A. INTRODUCTION

I. Introduction about company:


East Ho Chi Minh City Project Management Board is member of Ho Chi Minh City
Telecommunications Company (VNPT HCMC), which was established on October
01, 2014 on a consolidated basis from the units of VNPT HCMC such as:
-

Project Management Board of East Ho Chi Minh City Telecom


Company, - Project Management Board of West Ho Chi Minh City
Telecom Company,

Project Management Board of VNPT HCMC.

With the responsibility of:


1. Building telecommunication infrastructure for VNPT HCMC in East area of
Ho Chi Minh City:
- Base Transceiver Station (BTS),
- Telephone pipe, which used to pull telecom cable underground,
- Telephone cable: transmission cable, main and distribution cable.
2. Maintenance and repairing the system above;

II. Introduce the position and staff at the position:


In order to exercise the responsibility, East Ho Chi Minh City Project Management
Board (EHPMB) nowadays has 153 persons with organizational model:

Each Project Department such as Gia Dinh Project Dept. performs all duties of
EHPMB in East area such as district: PhuNhuan, TanBinh, TanPhu. It has about 15
persons with organizational model as follow:

In each Project department, the Project staff with 03 persons (who is called
Specialist in Project Management) per department has some duties such as:
- Making project plan, project schedule, project quality and tracking it's status;
- Contractor selection: design consultancy, building contractors, material supply;
- Establishing procedures for providing supplies by schedule: capital, material;
- Establish procedures for payment for contractor;
- Monitoring the progress of construction;
- And other duties based on each project.

They also have some requirements:


- Adhere strictly to the Laws, regulations of the State and VNPT Group in the field of
investment;
- Ensure the progress of each stage to ensure the completion the project meet the schedule
approved;
- Manage the investment costs closely and save;
Beside the Project staff, every Project department also has Construction team, which
has about 12 persons, has a duty of doing construction project based on engineering
design approved and supplies that were provided by the Project staff.
In this assignment, I only talk about the position of Specialist in Project Management
of Project staff and their performances in East Ho Chi Minh City Project
Management Board.

III. Describe and prove why the Project staff does not meet the requirements:
For over 12 months form the time of establishing, Project staff of the whole
EHPMB have contributed a lot in the implementation of procedures related projects
on schedule and with high efficiency. However, this department has also exposed
some weaknesses as follows:
- The quality of some of the documents do not meet expectations as the data is wrong,
inappropriate content should be revised several times causing loss of time and risk
violating existing regulations.
The accuracy of each document is required in the process of setting up
procedures for the project, so each error was controlled and edited before Chief
or Deputy Chief of Projects signing as well as the transfer to the relevant room.
So the quality is guaranteed.

They made many documents that did not meet schedule requirements specified
in the relevant processes such as Investment process, the process of selecting
contractors, Process cost settlement.

After analyzing the relevant records, direct exchange with the staff and their leaders
about the causes of not meeting schedule requirements in the past 03 months, I have
statistics in the following table:

On focusing on detail, I saw some reasons of Do not understand the process


exactly:
- The order, investment procedure in state enterprise is too complicated;
- The processes are developed but the staffs were not yet been trained. The employee did
self-study and apply synchronically;
And reasons of Not exactly knowledgeable professional are:
- Trained from many different professions, not relevant with Telecommunication
technology or Economic of Telecommunication;
- Not basically trained about project management. At present, there is no university teach
bachelor or engineer project manager.
- Not professional training;

- Has been a professional training for a long time, but they had few opportunities to
practice.

Because the fault of not meeting schedule requirements led to much serious
consequences, this article will focus on analyzing this issue as well as designing
some solutions to overcome such as training and recruitment and selection new staff
for the position of Specialist in Project Management.

B. TRAINING
I.

Identify what should train and the cost-effective of the training:


With desiring of quickly fixing the fault of Not meeting schedule requirements" to
complete assigned tasks, improve business efficiency and gradually build brand, I
propose EHPMB organizing training as soon as possible some programs as follows:

- Implement the provisions of the State and VNPT Group which related to the investment
as the Construction Law, Procurement Law, and Technical norms for telecommunication
sector.
- Share experiences between the staff of the questions: How to establish procedures in
accordance with law?
Making procedure fast?
Limiting the error occurring frequently?
- Focus on practicing rather than "talking, listening and exchanging" only.

II.

Design the training program:

To implement staff training content above, I designed some training programs as


follows:

1. Internal training:
-

Team building:
Through these activities identifiable teams, each team will build the questions
concerning the topic "Project management". Organization of competition
between the teams. At the end of meetings, the manager will assess the results of
each member learn from this experience and apply into practice.

The activities mentioned above combined with sightseeing excursions to relieve


stress and build relationships between members.

Seminars:
Be holed at the office, with the participation of the staff and leadership related to
implementation of the new regulations are released and exchange experiences as
well as evaluating the error correction was mentioned in the previous period.
This program will save money and time for not complex organsize.

Club activities:
This activity is organized quarterly, with the participation of individuals in and
outside the enterprise has the passion and experience in the field of investment
and project management in various fields.
Through this activity, the membership will be learning a lot from the experience
and build social relationships to serve the job better.

2. External training:
2.1. Project Management:
- Purpose:
Help employees master the current provisions of the State relating to the
construction sector, overview of the construction contract, cost management and
settlement construction.
- Content:
Overview of Project management;
Selection of contractors in construction activities.
The contract for construction activities.
Manage the progress of projects construction.

Quality management of investment projects in construction.


Managing the cost of the investment project construction.
Management of occupational safety, environmental construction and risk
management in the implementation of investment projects.

Economic of Building Institute;
- After finishing the course, each student will be tested knowledge. If meeting
requirements, students will be awarded "Certificate of Training".

2.2.

Project Cost Management:

- Purpose:
Helping students understand about detail of all expenses related to each phase of
the project; the method of preparation and management of the project cost.
- Content:
An overview of the project expenses;
Methods of measuring mass exploitation;
Method of cost estimation;
Skills evaluation work estimates;
The program estimate cost of construction in the telecommunications sector.

- After finishing the course, each student will be tested knowledge. If meeting
requirements, students will be awarded "Certificate of Training".
The details time, work absence and costs of each program are detailed in the
appendix of this article.

III. Prove how the training will lead to expected outcomes:


With good preparation of organizational, reality content, specific and tied to actual
work in the unit, as well as the experience of the leading experts in the field of
project management will help students update the necessary knowledge. In
addition, students have opportunity to share experiences between members inside
and outside the company, as well as the expansion of social relationships.
Those will be applied to the actual work of each student and ensure work efficiency
will be improved.

IV. How to provide the training:


- The selection of staff attending each course will be conducted in the form of suggestions
from the unit under test of the HR Department, the Director for approval;
- Each program will be proposed by HR Department in collaboration with the host
institution and approved by the Director;
- For the "Internal training", the company will self-organizing or contract with the
organization unit of travel associated with training;

- For the "External training", the company will contract with Training Institute to carry out
the training.

V. How to evaluate the training program:


-

The quality control of each training program is completely required. Employees


must immediately apply the content learned into practical work.

Director assigned to the Chief of Project Department shall be responsible for


assessing the quality of each employee has participated in the training courses
listed above. During the 01 months since the program must complete, the unit
must submit a report to the HR Department.

Content of report and method of assessing will be provided by HR Department


shortly
after the end of each course.

C. RECRUITMENT AND SELECTION


I. Changes for next processes of recruitment and selection:
Recruitment and Selection will be performed at East Ho Chi Minh City Project
Management Board in the following cases:
- The staff has been trained, but still does not meet the requirements of the job;
- The older employees retire under the provisions;
- Current Staff retired or transferred to other work.

II. Position of recruitment and selection:


1. Position: Specialist in Project Management.
2. Introduction:
-

Making project plan, project schedule, project quality and tracking it's status;

Selection of contractors in construction activities: design consultancy, building


contractors, material supply;

Making contract for construction activities.

Establishing procedures for providing supplies by schedule: capital, material;

Manage the progress of projects construction.

3. Requirement:
In order to guarantee that the the new staff will match well the positions
requirements, I suggest a number of requirements compelled to implement
recruitment and selection as follows:
They also have some requirements:
- Age: form 30 to 35;
- Graduated university at good grade or above, in the telecommunications industry or
Economy of Posts and Telecommunications;
- Trained professional project management and estimating construction;
- Fluently in the Laws, regulations of the State in the field of investment;
- 05 years of experience in project management; or 03 years of experience in project
management of foreign investment.
- Experience in the progress management of each stage to ensure the completion the
project meet the schedule approved;
- Experience in measuring, preparation and appraisal work estimates.
- Manage the investment costs closely and save;
- English: have the ability to read, write and communicate fluently.

III. The challenges for HRM department for managing the staff at position of Specialist
in Project Management:
On the basis of surveying the actual situation in East Ho Chi Minh City Project
Management Board and the status of project management personnel in Ho Chi Minh
City, I noticed the HRM department will face with a number of challenges as
follows:
- Difficult to recruit personnel to meet the job requirements for prevailing wage for this
position (about 10 million VND / month) is quite low at the market (average at 20 million
VND / month);
- The salary of employees with little change with volume and effective. The rewards and
penalties are not clearly and timely. These things did stimulate employees during work.
- Some of the staff after the training, experience gained, meet job requirements are not
being promoted to higher position. This has been also lacking stimulating progressive
spirit of employees. This requires the Company to promptly adjust the policies relating to
salaries, bonuses and promotions processes in order to keep excellent employees.
- Currently, there are no norms EHPMB for this position. So the assess the capacity of the
staff is not suitable for the majority of basing on sentiment. Therefore, it is need to
urgently build the norms on the basis of reference to the current regulations and the actual
conditions of the company.

D. CONCLUSION
With the analyzing on the status of personnel with the title "Specialist in Project
Management" belonged to "Project Staff" in East Ho Chi Minh City Project
Management
Board, I have proposed training programs associated with actual work as well as planed
"Recruitment and selection";
I suggest Director Ho Chi Minh City East Project Management and Steering Board
review and direct the relevant department implemented immediately in order to improve
production efficiency.
