SASEC Power System Expansion Project: GESI Consideration


Designed to benefit the poor through increased economic opportunity,
knowledge and opportunities
Energy Access (off grid+ On grid).
GESI Action Plan integrated with Project Design and Monitoring Framework
Participation & representation of women and disadvantage group.
Enhancement of livelihoods through skill training- leveraging resources
from other similar initiatives.
M& E with disaggregated by sex, caste and ethnicity being established.
Special provision in ADB Standard Bidding document.
Actual implementation starting in 2016 with major contract being awardedResults in the ground yet to be seen

How to resolve this problem?

Representation/engagement of women/ disadvantage /excluded
communities very necessary but not always sufficient to ensure
GESI objectives.
Decision on use of energy use by communities will be critical and
shall be backed by engineering and financial solutions.
Use of advance technologies (smart grid, smart meters) to carter
energy intensive demands that has direct implication to GESI.
More exclusive funds (like for CC & DRR) may be established to
overcome technical and economic challenges to overcome barrier
for tangible GESI results in the ground.
