Existing Situation of Mangatarem Municipality


Basic among all the problems of any municipality is the provision of a decent housing to its
population. Thus, housing improvement is an integral part of the municipal development.
Every family in a society must be provided a dwelling unit of its own as it is ONE OF THE
BASIC NEEDS OF MAN. This is the main reason why the government and the private sector are
very much concerned about the housing needs of the population.

The existing number of household in the municipality in the year 2000 is 11,699 with an
average 5.25 of an average person per household while the number of dwelling units is 10,295. The
discrepancy of 1,404 units indicates te shortage in dwelling units.
Houses in all barangays are concentrated along transportation routes due to the trend of
linear development. Some house are scattered especially in every remote barangays.
Development of subdivision projects for low-cost housing is on-going. The LGU also plan
to facilitate the Low Cost Housing for homeless and unfortunate family. Small amount of purchase
of lot which is affordable to a simple citizen with a minimal amount in very considerable terms of
payment.

Determination of Development needs


Housing backlog has continuously accumulated as the number of households increase every
year. Present efforts to solve the housing problem, proved futile since the current high cost of
building materials inhibits construction. With low income for average families and the everincreasing process of commodities, purchase will just be enough for prime commodities with little
left for housing expenses.
Owing to the existence of low income group of the municipality, barong-barong structure
and the numbering presence of squatter families who need to be relocated in safe areas and the
overcrowding of the existing dwelling units, construction of social housing has been considered a
be priority project,
Goal
To gradually eliminate the housing baklog, cope-up with yearly demand for new houses and
replace obsolete ones.
Objectives

To provide adequate financial assistance of housing with low amortization ad longer

payment period.
To utilized indigenous materials in the construction of houses.

To encourage private and government sectors to join hand in realizing the housing needs of

the community.
To prevent and control urban congestion and slum development through equitable and
improve distribution of housing program.

Improvement of dilapidated housed within 2010-2020.

Plan Formulation
One of the major thrust of the government is to provide adequate shelter to the populace. In
order to have a healthful atmosphere for housing, residential zones shall be provided with the
corresponding amenities like power, water and to her basic facilities like schools, health centers and
others, such zones shall be guide by Zoning Ordinance which will be implemented by the local
government.
