1.0 INTRODUCTION
Operation Plan Metro YAKAL is formulated in preparation for an
earthquake contingency that can severely affect Metro Manila. It
consists of two components which are the preparedness of 1)
government resources for employment during emergencies within the
control of MMDA, national agencies and organizations belonging to the
Metro Manila Disaster Risk Reduction and Management Council
(MMDCC), and the constituent Local Government Units of Metro
Manila and the 2) private organizations. The descriptions of the manner
by which they will be utilized during earthquake disasters in this
document, however, is not distinct to each sector and are often
integrated in the protocols and processes.
This plan deals solely with disaster preparedness and how to carry out
specific essential services during the response stage except
rehabilitation. Disaster Risk Reduction, Mitigation, Recovery and
Redevelopment shall be tackled in separate documents.
This Plan is complementary and supportive to the Disaster
Preparedness and Response Plans of the 17 component LGUs of
Metro Manila and recognizes limitation of the Region and thus, defers
to the NDRRMC for support in areas and concerns beyond its
capacities.

2.0 RATIONALE
2.1 Background
In a Study funded by the Government of Japan and conducted by
the Japan International Cooperation Agency (JICA) together with the
Authority and the Philippine Institute of Technology and Seismology
(PHIVOLCS) from 2002 up to 2004 entitled Earthquake Impact
Reduction Study for Metropolitan Manila, Republic of the Philippines or
familiarly referred to as MMEIRS, it was revealed that the National
Capital Region is placed at high risk in the event of strong earthquakes
that may emanate from seismic fault zones very close to it. The
possible epicenters of the potentially damaging earthquakes are along
the West Valley Fault on the eastern side and underneath the Manila
Bay area on the western side that can also trigger a tsunami, based on
records.
MMEIRS indicate that severe damage to lives and properties in
Metro Manila can ensue if a Magnitude 7.2 earthquake occurs along
the West Valley Fault at night time when most people are at home. The
fault zone has a historical movement return period between 200 and
400 years which is well within the present time since its last movement.
Under a worst-case scenario, the following are the estimated impact to
the resources in the region (Also see related Annexes including
damage estimation for three different scenarios and comprehensive
vulnerability maps):

Around 35,000 deaths and 115,000 injuries can result


from the collapse of 170,000 residential structures.

Approximately 340,000 residential structures will also be


partially damaged making them unsafe for use due to
possible aftershocks.

There is also a possibility of simultaneous fire outbreaks


numbering around 500 all over the metropolis with a
possible spread if the prevailing winds are strong

Communications, roads and bridges, and water supply


lines can be cut off at several points.

Many government buildings including hospitals can be


seriously damaged rendering them unusable.

10 to 30-storey buildings will also be damaged but those


higher and recently built will sustain lesser damages.

Due to the structural density in most cities, there will be


difficulty of evacuation.

The other scenarios considered in MMEIRS point to the


location of earthquake epicenters on the west of Manila Bay. The
closest source can generate tsunami waves coming from the Bay
at an average height of 2 meters and as high as 4 meters that can
go inland via Pasig River and other tributaries. The resulting
damages, however, may not be as high as the previously cited
scenario.
2.2 Assumptions
The foregoing earthquake disaster scenario may potentially occur
considering the following assumptions:
2.2.1

That the epicenter of the earthquakes originate from


above fault zones;

2.2.2

That the strength of the earthquake reaches the


Magnitude (Ms) of 7.2;

2.2.3

That there have been no changes in both social and


physical conditions in Metropolitan Manila since the
conclusion of the study in 2004, and

2.2.4

That there is no substantial measures implemented by


the government and the residents of Metro Manila to
increase the level of preparedness and mitigation
measures as recommended in the Study.

In view of the foregoing, MMDA being the lead agency in the NCR
in terms of development, disaster risk reduction and control, and
humanitarian response, it is imperative to develop a contingency plan
that will establish an effective and efficient preparation and
implementation of measures to address the needs of the region should
a strong earthquake occur and cause severe damages to its resources.
Thus, this document.
3.0 OBJECTIVES
3.1 General. This plan is envisioned to provide an effective utilization of
resources of the Metropolitan Manila Development Authority that
will mitigate the impact of a very damaging earthquake to
Metropolitan Manila.
3.2 Specific.
3.2.1

To establish an effective and efficient system of


earthquake disaster preparedness and response to be

carried out by the units and personnel of the Authority by


defining the roles and providing sets of guidelines on
actions that will be carried out prior to and immediately
after the occurrence of a very strong ground shaking due
to the movement of the West Valley Fault and other fault
systems that can cause severe damage to the metropolis;

To enhance the response capability of the Authority


through regular emergency planning, coordination,
equipment buildup, training, and drills, and

3.2.3

To increase the level of seismic safety of the region by


increasing the level of awareness, knowledge and
consciousness of the inhabitants of Metro Manila through
sustained information and communication regarding the
earthquake hazards.

4.0 STRATEGY OF IMPLEMENTATION


4.1 Concept.
OPLAN METRO YAKAL shall embody a set of procedures and
guidelines in the conduct of preparatory and humanitarian response
activities relative to an earthquake disaster by the personnel and units
of the MMDA, MMDRRMC, and Metro LGUs, including their affiliates.
This Plan shall be in consonance with existing policies and strategies
of government to reduce disaster risks and vulnerabilities of the country
against natural hazards.
Under Operation Plan Metro Yakal, the MMDA shall allocate
resources to its operating units in order get organized, equipped,
trained, and adequately supported during actual engagement during
earthquake emergencies.
Oplan Metro Yakal shall complement efforts of the component
local government units of Metro Manila during this type of disasters and
shall take into planning consideration possible support coming from
other national agencies or regions, including foreign organizations and
private entities.
There shall be created within the Authority a Task Force
Rainbow whose mission is to prepare for and carry out humanitarian
assistance mission related to earthquake disasters primarily affecting
Metro Manila but not necessarily limited within its territorial jurisdiction
when called upon to assist other regions.
Priority shall be given to life-saving tasks (i.e. search and rescue)
and prevention of injuries like evacuation and transport. Lifeline

restoration such as road debris clearing to facilitate movement of


emergency services providers and crowd management during
earthquake disasters shall follow the order of priority.
The Task Force shall install and follow an Incident Command
System in carrying out its humanitarian assistance mission.
Development of multi-disaster response services skills among the
operating units and elements is encouraged to be more effective.
TF Rainbow shall closely coordinate and inter-operate with units
and resources of MMRRDMC Member organizations.
4.2 Organization (Refer to Attachment)
Task Force Rainbow shall be headed by the Chairman to be
assisted by the Assistant General Manager for Operations of the
Authority.
There shall be established an Emergency Operations Center that
will serve as the nerve center of all field operations and support
coordination. The EOC shall handle the task of Public Information
and Communication, as well.
There shall be Strike Groups that will be constituted in accordance
with the following functional concerns:

Four (4) Sub-Task Forces may be organized in anticipation of


difficulty of access to damaged areas or inability of personnel of
the strike groups to reach their designated assembly areas in
which case they shall report to the Sub-Task Force Heads or their
alternates. The deployment of the sub-task forces shall be in
accordance with the findings under MMEIRS (See Appropriate
Map).

The Task Force shall develop a Table of Organization and


Equipment that shall form part of this document. The Sub-Task
Forces will be assigned a color to distinguish each one of them
based on their territorial responsibilities, which are:

4.3 Preparatory Activities


Task Force Rainbow shall undertake the following preparatory
activities:
4.3.1

Provide the elements of the Task with appropriate tools,


uniforms, personal protective devices, and equipment
necessary to successfully carry out their tasks. For this
purpose, a Table of Organizational Equipment shall be
established.

4.3.2

Develop a database of resources and contact details of


responsible persons outside the agency that can be
mobilized or used during emergencies including preidentified mass evacuation areas, heavy equipment, etc.

4.3.4

Further develop, regularly update, and ensure widest


dissemination of Operation Plan Metro Yakal including its
protocols and guidelines.

4.3.5

In coordination with MMDRRMC members and the 17


LGUs , conduct training, distribute information materials,
hold periodic drills, rehearsals, and mobilization tests of
the Task Force.

4.4 Tasks
The units, in accordance with their core function and duties shall
undertake the following tasks:
4.4.1

Emergency Evacuation.
4.4.1.1

This activity shall be immediately carried out to


safeguard the lives of communities or group/s
of people threatened by the impact of a
possible tsunami following the issuance of the
appropriate warning level (Alert Level 2 or up)
by PHIVOLCS or the NDRRMC following a
very strong earthquake.

4.4.1.2

The activity shall take the form of 1) issuing


warning in the field to people surrounding the
impact area such as those close to the shores
of Manila Bay and embankment of major rivers
exiting to it, 2) denying access to the area that
can be hit by high waves, or physically moving
or leading people to move to higher grounds or
safe elevated structures.

4.4.1.3

Emergency evacuation will also be carried out


for people whose dwellings were destroyed
after a strong earthquake.

4.4.1.4

The following open spaces (among other


possible areas) shall serve as primary
evacuation camps for mass evacuation.

4.4.1.5

Athletic fields and sports arenas and memorial


parks such as Amoranto Stadium, Loyola and
Manila Memorial Parks, and others located in
various parts of Metro Manila will also serve as
temporary evacuation areas that the LGUs may
consider. Vacant subdivision developments are
also to be considered.

4.4.1.6

Gyms, church grounds and large gathering


places declared as structurally safe may also
be considered as alternate options.

4.4.2

Search and Rescue shall be carried out to locate and


safely extricate victims trapped in structures that have
collapsed due to strong ground motion. Extreme caution
should be exercised by teams tasked to undertake this
activity following established procedures. Under no
circumstances should SAR be attempted by untrained
individuals or when there is extreme danger posed by
unstable debris.

4.4.3

Damage and Needs Assessment are undertaken to


determine the extent of damages to structures, lifelines,
and other infrastructure to determine the extent of
intervention necessary to meet the needs of the public.
Teams assigned to carry out this task shall accomplish
appropriate forms and follow the prescribed format of
reporting accompanying this document.

4.4.4

Debris Clearing and Lifeline Restoration shall mean


removal of debris along vital road network with the use of
appropriate
tools. This is undertaken to ensure safe and unhampered
movement of emergency services providers and the
public especially evacuees. Heavy equipment should not
be used in areas that can cause movement of structures
where there are trapped victims. Priority should be given
to roads established as part of the emergency road
network namely:

shall be established and given priority in terms


of clearing. Tentatively, 1) from NAIA Terminal
to MMDA EOC in Makati City via Roxas Blvd.
and EDSA; 2) from NAIA to MMDA EOC at
Ultra I
Disposal sites of debris will be primarily in the open space
adjacent to the Balintawak Cloverleaf in addition and
without prejudice to those pre-identified and coordinated
by the 17 Metro Manila LGUs.
4.4.5

Emergency Transport utilizing the Philippine National


Railway commuter trains and MMDA barges plying Pasig
River is to be provided to evacuees and in some
instance, personnel tasked to augment other operating
units. The Emergency Transport Unit shall prioritize
mustering mobility resources that have high carrying
capacities. On the other hand, acquisition of bicycles to
the public to be used as alternate transport can be
promoted.
The railroad tracks of PNR, MRT, LRT 1 and 2, shall be
used as medium to transport goods using makeshift or
improvised (but safe) trolleys. These lines shall be
optimized to transport logistics and supplies for the
humanitarian assistance operations.
The Unit responsible for emergency transportation shall
use Pasig River as a means of moving people and
resources from point to point especially when certain
areas have been cut off from one another due to the
collapse of bridges. MMDA has barges and cranes that
can traverse this river way.

4.4.6

Emergency Medical Treatment shall be undertaken on


site after established triaging procedures to prevent
congestion of medical facilities. Only those requiring
treatment by medical professionals and have a high
chance of surviving shall be brought to hospitals or field
treatment facilities with surgical capabilities. Advance
emergency planning arrangements with public (such as
the Philippine General Hospital and the National
Orthopedic Center) and private hospitals especially those
with access to the Pasig River such as UST Hospital,
Lourdes Hospital and VRMP Hospital, etc.) shall be
undertaken and rehearsed to ensure smooth coordination
and transport of patients during emergencies. The Unit
shall program acquisition of Tent Hospitals for
earthquake emergency situations and establish links with

Professional Medical Associations and DOH to draw up


medical contingency plans under worst-case scenarios.
4.4.7

Burial Services. The Burial Services Unit shall assist in


the mass burial and management of the dead in
accordance with prescribed procedures established by
the Department of Health and the Pasay City and
Paranaque City Sanitation and Health Offices. The
reclamation area along Macapagal Hi-way at the vicinity
of Mall of Asia shall serve as temporary burial site.

4.4.8

Emergency
Communication.
During
earthquake
emergencies, it is anticipated that it will be difficult for
units to communicate with each other due to the
breakdown in the normal mode of communication such as
mobile cell phones and electronic two-way radios. It is
imperative to establish network linkage with the broadcast
networks such as GMA, ABS-CBN or TV5 to
communicate with each other and the general public.
Likewise, the courier scheme shall form the redundant
backbone of Task Force Rainbow. Motorcycle riders
with portable radio communications shall be assigned as
elements of this unit.

4.4.9

Traffic and Crowd Management shall be undertaken to


facilitate movement of resources and people. The teams
responsible for this task shall familiarize themselves with
the possible congestion points as indicated in MMEIRS
and shall plan for the diversion and management of traffic
in order to ensure peoples safety and allow other
operating units to work undisturbed by traffic. Close
coordination with PNP and LGU Traffic Enforcement Units
shall be maintained.

4.4.10 Camp Management shall ensure that sanitary conditions,


good order, and security in coordination with the NCRPO
and PNP are adequately maintained in evacuation areas.
A considerable number of portable tents should be
procured in advance, stocked and regularly checked for
ready deployment during massive evacuation. Elderly,
women, children and the medically and physicallychallenged shall be afforded priority treatment in terms of
medical and relief attention.
There shall be no
discrimination on the basis of gender, age, race and
ethnicity or color.
4.4.11

Emergency Engineering shall support requirements of the


evacuation camps and other operating units including
during the rehabilitation. The unit shall be responsible for
energizing and putting up water lines including sewer

facilities in evacuation camps. For this purpose, advance


liaison with the water concessionaires shall be
undertaken to identify more evacuation sites and facilities
requirements.
The Engineering Teams from the LGU Engineering
Departments and the DPWH shall, likewise, be tapped for
repair, restoration and rehabilitation of damaged
structures. They may be committed to undertake
rebuilding task when called upon for support.
4.4.12 Relief. The Relief Services Unit of the Task Force shall
plan and provide the physical and psycho-social needs of
evacuees or refugees in evacuation camps in
coordination with the DOH and DSWD. Two Command
Posts (EOC) shall be established at the: 1) MMDA Ultra I
Complex (Meralco Ave. corner Julia Vargas Ave. in Pasig
City, 2) MMDA Main Office Complex, Guadalupe Nuevo in
Makati City, initially. One or two more EDRO Stations will
be added using rented warehouses to stockpile relief
items, medicines and other emergency resources. The
Unit shall establish a Food Bank System. They shall
also coordinate with experts who can provide postdisaster stress debriefing to victims of earthquake
disasters. The unit shall embark on teaching the public to
put up Earthquake Disaster Kits so as not to overburden
evacuation camps.
4.5 Coordinating Instructions
4.5.1

Depending on the functional task of the TF Rainbow


sub-unit, they should establish coordination linkage with
National Agencies operating in NCR such as the PNPNCRPO, DOH CHD NCR, DOTC, DPWH-NCR, DSWDNCR, DND-OCD NCR, AFP NCR COMMAND, BFP NCR
and others to ensure efficiency in obtaining support
during earthquake emergencies

4.5.2

Ensure that the 17 component Local Government Units of


Metro Manila are involved in emergency planning and
drills and have their respective emergency plans
prepared.

4.5.3

Regularly coordinate with the Regional Chairpersons of


adjoining Regional Disaster Risk Reduction and
Management Councils (RDRRMCs 3 and 4 or even those
further North and South of Luzon) and involve them in
emergency planning.

4.5.4

The Sub-Task Forces following-named officers are hereby

respective plan for integration into Oplan Metro Yakal.

4.5.6

Metro Manila LGUs, likewise, shall submit a copy of their


preparedness and response plans to MMDA/MMRRDMC
for integration. The MMDA-designated Actions Officers
shall report to the LGUs and serve as liaison between
them and the Authority.

4.6 Specific Tasks of the selected Member Agencies/Organizations of


the Metro Manila Disaster Risk Reduction and Management
Coordinating Council
4.6.1

PNP CRPO The Director of NCRPO shall ensure that


security and order is maintained in Metro Manila during
disaster events. If warranted, NCRPO can also organize
a contingent for Search and Rescue Tasks.

4.6.2

DPWH NCR The Director of DPWH NCR shall ensure


that roads and thoroughfares are cleared of debris and
assist in the restoration of other lifelines. They shall assist
in the establishment and maintenance of evacuation
camps.

4.6.3

CHED and DepEd (NCR) shall ensure the safety of their


sector through knowledge building, regular drills and
establishing emergency evacuation procedures. These
agencies shall also prepare, if available and safe, open
school grounds to be established as mass evacuation
camps.

handle relief requirements of evacuees to include
reception and management of assistance, critical incident
stress debriefing (CISD) or other psycho-social
rehabilitation of earthquake disaster victims.

4.6.6

CHD (DOH) NCR shall deploy and take lead, without


prejudice to the initiatives of Metro LGUs, in the metrowide emergency medical intervention and preparations
taking into consideration the worst-case scenario cited in
this paper. The Center shall likewise manage health,
sanitation and medical requirements in evacuation
centers.

4.6.7

AFP NCRCOM shall assist in all aspects of search,


rescue, transportation, medical treatment, engineering,
security and order, and communications. The Command
shall be the focal coordination point of all military support
for MMDRRMC whether local or foreign.

4.6.8

OCD NCR shall support disaster operations coordination


and control at the MMEOC and take lead in coordinating
disaster preparedness activities in NCR together with
DILG NCR.

4.6.9

DILG NCR, in coordination with OCD NCR and other


members of the Committee on Preparedness shall assist
in the development of Metro LGUs; emergency
preparedness and response capacities.

4.6.10 BFP NCR shall implement a comprehensive fire safety,


preparedness and suppression capacity, in NCR to
include harnessing the skills, talents and resources of the
various volunteer fire brigades. The Bureau shall conduct
search and rescue activities during disasters in close
coordination with designated lead organizations in each
areas or zones.
4.6.11

COAST GUARD NCR shall undertake search and


rescue activities and participate in disaster preparedness
and capability building of response units in Metro Manila.

4.6.12 PRIVATE
LIFELINE
ORGANIZATIONS
(POWER,
WATER, TELECOMMUNICATIONS) shall develop 1)
mitigation measures to achieve least disruption of their
services and disaster resilience of their sector; 2)

redundant mechanisms and quick restoration program for


their services. The sector is also encouraged to
participate in life-saving tasks.
4.6.13 DOT NCR develop an emergency awareness and
information, evacuation and tracking plan for local tourists
and expatriates in close coordination with hotels and
other tourism sector stakeholders. Management of
expatriates shall be endorsed to the NDRRMC
specifically through the Department of Foreign Affairs.
4.6.14 DOLE NCR lead the organization of the labor sector
along preparedness and response within their respective
work areas and lead the sector in undertaking response
activities. Promote disaster risk reduction knowledge
building among the labor sector constituents.
4.6.15 DOST NCR/PAGASA/PHIVOLCS develop and promote
science-based disaster resiliency program particularly on
hazards research and information dissemination as well
as prototyping of instruments or gadgets and devices for
warning and response, among others.
4.6.16 DOTC NCR lead the government transport agencies
(LTO, LTFRB, MARINA, CAA, TC) in developing support
systems during emergencies that will require mobility of
logistics, people and supplies.
4.6.17 DTI NCR ensure availability of basic commodities
during disasters and enforce consumer protection laws
and protocols to prevent additional suffering of the
general public.
4.6.18 DBM NCR facilitate processing and release of funding
support to agencies during calamities specifically
earthquake disasters.
4.6.19 PHILIPPINE RED CROSS, PHILIPPINE MEDICAL
ASSOCIATION, PROFESSIONAL ORGANIZATIONS
[PICE], AND OTHER VOLUNTEEER ORGANIZATIONS
AND CSOs actively participate in disaster
preparedness activities more importantly in developing an
integrated emergency plan and drills. Participate and
coordinate humanitarian activities.
5.0 ADMINISTRATIVE, COMMAND, and CONTROL MECHANISMS
5.1 Administrative.

5.1.1

There shall be issued an Office Order detailing the


assignment of personnel in the Task Force and specifying
their respective responsibilities in the organization. All
personnel shall continue their salaries and benefits from
their regular plantilla positions and mother offices.

5.1.2

The Director for Administrative Services, MMDA shall


coordinate the assignment of personnel and prepare the
Order. The Assistant General Manager for Finance and
Administration shall supervise the preparation of the
Order and ensure that the task is accomplished in the
least possible period.

5.1.3

The General Manager of the Authority shall develop a


system for enlisting, administering, accrediting with the
Office of Civil Defense, mobilizing or demobilizing
volunteers (other than the existing MMDA Disaster
Volunteers) and controlling them during emergency
operations.

5.2 Activation and Mobilization


5.2.1

The entire Task Force or any of its unit may be mobilized


for field exercises on the Authority of its Head.

5.2.2

In events wherein a very strong earthquake is felt or a


Tsunami Alert has been issued by concerned national
agency, all the elements of the Task Force are
automatically
activated.

5.3 Assembly Areas and Deployment


5.3.1

During actual disaster events, the entire Task Force shall


assemble at the Main Office of the Authority if the time of
occurrence coincides with regular working hours.
Deployment will be determined as the need warrants and
covered by specific orders.

5.3.3

If the earthquake disaster occurs during nighttime,


weekends, or holidays, all elements shall endeavor to
reach the Main Assembly Area, otherwise, the Sub-Task
Forces shall be constituted with assembly areas to be

5.3.4 In the event that difficulty in reporting to the designated


Assembly Areas for each Sub-Task Forces is
encountered by the elements of the Task Force, each
member may report (after attending to their families first)
to the Assembly Areas closest to their place of residence
or origin and form part of the Sub-Task Force assigned in
that area.
5.4 Command and Control
5.4.1

Command and Control shall be exercised from the Main


EOC in Makati, or the alternate site/s in Ultra I Compound
in Pasig. Other alternate EOCs will be announced later.

5.4.2

In the absence of the Head of the Task Force or anyone


among the Sub-Task Forces, Strike Forces, Strike Teams,
or Supporting Unit Heads during the anticipated
emergency, their respective Assistants shall assume their
duties and responsibilities.

5.4.3

All Units Head shall establish their respective Chain of


Command and submit the same to the Task Force Head
or his duly-designated Assistant or Officer of the Authority.

5.4.4

Reports shall be submitted by all subordinate units every


4 hours at the least, for subsequent integration and
consolidation and transmittal to the NDRRMC through the
OCD.

5.5 Communications and Signals


5.5.1

The Signal for the Activation of the Task Force is the very
strong earthquake itself in the case of actual event or a
Radio Message from the EOC for mobilization assembly
tests.

5.5.2

Barring systems breakdown as a result of the earthquake,


the existing means of communications Portable
Electronic Radio, GSM Phones, and telecommunication
landlines shall be utilized.

5.5.3

Existing Call Sign of Officers and Personnel of the


Authority shall be used until otherwise a new set is issued
for this purpose.

5.5.4

In the event of system failures, the mode of


communication among units shall be through courier
system, inter-personal oral conversations, or through
standing broadcast stations 1) DZMM, 2) DZBB, 3)
DZRH, DWBR (FM), others to be announced in
accordance with the foregoing order or enumeration.

5.5.5

The acquisition of Satellite Communication System or


other practicable modes shall be explored to serve as
redundant measures.

5.6 Supplies and Logistics


5.6.1

The Assistant General Manager for Finance and


Administration through the Director concerned of the
Authority shall establish the supply, equipment,
paraphernalia, or logistical requirements of the entire
Task Force and program their procurement as a matter of
priority to ensure that Metro Manila constituents are
protected in times of earthquake emergencies.

5.6.2

All resources of the Authority shall be mobilized and


committed to emergency operations in the event of an
earthquake disaster. For this reason, each unit or office
shall develop a cache of essential tools needed for
earthquake disaster response such as spades, prying
lever, generators, power tools, spine boards, and others.

5.6.3

The tools and equipment stocked in the different Disaster


Response Equipment and Field Storage Units
(DRETFSUs) can be used by the members of the Task
Force. (See Annex)

5.6.4

The continuing requirements of the Task Force that may


be identified later shall form part of the items to be
included in the annual budgetary requests to DBM and
Congress.

5.7 Deactivation
The Task Force shall be announced and declared by the Task
Force Head or his duly-authorized representative when the state
of emergency has been lifted. A Comprehensive report shall be
prepared by all Units of the Task Force after the event for

consolidation and subsequent transmittal to The President of the


Republic of the Philippines and the Chairperson of the NDRRMC.
6.0 EFFECTIVITY AND IMPLEMENTATION
Operation Plan Metro Yakal takes effect immediately upon issuance
and receipt of all concerned.

ANNEX H
ADDITIONAL PROTOCOLS IN METRO MANILA
IN THE EVENT OF STRONG EARTHQUAKE OR TSUNAMI OCCURRENCE
AFFECTING METRO MANILA
1

Upon declaration of PHIVOLCS that several places in Metro Manila have


been placed under Intensity VII, the Metro Manila Disaster Risk
Reduction and Management Council AND THE Metro LGU DRRMCs
shall automatically convene and implement necessary measures

An Intensity V earthquake shall be a signal for the suspension of classes


in elementary and high school levels A Higher Intensity up to VII would
include a graduated suspension of tertiary education level, work in
private establishments, then government offices except in offices
involved with critical function and emergency services

An Intensity VII earthquake shall cause suspension of classes and


offices for 3 days (or longer) until inspection of buildings have been
undertaken and are given clearances to re-occupy

UVVRP shall be lifted in the event of Intensity VI in any part of Metro


Manila

Imposition of curfew hours from 10:00 p.m. up to 4:00 am the following


day in all parts of Metro Manila except for those involved in rescue and
medical work during disasters [the Metro LGUs shall enact Ordinances
as basis for this protocol].

Monitoring of prices and enforcement of consumer protection laws and


regulations immediately after an (Intensity VI) earthquake

When a strong earthquake occurs or is felt in Metro Manila (Intensity VI


or higher), all major broadcast network should employ or refer to the
Emergency Broadcast Manual of KBP to prevent public panic

MMDA and the 17 LGUs would have blanket authority to conscript


private resources for emergencies such as subdivision open spaces,
sports and entertainment arenas, transportation, and heavy equipment,
among others

In the event of an Intensity VIII or higher earthquake, fuel shall be


rationed with priority given to government and private vehicles involved
in emergency operations

All groceries, supermarkets, and drugstores shall operate on extended


period from 6:00 a.m. up to 10:00 p.m.
