PROPOSAL FOR THE ESTABLISHMENT OF SPEAKER’S SQUARE

Our earlier meetings this year on the above matter refers. After several meetings with
you and among ourselves, we enclosed herewith our Proposal (attached as Appendix
A) in relation to the establishment of Speaker’s Square.

The attached proposal has been endorsed by the following Groups:-

i) SUARAM
ii) ALIRAN
iii) Sembang-sembang Forum Group
iv) Bandar Perai Jaya Rukun Tetangga

We would appreciate a reply within 30 days of receipt of this letter. Kindly contact me
if you require any clarification.

APPENDIX A
Proposal for the Establishment of SPEAKER’S SQUARE in Penang

(A) The PLACE shall be named: SPEAKER’S SQUARE / DATARAN PIDATO

(B) The CONCEPT of Speaker’s square:

1. The SPEAKER’S SQUARE would be a SYMBOL OF
INSTITUTIONALISED DEMOCRACY of Malaysia as Enshrined by the
Provisions of the FEDERAL CONSTITUTION of MALAYSIA.

2. Freedom of Speech and Expression would not only be allowed but

Encourage, with the WHOLEHEARTED SUPPORT of the PAKATAN
RAKYAT PENANG STATE GOVERNMENT.

(C) OBJECTIVES:

To set aside an Area to Promote & Encourage DEMOCRACY IN ACTION by:-

1. Public Forums, Dialogues & Debates.
2. Vigils & Peaceful Demonstrations.
3. Press Conferences.
4. Various other forms of Peaceful & Artistic forms of expression.

(D) LOCATION:
1. Dataran Millennium.

(E) USAGE OF THE SPEAKER’S SQUARE:

1. Persons who wish to use the square shall be responsible for their own sound &
other equipment.
2. For gatherings where the public is informed by way of email, fliers etc the
“Special Liaison Officer” shall be informed whose service we shall seek for
coordination purposes. (Refer F (5) below)
3. Schedule times for use: Wednesdays & Sundays from 6.00pm – 10.00pm.

(F) ROLE & COMMITMENT REQUESTED BY US OF THE PAKATAN RAKYAT

PENANG STATE GOVERNMENT
1. To Jointly Promote SPEAKER”S SQUARE
2. To Erect Proper Signage etc to give DIGNITY to SPEAKER’S SQUARE.
3. To Openly Support Peaceful usage of SPEAKER’S SQUARE in the Penang
State Assembly Sittings and during Parliament sessions.
4. To support our motion to abolish Section 27 of the Police Act.
5. The PAKATAN RAKYAT PENANG STATE GOVERNMENT shall appoint a
“Special Liaison Officer” with whom groups can deal on matters related to the
SPEAKER’S SQUARE.
