3.1.1ScopeandPhysicalConditions
Definitionofthepipelineroute/rightofway(seealsosection5.1.1)
Thepipelinerouteanditsimpactontheenvironmentwillneedtobeconsidered,justifiedandapprovedby
regulators,thegeneralpublicandlandowners.
Hence,consultationisakeypartofrouteing.Keyenvironmentalandregulatorystepsareillustratedoverleaf.

Thedevelopmentofapipelineroutecommenceswiththeknownstartandendpoints,forexampleagasfieldand
aLNGterminal.Sometimestheintegrationoftheterminallocationwiththeroutewhichapipelinecantakewill
alsobeavariabletoconsider.
Oncetheendpointsaredetermined,therouteingbecomesaniterativeprocessstartingwiththeconsiderationof
awideareaofinterestandseveralpotentialcorridors.Asmajorconstraintsandcostdriversareconsideredthe
investor/ownerandtheengineeringteambegintheprocessofrefinement.Thechosencorridorwhichemergesis
progressivelynarrowedastheFELprocesscontinuesandasmoredataisavailable.AttheendofFEL3theroute
isdefinedasthefinalrightofway(ROW).

3.1.2HealthandSafety,Environment,SocioeconomicandLocalConstraints
TheHSESrequirementsareessentialaspectsofaprojectdevelopment.Historically,whilstpipelinesprovidea
verysafeandenvironmentallyfriendlyformoftransportation,losttimeincidentsandotherissuesarestillevident
duringconstruction.HSEScoststimeandmoneytoimplementeffectivelyandmustbeplannedforindepthfrom
theoutsetofthedevelopment.Commercialpressuresmaydeveloptoscaledowncostsatalllevelsofaproject.
ClientsmustpreventanyscopeorcostreductioninthefieldofHSESanddefineclearlyfromtheonsetthe
detailedrequirementsasdescribedoverleaf.
Theenvironmentandthesocioeconomicandlocalconstraintsshouldbeclearlydefinedinthecontract
documentsandaregenerallycontainedinthesocialandenvironmentalimpactassessment.Asummaryofthe
commitmentsmadeaspartofthepipelinerouteingandFELstages1,2and3shouldbeincludedinthescopeof
worksaspartoftheconstructioncontractandidentifiedonthealignmentsheets.

respectshouldbewelldefinedinaplanandpartofthebaselinewithwhateverallowancenecessaryto
include.Theyshouldincludeinteraliatherequirementsofthelawsofthecountry,ofanyspecial
agreementmadeatgovernmentlevelorpossiblyofthefinancialinstitutions
Whereapplicable,descriptionofthespecificlocalconstraintsnegotiatedwiththelocalgovernmentsor
administrations:theymaycoveremploymentconditionsoflabourandstaff,workinghours,restrictionson
employmentofforeignlabourandstaff,proceduresforpermitsandlicences,customproceduresand
restrictions,definitionofthelawsandregulationstoapplytotheproject,accommodationworksagreedwith
thelocallandownersorlocaladministrationorganisations
Archaeologyandprotectionofculturalsitesofsignificanceshouldbedealtwithsensitivelyandin
accordancewiththeconsentconditionsandlocallawsandcustoms
Itistheresponsibilityoftheclientanditstechnicaladvisors(engineers,landagentsandenvironmentaladvisors)
toprovidethecontractorwithaclearsummaryoftherestrictionsidentifiedalongtherouteofthepipelineandof
thecommitmentswhichhavebeenagreedduringFELphases1,2and3.
