This week I had the opportunity to speak with several
community members who mentioned that they receive
and read this weekly newsletter. I am very grateful
and I believe it is important that we at Central Station
stay constantly connected with the residents and
merchants of our district, while also providing service to
our visitors.

The Union Square Business Improvement District, under


the leadership of Karin Flood, is celebrating 17 years.
Today was their 7th Annual Luncheon, which I attended.
We work closely with the Union Square BID as our
common goal is the safety and security of the millions
of people who shop in Union Square each year. Foot
Beat Officers Tom Cunnane, Jim Horan and Michael
Ferraresi are assigned to the day watch and Officers
Timothy Whatley, Nicholas Hooley and Andrew
Rechsteiner are assigned to the night watch.

Fishermans Wharf Foot Beat Officers


I am pleased to announce the addition of four Foot Beat Officers in Fishermans
Wharf. Please see the attached news links, announcing our new deployment of

Youth Engagement
On a weekly basis, Officers Danny Guo and Navin Chan lead our stations
Sandlot Program. The concept is to connect police officers to youth, play organized
sports with them and serve as role models. This is accomplished through our long
standing Police Activities League. The officers, on a weekly basis, are playing with
and mentoring kids from the Tel-High Center.

Chinese Hospital
Monday was the grand opening of the Chinese Hospital on Jackson Street in Chinatown. The Chinese Hospital
has been in existence for 91 years and thanks to generous donors, a beautiful state of the art hospital has
been built. Congratulations to the community on this important resource.
Telegraph Hill Dwellers
The Telegraph Hill Dwellers had their annual dinner this week in which I attended at Pier 23. I am always
impressed when I meet with this group to see how organized they are and how much they care about their
community. We have been working to provide additional coverage in Telegraph Hill where officers are
getting out of their patrol vehicles, walking around the area and stairs in order to become thoroughly
familiar with the terrain in the event of an emergency. We also work to prevent crime by providing a police
presence.
Russian Hill Neighbors
This week the Russian Hill Neighbors elected a new President for the first time in 5 years, President Emily
Harrold will now be taking the lead. Congratulations to outgoing President Tina Moylan for her leadership,
caring commitment, and accomplishments for the last 5 years!
Lions Club Award
Congratulations to Central Station Officers David On, Danny Guo, Eric Tapang and Edmund Huang who
received an award last Saturday evening from the Lions Club for their outstanding work in the community!
Incredible Burglary Incident and Arrest
Day watch Officers Peele, Santana, Yang, Harper, Hayes, McBride, Tano, Pacchetti, Lowe, led by
Lieutenant Molly Pengel, Sergeants Mark Obrochta and Joseph Fischer, demonstrated great heroics in the
capture of a violent burglar who broke into a few homes, armed with what was believed to be a firearm
and who eventually jumped off a building and onto a parked car at Hyde and Pacific.
Often times I hear from the community about crimes occurring in the neighborhoods. In addition, on social
media such as NextDoor, there is a description of incidents. What is sometimes left out is the excellent police
work performed which includes the capture of criminals.
As promised in last weeks newsletter, today I am going to recap some outstanding police work performed
by the officers of Central Station:
A couple of cases during the month of March 2016:
Officers Marte and Stewart captured a suspect at Jackson and Hyde for stealing items from a vehicle, had
an outstanding arrest warrant and possessed narcotics paraphernalia.
Officers Valderrama and Furgoli arrested a suspect for burglary and possession of stolen property on the
1100 block of Bush Street.

Officers Clendenen, Kresley and Lovrin arrested 3 suspects for burglarizing a construction site on the 1200
block of Columbus Avenue.
Officers Huang, Kajasa, Bandy, Montague, Svrinivas, Parker, Zamora, Urbano, Chiu, Hooley and Anderson all participated in the arrest of a suspect who stole a vehicle and resisted arrest at Green and Montgomery.
Officers Khmarskiy conducted a traffic stop at Geary and Powell which subsequently resulted in the arrest
for possessing a firearm.

Officers Pacchetti, Ferraresi and Tano arrested a suspect for robbery, auto theft, possession of stolen property and probation violation on the 500 block of Market Street.
Officers Tiumalu, Johnson and Macaulay arrested two suspects for breaking into a vehicle on the 600
block of Davis Street.
Officer Smith and his partner, also Officer Smith, arrested a suspect for failing to register as a sex offender who also resisted arrest at Sacramento and Leavenworth.
Officer Dimapasoc arrested a suspect for arson on the 2800 block of Leavenworth Street.
Officers Dickson, Parker, Oerlemans and McAuliffe arrested a suspect at Columbus and Francisco who surrounded a womans car and broke out her windows.

In addition to the above listed incidents, a Captains Complementary Report was prepared for:
Officer Du who captured a suspect for spray painting a wall in the Stockton Tunnel and to Officers Zamora,
Urbano, Cheng, Barnes and Eng who captured a suspect who committed a sexual assault on Powell Street.
They also conducted a comprehensive follow up investigation resulting in a great arrest.
These are just a few examples of the outstanding work performed by the Officers assigned to Central Station on a daily basis.

Crimes of Note
Definitions
Robbery Robbery is the taking of property from another by using force or by using fear.
Assault An assault is an unlawful attempt, coupled with the present ability, to commit a violent injury
on another person.
Battery - (Misdemeanor battery) is any willful and unlawful touching of another.
(Felony battery) is the use of force or violence upon the person of another that causes
serious bodily injury.
*Assault is when a person swings their arm and battery is when that arm makes contact with
another person.
Aggravated Assault Assault upon another person with a deadly weapon or instrument other than a
firearm or by any means of force likely to produce great bodily injury.
Burglary The intent upon entry into a property to commit grand theft, petty theft, or any felony.
Grand Theft Grand theft is theft committed when the value of the money, labor, or property taken
exceeds $950.
Petty Theft Theft where the value of the property taken is less than $950.

An unknown suspect pointed a gun at the victim and demanded


money. Fearing for his safety, the victim gave the suspect his
wallet. The suspect hit the victim in the head with the gun before he
fled away.

hand. A passerby helped stop the suspect, but another suspect
pushed the passerby and the suspects fled away.

The suspect woke up the victim and asked for his crack pipe. The
victim said he didnt have it and the suspect kicked the victim in the
face. Arrest made.
An unknown suspect walked out of the elevator and punched the
victim in the face.
An unknown suspect threw a beer can from the MUNI bus and the
beer can hit the victim in the face.
The suspect tried to follow the victim into the building, but the
victim closed the door on the suspect. The suspect was found in the
garage and the victim confronted the suspect. The victim followed
the suspect out of the building and into a bar where the suspect
grabbed a chair and tried to hit the victim with it. Arrest made.
An unknown suspect threw chips at the victim and the victim yelled
at the suspect. The suspect grabbed the victim and punched the
victim in the face and a second suspect pulled the victims hair.
An unknown suspect entered the store, picked up the trash can and
threw it at the victim.

The suspect refused to sign in and refused to leave. The suspect


went upstairs and banged on the doors. Citation issued.

Each month Central Police Station features a citizen


who represents the unique flavor of the Central
Police District. This month we interviewed Trish
Herman. Trish is the President of North Beach
Neighbors and on the Board of Trustees of
National Shrine of Saint of Assisi.

1. How long have you lived in San Francisco?


I was born and raised in San Francisco.

2. What is your favorite thing about the Central District?


The energy. North Beach still have the feeling of an old San Francisco
Neighborhood. It reminds me of old San Francisco. You know everyone by name
when walking around the neighborhood.

3. What is your connection or involvement with the Central District?


I was a former owner of Original Joes. I am the President of North Beach Neighbors
and on the Board of Trustee of National Shrine of Saint of Assisi.

4. What are some of the significant changes that you have noticed in the Central
District in the last 5 years?
Union Square has changed dramatically. Union Square was a special place to go,
but it has changed. Theres a lot more traffic and congestion.

Each month Central Police Station features one


of its officers in an effort to learn more about the
men and women who police our neighborhood.
This month, we interviewed Officer Mark Milligan,
a 8-year member of Central Police Station.

Officer Mark Milligan was born in Maryland and moved into the Bay Area in 1976. He
attended high school in Walnut Creek and joined the Marines in 1989. After the Marines,
he went into the family plumbing business in San Francisco. In 2007, he joined the San
Francisco Police Academy. When he graduated from the Police Academy, he went to Mission Station for his field training. He was then assigned to Central Station in 2008 for his
probation and he remained at Central Station as his permanent station.
Officer Milligan is the housing officer at the Ping Yuen. As a housing officer, he walks the
foot beat through the Ping Yuen buildings, assisting the residents.
