The origins of the Brunei Darussalam-Indonesia-Malaysia-the Philippines East ASEAN Growth Area (BIMP-EAGA) started
off as a main agenda item in the high-level talks of then-President Fidel V. Ramos with his BIM counterpart heads of state
in 1992.

BIMP-EAGAs agreed-upon goals were:


to increase trade, tourism, and
investments in the region through the
following objectives:

To facilitate free movement of


people, goods, and services;

To share common
infrastructure and natural
resources; and,

To pursue economic
complementation.

The BIMP-EAGA was a strategy intended to


accelerate the economic development of
focus areas that lag behind the development
pace of other regions in the respective
countries (except Brunei Darussalam).

DAVAO/GENSAN-BITUNG SEA LINKAGE


The Davao/General Santos Bitung route has been
selected as one of the three (3) pilot areas for RoRo
operation under JICAs Feasibility Study on the
Establishment of the ASEAN RORO Network.
Private sector players in Davao, General Santos, Sulawesi
provinces have taken the lead in pursuing this initiative and
have shown great interest to jump-start this initiative.
In July 3, the Indonesian Ministry of Trade officially released
its updated regulations allowing the entry of 3 out of the 6
goods: Food and Beverages; Electronics; and Garments. It
identifies Bitung Port as one of the International Gateway
Ports of Indonesia.

BROOKES POINT-KUDAT / KOTA KINABALU


SEA LINKAGE
Construction of the RORO ramp in Kudat port is expected to
commence in Nov 2015 and completed in Sept 2016.

MV Princess Beatriz has started to operate in April 2015 from


Brookes Point to Kudat,. A trade mission from Philippines to
Kota Kinabalu was held last 14 September 2015.
On May 2016, the Provincial Government of Palawan, in
partnership with the Business Council of Sabah will be
conducting a Friendly Tour cum Tourism Exposition to promote
the route. A fastcraft from Palawan will be bringing cultural
presentors, local bikers and local products for display to Kudat.
The same craft will also bring bikers from Malaysia to
participate in a Motorcycle Race on its return trip.

Policy Support Measures in

1. Re-imposition of Travel Tax Exemption


2. PPA/CAB/CAAP MO re 50 % reduction
on air/sea port charges for BIMP-EAGA
air service and shipping operators

3. DOF MO re hiring of additional plantilla


staff for the 24/7 shifting of operations of
Customs, Immigration and Quarantine
personnel

Passengers traveling directly


between two BIMP-EAGA
routes are exempted from
paying the Php 1,620 travel
tax.
Airline operators are given 50%
discount on application (CAB),
landing and takeoff fees (CAAP) if
operating within EAGA points.
Passenger terminal fees are also
50% less than the regular fee.
Shipping operators also enjoy 50%
reduction on port dues and
dockage fees when operating
EAGA routes.

Private sector operators will


no longer shoulder the
overtime fees of CIQS officials

Goal: Improve broadband interconnectivity in BIMP-EAGA


Laying of fiber optic cable and satellite systems in identified sections is on-going.
Finalization of business contracts for other sections is also on-going.
Commercial operation will start in 2018.

HYBRID RICE PRODUCTION


For the Philippine side: accomplished 88% (57,012 ha.) of the
targeted expansion area with established 30 demo sites
equivalent to 143% of the target;

Trained 4,500 farmers equivalent to 90% of the target for 2015


For 2016, target expansion for the Philippines is at 100,000 ha.

HYBRID RICE PRODUCTION

The project is projected to contribute an additional 36,356 tons of rice production in 2014 (based on 25, 000 hectares target for
hybrid production)

Cultural Festival:
to showcase the unique cuisine of EAGA and Fishing Festival to Highlight the use of
environmentally sustainable fishing traditions proposed to be held in Brunei Darussalam
in September 2016.
Budayaw: BIMP-EAGA Festival
A festival of the cultures of the BIMP-EAGA featuring the practitioners, traditional
dances, games, handicrafts, and other components such as museum, archives
exhibitions, trade fairs, culinary demonstrations, etc. To be hosted by Philippines in 2017.
It is a rotational festival occurring every two years. (Host country should be identified at
least a year before the festival).
