APPENDIX I

TECHNICAL AND CONSTRUCTION SPECIFICATION FOR FOREIGN CROSSING


1.0 GENERAL
1.1 Grantee shall only construct its crossing at the identified location approved by PGB-TOD.
1.2. Grantee shall submit detail crossing information and construction procedures to PGB-TOD for review
and/or approval. Information shall include:a) type of crossing;
b) intent or reason for crossing;
c) plan, profile and cross-section drawings of Grantee's crossing covering the entire PGB-TOD's R.O.W;
d) exact location of crossing with reference to PGB-TOD pipeline chainage;
e) duration of crossing whether temporary or permanent;
f) soil investigation and soil settlement report ( wherever and whenever relevant ) ;
g) engineering study, risk analysis, or EIA ( wherever and wnever relevant ) ;
h) schedule of work ;
i) any other relevant information.
1.3 Grantee shall bear all cost associated with upgrading PGB-TOD's pipeline and/or its related
appurtenances or R.O.W. to allow the construction of the Grantee's crossing at the Crossing Area. This
upgrading shall include, but not limited to, all costs for relocating, reconstruction, hot tapping, line stopping,
gas release/blowdown, earthwork, structural protection, engineering consultation, supply of linepipe, labour
and equipment.
1.4 Grantee shall probe and expose PGB-TOD's pipeline under PGB-TOD supervision prior to
commencement of work to confirm the pipeline location and elevation. Grantee shall take the actual
coordinate of the Crossing Area and include it in Grantee's proposed construction drawing and also final
as-built drawing.
1.5 Grantee shall not cut or remove earth/soil within PGB-TOD's R.O.W without PGB-TOD written consent.
1.6 Grantee shall ensure that the proposed crossing and its related construction equipment / machinery and
activities does not subject PGB-TOD's pipeline to excessive loading. To prove that, Grantee shall perform
engineering calculation/analysis/study and submit to PGB-TOD for review and approval.
1.7 Grantee, its clent and representative shall be responsible for any damages that occur to PGB-TOD's
pipeline arising out of the construction activities. PGB-TOD reserves the right to stop the work until the
pipeline has been repaired satisfactorily at Grantee's own cost. In critical situations where Grantee does not
react immediately to repair the pipeline, PGB-TOD may decide to repair the pipeline on its own and then bill
Grantee at actual cost of replacement items, manpower, equipment plus 25% management cost. Pipeline
repair shall include but not limited to coating repair, clamp, epoxy sleeve, clock spring reinforcement, pipe
spool replacement and hot tap and line stopping operation.
1.8 The construction of Grantee's crossing shall not in any way block the access into the PGB-TOD's
R.O.W. Proper access shall be provided across Grantee's crossing for PGB-TOD's vehicle movement along
the R.O.W.

1.9 The construction of Grantee's crossing shall not block or stop natural water which may cause flooding of
the R.O.W or the adjacent lands. Grantee shall provide solution to overcome these problems through proper
engineering assessment/study/analysis.
1.10 Grantee shall apply for "Work Permit" to be issued by PGB-TOD at least 48 hours prior to work
commencing. All safety requirements and regulations imposed by PGB-TOD shall be strictly adhered to
while working inside PGB-TOD R.O.W. Grantee shall attend a pre-job meeting to be held prior to start work.
1.11 Grantee shall only work within the PGB-TOD R.O.W under the supervision of PGB-TOD and during the
identified working hours only.
1.12 Grantee shall reinstate and returf PGB-TOD R.O.W affected by the construction of Grantee's crossing
to the satisfaction of PGB-TOD.
1.13 Grantee shall install :a) Standard PGB-TOD warning marker at both sides of the crossing
b) Cathodic Protection Test Posts for road, railroad, steel pipes, and High Voltage Transmission lines.
1.14 Grantee shall perform joint final inspection with PGB-TOD upon completion of the construction activity.
1.15 Grantee shall submit as-built drawing/s of the crossing covering the whole PGB-TOD R.O.W within 30
days after completion of the work.
1.16 PGB-TOD shall not be liable and shall be indemnified against any damages or losses whether to
property or life occurring as a result of Grantee's crossing.
1.17 Grantee, its client and representative shall be responsible for any damage that occur to PGB-TOD
pipeline arising out of the operation of Grantee's crossing and shall bear all costs incurred to repair such
damage.
1.18 PGB-TOD in the course of maintaining its pipeline integrity may have to excavate and perform
inspection, repair or other works on its pipeline within the Crossing Area. PGB-TOD will do its best to inform
Grantee prior to such work. In executing the work, PGB-TOD will exercise extreme care to avoid damages
to Grantee's crossing. PGB-TOD, however, shall not be liable for any damage that may occur to Grantee's
crossing arising out of the work.
1.19 Grantee shall not construct any new crossing, widening, and modification across PGB-TOD's R.O.W
without prior approval of PGB-TOD, which consent shall not be unreasonably withheld.
1.20 Grantee shall allow and provide access for PGB-TOD, PGB-TOD contractors. and adjacent
landowners to enter and perform work on the R.O.W which is within the crossing area or blocked by the
crossing area. Grantee shall not impose any access charges, toll, or performance bond to any of these
parties.
1.21 Grantee shall allow :a) Petronas, its subsidiaries and associate companies,
b) Petronas-Shell Pipeline Sdn Bhd,
c) Celcom-Petro Network Sdn Bhd,
d) other Grantees constructing new foreign crossings, and
e) any private companies or Government bodies which have permits from PGB-TOD.
to access, enter and perform work in the R.O.W areas which are within the Crossing Area or blocked by the
crossing area. Any type of guarantee, performance bond or compensation for damages to Grantee's

structure shall be discussed and agreed between Grantee and the repective parties without the need of
PGB-TOD's intervention.
2.0 ROAD AND HIGHWAY CROSSING
2.1 Grantee shall design its crossing to cross PGB-TOD'S R.O.W / pipeline at 70 - 90 degree angle only.
2.2 The final distance between Grantee's proposed road or highway ( the lowest point ) to top of
PGB-TOD's pipeline shall be at 1.2 meter.
2.3 If the final distance is less than 1.2 meter between the proposed road / highway to top of PGB-TOD's
pipeline, Grantee shall design and install protection e.g. concrete slab or compacted sand bedding to
protect PGB-TOD's pipeline from the traffic load at Grantee own's cost. Grantee shall submit the necessary
design calculations, documentations and drawings to PGB-TOD for review and/or approval.
2.4 If the final distance between Grantee's proposed road / highway to top of PGB-TOD's pipeline is more
than 1.2 meter, the following shall be performed by Grantee :i. Conduct soil investigation at proposed crossing location to determine the in-situ soil condition,
ii. Perform stress analysis using API Recommended Practice 1102 " Steel Pipelines Crossing Railroads and
Highways ", latest edition if Grantee's final distance is between 1.2 - 3.0 meter. If the result of the stress
analysis is acceptable, Grantee could maintain the final distance without any installation of protection to
existing PGB-TOD'S pipeline/s. If the result is not acceptable, Grantee shall design and install a proper
protection for PGB-TOD's pipeline/s to overcome the "dead" and "live" loads and all other loadings.
iii. If the final distance is more than 3.0 meter, Grantee shall perform the following :a. Perform item (i),
b. Perform other alternative civil and mechanical engineering calculations with reference to other
international standards e.g. Malaysian / Australian / British / Canadian or any other international recognized
standard in order to verify the stress/es induced to PGB-TOD's pipeline/s. The calculations shall evaluate
the stresses from "dead" load, "live" load and other loadings,
c. The limit of allowable stress that can be induced to the pipelines shall be from the appropriate code and
standard ( ASME B31.8 and ASME B31.4, latest edition ). Grantee shall seek PGB-TOD's advice should
Grantee have doubt regarding the allowable stress limit.
d. If the combined stresses ( due to "dead" load, "live" load and other loadings ) are less than the allowable
limit, Grantee could construct the proposed road/highway maintaining the final distance between
road/highway to top of PGB-TOD's pipeline/s. Grantee shall submit to PGB-TOD all working procedures
related to any earth filling. The procedures shall be, not necessary limited, to (i) Earth Filling Procedure, (ii)
Earth Compaction Procedure.
e. If the combined stresses are more than the allowable limit, Grantee shall design and install proper
protection for PGB-TOD'S pipeline/s. Grantee shall submit design calculations, drawings, specifications and
working procedures to PGB-TOD for review and/or approval.
f. Regardless of item (d) or (e), Grantee shall install a spare pipeline identical to the pipeline section
affected, adjacent to the affected pipeline section. Grantee shall discuss with PGB-TOD all necessary
requirements pertaining to the above.
3.0 RAILWAY CROSSING
3.1 Grantee shall design its crossing to cross PGB-TOD'S R.O.W / pipeline at 70 - 90 degree angle only.
3.2 The final distance between Grantee's proposed railway to top of PGB-TOD'S pipeline shall be at 1.2
meter.

3.3 If the final distance is less than 1.2 meter between the proposed railway to top of PGB-TOD's pipeline,
Grantee shall design and install concrete slab to protect PGB-TOD's pipeline from the traffic load at Grantee
own's cost. Grantee shall submit the necessary design calculations, documentations and drawings to
PGB-TOD for review and/or approval.
3.4 If the final distance between Grantee's proposed railway to top of PGB-TOD'S pipeline is more than 1.2
meter, the following shall be performed by Grantee :i. Conduct soil investigation at proposed crossing location to determine the in-situ soil condition,
ii. Perform stress analysis using API Recommended Practice 1102 " Steel Pipelines Crossing Railroads and
Highways ", latest edition if Grantee's final distance is between 1.2 - 3.0 meter. If the result of the stress
analysis is acceptable, Grantee could maintain the final distance without any installation of protection to
existing PGB-TOD's pipeline/s. If the result is not acceptable, Grantee shall design and install a proper
protection for PGB-TOD's pipeline/s to overcome the "dead" and "live" loads and all other loadings.
iii. If the final distance is more than 3.0 meter, Grantee shall perform the following :a. Perform item (i),
b. Perform other alternative civil and mechanical engineering calculation/s with reference to other
international standards e.g. Malaysian / Australian / British / Canadian or any other international recognized

related to any earth filling. The procedures shall be, not necessary limited, to (i) Earth Filling Procedure, (ii)
Earth Compaction Procedure.
e. If the combined stresses are more than the allowable limit, Grantee shall design and install proper
protection for PGB-TOD's pipeline/s. Grantee shall submit design calculations, drawings, specifications and
working procedures to PGB-TOD for review and/or approval.
f. Regardless of item (d) or (e), Grantee shall install a spare pipeline identical to the pipeline section
affected, adjacent to the affected pipeline section. Grantee shall discuss with PGB-TOD all necessary
requirements pertaining to the above.
4.0 UNDERGROUND CABLE CROSSING
4.1 The clear distance between Grantee's cable and PGB-TOD pipeline shall be minimum 600mm if
crossing above and 300mm if crossing below PGB-TOD pipeline and shall maintain across the entire width
of PGB-TOD's R.O.W,.
4.2 For protection of both Grantee's cable and PGB-TOD pipeline during future excavations, Grantee shall
install a layer of bricks, tiles or UPVC cable markers above Grantee's cable and a layer of bricks, tiles or
UPVC gas pipe markers 300mm above PGB-TOD pipeline across the entire width of PGB-TOD's R.O.W.
4.3 Grantee's cable shall be reasonably protected to withstand the load of a standard 4-wheel drive vehicle
normally used for PGB-TOD pipeline maintenance. PGB-TOD shall not be responsible for any damage that
may occur to Grantee's cable due to vehicle crossing over the cable.
4.4 Grantee shall install all manholes and chambers outside PGB-TOD's R.O.W.

4.5 All cable crossings with more than 10 conduits or cables at any one time shall be installed in a concrete
block.
5.0 OVERHEAD HIGH VOLTAGE TRANSMISSION LINE
5.1 Grantee's cable shall cross PGB-TOD pipeline at 90 degrees angle.
5.2 If the Grantee desires to cross at other angles, then Grantee shall install mitigative measures to protect
PGB-TOD pipeline based on any one of the following mitigative measures
a) Zinc ribbon parrallel to PGB-TOD pipeline for the whole width of grantee's R.O.W and a minimum length
of 100m,
b) any additional measures deemed necessary by PGB-TOD.
5.3 If Grantee does not agree with the mitigative measures proposed in item 5.2 and wishes to propose an
alternative design, Grantee shall provide an alternative proposal which shall be proven acceptable by a
mitigation study performed at Grantee's own cost. The mitigation study shall as a minimum covers the
following topics:
a) Effect of permanent AC Induced Voltage and Fault Current to PGB-TOD pipeline integrity and operation
due to the installation of Grantee's crossing
b) Mitigative measures required to reduce the effects to acceptable industry standards
c) Effect of AC Induced Voltage and Fault Currents after mitigative measures are installed
5.4 For all crossings at all angles, Grantee shall
a) Install non-metallic Corrosion Control test posts at both sides of the crossing.
b) Install aircraft warning marker for the whole width of PGB-TOD ROW.
c) Ensure earthing cables are installed 10 m away from PGB-TOD pipeline and pointing away from
PGB-TOD pipeline.
5.5 Unless deemed unnecessary by PGB-TOD, Grantee shall provide a minimum clear distance of 8m from
the lowest cable to PGB-TOD's R.O.W highest ground on the R.O.W underneath the cable.
6.0 DRAIN CROSSING
6.1 The clear distance between PGB-TOD pipeline and Grantee's drain shall be determined as follows and
shall extend the full width of PGB-TOD R.O.W:i. For earth drain of width not exceeding 1000mm and depth not exceeding 1000mm, clearance shall be
900mm.
ii. For earth drain of width exceeding 1000mm or depth exceeding 1000mm, clearance shall be 1200mm.
iii. For concrete drain of width not exceeding 1000mm or depth not exceeding 1000mm, clearance shall be
300mm.
iv. For concrete drain of width exceeding 1000m or depth exceeding 1000 mm, clearance shall be 600mm.
v. For culvert crossing over PGB-TOD pipeline, the condition stated for concrete drain crossing shall be
used.
vi. For culvert crossing under PGB-TOD pipeline, clearance shall be 300mm.
6.2 PGB-TOD pipeline shall be reasonably protected from future dredging or settlement of the drain
structure. Grantee shall propose and design a proper protection for PGB-TOD pipeline and submit to
PGB-TOD for review and approval.

6.3 PGB-TOD pipeline must be reasonably protected from possible movement of pipeline in soft soil area.
Due to this, PGB-TOD may require a rubber padding material be installed between the pipeline and the
drain or culvert. This case is normally encountered whenever a culvert crosses under PGB-TOD pipeline.
6.4 In cases where it is justified by Grantee and accepted by PGB-TOD that the clearance stated in Item 6.1
cannot be met, PGB-TOD will consider reducing the clearance provided the Grantee considers installing a
reinforced concrete slab or rubber padding or a combination of both between PGB-TOD pipeline and
Grantee's drain.
6.5 If the construction of Grantee's drain crossing results in blocking future access to PGB-TOD ROW,
Grantee shall construct an access bridge (for a standard 4WD vehicle) or provide a reasonable alternative
for PGB-TOD.
7.0 PIPELINE CROSSING
7.1 Grantee's pipeline shall cross PGB-TOD pipeline with minimum clearance of 600 mm.
7.2 Grantee shall cross under PGB-TOD'S pipeline only.
7.3 Grantee may cross over and above PGB-TOD'S pipeline provided the following :
-This shall apply for
a) difficult soil condition,
b) very large diameter (>36 inch),
c) not enough existing pipe cover,
d) product is water or any non-toxic and nonflammable gas or liquid,
e) Grantee willingness to protect aboveground items against vehicle damage and install access bridge for
PGB-TOD vehicle(standard 4 wheel drive)
7.2 Grantee's pipeline shall be able to withstand the load of vehicle normally used for PGB-TOD pipeline
maintenance. PGB-TOD shall not be responsible for any damage that may occur to Grantee's pipe due to
vehicles crossing over the pipe.
7.3 All working pits constructed for pipeline crossings installed using Horizontal Directional Drilling, Pipe
Jacking, Boring, Microtunnelling or similar methods, shall be installed outside PGB-TOD ROW.
8.0 EARTHFILLING OVER PGB-TOD PIPELINE
8.1 The approved fill material must be as similar as possible to the original local soil and not bacteria
infested to prevent the possibility of localised corrosion. Grantee shall provide samples of backfill materials
upon request by PGB-TOD.
8.2 Grantee shall perform stress analysis for PGB-TOD'S existing pipeline/s taking into account the "dead"
load and "live load" and all other possible loadings. Grantee shall submit the calculations together with
working procedures and drawings to PGB-TOD for review and/or approval.
8.2 For earthfilling to a depth of cover in excess of 3 m, Grantee shall install visible permanent markers on
PGB-TOD pipe centreline ;
i. at the start of the earthfill,
ii. at the end of the earthfill,
iii. at every 100 m interval where the position of each marker can be clearly viewed from the next marker
with no visual aid, and

iv. at all previous marker positions buried by the fill


8.3 The marker used shall be the standard pipeline warning marker approved by PGB-TOD. For golf
courses where standard pipeline warning marker can be an obstruction, alternative markers shall be
proposed by Grantee.
8.4 For compaction work, the Grantee shall consult PGB-TOD as to the allowable load for compaction
vehicles. Information required by PGB-TOD are total weight of compation machine and starting depth of
cover of compaction.
8.5 All fill level shall be analysed using the technique used in Section 2.0. Grantee shall install structural
protection if necessary to isolate the pipe from the excessive stress.
8.6 The third party shall perform all necessary measures to protect PGB-TOD right-of way from erosion
problems and instability.
8.7 In the event that PGB-TOD requires to perform maintenance on PGB-TOD pipeline, Grantee shall be
responsible for removing the fill material and stabilising the slopes and trenches down to the original
PGB-TOD ground level including full reinstatement following the completion of the work. Such activities may
affect the adjacent lands in order for PGB-TOD to achieve a reasonably stable slope. Grantee therefore
shall be responsible to inform the adjacent landowner regarding the possibility of excavation into their land.
9.0 BLASTING NEAR PGB-TOD PIPELINE
9.1. The intensity of the ground vibrations emanating from the blasting point measured at the nearest point
on the ground above PGB-TOD pipeline shall be limited to the following:i. Energy ratio of 1.0, or
ii. Resultant single amplitude of 0.0152mm and resultant particle velocity of 50mm per second.
9.2 Grantee shall perform trial blasting at a safe distance away from the pipeline or at other places to
confirm that the explosive design and arrangement will not exceed the limits stated in item 9 .1.
9.3 If the limits in item 9.1 are exceeded during actual blasting, then Grantee shall, together with PGB-TOD,
perform inspection on the pipeline within 50m distance from where the limits were breached. The inspection
shall include as a minimum, complete excavation and exposure of the pipeline, visual inspection for gouges,
dents, buckles or ovalities, and NDT on welds for cracks. If the results of the inspection indicates any
damages that exceed the requirement of the codes and standards8, refer to item 1.7 for further details.
10.0 PILING NEAR PGB-TOD PIPELINE
10.1 As much as possible, piling should be avoided inside PGB-TOD's R.O.W, however if further
engineering calculations/assessment/study prevails that piling is required, Grantee shall follow the
conditions stated below :10.1.1 The intensity of the ground vibrations emanating from the piling point measured at the nearest point
on the ground above PGB-TOD pipeline shall be limited to the following:i. energy ratio of 1.0, or
ii. Resultant single amplitude of 0.0152mm and resultant particle velocity of ground at 50mm per second.
Piling method, configuration and distance from PGB-TOD pipeline shall be adjusted to suit the above
requirement.
10.2 The arrangement of piling shall be confirmed to be safe from possible danger of piling hitting the pipe,
and not affecting PGB-TOD pipeline cathodic protection system and future pipe laying activities. In addition,

Grantee shall perform cathodic protection mitigation study or such study for PGB-TOD pipeline as a result
Grantee's piling. Grantee shall perform all mitigative measures recommended by the mitigation study.
In general,the arrangement shall use the following rules:Clear distance between Grantee's
piles and edge of PGB-TOD
pipeline

1 m minimum

Gap between piles along the


pipeline .

Gap provided for future pipeline to


pass through

3 m minimum

Grantee shall seek PGB's advice and concurrence prior to designing its piling.
10.3. No permanent steel piling is allowed within 20m away from PGB-TOD pipeline to ensure PGB-TOD
cathodic protection system is not disturbed.
10.4 Permanent markers shall be installed at nearest point to PGB-TOD pipeline indicating distance from
the piles.
10.5 If the piling is in row configuration, Grantee shall provide marker at every 10 meter distance. The
design of the marker shall be submitted to PGB-TOD for review and approval.
11.0 SLOPE CUTTING
11.1 Grantee shall not cut any slope within 5 metres from PGB-TOD pipeline.
11.2 Grantee shall ensure the angle from the toe of the slope to the top edge of the slope does not exceed
30 degrees. If this cannot be achieved, Grantee shall submit a slope stability analysis to confirm the slope
safety factor. The minimum acceptable safety factor is 1.5 (drained, long term).
11.3 Grantee shall stabilise and reduce soil erosion on the slope by installing retaining wall, sufficient
terracing, drainage, and turfing, whichever is necessary.
11.4 Grantee shall install guard rails where slope edges are very close to PGB-TOD vehicle access path.

12.0 TEMPORARY PIPE SUPPORT


12.1 Temporary support may be used for supporting PGB-TOD pipeline during any underpass activity, huge
excavation or any other work.
12.2 PGB-TOD pipeline shall be vertically supported at these following intervals :Pipe Size (NPS)

For longer stretches, steel truss structures may be used subject to PGB-TOD approval.
12.3 PGB-TOD pipeline shall be laterally supported to brace against excessive sway and lateral movement.
12.4 Grantee shall exercise extra care and precaution to prevent any damage to the pipeline coating.
12.5 All pipeline supports made of steel shall be painted.
12.6 If PGB-TOD pipeline is expected to be exposed, it shall be wrapped with gunny sacks and protected
from damage that may be causes by public, vehicles etc.
13.0 BRIDGE CROSSING AND ABOVEGROUND STRUCTURES
13.1 This section shall apply to the construction of road bridges, pipe racks, conveyor belts, pipe bridges
and other structures that spans across PGB-TOD R.O.W with or without columns installed inside PGB-TOD
ROW.
13.2 Grantee shall provide sufficent access for PGB-TOD vehicles to pass under and through the structures
to perform operation, maintenance and repair work at any time of the day. Unless deemed unnecessary by
PGB-TOD, providing access includes :a) Minimum clear distance between columns = 6m
b) Minimum distance between column foundations and PGB-TOD pipeline= 1m
c) Minimum clear distance between final ground level at PGB-TOD access road and bottom of structure =
5.4m .
If the above cannot be provided, Grantee shall propose alternative access (access ramp, bypass road, etc)
for PGB-TOD review and approval.
