconsistency between the Sign Criteria set forth in this Exhibit
and the provisions of local governmental signage ordinances, the provisions of the ordinances
shall govern and control. All capitalized terms not otherwise defined in this Exhibit shall
have the meanings ascribed to them in the ordinances.
GENERAL REQUIREMENTS:
A. This Sign Criteria is designed to insure quality of signage within the Shopping Center
and compliance with local sign ordinances. The requirements contained herein
are intended to provide adequate exposure for Occupant's merchandising and
identification while maintaining the overall appearance critical to the success
of the Shopping Center.
B. All Occupants are required to purchase their own signs and pay all costs for installation
and any electrical service connections(to the Occupant's individually metered service)
as required.
C. To verify compliance with the design intent of these Sign Criteria, Developer reserves
the right to review and approve or disapprove all proposed signs and/or graphic treatment
governed by these Sign Criteria, and to require revisions of any sign design which

to the Sign Criteria or those signs required to be removed by termination of occupancy.
Developer reserves the right to have all nonconforming signs removed regardless
of state of erection.

Developer reserves the right to make periodic changes to the Criteria as it sees fit
for the benefit of the Shopping Center.
G. All signs must be fabricated as described below by a sign contractor approved by Developer.

Each Occupant shall supply three(3) copies of scaled drawings to Developer for review.

Occupants may choose only from among those copy styles approved by Developer and
shown on Exhibit SC-Page 6 attached hereto.
J. Sign fabrication and installation shall comply with any applicable building codes and the
National Electrical Code, and all internal and external wiring, lighting, and other electrical
devices shall bear the U.L. symbol. It is Occupant's responsibility to verify that its sign
and its installation are in accordance with these requirements and with local sign ordinances.
K. Occupant is responsible for maintaining its sign in a good state of repair including prompt
replacement of burned out lighting or damaged pieces. Occupant has 24 hours to make
repairs after notified in writing by Developer.
L. All signs shall be mounted according to Developer-approved drawings. All fasteners shall
be of non-corrosive material and concealed. Installation shall be by Developer approved
sign contractors only or Occupant's national sign contractor.
M. Sign company names or stamps shall be concealed if permitted by any applicable building code.
N. No animated components, flashing lights, formed plastic, injection molded, box type
or solid panel signs are permitted.
0. All capitalized terms used herein shall bear the definitions assigned in this document or,
if none, in the local sign ordinances.

B. Blades Signs
I. Definition: A Blade Sign is a two-sided sign which is fastened and perpendicular to the wall of a building or structure
which is designed to identify entrances to an Occupant's premises. The emphasis for the Blade Sign is to provide simple
straightforward identification of Occupant while allowing room for an imaginative design.
2. Number: Occupant is permitted one(l) Blade sign per building front with maximum ofone per Occupant except for comer
and Outparcel Occupants, which may have no more than two (2). Each wall of any building forming an outside comer
will be considered individually, but underno circumstances shall an Occupant have more than two (2) Blade Signs.
Occupant is required to provide a minimum ofone per building.
3, Size Restrictions:
a. Height: No Blade Sign may extend below 8 '- 0" above the grade.
b. Face Area: No Blade Sign may exceed 8 square feet( 4 feet per side)
of face area, not including area ofbracket.
c. Extension from storefront: Must extend perpendicular to storefront
plane but no more than 4'- 0" from the surface to which it is
mounted nor more than 6'- 0" total in front of the storefront plane.
d. Proximity to Entrances: Each Blade Sign must be mounted no further
than ten (10'-0") feetfromacustomerentrance.
e. Thickness: Each Blade Sign shall be a minimum of 1 'h" thick around
the entire perimeter. In the case of a metal sign this can be
in the form of an appropriately proportional frame.
f. Styles: Shape and dimensions of sign must be chosen from those
Developer approved examples shown on Exhibit SC-7 attached hereto.
4. Content: Blade Sign may contain only Occupant's name. No Blade Sign may include any logo or other symbol emphasizing
Occupant's function or business.
5. Materials: Blade sign may be fabricated from metal (no bare metal), wood or an exterior grade foam with weatherresistant coating (s). Molded, vacuum formed fiberglass or plastic signs are not permitted.
6. Illumination: No sign may be internally illuminated but illumination from appropriate adjacent luminaries will be required.
7. Mounting: Each Blade Sign must be attached to either a bracket of Developer's approval. Bracket and mounting by Occupant
with Developer's approval

C. Open/Closed Sign:
Occupant may provide at its option one(l) sign with a maximum overall
area of 15" x 20" indicating the hours of operation. This sign shall be located
within 5' ~0" horizontally of the Occupant entrance on the inside surface of the
glass. Open I close sign may not include credit card or advertising. Advertising
decals may not be applied to storefront. Letters on glass shall consist of liz'' etch
look vinyl letters~ Helvetica Medium and must be on the interior of any glass
surface. Size of!etters and type style may vary or be executed in a different
manner if unusual and distinctive with the approval ofDeveloper.
D. Service Entrance:
Developer shall provide identification signage at rear service entrance.
Copy shall be I liz'' high, pre~spaced vinyl letters, self~adhesive matte white,
3.5 mil thickness equal to Scotchcal. Installed on Occupant's rear door.
E. Storefront Number:
Each Occupant shall provide above or on the entrance doors or other Developer~
approved location the address number to identify the premises. Each number
shall be at least 4" in height and viewable from parking lot.
R Other Graphics:
Occupant may submit proposals for additional signage but approval of such
will be granted only when appropriate for the storefront design requirements
and if the proposal not only adheres to the requirements but also enhances, in the
opinion of the project architect, the design intent. The proposed graphics may be:

Occupant will be listed on a tenant directory kiosk, the design and location of which shall be
within Developer's sole discretion. No second-floor Occupant shall be permitted to install
any Wall Sign.

building's south elevation.
Currently the building's blank wall is not attractive and identifiable. I believe this new sign would create the brand
