Baseline and End line Analysis (including KAP Survey)
Supporting Community Resilience in the South Caucasus Programme
Context
In April 2016, Oxfam and its implementing partners -Bridge, Oxygen, BSEA and Bridge of Hope - have started the fourth
phase of the European Commission/DIPECHO funded regional program Supporting Community Resilience in South
Caucasus. As a requirement of DIPECHO, we must conduct a baseline and end line survey and a KAP survey in order
to track changes over the lifetime of the project in Armenia and Georgia. 250 baseline/endline surveys and 20 KAP
surveys will be completed altogether in both countries.
Specific Objective: To strengthen DRR governance in line with newly reformed emergency management systems and facilitate
the replication of developed community based models at the local, national and regional levels in Armenia and Georgia.
Indicator1: 50% of the KAP endline respondents confirm the municipality preparedness intervention adjusted to the new
emergency systems improved DRR governance (KAP survey, 50)
Indicator2: Compared to baseline, endline proves 20% increase in confidence of women and men in target communities in
managing disaster risks (baseline/endline, survey 20)
Result 1
Previously targeted communities strengthen their preparedness to natural disasters.
Objectively Verifiable Indicator 2: At least 30% more women are involved actively in community /village preparedness work by
project end (baseline/endline survey)
Objectively Verifiable Indicator 3: At least 20% community members are aware of the DRR Resource Centres/Civic Centres
and their work (baseline/endline survey)
Objectively Verifiable Indicator 4: By the project end at least 20% community members are aware of youth involvement in
DRR awareness raising (baseline/endline)
Objectively Verifiable Indicator 5: By the project end at least 50% community members feel confident to seek a support from
municipal authorities
Result 2
New target communities engage and invest in interregional, intercountry and cross-country replication of DRR integrated models
Objectively Verifiable Indicator 1: By the project end 30% more of local governmental stakeholders, including Gender Focal
Points/Council staff and DRR Teams are aware of importance and benefits of DRR/ CCA/LH integrated approaches (KAP
survey)
Objectively Verifiable Indicator 2: 50% of local governmental stakeholders in new communities where the model is replicated
are able to explain impact of natural disasters and climate change on livelihoods in their communities by the project end
Result 3
Leading national stakeholders collaborate and support regional coordination, advocacy and awareness initiatives.
Objectively Verifiable Indicator 3: At least 50% of municipal, regional and national governmental representatives assess the
coordination, advocacy and awareness has improved by the project end.

Budget
Total lump-sum of 10.000 Euro gross to be disbursed based on the schedule stated in the contractors agreement.

Considerations
Considering the fact that although there is one Logical Framework for both country programs, activities are not the same
for both countries, questions related to these activities still could be asked in all countries during the pre-survey, just to
have information for future possible actions. However, the contractor should work closely with the Regional Programme
Coordinator and Poject Coordinators in each country to identify those questions and ensure that they are not asked and
thus analyzed in the post-survey, since no activities are implemented around them to measure any changes, as a result
of the program implementation. Thus, the contractor should have a good understanding of the program specifics in each
country to ensure an accurate analysis of the data before reports per each country will be prepared in addition to the
consolidated regional report.
Well proven and demonstrated capacity and experience in the field of conducting country and regional surveys
Interest in DRR and development issues
Ability to set clear time plans and well scheduled work processes
Previous experience working with Oxfam or other similar organisations working on development or poverty reduction
issues an advantage
Ability to cover several simultaneous requests including in-house and field work
Good organizational skills, flexibility
Ability to meet deadlines
