Enhancing the DILG - NCR Program and Project Line-up

The Local Government Sector of this Department is mandated to "further enhance


the capability of local governments aimed towards the effective delivery of basic
services to the citizenry".
Delivering exceptional results on this mandate requires a regular, comprehensive
and candid reconsideration of the programs and projects (PPs) that the Department
undertakes. Any program or project that does not produce the desired outcomes
despite completion of the specified outputs must be revised accordingly.
The following is a tabular presentation of the result of a discussion among the staff
of the DILG - NCR.

Upon further consideration, the following steps were identified as immediately
applicable:

Benchmark current performance to concretize bases for further

Identify strategies for sustainability of programs and projects
Form more partnerships for resource and knowledge sharing
Utilize currently available technology in monitoring and databank
creation where applicable
Conduct outcome assessments for all programs

Current programs and projects (PPs) already have specified major deliverables,
some of which are yet to be complied with. As such, it is impossible to attribute the
success or failure of our PPs on the effectiveness of these said deliverables.
Notwithstanding this, the following other major deliverables may contribute to the
achievement of our desired outcomes:

With these in mind, it is necessary to ensure that the LGUs targeted for programs
and projects are assessed based on sound criteria. Assessing LGUs on the following
criteria will ensure that they will receive interventions that suit their needs.

o Vulnerability of constituents
o Socio-economic composition
LGPMS / BGPMS results
Capability to implement, sustain and improve programs after DILG
intervention
Alignment of LGU priorities and policies with national thrust

Ideally, all LGUs should be covered by the appropriate programs and projects based
on a comprehensive and critical assessment of their needs to determine the best
way to allocate scarce resources.

In view of the current programs and projects, the following are some steps the
Department can take to sustain our efforts:

Create an online monitoring system and databank


Institutionalize rewards and recognition for exemplary performance in
LGU service areas
Encourage collaboration between the Department, LGUs, the academe,
and private sector.
Conduct research and introduce innovations
Document best practices of high-performing LGUs for replication
Institutionalize Husay Balangay Program
Involve LGUs in strategizing for program implementation at their level
Mainstream RBME in all programs
o Data collection and analysis
o Feedback systems
o Outcome assessments
