1. Background

Postreorganization,thenewstateofAndhraPradeshhasembarkedonanambitioustarget
tobecomeamongthebestthreestatesinIndiaby2022andadevelopedstateby2029.
TowardsthisthestatehasinitiatedpreparationoftheVision2029totargetandsustaina
doubledigiteconomicgrowthrateforthenextfifteenyearsandalsotoproactivelyembrace
andachievetheSustainableDevelopmentGoals2030.

Institutionally,tocapacitatethestateinachievingtheseobjectives,thestategovernment
hasestablishedsevenMissions,namely:
1. PrimarySectorMission;
2. SocialEmpowermentMission;
3. KnowledgeandSkillDevelopmentMissionKnowledgeSubMissionandSkillSub
Mission;
4. UrbanDevelopmentMission;
5. IndustrySectorMission;
6. InfrastructureMission;and
7. ServiceSectorMissionITSubMissionandTourismSubMission

Themissionsaremandatedtoprovidesupporttomanageexternalitiesandenhancethe
interdepartmentalsynergyformultiplyingtheoutcomesandreducingthetimelagin
deliveringresults.Themissionswouldhenceoptimizepublicandprivateinvestmentsby
providinganeffectiveplanninganddeliverymechanism.

ThestategovernmenthasalsoinitiatedtheSmartVillageSmartWardinitiativetofocuson
improvingresourceuseefficiency,empoweringlocalselfgovernance,assuringaccessto
basicamenitiesandpromotingresponsibleindividualandcommunitybehaviourtobuilda
vibrantandhappysociety.ThroughtheSmartVillageSmartWardinitiativethestate
governmentwishestoassuresustainableandinclusivedevelopmentofallsectionsofthe
communitysothattheyenjoyahighstandardofliving.Thiswillbeachievedbyensuring100

healthcentres,GP/Wardbuildings;
10. Malnutritionfree(childrenbelow9yearsofage);
11. Nogirlchildmarriages(girlsbelow18yearsofage);
12. Everyfarmhassoilhealthcard,enrichedessentialmicronutrientsanddiversification
withlivestockandtrees;
13. Everyvillagehouseholdhasafunctionalbankaccount/PMJanDhanBankAccount;
14. EveryGP/Wardhasitsowndynamicdevelopmentplanpreparedbycommunity
participation;
15. EveryGP/Wardhasgreentreesalloveritsgeographicboundaries;
16. EveryGP/Wardhasfunctionalwaterconservationandharvestingstructures;
17. EveryGP/WardhasfunctionalInformationCentre,ComputerLab,andMeeSeva
Centre;
18. EveryGP/Wardhastelecom/internetconnectivity;

attendance;and

Inlieu,thestategovernmenthaslaunchedthefollowingfivecampaignstogenerate
awarenessamongthepeopleandforsolicitingparticipationofallconcernedstakeholders:

1. PedarikamPaiGeluputoharnessthestrengthoftheSelfHelpGroupsandto
generateemploymentforquickerreductionofunemploymentandpoverty;
2. PolamPilustonditointegratetechnologywithagriculturetomakeitsustainableand
moreprofitabletothefarmers;
3. BadiPilustonditocreateawarenessthatelementaryeducationistherightofevery
child;
4. NeeruChettutobettermanagewater,followingtheridgetovalleyapproachfor
improvingwateruseefficiencyofsurfaceandgroundwater;and
5. SwachaAndhratokeepthevillages,wardsandcitiesclean.Itincludescleaningof
streets;clearingandcleaningdrainagesystems;keepinginstitutionscleanschools,
AWCs,GPs,Subcentres,etc.;solidandliquidwastemanagement.Italsoincludes
awarenessontheindividualhabitsofusageoftoilets,handwashing,safehandling
andstorageofdrinkingwater.
Withthedesiretomakeaccessibletoeachhouseholdinthestatethebasicamenitiesand
achieving100percentconnectivity,thestategovernmentalsoproposestoestablishthe
followingfivegridsinadefinitetimeframe:
1. WaterGridtoprovideregulardrinkingwatersupply;
2. RoadGridtoprovideallweatheraccesstotransport;
3. PowerGridtoprovide24X7uninterruptedqualitypowersupplytodomesticand
industrialconnectionsandninehoursdailypowersupplytoagricultureconnections;
4. GasGridtoprovideaccesstogas;and
5. FibreOpticGridtoprovideinternetconnectivitytoeachhousehold.

Todelivertheseambitiousresultsandtargetsinatimeboundmannerwithqualityand
sustainability,thestategovernmentneedstomonitorthecorrespondingactionsacross
input,output,processandoutcomeindicatorstofacilitatebothmeasuringperformanceand
supportcoursecorrections.Followingthis,theeffortthenistodesignandestablisharobust
andtransparentM&Esystemthatisownedupbyallconcernedgovernmentdepartments,
missionsandagenciestomeasureperformanceandtouseasthedecisionsupportsystem
forfutureplanning.

2. StructureandProcess

WhiledesigningthesaidM&Esystem,itispertinenttofirstdefineitsobjectiveandscope.
Consideringthetaskinhand,fiveclearobjectivesemerge,whichare:

Assessingthecurrentstatusandestablishingabaseline;

Monitoringimplementationandmeasuringperformanceandimprovements;

Identifyinggapsandsupportingdecisionmakingforfutureplanning;

Benchmarkingstatusandperformanceagainstglobalbestpractices;and

DisseminatingKPIwiseperformancetothepeoplefortransparencyandpublic
participation.

ThenextstepindesigningtheM&Esystemisidentifyingtheindicatorstobemonitored,
includingthelevelatwhichtheywillbemonitoredandtheagencyresponsiblefor
monitoringandreporting.Thecriteriaadoptedforselectingtheindicatorsaretheir
sufficiencyandeffectivenessinmeasuringperformanceandachievementoftargets,they
arealreadyinusebystategovernmentorcentralgovernment,thereisaneaseingettingthe
requireddatafromexistingdatasetsandtheyarepartofinstitutionalizedpracticeinglobal
benchmarkingbymultilateraland/orinternationalagencies.

Basedontherulesenunciatedabove,PlanningDepartmentidentifiedalonglistofindicators
tobeconsideredfortheM&Esystemrangingfromthelocaltothegloballevelcovering
input,output,outcomeandglobalindices.Theindicatorshavebeensourcesfromthe
followingsources:

GovernmentofAndhraPradeshOutcomeBudget;

GovernmentofIndiaslistofdevelopmentalpriorities;

20nonnegotiableprioritiesofSmartVillageSmartWardinitiative;

GrowthenginesidentifiedforstatesDoubleDigitgrowth;

Linedepartmentsspecificschememonitoringsystems;

Missionprogrammedocuments;and

GlobalBenchmarkingReports.

Thislonglistofindicatorshasthenbeendiscussedwithvariousstakeholdersincludingkey
officersofconcerneddepartmentsandmissions,representativesofmissionknowledge
partnerorganizations,theVision2029team,keysubjectmatterexpertsfromacademicand
researchinstitutesandotherspecialiststoshortlistthefinalsetofindicatorsfortheM&E
system.TheshortlistedsetofindicatorshasbeendiscussedwiththeSpecialChiefSecretary,
Planning,ChiefSecretary,theChiefMinistersOfficeandtheHonbleChiefMinisterto
finalizethefinalsetofM&Eindicators.Finally,inconsultationwiththeHonbleCMasetof
KeyPerformanceIndicatorshavebeenidentifiedthatwillbequarterlyreviewedbyhimover
theCMDashboard.

Thefinallistofindicatorshavethenbeencategorizedaccordingtothelevelsatwhichthey
wouldbeoperationalandbemonitoredandreportedon.Thegeneralprinciplefor
designatedlevelofmonitoringreviewisasfollows:

Theconcerneddepartmentsandmissionshaveprovidedtherequiredinformationon
currentstatus,baseline,benchmarkandannualtargetsforthefinalsetofindicatorsto
populatetheM&Esystem.

Theconcerneddepartmentsandmissionswillupdatethemonitoringdataandmonitorand
reporttheindicatorresultsandfindingsdigitallyonaWebApplication,whichwillbelinked
totheCMDashboard.TheCentreforGoodGovernance,Hyderabad(CGG)isdevelopingthe
webapplication(Figure1)asaddonmoduletotheFinancePortalalreadydevelopedbyCGG
forthestatesFinanceDepartment,whichwillbeaccessibleontheStateM&ESystemportal
thatwillbedevelopedalsobyCGG.TheStateM&ESystemportalwillbelinkedtoall
concerneddepartmentandmissionwebsitestoallowseamlessaccessfromtheretoo.

Toenablesystematicandholisticdevelopmentofaportfolioofegovernanceprojectsto
provideintegratedservicestothecitizens,GovernmentofAndhraPradeshisembarkingon
establishinganAndhraPradeshStateEnterpriseArchitecture(APSEA)throughtheITE&C
Department(Figure2).TheAPSEAshallextendtoallthedepartments,publicenterprises
andagenciesofthegovernmentthatcontributeto80%ofthebusinessofgovernancein
relationtointerfacewithcitizens,businessesandtheinternalprocessesofgovernment
connectedtherewith.OncetheAPSEAisestablished,theStateM&ESystemportalwill
mergewithittocreateanunifiedandintegratedplatformforthestategovernmentscitizen
centricoperationsandtheirmonitoringandmanagement.

Inthemeanwhile,CGGwilloperateandmanagetheStateM&ESystemportalandprovide
totheconcerneddepartmentsandmissionsloginidentitiesandpasswordstologonand
updatedataontheportal.Theconcerneddepartmentsandmissionswillnominateaspecial
officer,designatedastheM&EOfficerandresponsibleforupdatingdataandmonitoringand
reportingtheindicators,whowillbeinsolepossessionoftheallocatedloginidentityand
password.Incaseadepartmentormissionwishestodelegatetheresponsibilityofupdating
ofdataandmonitoringofindicatorstothedistrictlevel,theywillnominatetheM&EOfficer
foreachdistrictandCGGwillprovideeachononeofthemwithaloginidentityand
passwordrestrictingaccessonlytotheirrespectivedistrictsdatafields.However,evenin
suchacasetheconcerneddepartmentormissionwillcontinuetonominatetheM&EOfficer
atthestatelevelwhowillleadthisteamandbeoverallresponsibleforthedepartment/
missionM&Esystem.

Toallowquickandseamlessconvergence,theexistingdatabasesandelectronicdatasets
alreadyinusebylinedepartmentsincludingthoseestablishedforspecificcentralandstate
governmentprogrammesandschemeswillbelinkedtothewebapplicationthroughweb
service.

DesigninganddevelopingtheM&EApplicationandtheWebPortalwillbedonebyCGG
alongwithprovidingthebackuptechnicalsupportinitsmaintenanceandmanagement.
CGGwillalsoprovidetrainingtothenominatedM&EOfficersandotherselectstaffin
operationandmaintenanceoftheM&Esystemincludingupdatingdataandgenerating
monitoringreportssuchastables,chartsandmaps.Foraninitialperiod,aStrategicPlanning
andInnovationUnitconsistingofseniorconsultants,researchfellows/associatesand
GIS/MISexpertswillbeestablishedinthePlanningDepartmentundertheSpecialChief
SecretaryPlanningtocoordinateandguidetheM&EsystemdevelopmentprocesswithCGG
andthedepartmentsandmissions.OncetheM&Esystemhasstabilizedwiththerequisite
capacitiesdevelopedinthedepartmentsandmissionsitwillbeinstitutionalizedandtaken
overbythelatter.Subsequently,theStrategicPlanningandInnovationUnitwilladvanceto
workonsolutionandinnovationsonnextlevelofissuesemergingfromoperationofthe
M&Esystem.

SinceaprimaryobjectiveoftheM&Esystemistomeasureperformanceandsupport
decisionmaking,aformalimplementationandreviewmechanismwillbeestablishedat
variouslevelssuchastheHonbleChiefMinister,theChiefSecretary,theSpecialChief
SecretaryPlanning,thePrincipalFinanceSecretary,theMissionCoordinators,the
DepartmentSecretariesandtheDistrictCollectors.

M&Ereviewatthedistrictlevelwillbeoftheinputandoutputindicatorsdonemonthlyby
therespectiveDistrictCollectors,whowillassessprogressanddirectnecessaryactions.This
willbedoneonthebasisofthedataupdatedintheStateM&ESystemportal.TheDistrict
CollectorwillbesupportedbyaDistrictDeliveryUnitconsistingofdistrictlevelexpertsof
thePrimaryMission,theSocialandEmpowermentMission,theIndustry/ServiceSector
Missionandbankingplanspecialist,capacitybuildingspecialist,M&Especialist,GIS&MIS
expertsandNICrepresentative.TheDistrictDeliveryUnitwillbeledeitherbyaJoint
CollectororDistrictChiefPlanningOfficerandwillbereportingtotheDistrictCollector.It
willalsocoordinatewiththedepartmentandMissionM&EOfficersandtheStrategic
PlanningandInnovationUnitinthePlanningDepartment.

M&Eatthedepartmentlevelwillbecarriedoutontheinputandoutputindicatorsona
monthlybasisusingtheStateM&ESystemportalbytheconcerneddepartmentalstaff
underthesupervisionofthedepartmentM&EOfficer.TheywillreporttotheSecretaryand
theHoDsofthedepartments,whowillreviewandassessprogressanddirectnecessary
actions.

M&Eatthemissionlevelwillbecarriedoutmonthlyontheoutcomeindicatorsusingthe
StateM&ESystemportalbythemissionsupportunitstaffandtheexpertsoftheKnowledge
Partners.TheywillreporttotheViceChairpersonoftheMissionandtheMinisters
concernedalongwiththeMissionCoordinators,Secretaries/HoDs,whowillreviewand
assessprogressanddirectnecessaryactions.

AttheHonbleCMlevel,quarterlyM&EreviewsbasedontheselectedKeyPerformance
Indicatorswillbecarriedoutmissionwisewiththefollowingresponsibilities:

Toassesstheglobalpositionofthestateonvariousdevelopmentalattributes,theStrategic
PlanningandInnovationUnitinthePlanningDepartment,inconsultationwiththe

oftheM&Ewillbedonethroughparticipationofindependentstakeholders.Thesemay
include:

interactionplatformsandoperationstodirectlyinterfaceandinteractwith
beneficiariesandgeneralpublicfordisseminationofinformation,exchangingviews/
commentsandelicitingsuggestions;and

QuarterlyNewsLetter:eachmissionwillberequestedtobringoutquarterlynews
letterhighlightingquarterlyprogressonmissionactionplan,bestpracticesand
innovationadoptedandsignificantcomments/criticismsreceivedfromthepeople.

3. IndicatorsandIndices

Asmentionedearlier,theselectionoftheinput,output,outcomeindicatorsandtheglobal
indicestomonitorperformanceofthestategovernmenthasbeendonethroughan
elaborateconsultationofvariousstakeholders.Thefinalsetofindicatorsandglobalindices
hasbeendividedintotensectorgroups,thesevenmissionsandthreenonmissionsectors,
namely:

1. PrimarySectorMission;
2. SocialEmpowermentMission;
