The San Francisco Police Commission and Chief Suhr


will be visiting the Central Police District. I have the
opportunity to host this meeting scheduled for this
coming Wednesday, May 18, 2016 at 6:00 p.m.
Thanks to Principal Dr. Dennis Chew of Gordon J. Lau
Elementary School, the meeting will be held at 950
Clay Street. I invite the community to join me for this

Commanding Officer Central Station

A Career in the SFPD


Twenty four years ago today I graduated from the San Francisco Police Academy
and was assigned to Central Station as part of the Field Training Program. When I
completed training, I transferred to Tenderloin Station and always wanted to make
it back to Central Station. I am grateful to have returned as the Captain. This has
been an incredible assignment working with the officers and the community!
Cameron House Carnival
Last week I mentioned that Supervisor Peskin and I would be participating in a
dunk tank as part of the 68th Annual Cameron House Carnival. Cameron House has
been an important part of the Chinatown Community and has done so much for the
youth. The Supervisor was dunked 20 times in 20 minutes. I took it easy and did not
participate in the dunking of the Supervisor.
Then it was my turn. All of sudden the Chinatown Foot Beat Officers and Ping Yuen
Housing Team, led by Officer Tina To, were lined up to dunk me. This was followed
by my family and then to top it off, Supervisor Peskin threw some great shots, landing me in the water. It was all great fun! Please see the attached link for a great

Russian Hill Property Crime


There has been a lot of coverage in the media lately about the property crime issue in Russian Hill. I read
every report and pay close attention to the crime situation. The vast majority are cars that are operated by
tourists and get broken into. The community also frequently communicates with me about the problem. I am
working with the community and internally at Central Station to come up with a long term solution to address
this issue. In the meantime, beginning last Sunday, I placed officers, on a rotating basis, on patrol in Russian
Hill during the day and evening hours, contained to a 6 square block radius. We are already noticing a
difference!
By the way, Officer Gregory Burchard had the assignment last night on Russian Hill and noticed a stolen car
at Leavenworth and Lombard. The suspect was taken into custody within minutes. The car had been stolen
yesterday from a resident of the Mission District. A great arrest!
Shots Fired at Coit Tower
On May 1, 2016 at 3:48 a.m., there was a report of shots fired in the parking lot of Coit Tower. A suspect
fired multiple shots in the air and fled in a vehicle. This is the kind of case which is very hard to solve and
challenging to apprehend the suspects. Thanks to the incredible work of Sergeant Kevin Murray, led by
Lieutenant Valerie Matthews of the Station Investigations Team, the suspect in this case was apprehended at
his home in the Bayview District. As a result of a search warrant, we recovered 4 firearms and a rifle! Great
work keeping our community safe.
A Frequent Crime Trend
I am noticing more cases lately where the victim is in a coffee shop or other establishment and momentarily
walks away from the table, leaving their backpack or purse behind. In a matter of seconds, the suspect takes
the property and flees. There was a recent case where the victim had an expensive laptop, camera and
$450 in cash. Please be careful.
Sexual Assault Suspect Captured
There was a recent sexual assault which occurred in the Northern District. Chinatown Foot Beat Officer Navin
Chan recognized the suspect from the crime bulletin as a person who frequents Chinatown. Around this same
time, a shop owner saw the segment on the news and he too recognized the suspect and phoned the police
resulting in the suspects capture. When people ask, What is Community Policing? This is a good example.
Speaking of Frequent Crimes
Another frequent offense lately is when a person is distracted by looking at their cell phone while walking
down the street. All of a sudden, a suspect will grab the cell phone out of the victims hand and will take off
running. Something for all of us to consider.
Another Great Stolen Auto Arrest
Officers Edmund Huang, Carmichael Reyes, Derek Christensen, James Johnson, Robert Ramirez,
Reginald Pena, Joseph Marte and Brandon Harris were all involved in the arrest of an auto theft suspect on
May 7, 2016 at Columbus and Green. The suspect was in the possession of nearly 6 pounds of Marijuana
(possession for sale), an M80 destructive device and other narcotics paraphernalia. Great work!

Robbery Arrests
There were two outstanding robbery arrests in the Central District this week. The first happened on the 500
block of Broadway. Officers happened to be at the right place at the right time at Broadway and Kearny
when they saw the suspects running. Officer Justin Leach yelled to the suspects, not knowing why they were
running, Why are you running?
The suspect replied, Someone got robbed, as he and another suspect ran down Kearny towards Columbus.
Just then, the victims yelled out to the officers, They have a gun, they tried to rob me! while pointing to the
suspects. As a result, Officers Leach, Srinivas and Kajasa took one of the two suspects into custody. The
suspect was armed with a .40 caliber firearm, over 20 rounds of ammunition and a few firearm magazines.
The second robbery occurred at Hyde and Beach when a juvenile and adult suspect pulled a knife on the
victim and robbed them. The victim called 911, gave a great description and followed at a safe distance
(not recommended). Officers Jessica Zamora and Francesca Murphy responded right away and took the
suspect into custody!
Two incredible arrests which demonstrate the dangerous work officers do in our City on a daily basis in order
to keep the neighborhoods safe.
Retired Principal Kennith Lee-Francisco Middle School
Congratulations to Retired Principal Kennith Lee of Francisco Middle School. Francisco Middle School this
afternoon is dedicating a square on campus. The dedication is today at 4:00 p.m. I look forward to
attending and honoring a great man.
Police Week
Next week begins Police Week in the United States where we honor those who have paid the ultimate
sacrifice in the line of duty. May 15, 2016 is Peace Officer Memorial Day.
The following was read at a luncheon I attended by LeAnn Thornton of the Hillsborough Police Department:
Let us commemorate law enforcement officers, past and present, who, by their faithful and loyal devotion to
their responsibilities, have rendered a dedicated service to their communities preserving the rights and
security of all citizens. And in honor of those law enforcement officers who, through their courageous deeds,
have made the ultimate sacrifice in service to their community or have become disabled in the performance
of duty, and let us recognize and pay respect to the survivors of our fallen heroes.

Definitions
Robbery Robbery is the taking of property from another by using force or by using fear.
Assault An assault is an unlawful attempt, coupled with the present ability, to commit a violent injury
on another person.
Battery - (Misdemeanor battery) is any willful and unlawful touching of another.
(Felony battery) is the use of force or violence upon the person of another that causes
serious bodily injury.
*Assault is when a person swings their arm and battery is when that arm makes contact with
another person.
Aggravated Assault Assault upon another person with a deadly weapon or instrument other than a
firearm or by any means of force likely to produce great bodily injury.
Burglary The intent upon entry into a property to commit grand theft, petty theft, or any felony.
Grand Theft Grand theft is theft committed when the value of the money, labor, or property taken

sprayed pepper spray at security. Arrest made.

victim, the suspect punched the victim in the lip. Citation issued.

An unknown suspect was standing on the sidewalk and told the


victim he was saving the parking spot. The victim got out of the
vehicle and put money in the meter and the suspect started yelling.
The victim pulled out his cell phone to take a picture of the suspect
and the suspect punched the victim in the face.

victims vehicle. The suspect yelled and got out of the vehicle. The
suspect approached the victim and put a stun gun on the victims
arm through the open window and stunned the victim.

An unknown suspect scratched the vehicle on all sides of the


vehicle.
An unknown suspect got upset with the victim for changing lanes in
front of him. The suspect drove alongside the victims vehicle and
punched the victims passenger side mirror. The victim pulled over
and the suspect got out of his vehicle and punched the drivers
side mirror and fled away.

Each month Central Police Station features


a citizen who represents the unique flavor of the
Central Police District. This month we
interviewed Daryl Babbit. Daryl is on the
Community Police Advisory Board.

Daryl was raised in the L.A. area and attended UCLA and then UCSF where she
graduated with a Degree in Nursing. She went on to become a Pediatric Nurse
Practitioner and worked in Arcata and Eureka for about 20 years. She moved to San
Francisco on Telegraph Hill 11 years ago and retired from nursing about 8 years ago.
Since then she have volunteered with the SPCA and SAFE and organized the
Neighborhood Watch group 3 years ago, encompassing Union, Montgomery, and smaller
streets and steps close by. Through the years, the membership has grown to about 75
households. For the past 2 months, she have represented Telegraph Hill at the monthly
meetings of the Community Police Advisory Board led by Captain Lazar.
She appreciate the feeling of belonging to a neighborhood where both the people who
live here or visit and the surroundings are cared for and respected. Through the meetings
and social gatherings, most of the residents recognize their neighbors. Any issues on "the
hill" and especially concerns about safety are emailed to over 200 people. Central
Station is always included in these emails and respond as needed. Now there are officers
walking up and down the Filbert and Greenwich steps, sometimes twice a day!
In the last five years, she have noticed more of a police presence in Central District and
more participation in community events in an attempt to gain trust and reduce fear. There
has also been much more participation and creativity by police and others to look for
ways to decrease the problems and crime in every neighborhood.

Each month Central Police Station features one


of its officers in an effort to learn more about the
men and women who police our neighborhood.
This month, we interviewed Officer Catherine Daly,
a 24-year member of Central Police Station.

Officer Catherine Daly was born and raised in San Francisco. She attended and
graduated from Saint Pauls High School. After high school, she started working.
Before becoming a Police Officer, she was a Parking Control Officer. She joined the San
Francisco Police Academy in February 1991. After graduating from the Police Academy,
she was assigned to Mission Station for her field training. She was then assigned to
Northern Station for her probation station. She was then assigned to Central Station as her
permanent station in 1992 and has worked at Central Station since.
Officer Daly is the Homeless Resource Officer for over 12 years at Central Station. She
was part of the Return to Residence program where she helped over 2,000 homeless
people in San Francisco return to their families and friends and out of homelessness.
Officer Daly enjoyed working with the community, merchants, tourists, San Francisco Park
and Recreation, San Francisco Fire Department, Paramedics and Department of Human
Resources.
Officer Daly has worked at Central Station for 24 years and will be retiring on June 15,
2016 from Central Station!

Embarcadero and proceeding west on Mission St. (excluding both sides) to 3rd St.; north on 3rd St. (including
both sides) to Market St.; west on Market St. (excluding both sides) to Powell St.; north on Powell St.
(including both sides) to Geary St.; west on Geary St. (including both sides) to Larkin St.; north on Larkin St.
(including both sides) to Bay St.; west on Bay St. (including both sides) to Van Ness Ave.; north on Van Ness
Ave. (including both sides), and continuing north on the Municipal Pier Access Road (including both sides) to
a point on the water just west of the Municipal Pier; east and south from a point on the water just west of the
Municipal Pier, following the shoreline, to the origin at a point on the water north of where Mission St.
