Interoperability

Interoperability is the ability of IT systems, components and services to exchange data


and information, to talk to each other. Internet is the most obvious kind of interoperability
where wide variety of hardware, software connect and exchange data by adhering to key
protocols.

Achieving Interoperability :- Due to the nature of competition and innovation, there is


simply no truth path to interoperability. It is achieved via variety of mechanisms, those
are :-

• Interoperability by Design
• Licensing and cross Licensing of Proprietary technologies
• IP collaboration with partners, competitors and government
• Implementation of Industry Standards (Open and Proprietary standard) in
products and services

It is vital in today’s world that various systems, applications and components in IT


infrastructure interact with each other and interchange information in seamless manner
and communicate with each other reduces the initial and operational costs of applications
either from businesses & industries , government or any other sector. The deployment of
standardized ICT infrastructure will streamline systems and applications communications
with Open and Proprietary Standards.

Open Standards :- Open Standard are set of technical specifications developed or


approved through consensus process by a regulatory body where data interchange and
exchange can occur across the existing diverse technology components. Open Standards
are the blueprint that tell us how to create a software from multiple providers that can
fully and faithfully exchange information. No one party has advantage over the other;
when it comes to implement open standards.

Proprietary Specifications / Defecto Standards :- Proprietary specifications


and Defecto Standard came about of wide adoption of particular products. If proprietary
standard become more broadly known and implemented by other organization, it may
rise to the Defecto Standard. Control of Defecto Standard lies with a single vendor who
can change it at will and force customers to use it because of dominant market share.
Here customers and competitors locked to the controlling vendors products.

The goals of interoperability can be accomplished through variety of independent and


interdependent means.

• Implementation of market driven standards through market competition.


• Development of software that is interoperable by design.
• Voluntary publications and licensing of proprietary technologies and intellectual
property rights.
• Formal collaboration among business and governments to create interoperable
systems.

Interoperability plays a central role to confirm that the services and systems will work
together irrespective of its sourcing. Suffice it to say that compliance with global
standards will ensure quality, safety, reliability, efficiency and interoperability all these at
economical costs.In e-Gov operations, standardization is an essential prerequisite for
seamless information flow and interdepartmental process integration .
