NOTE
1. After placement of order, the party has to supply a sample of size, full width x 2m length on
payment basis before effecting bulk supply. This sample of 2m x full width shall be supplied in roll
from wound on hard board tube without any folding. The sample 2m to be wound on hardboard /
PVC tube of sufficient wall thickness and length to prevent buckling / distortion / damage of fabric
during transportation and storage. This sample shall be from accepted lot and shall contain the
manufacturers test certificate showing the tested values of all the parameters specified in the
specification. Bulk supply after deducting the sample quantity shall be executed only after testing
and acceptance of the sample by VSSC, which will be informed in writing to the party.
2. The payment will made only after supply, testing and acceptance of the bulk order at VSSC.
3. The party has to send the data sheet of the fabric showing the specifications along with the offer.
4. Each rolls shall contain a label showing the item description, qty, size, type, batch No.,
manufactures name, manufacturing date, test date, acceptance status etc. affixed at prominent
location.
5. Every roll should be inspected visually.
6. Manufacturers Test certificate of the item from the original manufacturer should be sent to us
along with the bulk supply. This report shall contain the batch number, roll nos, date of
manufacture, value of the tested parameters and acceptance status signed by an authorized
person with name & seal.
7. Each roll shall be packed neatly to prevent any damage during transit. Each roll shall be of 50m
or 100m length or partys standard packing size but not more than 100 m per roll. There shall not
be any joints or cuts or stitches in the roll. Each roll shall be packed in a box with sufficient
packing material like bubble sheet/polythene/foam etc to prevent any damage during
transportation and storage.
8. The item to be supplied as two lots at the earliest.ie Sample 2m + balance quantity of P.O
quantity. The balance quantity after deducting the sample quantity shall be supplied within 3
months from the date of receipt of intimation of acceptance of the sample by VSSC to the party.
9. Original Catalogue/leaflet/property data sheet of the item to be supplied along with the offer
10. Quantity variation + 10 % allowed. However payment will be made for the actual quantity
received.

The system offered shall be Compact, Portable and light weight for field use.
The system shall be supplied with shock proof casing.
The system shall be capable of operating in Phased array and conventional
ultrasonic testing modes.
The offered system shall contain the hardware, Phased array probes with
removable wedges, upgradable data capture and analysis software, short
circuit protected power cable, Ethernet cable, removable external memory

The system shall have provisions to generate the 3D display of the probe &
specimen configuration and provision for superimposing 2D/3D CAD
drawings of the specimen geometry on the data being examined.
The system shall have provision for inserting separate removable and
scalable memory device for data storage which preferably could be engaged
or disengaged without rebooting of the unit.
The system shall have display options for simultaneous group viewing of A
scan, B scan and C scan images during UT mode operation and group
viewing of A scan, B scan, C scan and S scan images during phased array
mode operation.
The system shall have provisions for zooming the selected area of any of the
views to full screen size during acquisition and analysis.
There shall be choice for selecting narrow and broad frequency bandwidth.
Also, user selectable rectification shall be provided to obtain wave in Full
Wave, Half Wave Positive or Negative rectified and RF waveform.

2. PC analysis software and NDT Setup design software

Software for NDT set-up design and offline analysis of the test data on a computer. Compatible
with Windows 7/8.
It is preferable to have advanced signal and image processing tools like
o Hysteresis correction, Geometric Echo Removal, Logarithmic/Linear data conversions, etc.
o Provision to combine several C-scans that have been recorded into a single compound/tiled
scan.
o Tools for complete analysis, evaluation and reporting.

3. Probes and accessories


Probes and accessories to carry out reliable phased array Ultrasonic inspection and C-scan imaging of
the following:
30 mm to 150 mm varying thick CFRP components with slight taper of about 2 degrees on the
outside surface. Typical cross section is shown in figure-1 below:

4. Acceptance criteria
4.1. During technical evaluation
The party shall demonstrate the ability to detect the side drilled holes of 5 mm dia, 25mm deep on
a tapered CFRP specimen of 1.4g/cc along with back wall echo. Maximum thickness of the
specimen is 145 mm. Schematic of the specimen is shown in figure-2.

4.2. During prepre-dispatch inspection


The capability of C-scan generation shall be demonstrated
o on a cylindrical component of 1m diameter using chain-scanner.

o on a stepped laminate of 1 to 5 mm thickness with flat bottom holes of 5 mm diameter, 0.5


mm using roller probe and other probes with the 1D, 2D scanners.

4.3. During installation and commissioning


The capability of the system shall be demonstrated for C-scan generation on
o a component of cross-section as shown in figure-1. Axial coverage can be done in 2 to 3
settings.
o a stepped laminate of 1 to 5 mm thickness with flat bottom holes of 5mm diameter, 0.5mm
using roller probe and other probes with the 1D, 2D scanners.
Note:
1. The rate shall be quoted separately for basic equipment, probes and accessories separately.
2. Acceptance is based on demonstration and satisfactory results.
3. Suitable training shall be given by the party at VSSC for all the available features for at least
one week on specified jobs at VSSC.
4. The capability of the offered system shall be stated in writing against each point of the
specifications and Annexures, in addition to detailed technical brochure. Offer which is not
prepared in line with the specifications is liable to be rejected.
5. 2 years of warranty shall be provided on the total system.
6. Party shall quote essential spares for trouble free operation of the system for at least 3 years.
7. Post warranty AMC for 3 years to be quoted along with the offer by the party.

SPECIAL CONDITIONS IN RESPECT OF TWO-PART TENDERS


I. PART I - TECHNICAL AND COMMERCIAL BID (In duplicate) in one cover.
Technical and commercial part should clearly indicate the technical details, scope of supply,
payment terms, delivery terms. [FOB/FOR/Ex-Works] delivery period, taxes and duties.
Warranty, guarantee, security deposit, performance bank guarantee, etc. under separate heads.
Please note that the price should NOT be indicated in the Technical and Commercial Offer.
Tender Fee, by way of Demand Draft should be enclosed with Technical Bid, failing which
the offer will not be considered.
Complete literature/leaflets/catalogues or brochures relevant to the offered models are to be
enclosed with the Technical and Commercial Part of the Tender.
The cover should clearly be super scribed Technical and Commercial Bid. The Tender Number
- due Date and Time should also be indicated on the cover.
II. PART II - PRICE BID in one cover:Price alone should be indicated (in duplicate). Wherever installation/commissioning is involved,
such charges may be indicated separately in the Price Bid.
The cover should clearly be super scribed Price Bid. The Tender Number - Due Date and Time
should also be indicated on the cover.
III. The Technical and Commercial Bid and the Price Bid are to be in separate sealed covers and
they should be put into a single envelope super scribed with the Tender Number, Due Date and
Time. The cover thus prepared should be sent to the following address so as to reach us on or
before the due date and time specified in the tender form.

IV. a) In a tender, either the Indian agent on behalf of the Principal / OEM or Principal / OEM
itself can bid but both cannot bid simultaneously for the same item / product in the
same tender.
b) If an agent submits bid on behalf of the Principal / OEM, the same agent shall not
submit a bid on behalf of another Principal / OEM in the same tender for the same item /
product.
V. Tenders may be hand delivered or sent by post or through couriers. Levels of responsibility and
reliability among couriers with respect to the delivery to VSSC are not entirely satisfactory and
tenderers shall therefore choose the couriers with particular case.
VI. The offer should be valid for a minimum period of 120 days from the due date.
VII. TENDER OPENING : The Technical and commercial Bid will be opened on the specified day and
in case any further clarification/discussions are required, such clarifications/discussions shall be
called for before opening the Price Bid.
VIII.

Late and Delayed Tenders will not be considered. Therefore, please ensure that your tender is
posted well in time to reach us before the due date and time.

IX. Tenders which are not prepared in terms of these instructions are liable to be rejected.
X. Fax / e-mail offers shall not be considered for TWO PART BIDS.
XI. All the pages of your offer should be signed / initialed by competent authority and affixed with
your Companys Seal.

REQUEST FOR QUOTATION


FOR

PROCESSING & SUPPLY OF

CSNM ELEMENTS
FOR

C25 STAGE
(Batch No.6)

1. INTRODUCTION
CSNM Elements (components named Brackets / Clamps/ Spacers / Mounting Blocks/
Isolators / Insulators / etc.) are used in C25 Stage for clamping or mounting or supporting
or routing various fluid systems / modules / fluid lines and / or for thermal
isolation/insulation purposes. Along with thermal functions, the CSNM Elements used in
C25 Stages have structural load transfer functions as well. These are to be fabricated
using S2-Glass Epoxy composite. The method for processing employs hand lay-up,
matched die moulding, curing, post curing and machining. The Elements to be realized for
one set in the present Batch viz. type no. (drawing no.), quantity for each type, and other
information listed in Annexure-1. Three such sets are there in the present batch of
procurement. In this list, there are elements, several of them are of the same thickness
and therefore can be realized by trepanning off from a bigger laminate (Combined
Laminate) that is moulded using bigger laminate moulds (matched-die type) with
thickness control. There are elements that can be realized by simple matched-die profile
moulds, some of such moulds can realize multiple elements in a single moulding (ie.
Multiple pieces cut-off from a feedstock processed in a single moulding). Also, there are
complex-shaped elements that can only be realized by split moulds, and in some of such
cases more than one component from a single feedstock may not be possible.
This RFQ (Request for Quotation) document is meant to give sufficient information to
an interested and competent Vendor (who have the required Facilities, expertise, and
experience in production & supply of aerospace products), to submit their studied
quotation which will be deemed as their self declaration of - ability and commitment
towards time bound execution & supply - with respect to all requirements of the work,
given herein, should they be awarded with the work.

2. SCOPE OF SUPPLY
a. Design the mould and plan & sequence of lay-up for each type of Element, based
on the Elements drawing and the requirements given in the RFQ. Examples of layup sequence/plan for some of the types of Elements are given in the Appendix to
this RFQ; the Vendor has to generate similar sequence/plan and mould design for
all the types and include in the Process Document mentioned below. (The Vendor
is welcome to suggest improvements, if any; but implementation of the same has
to be after acceptance of the same by VSSC).
b. Preparation of process document(s) and quality plan(s) based on requirements
given in this RFQ and getting approval for the same from VSSC. For the purpose
of obtaining approval, Vendors representative has to present the plans in VSSC
review forums at Trivandrum.
c. Fabrication of tooling (moulds, templates, machining fixtures, etc.) and their
acceptance by VSSC, based on dimensional and visual inspection reports and first
article inspection.
d. Procurement of raw materials (based on specifications/requirements given herein
vide Sec.4, and manufacturers Test Certificates), and proper storage of the same
as per instructions of the manufacturer.

e. Procurement of all required process aids including consumables.


f. Qualification of raw material and process by laminate testing according to the
specified standards; preparation of the specimens thereof in toto, preparation and
supplying same number of identically prepared specimens for confirmatory tests at
VSSC.
g. Trial moulding of Elements, the types and quantity to be decided by mutual
consent (a minimum of 10 Nos. of different types of Elements). Inspection of these
trial/proto Elements in the same way specified for products, the pieces with
inspection reports to be handed over to VSSC. These products will be tested for
structural loads for qualification.
h. Revising the Process Document (s) and Qualification Plan(s) if called for, based on
the qualification/trials/inspection/testing of the prototypes, and resubmitting to
VSSC for approval. If called for, the above stages are to be repeated.
i.

Generation of work instructions and process log / travelling log formats, and
obtaining approval from VSSC. For the purpose of obtaining approval, Vendors
representative has to present the plans in VSSC review forums at Trivandrum.

j.

Fabrication of the CSNM Elements (products) through various stages of processing


as per the approved Process Document(s) and as per the drawings supplied after
getting necessary stage clearance from VSSC.

k. 100% dimensional Inspection, NDT (VT with magnification glass of 10X


magnification, alcohol wipe test, and Ultrasonic A-scan testing) on the products
and prototypes.
l.

On-line quality control from raw material stage to final stage and logging of data in
approved formats.

m. Quality management and assurance of the quality of CSNM Elements.


n. Delivery of Product Reports in the approved formats for each set of products after
getting the final dispatch clearance.
o. Conducting Pre-dispatch review before delivery for each lot of elements.
p. Packing, storing and dispatch of the Elements in lots to VSSC [with unique
identification numbers (with clarity for set number, type/drawing number, and serial
number of the individual element), and traceability (to raw materials, processing
stages, post-curing batch, laminate tests, etc.). Numbers to be shown on the
Elements by writing with suitable permanent marker pens as well as using tags].
q. Supply of accepted three sets of CSNM Elements in three lots (ref. Sec.15) to
VSSC as per the above scope items. Replacements for rejections, if any, are in the
Vendors scope.
r. Exclusions: Many of the 103 types of elements in this batch are electrically &
thermally sensitive. Hence anti-static coating, surface electrical resistance, and
thermal conductivity are specified in their drawings. However, they are ensured
otherwise and therefore are not to be coated/ensured/measured by the Vendor.

are exempted from the scope of the Vendor)
s. Installing, maintaining and operating a suitable video conferencing/remote
monitoring facility of sufficient bandwidth, in consultation with VSSC, for
simultaneous transmission/reception of high resolution live video signals over the
Internet (with zoom/pan/tilt provisions for the cameras). This is required for
enabling viewing of critical product / process operations (taking place at the
Vendors premises) from VSSC, as well as interaction between the Engineers
stationed at both ends (Vendors premises & VSSC). Preferably this shall be
through a dedicated broad band internet connection of high band width. Ensuring
video clarity to VSSC satisfaction shall be Vendors responsibility.
Note1: Out of the above scope, the Vendor is not allowed to subcontract any work / part
work, other than (either or both) tooling/mould fabrication and laminate specimen testing
(items 2b and 2e above); if they so desire or if they dont have the facility, under the
supervision of the Vendor; but with the approval of VSSC. However, the responsibility of
quality, functionality, and acceptance of the tooling/mould & test specimens and accuracy
of the test results rests with the Vendor. VSSC reserves the right to scrutinize the
subcontracting firm in order to approve them. This scrutiny could be based on submission
of their credentials, which is responsibility of the Vendor, and / or by examining their
facility, by visits / review disC25sions.
Note 2: At a later stage, when VSSC installs its own manufacturing & resource planning
software system (like ERP, or similar), if the Vendor firm is asked to arrange a node at their
premise and input data regarding this work (production/process/quality/supply/etc.) real
time through the node electronically, during the currency of this Order, they must be ready
to comply.

3. QUANTITY REQUIRED
In Annexure-1, the Name, type/drawing number, quantity requirements (quantity
required for each type) of CSNM Elements for C25 are listed. Drawings of all the types
of Elements are enclosed as Annexure-2.
Requirement for one stage of C25 is taken as one set. Such Three sets (Elements
required for three stages of C25) constitute this Batch of procurement.
Delivery Schedule:
The delivery shall be effected in three Lots (maximum). Each Lot will comprise of one
set of Elements. Delivery shall be one lot (one set) in six months counted from date of
stage clearance for the respective lot / set, until all the three sets (full order quantity)
are delivered.
Additional Quantity Provision:
The Vendor shall be prepared to process and supply additional quantities up to 15% of
the quantity identified in the list of Elements (Ref. Annexure-1) [both (1) additional
but similar types and / or (2) increase in quantity of the listed types] to cater to any
contingency demands during the supply period. Cost of tooling and price of Elements

in the case of the additional requirements would be paid based on those for similar /
nearest to the types in the list (Annexure-1).
Delivery period for the additional quantity shall be three months from the date of
stage clearance for that type(s).

5. FACILITIES REQUIRED
5.1 Essential Equipments/Facilities:
The Vendor firm must have the following equipments/machines/facilities in its own
premises where its regular manufacturing activities are conducted and shall submit an
undertaking & details to that effect in the relevant spaces in the Compliance Matrix to be
submitted (Appendix-3)
1) Humidity & temperature controlled bay for composite material layup
2) Diamond tipped saw with alignment table for cutting specimens and cutting off /
trimming Elements.
3) CNC Lathe for machining
4) Metrological Inspection instruments like Vernier Callipers, micrometers, accurate
weighing balance, etc (Dimensions, weight)

5) Barcol Hardness Tester.


6) Visual inspection (1) (VT) facility with adequate lighting and 10X magnification, and;
7) Facility for alcohol wipe test
8) UT (ultrasonic test) A-scan equipment
9) Video conferencing/remote monitoring facility (Ref item No.s of Sec 2 above)
Note: All the instruments relevant to Sec 5.1 shall have valid calibration certificate
from accredited agencies available all the time during usage period for this work.
5.2

Note:
1) The vendor has to design and realize the tooling (moulds, templates, and machining
fixtures) required for fabricating each item of the supply. The moulds / tools will be the
property of VSSC if the vendor receives payment of the cost incurred for the same from
VSSC, and hence all such tooling should be handed over to VSSC after execution of the
work.
2) For Group-B Types, multiple plane Elements of the same thickness may be planned to
be moulded as a combined laminate (with proper planning on arraying / cutting-off &
trimming margins) with appropriate single tooling for quality & cost optimization of moulds
and products. Maximum size of each of such combined laminate moulded should not
exceed 500mmX500mm. Moulding tool for the combined laminate shall be a properly
designed matched-die mould; material of construction of the combined mould shall be
same as that for other moulds, as mentioned above. Such combination toolings to be
identified against the corresponding products and given in the technical offer.

6. PROCESSING
Stage clearance has to be obtained from VSSC before starting the processing. Following
things will be reviewed during stage clearance:
a) Acceptance of raw materials:
Acceptance of raw materials will be based on:
1) Manufacturers Test Certificates
2) Raw material testing (done at VSSC)
3) Reports of Laminate level tests (done by the Vendor & VSSC)
The party has to procure the raw materials to meet the product specifications based on
Test Certificate (TC) of the respective manufacturer, and supply samples of the procured
materials to VSSC for testing/measuring for confirming their essential properties (Sec.
4.1) at the time of procurement and periodically (one year for the glass cloth and six
months for the resin). For this purpose, 1 sq. m cut as a single sheet from the procured
fabric and 1 kg (0.75 Kg of resin and 0.75 Kg of Hardener) from the procured epoxy
resin are to be supplied to VSSC by the Vendor.

In addition, to confirm that the raw materials are meeting the product specifications, tests
are to be carried out at (composite) laminate level. Test specimens are to be prepared
and necessary tests are to be carried out. Responsibility for specimen preparation &
testing as per the specified Standards rests with the Vendor. An equal number of identical
test specimens for each of the above type (of test/specimen) has to be prepared by the
vendor and sent to VSSC for verification tests at our end as a measure to confirm the test
results obtained at the Vendors end. The following tables give the test scheme (type of
tests/specimens, the ASTM Standard to be followed for specimen preparation and testing,
number of specimens to be tested by the vendor, and number of specimens to be sent to
VSSC for confirmatory testing) and specimen material requirement.

b) Process and Quality Plan: The Vendor shall prepare Process and Quality Procedure
Plan (based on requirements given in this RFQ) as a single document or as multiple
documents, and shall get the approval of VSSC for the same before starting the process.
c) Acceptance of tooling and Process: Before commencing the production, tooling and
process are to be qualified through trial/proto processing in mutually agreed ways. The
trial moulded Elements (prototypes) are to be handed over to VSSC along with their
inspection reports, along with all other documents for evaluation.

d) Process Operations:
1. Mould preparation
2. Applying release agent to the mould surfaces
3. Mixing Resin and hardener in the ratio specified by the manufacturer (100:38,
subject to confirmation)
4. Wetting fabric with the mixed resin and Cutting of layers using templates as per
approved process plan
5. Lay-up in the mould using lay-up sequences of 0/90, 45 along with assembly
of mould as planned as per process plan. (general processing guidelines is given
as Appendix-1 to this document for Vendors compliance)
6. Curing at room temperature for a minimum of 16 hrs without disturbing the mould
7. Releasing the component from its mould
8. Post-curing of the component in forced air circulated oven at 100C for 4 hrs;

limiting the rate of heating within 1C/minute.


e) Stage Clearance: In the manufacturing cycle of components, there is a stage where
mandatory clearance shall be obtained from VSSC to proceed with the work and is
identified as stage clearance point. This is before each lot of components/Elements are
taken up for fabrication. On submission of all the documents/relevant reports as given in
Sec. 6a and 6b, and obtaining acceptance of tooling as in 6c; VSSC will give clearance to
proceed with the work for that lot.

7. MACHINING
Machine the components to obtain drawing dimensions using proper fixtures, and carbide
tipped cutting tools, at high cutting speeds (>4000rpm) and low feed rate. After that do
suitable machine operations such as drilling, boring, thread cutting, slot cutting, etc. as
required by the component drawing of the particular product to achieve the corresponding
dimensions given in the drawing.
Apply a thin coat of resin and hardener mix on the machined/trimmed/cut surfaces after
inspection.
(In the case of laminates which are moulded as combined laminates - for multiple plane
Elements of same thickness - as told in Note-2 under Sec.5.2; the individual laminate
Elements will have to be cut out from the moulded combined laminate with
trimming/machining margin using Diamond tipped saw with alignment table, before
carrying out the trimming / machining operations mentioned above).

8. INSPECTION & TESTING


8.1 Dimensional Inspection:
100% dimensional Inspection is to be done as per drawing
Inspection to be done as per the quality plan approved by VSSC using properly
calibrated instruments
8.2 Non Destructive Testing (NDT):

8.2.1 Visual testing should be carried out for defects such as wrinkles, open
delaminations, cracks and other surface defects using following techniques:
(1) VT: with Magnifying glasses (minimum 10X magnification).
(2) Alcohol-wipe Test on all machined/trimmed edges.
8.2.2 UT (Ultrasonic testing) A scan to capture internal defects like de-lamination,
blow-hole, inclusion, resi014n rich/lean location, etc.
Note: VSSC inspection team will qualify the inspection facility & team of the Vendor firm.
The Vendor has to open up his facility and supply relevant information to the team to
enable them to make proper assessment.

8.3 Structural Testing:


Five numbers of Elements (samples) of different types shall be drawn from each lot at
random and will be subjected to functional structural test at VSSC for acceptance of
the lot. If any of them fails to meet the requirements, the full lot will be rejected.

9. DOCUMENATAION
Following is the one time documentation requirements from the vendor.
Process plan and QC plan
Drawing of all the Tooling and Tooling inspection reports
Raw material quality, storage and test plan including laminate level characterization
plan
Dimensional and hardness inspection plan
NDT plan (both VT and Alcohol wipe test)
Process log formats
Non-conformance formats
All documents affecting Product quality shall be controlled. All engineering documents
concerning the product and associated documents, especially specifications, drawings,
manufacturing and test procedures as well as test reports, will be subject to review and
approval by VSSC before implementation.
The compliance of above plans shall be enforced by the records (test certificates & reports,
moulding/lay-up logs, curing & post curing logs & charts, inspection reports, snag reports,
snag dispositions, pre-dispatch clearance, etc), which will be generated in real time. Further,
proper identification of all raw materials and fabricated components shall be made to ensure
their traceability.
The final product shall be accepted subject to the products having been processed as per the
approved process documents and drawing and their passing through the above mentioned
(ref. Sec.8) quality checks and as per the product Acceptance Plan given in Sec.11. A predespatch clearance review will be conducted by the VSSC. Only after clearing the product by
the Contract Manager from VSSC, the products should be dispatched by the Vendor firm.

10. PRE-DISPATCH CLEARANCE


A review of the Product Report of each set will be carried out and clearance will be given by
VSSC for dispatching components. Products can be dispatched only after getting the predispatch clearance from VSSC.

11. ACCEPTANCE PLAN FOR THE PRODUCTS


The following reports should accompany the products made ready for delivery, for their
acceptance:
1. Test Certificates (TC) with clear traceability obtained from the manufacturer for the
raw material (specified S2-Glass fabric and Resin system components) batch/lot
identified with the particular lot/set of CSNM Elements readied for delivery, in
which the same is used.
2. Reports of raw material testing carried out at VSSC (using samples supplied by the
Vendor); ref: Sec.6(a)
3. Reports of laminate level tests specified in Sec.6(a) above for the composite
system used in the particular lot readied for supply [Unique identification numbers
for the test reposts/tests/specimens with traceability to the products (product Id.
Nos. to be clearly mentioned in connected documents].
4. Barcol hardness inspection report of each product taken after curing.
5. Report of the functional structural test carried out at VSSC on the five numbers of
random samples drawn from the respective lot, for lot acceptance.
6. Product Report (compilation of raw material test reports, laminate test reports,
process logs having detailed recordings of process parameters of the particular
product, inspection (metrological), hardness test reports and NDT reports(VT,
alcohol-wipe, ultrasonic) reports for defects, snag reports and its disposition if any).

12. HANDLING
Proper care should be taken while handling the product so as to prevent damage and
contamination due to grease/oil/dust/water or any other impurities.

13. GENERAL QUALITY REQUIREMENTS


a. All the raw materials shall be tested prior to use and only accepted raw materials shall
be used. Shelf life items shall be stored under controlled environment as per the
suppliers recommendations. Batch no. and shelf life shall be marked on every batch
with the date of manufacture/date of receipt.
b. Process plans encompassing the tooling qualification, process, process flow, control
parameters, stage clearance points, etc. shall be prepared by the Vendor firm and
provided to VSSC for review and approval before implementation.

c. A comprehensive Product Report shall be generated for all the operations (raw material
reports, process, inspection, dimensional inspection, NDT, acceptance testing, etc) from
raw material level to product level including the stage clearance points. Nonconformances/snags and their dispositions shall also form a part of the Product Report.
Concerned personnel have to log the operations done and sign with date for easy
traceability.
d. All the deviations/non-conformance from the specifications observed during the
manufacturing and test phases shall be recorded in real time and informed to VSSC.
Non-conformances have to be entered in a separate Non-conformance Format
indicating the specifications/deviations, reasons for non-conformance, suitable corrective
or preventive actions to avoid them in future.
e. Any non-conformance, irrespective of minor / major, with reference to the approved plan
shall be referred to VSSC for review, discussion, and clearance by Non-conformance
Review Boards.
f. It is mandatory for the vendor to get the clearances from VSSC on any nonconformances before proceeding with the work.
g. In case of any non-conformances, if called for, additional specimen shall be supplied by
the Vendor for verification by the VSSC, free of cost.
h. The vendor shall generate detailed plans for raw materials testing, dimensional
inspection and NDT conducted at their facilities which shall contain method and
procedure for conducting each test, measurement plan and accuracy of the equipments.
All the test results shall be available as part of the travelling log.
i. 100% inspection (dimensional inspection, hardness measurement, and NDT) shall be
done on each of the Elements. Reporting should be done in the required formats.
j. All the documents/procedures generated by the vendor shall be provided to VSSC for
review and acceptance prior to implementation.
13.1 Major in-process QC parameters include:

Verification of acceptance of raw materials.

Inspection of no. of layers, lay-up sequence, etc. during layup.


Recording of the ambient temperature with time and duration (start/stop time &
temp. and instantaneous temp with time at a periodicity that will be instructed by
VSSC) -after ensuring that the curing takes place at an ambience/room where the
temperature is what is advised by the resin manufacturer as (room) temperature for
curing
Control & recording of curing temperature, curing time, heating and cooling rates,
etc. during post-curing.

13.2 Quality Audit


The vendor/vendor facility shall be allowed to be audited by VSSC. Vendor facility shall be
open to VSSC surveillance/inspection as and when required related to realization of
CSNM brackets.
13.3 Product acceptance Tests
Dimensional inspection, NDT and structural tests on random samples are the normal
product level acceptance tests. The industry has to prepare detailed Inspection plan in
accordance with the requirement which will be reviewed and approved by VSSC before
implementation.
13.4 Dimensional inspection
100% dimensional inspection has to be carried out as per the approved fabrication
drawings. The industry shall generate dimensional inspection plan, to be reviewed and
accepted by VSSC before implementation.
13.5 Non-Destructive testing
100% NDT shall be carried out using techniques such as visual inspection, alcohol wipe
test and UT A scan, etc., for the detection of defects such as delaminations, cracks,
wrinkles, etc. as per approved NDT plan from VSSC.
13.6 Non-conformance management
Any non-conformance with reference to the approved plan shall be referred to VSSC. The
deviations either minor or major shall be referred to VSSC for review and clearance by
non-conformance boards of VSSC. It is mandatory for the industry to get clearances on
any non-conformance before further proceeding with the work.
13.7 Change Control Plan
Any minor change from the VSSC approved plans and drawings shall be made only with
the knowledge of VSSC. For this purpose, a request for change shall be given to the
VSSC which will be reviewed and the decision communicated.
13.8 Rework plan
Normally no rework is allowed for all the components/ sub-assemblies. However, based
on the nature of the non-conformance, the possibility of rework shall be communicated to
the industry after thorough analysis/review of the deviation at VSSC on a case to case
basis.
13.9 Product Report &Traceability
13.10.1.

Traceability

Documentation of work shall be continuously done as manufacturing proceeds in real time.


Each product will finally have its own complete and accurate documentation file. This will
provide traceability for all raw materials, manufacturing, inspection and testing steps and for
the conditions under which they took place. All quality records will be available and open for

review by VSSC. Log sheets will be established starting with the receiving inspection.
Traceability for the final product to the particular feed stock / combined laminate, and to the
particular moulding/processing is a must; and the same should be available in the logs.
13.10.2.

Product Report

Product Report will be prepared for each deliverable set. They shall include the
identification list with clear reference to the reference documents such as drawings issue,
non-conformances and its disposition. Any changes / deviations to the specification shall be
systematically identified in one list with main description of the change. Four copies of
each Product Report are to be delivered to the C25tomer. General content of Product
Report is as follows

14. PACKING/STORING/TRANSPORTATION
Products are to be packed in new air-tight polyurethane bags with silica gel and
tagged with unique identification numbers, drawing numbers and quantity. Each
component shall be packed in bubble sheets and should have a unique identification
number in the following format:

Storage & Transportation:
While in the Vendors premise - during and after production, and during shipment, the
products are to be stored in dry, closed store room / container. The packed product
should not come in contact with floor or wall or any damp/wet surface directly. For
transportation, the individual packets being supplied in that delivery shall be packed in
conveniently sized cardboard carton/boxes after placing them in poly ethylene bags
wrapped in bubble packs and with polyethylene covering outside the carton/box to
make the package fully water resistant and damp proof.

15. DELIVERY
Items delivered shall be accompanied with the documents for acceptance by VSSC
(Logs/Reports/Certificates, etc) specified in Sec. 11 above.

(2) In case of urgent requirements of any type(s) of elements from VSSC, the Vendor
shall be prepared to deliver part Sets (Sub-lots) according to VSSC requirement in
a delivery.
However, to every delivery, all the forgoing sections of this RFQ apply.
16. ELIGIBILITY FOR PARTICIPATING IN THE BID
Considering the critical requirements of the products, Industries who meet the
following requirements only are eligible to participate in this bid.
i.

They shall be suppliers of similar products for Aerospace applications (for


launch vehicles/spacecrafts).

ii. They shall have demonstrated experience in hand lay-up & matched-die
moulding of aerospace composites.
iii. They shall be in possession of all (except*) the essential facilities listed in
section 5.1 and they are already in use at the time of bidding.
(* except Diamond-tipped Saw with alignment table, video conferencing/remote
monitoring facility, and Barcol Hardness Tester
be procured & commissioned
immediately on award of this Purchase Order, if not available at the time of bidding)
Note: Each Bidder shall, along with his Bid, submit the Compliance Matrix given in
Appendix-3 duly filled as solemn declaration of his firm satisfying 16i, 16ii, and 16iii.

17. GENERAL INSTRUCTIONS FOR SUBMISSION OF BIDS


a) Bids have to be submitted in two parts namely,
i. Technical and Commercial Bid ii. Price Bid
b) Both the parts (of bids) have to be submitted in separate sealed covers.
c) The Technical bid should clearly indicate whether all equipments/facilities required for the
work are presently available with the Bidder or not; what is plan for items that are not
presently available.
d) The Bidder shall submit along with his Technical Bid, a compliance matrix in the format
given in Appendix-1 of this RFQ, without fail. Absence of duly filled up compliance matrix
with his Technical bid, will render a Bidder ineligible to participate in the tendering.
e) The Bidder shall submit along with his Technical Bid, a Elements & tooling price quote
format in the format given in Appendix-2 of this RFQ; requiring identification information
on the tooling (viz. matched die mould, cutting templates, and machining fixtures) against
types. Where multiple elements are planned using a common tool (mould / template /
fixture), the same shall be recorded against Drg. No. of each of the Item (type of
Elements) in the schedule using unique identification for the tooling. (ie. Against each of
the plane Elements planned to be fabricated in combined laminate moulding route also,
the unique identification of the combined mould and other tooling should be given clearly).
f) Bidders shall submit proposals in response to this tender in English, unless otherwise
permitted by the tender, and cost in Indian Rupees.

g) If the Bidders include in their proposals such data that they do not want to be disclosed to
others for any purpose, or used by VSSC except for evaluation purposes, shall mark the
title page with such a legend.
h) The Vendor shall be responsible for all regulatory record keeping requirements
associated with the use of licenses and license exemptions/exceptions.
i) VSSC may reject any or all proposals if such action is in the VSSCs interest.
j) The proposal should contain the Bidders best terms from a technical, commercial or price
standpoint. VSSC reserves the right to conduct disC25sions if it later determines them to
be necessary.
k) VSSC reserves the right to make an award for a quantity less than the quantity offered, at
the unit cost or prices offered, unless the Bidder specifies otherwise in the proposal.
l) VSSC reserves the right to make multiple awards for this batch of Elements either on
lot/set basis.
m) The vendor shall be prepared to accept changes in process even after qualification due to

any design change, for which cost of any new tooling and cost of any additional work will
be decided on mutually agreed basis at that time.
n) Applicable taxes, duties, packing and forwarding aspects, transportation cost, etc are to
be addressed by the vendor in the Commercial bid.
o) The Commercial Bid should include exact duplicate of the Price Bid with the price
amounts (unit rate/total price/grand total price) masked.

18. PRICE BID:


The price bid shall provide the following prices (unit cost and total cost) separately:
a) Cost of qualification of raw materials. This shall include the raw material cost and the
charges for (1) making each specimen & instrumentation, wherever applicable;
(ready to test specimens) along with the required quality documentation; including cost
of sending of specimens / sample materials / documents to VSSC and (2) testing and
reporting for each test.
b) Unit Cost of the tooling, which are described in Sec. 4.3 and 5.2. For the moulds,
Element type-wise mould costs are to be quoted. For ply (layer) cutting templates and
Machining fixtures, individual template/fixture cost should be given in the quote. (Each
of the tooling given in the quote shall have a mention of the type of Element to which it
is identified for use).
c) Unit Cost of each type of element. The cost shall include the raw material, fabrication,
quality control and documentation charges.
Format in Appendix-2 is provided for facilitating b) and c)
d) Any other cost elements, shall be included / absorbed in the above cost heads.
Note: If there is any minor changes in the drawings of some of the Elements, within
the overall configuration without change in tooling shall be accepted by the vendor.

APPENDIX-1
GENERAL PROCESSING GUIDELINES
1.0 Introduction:
CSNM (composite system non-metallic) brackets and isolators are required to
clamp various fluid systems/modules to the cryogenic fluid tanks and supporting /
connected structures. Since the tanks and flow lines are carrying cryogenic fluids viz.
liquid oxygen, liquid hydrogen, etc during storage and operation period. CSNM brackets
and isolators are therefore required to provide temperature isolation in their assembly
location while safely transferring structural load. To achieve these functional
requirements, material for CSNM brackets & Isolators is selected as the specified S2glass fabric & LY 5052 resin composite system. This material is designated CSNM-48.
The Elements (Brackets, Isolators, etc.) are to be realized out of the above material
conforming to the dimensions and other requirements given in the drawing generated for
the particular type of Element.
The composite system is realized by appropriately laying-up resin soaked fabric in a
mould (matched-die type for obtaining the required compaction) and curing the system
by following the recommended curing cycle as mentioned below. Two routes of
realization are followed for getting individual products. Designing a mould for realizing a
feed stock of the material - in the shape and size shown in the drawing with allowances
given at the edges for trimming wherein, from the feed stock realized, one or more (a
few number at the most) individual products can be obtained, is one route followed.
Getting a higher number of individual components from a single larger area laminate
moulded using a larger mould realized after economically scheming of the cutting-off (by
suitable parting/trepanning operations using a precise machine with compatible cutting
tools) is another route. If required by drawing, until otherwise mentioned, holes are to be
made on the product after realizing as above, by machining operations like drilling,
milling, etc. using appropriate cutting tools.
2.0 General
Cured ply thickness of S2 glass/LY 5052 is 0.167 mm.
Calculate the no. of layers required to achieve the thickness at each section of the
product using the 0.167mm cured ply thickness data.

Resin-hardener mixing ratio for S2 glass/LY 5052 system is 100:38 by weight.


Resin-hardener mixing ratio for 7 mil glass/LY 556 system is 100:27 by weight.
Use (0, 45) combination lay-up sequence for all the products.
Symmetric lay-up sequence is to be maintained for all sections of the product. No. of
layers and lay-up sequence for different laminate thickness are given in Table-1.
Continuity of each layer to be maintained among different faces of the product.
Wherever holes are coming, the lay-up thickness direction should be parallel to the hole
axis.
Wherever variable thickness is coming, filler layers to be used in staggered manner.
Wherever possible, one bigger size feedstock to be processed and products shall be
cut from the feedstock.

SPECIAL CONDITIONS IN RESPECT OF TWO-PART TENDERS


I. PART I - TECHNICAL AND COMMERCIAL BID (In duplicate) in one cover.
Technical and commercial part should clearly indicate the technical details, scope of supply,
payment terms, delivery terms. [FOB/FOR/Ex-Works] delivery period, taxes and duties.
Warranty, guarantee, security deposit, performance bank guarantee, etc. under separate heads.
Please note that the price should NOT be indicated in the Technical and Commercial Offer.
Tender Fee, by way of Demand Draft should be enclosed with Technical Bid, failing which
the offer will not be considered.
Complete literature/leaflets/catalogues or brochures relevant to the offered models are to be
enclosed with the Technical and Commercial Part of the Tender.
The cover should clearly be super scribed Technical and Commercial Bid. The Tender Number
- due Date and Time should also be indicated on the cover.
II. PART II - PRICE BID in one cover:Price alone should be indicated (in duplicate). Wherever installation/commissioning is involved,
such charges may be indicated separately in the Price Bid.

III. The Technical and Commercial Bid and the Price Bid are to be in separate sealed covers and
they should be put into a single envelope super scribed with the Tender Number, Due Date and

IV. a) In a tender, either the Indian agent on behalf of the Principal / OEM or Principal / OEM
itself can bid but both cannot bid simultaneously for the same item / product in the
same tender.
b) If an agent submits bid on behalf of the Principal / OEM, the same agent shall not
submit a bid on behalf of another Principal / OEM in the same tender for the same item /
product.
V. Tenders may be hand delivered or sent by post or through couriers. Levels of responsibility and
reliability among couriers with respect to the delivery to VSSC are not entirely satisfactory and
tenderers shall therefore choose the couriers with particular case.
VI. The offer should be valid for a minimum period of 120 days from the due date.
VII. TENDER OPENING : The Technical and commercial Bid will be opened on the specified day and
in case any further clarification/discussions are required, such clarifications/discussions shall be
called for before opening the Price Bid.
VIII.

Late and Delayed Tenders will not be considered. Therefore, please ensure that your tender is
posted well in time to reach us before the due date and time.

IX. Tenders which are not prepared in terms of these instructions are liable to be rejected.
X. Fax / e-mail offers shall not be considered for TWO PART BIDS.
XI. All the pages of your offer should be signed / initialed by competent authority and affixed with
your Companys Seal.
