1. Summary of project
The project aims at increasing the income of 1000 youth and women living in one of the poorest
areas in Cairo (El Khosous and Zaraeb Ezbet El Nakhl). The project supports some of the
beneficiaries to upgrade their current income from waste recycling. For others, the project provides
alternative economic opportunities outside the recycling business. Microcredit for the start-up of
small businesses is provided to both groups. The project objectives are:

Increase the income of 200 youth/women from solid waste recycling by at least 50%. The project
provides technical training on value-adding activities of the recycling chain. The project
establishes a solid waste recycling workshop to be used by trainees to practise waste recycling
skills and use the workshop as an incubator for their small enterprises. The trainees are
connected to recycling enterprises or establish their own recycling business with microcredits
provided by the project. Increase the income of another 800 youth/ women by helping to access
alternative job opportunities or to establish small projects outside the recycling field.

Improve the vocational skills of 800 youth and women. Upon completion of vocational training,
550 graduates are placed within sustainable jobs in private sector in the nearby workshops and
factories. Another 250 start their own small enterprise supported by microcredit.

Support 25 leaders from the local community to identify and address specific challenges to the
community. Issues addressed could include hygiene, environmental hazards, etc.

The project started in May 2014. Up to December 2015, the project has provided vocational training
to 284 beneficiaries (67 trainees on recycling and 217 trainees on other vocations).
2. Evaluation purpose and objectives
The consultant is contracted by Drosos foundation to perform a mid-term evaluation for the project
covering the period May 1st, 2014 December 30th, 2015. The overall objectives of the mid-term
evaluation includes:

Assessing actual achievements to date versus planned results and objectives.

Assessing the perception of the beneficiaries to the quality, relevance and effectiveness of the
project interventions.

Provide FLDO with practical and applicable recommendations for the remaining project period
to maximize the outcomes of the project.

Advising Drosos on key partnership related issues that could render improved results.

3. Questions to be studied by the Evaluator


The mid-term evaluation will assess and provide recommendations related to the following:
3.1. Relevance
-

Extent to which project objectives are consistent with the needs of the beneficiaries from youth and
women in the El Khosous and Zaraeb Ezbet El Nakhl.

Quality of the problem analysis and the project's logical framework matrix.

Extent to which the project activities correctly add value to the solid waste recycling chain in the
target area.

Extent to which the nature of the alternative economic opportunities provided by the project match
the requirements and expectations of the beneficiaries and potential within the community.

3.2. Effectiveness
-

To what extent were objectives reached with regard to the overall situation against baseline and for
before and after interventions for the beneficiaries

To what extent are there any unintended outcomes

To what extent the vocational training activities led to increase and sustain the income of
beneficiaries.

To what extent is the waste recycling workshop effective as an incubator for beneficiaries to
develop their recycling businesses?

To what extent has the project affected the community at large and whether the networks with
other stakeholders in the community impacted the environmental conditions of the Zarieb area.

3.3. Efficiency
-

Quality of day-to-day management, for example, operational work planning and implementation,
management of personnel, information, property, etc.

Relations/coordination with local authorities, institutions, beneficiaries, other NGOs

Quality of monitoring: accuracy and flexibility, and the use made of it; adequacy of baseline
information.

Quality of documentation in terms of qualitative documentation of beneficiaries case studies,


testimonies, etc.

Quality of information management system, verification of data and reporting to Drosos.

3.4. Impact
-

Whether the effects of the project will likely contribute to improve the living conditions in the
community and strength the capacity of FLDO and other stakeholders

3.5. Sustainability
-

Are positive outcomes of the project particularly on increasing the income of beneficiaries likely to
continue beyond the project duration?

What is the potential financial and operational sustainability of the recycling workshop established
by the project?

What are the potential options for maximizing and scaling up the activities and results beyond
project duration for example which other stakeholders are currently active in this
sector/community and what possible synergies could be established.

4. Methodology used for the evaluation


Interested evaluator is expected to submit a proposed evaluation methodology that can be further
detailed in the inception phase of the evaluation. The evaluator may propose an appropriate multidisciplinary team if needed to carry out the evaluation. The evaluator(s) is recommended to adopt a
participatory approach in conducting the evaluation
5. Reporting requirements
-

An inception report includes a detailed evaluation methodology and time plan will be submitted
upon the final selection of the evaluator.

Draft evaluation report (English and Arabic) and Power point presentation of evaluation
results/findings to FLDO and Drosos for feedback.

Final version of evaluation report in English and Arabic.

Executive summary to the Board of the Drosos Foundation

6. Timetable
The mid-term evaluation is expected to commence on February 2016. Total evaluation duration
from inception until submission and acceptance by Drosos of the final report should not exceed 6
weeks.
7. Expected experience of the evaluator(s)
The proposed evaluation team has to include experts with the following profiles and qualifications:
-

A solid and diversified experience in conducting similar project evaluations particularly in socioeconomic development and environmental projects implemented by NGOs.

Demonstrated experience in solid waste recycling.

Excellent writing and presentation skills in English and in Arabic.

8. Evaluators proposals
Interested consultants should submit a proposal including the following:
-

Capability statement and background information on similar tasks performed by your


organization/main evaluator.

The composition and CVs of the evaluation team

Proposed evaluation methodology that would result in successfully addressing the intended
outcomes of the mid-term evaluation as specified in the terms of reference.

Proposed sampling size and selection methodology.

Level of effort (broken down per person to desk review, preparatory meetings, field research, report
writing, communication/ dissemination etc.).

Work plan per week with deliverables.
