FOREWORD
TheNationalHighwayTrafficSafetyAdministrationhasalegislativemandateunderTitle49oftheUnited
StatesCode,Chapter301,MotorVehicleSafety,toissueFederalMotorVehicleSafetyStandards(FMVSS)and
Regulationstowhichmanufacturersofmotorvehicleandequipmentitemsmustconformandcertify
compliance.FMVSS209wasthefirststandardtobecomeeffectiveonMarch1,1967.AnumberofFMVSS
becameeffectiveforvehiclesmanufacturedonandafterJanuary1,1968.Subsequently,otherFMVSShave
beenissued.NewstandardsandamendmentstoexistingstandardsarepublishedintheFederalRegister.
TheseFederalsafetystandardsareregulationswrittenintermsofminimumsafetyperformancerequirementsfor
motorvehiclesoritemsofmotorvehicleequipment.Theserequirementsarespecifiedinsuchamanner"thatthe
publicisprotectedagainstunreasonableriskofcrashesoccurringasaresultofthedesign,construction,or
performanceofmotorvehiclesandisalsoprotectedagainstunreasonableriskofdeathorinjuryintheevent
crashesdooccur."
ThisbookletliststheFederalMotorVehicleSafetyStandardsineffectasofDecember1998,andprovidesa
briefdescriptionofeachsafetystandard.ItalsoprovidesabriefdescriptionofotherFederalconsumer

Thepurposeofthissectionistoaidtheconsumerinmakinganinformedchoiceinthepurchaseof
passengercartires.Thissectionappliestonewpneumatictiresforuseonpassengercars.
However,thissectiondoesnotapplytodeeptread,wintertypesnowtires,spacesaveror
temporaryusesparetires,tireswithnominalrimdiametersof254mmto305mm(10to12
inches),ortolimitedproductiontiresasdefinedin(c)(2)ofthissection.
UTILITYVEHICLES
Thissectionrequiresmanufacturersofutilityvehiclestodisplayalabelalertingdriversthatthe
particularhandlingandmaneuveringcharacteristicsofutilityvehiclesrequirespecialdriving
practiceswhenthosevehiclesareoperatedonpavedroads.Manufacturersarealsorequiredto
haveinformationintheOwner'sManual.Thissectionappliestomultipurposepassengervehicles
(otherthanthosewhicharepassengercarderivatives)whichhaveawheelbaseof2,794mm(110
