TERMINAL REPORT

Sustaining the DILG-NCR Southern Supra Collaborative


Efforts and Initiatives in the Ugnayan ng mga Barangay at
Simbahan (UBAS)
(Coordination Meeting cum UBAS Launching at Makati City)
January 25, 2013
The meeting was held on January 25, 2013, 1:30 PM at Sangguniang
Session Hall, 22nd floor, New Makati City Hall. A total of One Hundred (100)
participants attended. Eighty
two percent (82%) of the
barangay in the City responded.
The church sector was represented
by National Shrine of Our Lady of
Guadalupe, Vicariate of St. Joseph
and Roman Catholic Archdiocese of
Manila (RCAM). Likewise, the LGU
Makati
City
also
sent
representatives in the meeting.
The
DILG
Makati
presented the Guidepost for Promoting Good Barangay
Governance discussed by Ms. Benjielyn Yu-Roxas, LGOO
III.
Followed by a presentation UBAS: The Call for
Partnership by Mr. Fortunato S. Austria, South Supra
Cluster Head and UBAS Focal Person. Discussion on how
it will be organized and why it should be organized were
also given an emphasis. The speaker started the
presentation on the history of UBAS. Then he discussed
the areas of engagement, UBAS structure, roles and
functions of the stakeholders and accomplishment of
UBAS undertaking in the National Capital Region.

An open forum was conducted at 3:20pm, facilitated by Rommel D. Cena, Cluster


Head/LGOO VI.
The following are the positive
views rendered by each group:
BARANGAYS:

The UBAS will serve as an


avenue for a good start for the
barangay and church to work
together harmoniously;

UBAS will formalize the


existing
good
working
relationship
between
the
church and the barangays.
Some barangays cited the
example of working with the
church in addressing the issues on solid waste management, traffic
management in the barangays, regular water clean-up, among others;
UBAS will revive the spirit of the traditional Filipino Bayanihan; and
They are willing to be partnered with the Ministry on Ecology.

CHURCH:

They
now
realized
their
important
participation during barangay assembly sessions and
Barangay Development Council;

They welcomed this initiative of the DILG and


committed their full support in the program;

They confirmed on the existence of various


programs in some barangays where the church and
barangays are closely working with. With UBAS
program, they will formalize the partnership; and

With
Bishop
Broderick
Pabillo,
they
committed that the program will be taken up in their
council.

RCAM Ministry on Ecology:

They are looking for commonalities where they can be


of help.
Sharing of resources is important in this undertaking.
On the questions on the programs where impacts of
engagement can be demonstrated, the DILG suggested some
programs where barangays and church can work with, such as
livelihood program, voter education especially this season that
election is approaching, anti drug abuse program, ISF concerns,
solid waste management, among others. Counter-parting of
resources from stakeholders was highlighted in the discussion.
Participants identified that the next critical steps after the
launching are the Organization of TWG and Action teams and Orientation and Action
Planning Workshop.
After the Open Forum, a RESPONSE from DILG-Makati was given, followed by
a PLEDGE OF COMMITMENT of Barangay and Church delegates and SIGNING OF
BARANGAY
GOOD
GOVERNANCE
ADVOCATE PLEDGE.

The UBAS meeting


garnered very
good results
wherein the
barangays and
churches were
receptive to the
concept of the
program.

Another highlight
of the activity was the awarding of 2012 PERFORMING BARANGAYS initiated by
DILG Makati. Awardees were given a Certificate of Recognition and a paper-weight
bearing DILG-NCR silver anniversary logo as a simple token.

Partners from Parishes were also given a token.

The activity was ended at 5:30pm.
