Dear Mr. Ohlandt:
This is a final response to your request for information pursuant to the Freedom of Information
Act (FOIA), 5 U.S.C. 552. Your request was received in the FOIA Service Center (FSC) on
December 24, 2015. Your request was forwarded to the appropriate offices within the
Department of Education (the Department) for any responsive documents they may have.
You requested:
Any and all emails from the dates of 8/15/15 through 12/23/15, sent to or received from, whether
in to: or cc: format, and with any and all attachments included, between the following United
States Department of Education employees: Arne Duncan, Ann Whalen, Monique Chism, Julie
Glasier, or Carol Maniteras, sent to or received from, whether in to: or cc: format, and with any
and all attachments included, between the following employees at the Delaware Department of
Education or State Board of Education: Mark Murphy, Steven Godowsky, Penny Schwinn,
Carolyn Lazar, Susan Haberstroh, or Donna Johnson, or Governor Jack Markell, or Lindsay
OMara, his Education Policy Advisor.
In an interim response dated March 24, 2016, the Department provided to you six (6) pages of
records, and on April 4, 2016, and additional 635 pages of record were provided to you. The
provided records were located within the Office of Elementary and Secondary Education
(OESE).
The Office of the Secretary (OS) informed the FSC that after a thorough search, they were
unable to locate any records responsive to your FOIA request; therefore, the Department has no
additional records.
You have the right to appeal this decision by writing to the address below, within 35 days from
the date of this letter. Your appeal should be accompanied by a copy of your initial letter of
request, this denial letter, and any evidence or argument you wish the Department to consider in
making an administrative determination on your appeal.
