Goals
Introduction
1.TheRio+20outcomedocument,Thefuturewewant,interalia,set
outamandatetoestablishanOpenWorkingGrouptodevelopasetof
sustainabledevelopmentgoalsforconsiderationandappropriateaction
bytheGeneralAssemblyatits68thsession.Italsoprovidedthebasis
fortheirconceptualization.TheRiooutcomegavethemandatethatthe
SDGsshouldbecoherentwithandintegratedintotheUNdevelopment
agendabeyond2015.
2.Povertyeradicationisthegreatestglobalchallengefacingtheworld
todayandanindispensablerequirementforsustainabledevelopment.
TheRio+20outcomereiteratedthecommitmenttofreeinghumanity
frompovertyandhungerasamatterofurgency.
3.Povertyeradication,changingunsustainableandpromoting
sustainablepatternsofconsumptionandproductionandprotectingand
managingthenaturalresourcebaseofeconomicandsocial
developmentaretheoverarchingobjectivesofandessential
requirementsforsustainabledevelopment.
4.Peopleareatthecentreofsustainabledevelopmentand,inthis
regard,Rio+20promisedtostriveforaworldthatisjust,equitableand
inclusive,andcommittedtoworktogethertopromotesustainedand
inclusiveeconomicgrowth,socialdevelopmentandenvironmental
protectionandtherebytobenefitall,inparticularthechildrenofthe
world,youthandfuturegenerationsoftheworldwithoutdistinctionof
anykindsuchasage,sex,disability,culture,race,ethnicity,origin,
migratorystatus,religion,economicorotherstatus.

Development(JohannesburgPlanofImplementation)andtheJohannesburgDeclarationonSustainable
Development,theProgrammeofActionfortheSustainableDevelopmentofSmallIslandDevelopingStates
(BarbadosProgrammeofAction)andtheMauritiusStrategyfortheFurtherImplementationoftheProgrammeof
ActionfortheSustainableDevelopmentofSmallIslandDevelopingStates.Italsoreaffirmedthecommitmentto
thefullimplementationoftheProgrammeofActionfortheLeastDevelopedCountriesfortheDecade20112020
(IstanbulProgrammeofAction),theAlmatyProgrammeofAction:AddressingtheSpecialNeedsofLandlocked
DevelopingCountrieswithinaNewGlobalFrameworkforTransitTransportCooperationforLandlockedand
TransitDevelopingCountries,thepoliticaldeclarationonAfricasdevelopmentneedsandtheNewPartnershipfor
AfricasDevelopment.ItreaffirmedthecommitmentsintheoutcomesofallthemajorUnitedNations
conferencesandsummitsintheeconomic,socialandenvironmentalfields,includingtheUnitedNations
MillenniumDeclaration,the2005WorldSummitOutcome,theMonterreyConsensusoftheInternational
ConferenceonFinancingforDevelopment,theDohaDeclarationonFinancingforDevelopment,theoutcome
documentoftheHighlevelPlenaryMeetingoftheGeneralAssemblyontheMillenniumDevelopmentGoals,the
ProgrammeofActionoftheInternationalConferenceonPopulationandDevelopment,thekeyactionsforthe
furtherimplementationoftheProgrammeofActionoftheInternationalConferenceonPopulationand
DevelopmentandtheBeijingDeclarationandPlatformforAction,andtheoutcomedocumentsoftheirreview
conferences.TheOutcomedocumentoftheSeptember2013specialeventtofollowupeffortsmadetowards
achievingtheMillenniumDevelopmentGoalsreaffirmed,interalia,thedeterminationtocraftastrongpost2015
developmentagenda.ThecommitmenttomigrationanddevelopmentwasreaffirmedintheDeclarationofthe
HighLevelDialogueonInternationalMigrationandDevelopment.
7.Rio+20outcomereaffirmedtheneedtobeguidedbythepurposesandprinciplesoftheCharteroftheUnited
Nations,withfullrespectforinternationallawanditsprinciples.Itreaffirmedtheimportanceoffreedom,peace
andsecurity,respectforallhumanrights,includingtherighttodevelopmentandtherighttoanadequate

standardofliving,includingtherighttofoodandwater,theruleoflaw,goodgovernance,genderequality,
womensempowermentandtheoverallcommitmenttojustanddemocraticsocietiesfordevelopment.Italso
reaffirmedtheimportanceoftheUniversalDeclarationofHumanRights,aswellasotherinternational
instrumentsrelatingtohumanrightsandinternationallaw.
8.TheOWGunderscoredthattheglobalnatureofclimatechangecallsforthewidestpossiblecooperationbyall
countriesandtheirparticipationinaneffectiveandappropriateinternationalresponse,withaviewtoaccelerating
thereductionofglobalgreenhousegasemissions.ItrecalledthattheUnitedNationsFrameworkConventionon
ClimateChangeprovidesthatpartiesshouldprotecttheclimatesystemforthebenefitofpresentandfuture
generationsofhumankindonthebasisofequityandinaccordancewiththeircommonbutdifferentiated
responsibilitiesandrespectivecapabilities.Itnotedwithgraveconcernthesignificantgapbetweentheaggregate
effectofmitigationpledgesbypartiesintermsofglobalannualemissionsofgreenhousegasesby2020and
aggregateemissionpathwaysconsistentwithhavingalikelychanceofholdingtheincreaseinglobalaverage
temperaturebelow2C,or1.5Cabovepreindustriallevelsanditreaffirmedthattheultimateobjectiveunder
theUNFCCCistostabilizegreenhousegasconcentrationsintheatmosphereatalevelthatwouldprevent
dangerousanthropogenicinterferencewiththeclimatesystem.
9.PlanetEarthanditsecosystemsareourhomeandthatMotherEarthisacommonexpressioninanumberof
countriesandregions,andRio+20notedthatsomecountriesrecognizetherightsofnatureinthecontextofthe
promotionofsustainabledevelopment.Rio+20affirmedtheconvictionthatinordertoachieveajustbalance
amongtheeconomic,socialandenvironmentalneedsofpresentandfuturegenerations,itisnecessaryto
promoteharmonywithnature.Itacknowledgedthenaturalandculturaldiversityoftheworld,andrecognizedthat
allculturesandcivilizationscancontributetosustainabledevelopment.
10.Rio+20recognizedthateachcountryfacesspecificchallengestoachievesustainabledevelopment.It
underscoredthespecialchallengesfacingthemostvulnerablecountriesand,inparticular,Africancountries,
leastdevelopedcountries,landlockeddevelopingcountriesandsmallislanddevelopingStates,aswellasthe
specificchallengesfacingthemiddleincomecountries.Countriesinsituationsofconflictalsoneedspecial
attention.
11.Rio+20reaffirmedthecommitmenttostrengtheninternationalcooperationtoaddressthepersistent
challengesrelatedtosustainabledevelopmentforall,inparticularindevelopingcountries.Inthisregard,it
reaffirmedtheneedtoachieveeconomicstability,sustainedeconomicgrowth,thepromotionofsocialequityand
theprotectionoftheenvironment,whileenhancinggenderequality,womensempowermentandequal
employmentforall,andtheprotection,survivalanddevelopmentofchildrentotheirfullpotential,including
througheducation.
12.Eachcountryhasprimaryresponsibilityforitsowneconomicandsocialdevelopmentandtheroleofnational
policies,domesticresourcesanddevelopmentstrategiescannotbeoveremphasized.Developingcountriesneed
additionalresourcesforsustainabledevelopment.Thereisaneedforsignificantmobilizationofresourcesfroma
varietyofsourcesandtheeffectiveuseoffinancing,inordertopromotesustainabledevelopment.Rio+20
affirmsthecommitmenttoreinvigoratingtheglobalpartnershipforsustainabledevelopmentandtomobilizingthe
necessaryresourcesforitsimplementation.ThereportoftheIntergovernmentalCommitteeofExpertson
SustainableDevelopmentFinancingwillproposeoptionsforasustainabledevelopmentfinancingstrategy.The
substantiveoutcomeofthethirdInternationalConferenceonFinancingforDevelopmentinJuly2015willassess
theprogressmadeintheimplementationoftheMonterreyConsensusandtheDohaDeclaration.Good
governanceandtheruleoflawatthenationalandinternationallevelsareessentialforsustained,inclusiveand
equitableeconomicgrowth,sustainabledevelopmentandtheeradicationofpovertyandhunger.
13.Rio+20reaffirmedthattherearedifferentapproaches,visions,modelsandtoolsavailabletoeachcountry,in
accordancewithitsnationalcircumstancesandpriorities,toachievesustainabledevelopmentinitsthree
dimensionswhichisouroverarchinggoal.
14.Theimplementationofsustainabledevelopmentgoalswilldependonaglobalpartnershipforsustainable
developmentwiththeactiveengagementofgovernments,aswellascivilsociety,theprivatesector,andthe
UnitedNationssystem.Arobustmechanismofimplementationreviewwillbeessentialforthesuccessofthe
SDGs.TheGeneralAssembly,theECOSOCsystemandtheHighLevelPoliticalForumwillplayakeyrolein
thisregard.
15.Rio+20reiteratedthecommitmenttotakefurthereffectivemeasuresandactions,inconformitywith
internationallaw,toremovetheobstaclestothefullrealizationoftherightofselfdeterminationofpeoplesliving
undercolonialandforeignoccupation,whichcontinuetoadverselyaffecttheireconomicandsocialdevelopment
aswellastheirenvironment,areincompatiblewiththedignityandworthofthehumanpersonandmustbe
combatedandeliminated.
16.Rio+20reaffirmedthat,inaccordancewiththeCharter,thisshallnotbeconstruedasauthorizingor

encouraginganyactionagainsttheterritorialintegrityorpoliticalindependenceofanyState.Itresolvedtotake
furthereffectivemeasuresandactions,inconformitywithinternationallaw,toremoveobstaclesandconstraints,
strengthensupportandmeetthespecialneedsofpeoplelivinginareasaffectedbycomplexhumanitarian
emergenciesandinareasaffectedbyterrorism.
17.InordertomonitortheimplementationoftheSDGs,itwillbeimportanttoimprovetheavailabilityofand
accesstodataandstatisticsdisaggregatedbyincome,gender,age,race,ethnicity,migratorystatus,disability,
geographiclocationandothercharacteristicsrelevantinnationalcontextstosupportthesupportthemonitoring
oftheimplementationoftheSDGs.Thereisaneedtotakeurgentstepstoimprovethequality,coverageand
availabilityofdisaggregateddatatoensurethatnooneisleftbehind.
18.SustainableDevelopmentGoalsareaccompaniedbytargetsandwillbefurtherelaboratedthroughindicators
focusedonmeasurableoutcomes.Theyareactionoriented,globalinnatureanduniversallyapplicable.They
takeintoaccountdifferentnationalrealities,capacitiesandlevelsofdevelopmentandrespectnationalpolicies
andpriorities.TheybuildonthefoundationlaidbytheMDGs,seektocompletetheunfinishedbusinessofthe
MDGs,andrespondtonewchallenges.Thesegoalsconstituteanintegrated,indivisiblesetofglobalprioritiesfor
sustainabledevelopment.Targetsaredefinedasaspirationalglobaltargets,witheachgovernmentsettingitsown
nationaltargetsguidedbythegloballevelofambitionbuttakingintoaccountnationalcircumstances.Thegoals
andtargetsintegrateeconomic,socialandenvironmentalaspectsandrecognizetheirinterlinkagesinachieving
sustainabledevelopmentinallitsdimensions.
