Dear Mr. Zermik:

Thank you for your letters to the Office of the Attorney General dated July 3 and July 8, 2008.

In your letters, you request "protection, enforcement of the law, and guidance from the Attorney General"
regarding a complaint against the Los Angeles County Superior Court.

We regret that we are unable to assist you, as our office does not have legal authority over the role of the
judiciary. Barred by the doctrine of the separation of powers, the Attorney General, a member of the
executive branch of government, does not have jurisdiction over the courts, a member of the judicial branch
of government.

Moreover, the Attorney General has no jurisdiction over the courts' decision-making process. Court
decisions can only be reviewed or altered by appealing through the judicial process. If you seek assistance in
an attempt to have a court-imposed judgment reduced or changed, then we suggest that you consult with a
private attorney. An attorney would directly represent your interests and is the one whose advice would be
most helpful to you.

Courts fonn an independent branch of state government; nevertheless, they are to some degree influenced
by the legislature, whose statutes determine much ofthe courts' operation, and by the governor, who makes
most judicial appointments.

The Commission on Judicial Perfonnance is the independent state agency in California responsible for
investigating complaints ofjudicial misconduct and judicial incapacity and for disciplining judges, pursuant
to article VI, section 18 of the California Constitution. This agency has exclusive jurisdiction over judicial
complaints.
