1.
Bangladesh has applied for financing from the Asian Development Bank towards the cost
of Second SASEC Bangladesh-India Electrical Grid Interconnection Project. Part of this
financing will be used for payments under the contract named below. Bidding is open to Bidders
from eligible source countries of the ADB.

The Power Grid Company of Bangladesh Ltd. (the Employer) now invites sealed bids
from eligible bidders for the following package:
Second Block of 1 x 500MW HVDC Back to Back Station at Bheramara (Bangladesh)
at Existing Bheramara HVDC Station associated with Second SASEC BangladeshIndia Electrical Grid Interconnection Project.
The scope of work covered under the subject Package is given below:
(i)

Completely operational back-to-back HVDC station Block 2 in parallel to the

existing Block 1 and shall include the overall project management, studies,
engineering, design, transfer of technology, training of Employers design,
maintenance and operational personnel; manufacture, factory testing, supply of all
items, delivery to the Sites, unloading, storing, handling, and moving into final
position, installation, testing, commissioning and placing in successful commercial
operation of the complete HVDC back-to-back link.

(ii)

Two 230kV Bays extension in existing 230/132kV substation at Ishurdi

The above scope of work is indicative and the detailed scope of work is given in Part-2:
Employers Requirement of the Bidding Documents, which are available for inspection
and sale as stated herein.
The completion period for Second Block of 1 x 500MW HVDC Back to Back Station at
Bheramara (Bangladesh) at existing Bheramara HVDC station associated with Second
SASEC Bangladesh-India Electrical Grid Interconnection Project is Twenty Four (24)
months from effective date of Contract.

International Competitive Bidding will be conducted in accordance with ADBs TwoStage bidding procedure and is open to all bidders from eligible countries as described in the
Bidding Document.

The detailed Qualifying Requirements (QR) are given in the bidding document of the
subject package. The complete bidding documents including tender drawings are available at our
website http://www.pgcb.org.bd/. Interested bidders can download the bidding documents and
commence preparation of bids to gain time.
5.
Interested eligible bidders may obtain further information from and inspect the bidding
documents at the office of Superintending Engineer (SSD-Design), PGCB at the address given
at Para 10.0 below from 15:00 hours (BST) to 17:00 hours (BST). In case of any discrepancy
between the documents downloaded by the prospective bidder and the Bid Documents
(hard copy) of PGCB, the latter shall prevail.

A complete set of bidding documents in English can be purchased by interested Bidder or
Bidders authorised representative on submission of a written application to the address below
and upon payment of a nonrefundable fee of US$ 250 (United States Dollar Two Hundred and
Fifty only) or BDT 20,000/- (Bangladesh Taka Seventeen Thousand and Five Hundred only) in
the form of Pay Order/ Demand Draft in favor of Power Grid Company of Bangladesh Ltd.,
payable at Dhaka on all working days up to 30 April 2015 between 9:00 hours (BST) to 17:00
hours (BST). The document may also be sent through courier for an additional fee of Bangladesh
Taka 500/- (for local delivery) or US$ 100 (for overseas delivery). PGCB shall not be responsible
for any postal delay.

A Pre-Bid meeting will be held at the office of the Employer at Dhaka, Bangladesh on 19
March 2015 at 11:15 hours (BST) to clarify the bidders the exact scope of work, the extent of
surveys and investigations carried out by PGCB and the basic data available and other issues
raised in accordance with clause 7.4 of ITB.

First Stage Bids must be delivered to the address below at or before 11:00 hours
(BST) on 4 May 2015. First Stage Bids will be opened in the presence of the bidders
representatives who choose to attend in person at the address below at 11:15 hours (BST) on 4
May 2015. Second Stage Bids will be opened in the presence of the bidders representatives
who choose to attend at the time and date and at the address given in the letter of invitation to
submit Second Stage Bids.
No Bid Security is required to be accompanied with the First Stage Bids. All Second Stage
Bids must be accompanied by a bid security in the amount as described in the Bidding
Document.
9.
PGCB reserves the right to cancel/withdraw this invitation for bids without assigning any
reason and shall bear no liability whatsoever consequent upon such a decision.
