I look forward to the continued relationship that the Sheriff’s Office has with the residents
of your community. I have been working for the Sheriff’s Department for eighteen years, serv-
ing in numerous divisions and in several different capacities, which include; corrections, patrol,
investigations, gang unit, drug unit, Illinois State Task Force and my current position of Lieuten-
ant of Community Policing.
I have been very active with our seniors throughout the county, state and Nationally,
through an organization called TRIAD. TRIAD is an organization which started about thirty
years ago, when the National Sheriff’s Association, International Chiefs of Police and the AARP
agreed to work together in reducing crimes against the elderly. The Kane County Sheriff’s Of-
fice is a member of three TRIAD’s in the county. I have been honored to be a key note speaker
at State and National TRIAD Conventions, as well as, assisting TRIAD’s throughout the state of
Illinois in either starting or enhancing a TRIAD.
Our Community Policing Division has gone from eight personnel to two. We have re-
structured the way we have been sharing information within our communities. Fred
Zimmermann, a volunteer for the Sheriff’s Office will be the first point of contact. Due to the
downsizing of our division, Fred will be an intricate addition so we can continue to provide your
community with any pertinent information through email bulletins.
Another addition which we hope will assist you in keeping safe, is Block Captain meet-
ings at the Sheriff’s Office. June 2010, we will start our first Neighborhood Watch Block Cap-
tains meeting. These meeting will consist of safety presentations, discussions and networking.
The activity in your community will still be monitored and working with the patrol division,
any directed enforcement will be conducted when necessary.
In the last several years, the Community Policing Division had been provided with an
email distribution list. Due to transfers and retirements, several of these may have been lost or
not transfer over. If you are a Block Captain, Please email your distribution list to Fred

Community Policing

During my 13 years with the Kane County Sheriff’s Office, I have been very
fortunate to have worked several assignments. Some of my assignments include Pa-
trol Deputy , Field Training Officer, Investigations Detective, Class Supervisor for the
Police Academy and currently a Sergeant in Community Policing Division.
My main duty in the Community Policing Division is teaching the Too Good
For Drugs Program to 5th grade Students. This program teaches more than just say-
ing no to drugs. The students learn about making good choices, character, importance
of setting goals, picking good friends, and the negative effects of drugs. I currently
teach at 4 schools and should be adding two additional schools in the fall.
Tactical training is a true passion of mine. I am one of the SWAT Team Lead-
ers and a member of ILEAS WMD Anti-terrorism Team Special Response Team. I
have eleven years on the Counties Multi-jurisdictional SWAT Team and two years on
the WMD team. I recently received certification as range officer and will be teaching
tactical training to deputies on a monthly basis.
Some of the my other duties in Community Policing are; attending community
events, recruiting for new deputies, child safety, school safety and a board member
for Kane County Safe Kids. I know that previously there were Area Lieutenants that
attended the neighborhood and township meetings. With the current restructuring of
the unit, I will now be attending some of these meetings. I am look forward to meeting
some of you and eagerly anticipate working with you to reduce crime in Kane County.

The Kane County Sheriff’s Office maintains an active web site, www.kanesheriff.com. The
goal of the site is to decentralize and when possible expand our services to the citizens. On
the site you can finds recent press releases, recent media stories, a contact directory, com-
munity bulletins, and much more. One service that may be of importance to neighborhood
watch groups is the crime analysis feature on the site. On that page you can obtain copies of
monthly crime reports as well as search your township for reported crimes. Sheriff Perez
strongly encourages citizens to take a look at the site and the many features it has.
While no list of crime prevention tips can guarantee your
safety or remove the possibility that you will be a victim of a
crime, the tips provided below can be effective in crime pre-
vention. This information is provided to you based upon police
experience and has been shown to be effective in reducing
criminal activity. Also, not every eventuality can be antici-
pated.

Driveway Seal Coating

A typical seal coating scam often occurs in the following manner: the suspect ap-
proaches the homeowner with a claim of having "left-over" coating material (usually in the bed
of a pick-up truck), and contracts to seal the homeowner's driveway. Once the homeowner
pays for the job, the suspect sprays a cheap oily material on the driveway and leaves.
Tips: Do not respond to door-to-door solicitors. If you need your driveway seal coated, you
make the contact. Rely on friends and relatives for recommendations and referrals.

Gypsies and Gypsy Scams

For local law enforcement purposes, the word "gypsy" refers to people who travel in
small groups across the country perpetrating crimes of petty theft, larceny, burglary, and
fraud. Over the past several summers, residents of Kane County and other local communities
have been victims of what have become known as "gypsy scams."
Gypsy scams are incidents that occur in daylight hours, in which the suspect will, liter-
ally, walk right into someone’s home for the purpose of stealing jewelry or money. Very often,
the homeowner is either in or near the home. If these individuals are caught, they give some
kind of excuse as to why they are in the home or on the property. So far, these individuals
have not been violent and usually run from the residence as soon as they are discovered.
The best way to keep these individuals from victimizing you is to simply keep your
home locked, even when you are working in the yard. Remember, anytime you are outside
your home, you cannot possibly see every door on your home that a would-be thief would
use.
As with any suspicious circumstance, call the Kane County Sheriff’s Office immediately. The
non-emergency number is 630-232-8400. And, of course, 911 is still the number to call for
emergencies.
