Carryout policy analysis work in the area of information and

latest trends.
To guide and lead the development team in all aspects of Software
Development Life Cycle.
To guide MoPDR in the use of emerging technologies
Ensure that best design practices are used by the design and
development team
Any other duties assigned by the Member ICT and S&T.
Qualification

PhD in Computer/Electrical Engineering / Computer Science or equivalent


with at least 15+ Years of experience in IT System development, business
process reengineering, policy analysis, training in Information Technology,
report writing and conceptualization/ development and implementation of
public projects. The candidate should possess strong analytical skills. Working
knowledge of Federal Government and research publications will be
preferred. Hands-on programming ability and software architecture design is
a mandatory requirement. Software project management experience is a
must.
Note: If individuals with PhD qualifications and relevant experience are not available,
appropriate individuals with MS qualification from a developed country and extensive
current experience of working in software industry in a developed country will be
considered for both the position of Project Director and Consultant.

Qualification

Development, implementation and maintenance of software


applications, web portal, databases etc. deployed within Planning
Commission.
Study the present business processes and carryout re-engineering

application.
Carryout all modifications improvements etc in the application
after taking over the application from the vendor and/or enter into

Qualification:

Experience:
At least six years of relevant experience relating to system study, design,
development, testing, deployment and training of software applications
relating to web enabled, client server database applications and report
writing. Hands on Programming Skills and software design patterns.
Skills:

In depth knowledge of the current leading databases,


development tools, middleware tools, hardware
platforms and operating systems.
Well-versed about multi-tier vs. client/server models of
software systems and database technologies (e.g.
Transactional, Relational, and Distributed databases) in
general.
Fully equipped with the techniques and technologies
regarding backup, recovery, and performance tuning of
modern Relational Database Management Systems

Job Description:

Act as focal person for the network operations, hardware issues, etc.
Develop, implement and maintain helpdesk for handling/
rectification of issues related to network, hardware and internet.

Manage the administrative matters as assigned by the Member and
Chief ICT.

software applications relating to web enabled, client server database
applications and report writing. Training experience will be preferred.
Qualification requirement may be relaxed for suitable candidates.
Skills:

Job Description

Carryout development work in the areas of I.T. and Telecom.


Software development as and software project management and
software testing.
Preparation of I.T. Plan Chapters for long term, medium term
and short term based upon the guidance from Chief / member
ICT.
Examination of schemes and proposals of inclusion in the Plan;
Preparation of the draft of the Planning Divisions reports and
making recommendations.
Arrangements of meetings and preparation of the minutes of
the meetings. Conduct of studies involving collection of data,

Weightage will be given for exposure/ training in network security
tools/techniques.
Skills:

Excellent knowledge of the current networking and


security tools and devices/ equipment, application
software implementation and methodologies.
Well aware of security loopholes that might exist
software development and networks and guide
development team/network administrator to tackle all
security issues.
Deep knowledge of concepts like (SQLInjection, XSS
attachs, spamming, DDoS attacks, malicious viruses,

1. The above positions are purely on contract basis under development


Project Up-gradation of Jawaid Azfar Computer Centre. At present, time
duration for the positions is up to 30-06-2016, further extension in contract
will be subject to revision of the project. The recruitment will be strictly on
merit in a transparent manner.
2. Detailed terms and conditions, job description, qualification, experience and
standard pay package can be obtained from website of Planning
