Afterwards, the Hong Kong 2030: Planning Vision and Strategy


revisited the need for NDAs in the New Territories and recommended
proceeding with the NDA developments to address the long-term
housing demand and provide employment opportunities. The Chief
Executive announced in his 2007-08 Policy Address the planning for
the NDAs in HSK and the North East New Territories as one of the ten
major infrastructure projects for economic growth.

Since the completion of the NWNT Study, there has been changes in
planning circumstances. To initiate the implementation of the HSK
NDA, the Civil Engineering and Development Department and the
Planning Department jointly commissioned the HSK NDA Planning
and Engineering Study (the Study) in August 2011.

Prior to the commencement of the Study, we convened the first round


activities of Stage 1 Community Engagement in November 2010 to
arouse public discussions on the key issues of the NDA including
its vision, strategic role and planning principles. We briefed various
statutory and advisory organizations and distributed consultation
pamphlets to the public. During this time, we have received many
valuable comments.

To foster more in-depth discussions and exchange of views on the


development of the NDA, we launch the second round of community
engagement activities with a view to summarizing the views received
during the first round of community engagement activities as
well as providing guidance to the consultants in formulating the
preliminary outline development plan. Apart from meeting with major
stakeholders, a Public Forum will also be held in early January 2012.
We cordially invite your further active participation.

he Planning and Development Study on North West New Territories


(the NWNT Study), which was completed in 2003, identified Hung
Shui Kiu (HSK) as a suitable New Development Area (NDA) to cater for
the long-term development need in Hong Kong. However, in the light
of a slower growth of population and housing demand at that time, the
HSK NDA proposal was shelved.

790 hectares, is located in the
north-western part of the New
Territories, midway between the
Tuen Mun and Tin Shui Wai New
Towns. It is tentatively bounded
by Tin Ying Road/Ping Ha Road/
Kiu Hung Road to the east, Yuen
Long Highway to the south-east,
Kong Sham Western Highway
to the west and Lau Fau Shan
Road and hill slope along Sham
Wan Road to the north. The final
boundary of the NDA is to be
confirmed in the Study.

land use framework for the HSK NDA to
meet the long-term housing and other land
use needs of Hong Kong. The Study will:
1. for mulate a recommended outline
development plan and layout plans;
2. carry out technical assessments and
environmental impact assessment to

acceptability of the development
proposals; and
3. formulate an implementation programme.

he NDA, with an existing population of


about 25,000, has a mixed urban-rural
character. Land in the north of the NDA is
predominantly occupied by open storage/
port back-up (OS/PBU) uses with some
village developments, whereas land located
to the south is mainly occupied by lowdensity residential/village developments with
scattered industrial uses.

bout 64% of the land is privately owned. Out of the 280 hectares
of Government land, about 72% are hilly areas, burial grounds,
nullahs, roads and railways. The remaining Government land
scattered in the area is mainly occupied by Government, institution or
community uses and some temporary uses. Vacant Government land
for new development is limited.
