1.0

PURPOSE

This work procedure stipulates engineering standard,work process and techniques, and quality
management guidelines pertaining to the installation of Lighting & Small Power as well as
the accessories for Mong Duong 2 Coal Fired Power Plant Project.

2.0

SCOPE
This document lays down the procedure to be followed in the installation of Lighting & Small
Power and its accessories.

PRINCIPLE
All the concerning works procedure should follow this method statement.

WORK PROCEDURE

5.1

5.2

BEFORE INSTALLATION
5.1.1

Make sure that materials to be used for construction are always approved,
identified and properly preserved.

5.1.3

Only the authorized and qualified personnel are allowed to perform such
required works at site.

5.1.4

The latest Approved Construction Drawings shall be used.

5.1.5

Lighting & Small Power Installation shall be confirmed with layout drawings
and proper coordination must be done for any obstruction.

DURING INSTALLATION
LIGHTING FIXTURES, RECEPTACLE/POWER SOCKET
5.2.1

The approved work plan should be followed.

5.2.2

Fields supervisors shall provide the plans for verification of any critical
dimension and portion/locations before proceeding the work.

Careful handling of lighting fixtures and receptacles upon installation must be properly
implemented to avoid damages.
Installed lighting fixtures and receptacles shall be aligned and leveled properly. It must
be free of dirt or any chemical impurities.

5.2.5

Prior to installation, check lighting fixtures accessories and make sure internal
connection are completed.

5.2.6

Unless otherwise shown, mounting heights of lighting fixtures shall be generally as


follows:
A) I)Low bay lighting fixture in general indoors areas of industrial plants shall be
3500MM from bottom to finish.

II)Medium bay lighting fixture shall be 3500MM to less than 7000MM from
bottom to finished floor.
III)High bay lighting fixture shall be 7000MM and above from bottom to
finish floor.
B) Light over door openings shall be 300MM bottom of fixture above top of
opening.
C) In boiler galleries, the mounting heght of fixture will be 2500MM from
platform except as shown.
D) Receptacles:
I)In control room/office shall be 300MM from finish floor to center.
II)Elsewhere shall be 1000MM from finish floor to center.
E) Local Swicthes shall be 1500MM from finish floor to center.
F) Lighting Panels shall be 1800MM from finish floor to top.
5.2.7

Unless otherwise noted ,all the lighting fixture shall be fed from respective
lighting panels. Normal AC lighting panels will be fed from MLDB. Emergency
AC lighting panels will be fed from emergency MLDB.DC emergency lighting
distribution boards will be fed from Main DC distribution boards.

5.2.8

All outdoor lighting poles/towers shall be provided with MCB's at their base
while receiving incoming cable.

5.2.9

Separate conduit shall be used for wiring lighting circuit of different lighting
distribution such as Normal AC lighting/emergency DC lighting.

5.2.10

AC & DC shall not be run in the same conduit and jb.Circuit fed from different
transformer and different batteries (DC source) shall not be run through same
conduit and junction boxes.

Receptacle circuits shall be kept separate and distinct fromm lighting circuit.

5.2.12

For classified hazardous area having flammable gases and vapors only, all items
and accessories of illumination system shall be explosion proof.
The lighting and small power system will meet the requirements established in
NFPA 499 for the appropriate hazard classification.

5.2.13

All outdoor lighting located in wet locations and small power circuits will use
ground-faults circuit interrupter (GFCI) protection for safety.

5.2.14

Elevation of lighting fixtures shall be in accordance with AFC.

5.2.15

Installation of Aviation lighting shall be accessble from landing plarform. It shall


be installed as per AFC.

5.2.16

Correct rated voltage of power supply shall be check prior for energizing.

5.2.17

Continuity & Insulation resistance test for each circuit shall performed prior for
energizing. It must be recorded.

5.2.18

Illumination test shall be performed during energizing and must be recorded.


LIGHTING SUB-DISTRIBUTION BOARD/PANEL

5.2.19

Location of Sub-distribution board installation shall be as per AFC drawing.


However exact location may be vary as per site condition. As built plan if
necessary

5.2.20

It shall be mounted with appropriate support and aligned properly.

5.2.21

It shall be free of damages and missing accessories.

5.2.22

Circuit Breaker ratings and number of poles are as per AFC drawing.

5.2.23

Mounting height shall be in accordance with AFC drawing.

5.2.24

Sub-distribution board shall be properly grounded as per AFC drawing.

5.2.25

Installed Sub-distribution board shall have padlocking facility.

5.2.26

Installed Sub-distribution board shall be as per required degree of protection


per area (IP41 for indoor & IP55 for outdoor.

5.2.27

Upon completion of installation, field engineer in coordination with QA/QC


shall notify AES inspector to perform the required inspection in order to assure
that all requirements are met. All inspection and testing shall be in accordance
with inspedtion plan.

7.0

ENVIRONMENT, HEALTH AND SAFETY (EHS)


7.1

Responsibilities and Instructions


7.1.1

PM/EHSS Officer shall ensure that all work is undertaken in accordance with the
specified work scope.

7.1.2

Safety training should be conducted to all personnel assigned at site prior to


commence any work.

7.1.3

All personnel should know the locations of fire extinguishers, communications,


manual alarms & ESD points.

7.1.4

All personnel should be aware of assembly points, escape routes, emergency


contact numbers.

7.1.5

Personal Protective Equipment (PPE) shall be worn at all times.

7.1.6

Good housekeeping shall be observed in work areas.

7.1.7

Construction wastes shall be segregated and disposed to an approved dump


yard area.

7.1.8

Keep non-essential workers clear of machinery whilst it is in operation.

7.1.9

7.1.10

Permit to work shall be obtained appropriately for the type of work and
location.

7.1.11

All vehicles must comply and observed speed limit of 10km/h on site.

7.1.12

Excavation and delivery of materials are prohibited during heavy rains.

7.1.13

Adequate lighting equipments when working night time.

Proper inspection of all equipments prior to use to avoid leakage and


equipment failure.

Ensure all workers and equipments working overtime are properly accounted
and obtained permit/approval from Doosan EHS Manager prior to carry-on
works. Regular working time is from 6:30 am ~ 5:00 pm.
Periodic refresher trainings, tool box talk and audit shall be conducted.

Safety ( PPE )
7.2.1

Personal Protective Equipment (PPE) will be issued to all workers such as safety
shoes, hard hat, working gloves,earplug, safety goggles, reflective vest and
safety harness for workers who will be assigned in elevated places 1.6m and
above.

7.2.2

Wearing of the basic PPE will be enforced fully.

7.2.3

All new recruits will undergo proper orientation and safety induction before
they could deployed at site for work.

First Aid Facilities


7.3.1

First aid facility is always made available during working hours by a qualified
first aiders.

7.3.2

Ambulance car with Driver, Helper and stand by Nurse are available at site at all
times.
