Strathmores community was perplexed and forlorn following a statement released by the Canadian Rockies International Rodeo (CRIR) that stated
the 2016 music festival and rodeo would no longer
commence in a month time.
In the wake of last years performance by the Village People and LeAnn Rimes, the Alberta Rockies
Gay Rodeo Association (ARGRA) which hosted the
event Canadas largest gay rodeo sought to introduce a music festival on Canada Day.
While acclaimed artists were already secured to
take to the stage, such as Terri Clark, Kim Mitchell,
and the Road Hammers, a recent statement on the
CRIR website stated that a decision had been made
to no longer proceed with the festivities a decision that found its basis in lack of sponsorships and
low ticket sales as a result of the Fort McMurray
fires, politicians were told.
It was a total surprise as far as I know for all of
council and as far as I can tell for our community,
said Mayor Michael Ell, who was in contact with a
representative from CRIR on May 24. We thought
things were going very well from the information
we had. What had happened, they were having
good sales and then with the fire up in Fort McMurray and the downturn in the economy the sales
dried up. It was a financial decision, and it wasnt
a pleasant decision in regards to cancelling it all.
This year wouldve marked the festivals 23rd
anniversary, and seventh year in Strathmore, and
wouldve featured music by more than 12 esteemed artists, a rodeo equipped with 13 events
that encouraged male and female participation, a
barbeque, food trucks, as well as beer and wine
vendors.
Festival organizers were unavailable for comment,
but had released a statement on their website.
We have made the extremely difficult decision
not to proceed with the 2016 festival, due to take
place June 30 to July 3, 2016, the statement read.
The decision was not made lightly and we sincerely apologize to all the people this decision affects:
the fans, artists, competitors, industry partners, vendors, corporate partners, suppliers and all of our
supporters within the community.
According to Ell, the events contributed approximately $200,000 in tourism last year, and he expected an even greater boom to the local economy
this year. While the 2016 Rodeo and Music Festival
will no longer take place this year, the town will
still forge ahead with its annual Canada Day preparations.

Fundraising for Wheatland Crisis Centre

ANDREA ROBERTS
Times Intern

The simple painting of a
bus to raise funds for the
Wheatland Crisis Shelter
turned into a much bigger
deal when a healthy $1,000
monetary donation from a
company turned the event
into a BBQ with live entertainment.
Campers at Eagle Lake RV
Resort came out to help support the Wheatland Crisis
Shelter, which helps victims
of domestic violence.
It was wonderful to see
the support for people who
need help in the community, said Leslie Pringle, manager of the resort. That people came out on a cold and
rainy day and had a good
time and reached deep into
their pockets during a recession to make sure that those
that need to be looked after
are looked after. So it was a
pretty wonderful feeling.
The idea to paint the bus

began a year ago, when

some of the regular campers
approached Pringle and offered to have people pay a
little to put some messages
or handprints on a school
bus converted into a camper
before being painted.
Pringle agreed but a
few days before the event,
Dorian Mayers who previously owned the bus and
helped plan it, approached
the company he works for,
EasyTrim Reveals, about the
fundraiser. The company began supporting the initiative
and decided to donate some
food for a BBQ and at least
$1,000 to the Wheatland Crisis Shelter.
We thought it was a good
cause you know, said Lise
Reid, the CFO of the company who was there for the
fundraiser. It is a need in
the community for sure and
we thought that was a nice
thing to get behind and we
had no problem doing that
and we are glad to help.

What was once meant to

be a simple painting of a bus
became a BBQ with live entertainment and a number of

When something like this
is going on, the fact that
there is publicity around
this is wonderful not just
for us but for our clients,
said Wheatland Crisis Shelter Representative Tina, who

for safety concerns wouldnt

them an understanding of
the community support that
they have for circumstances.
It is not just about what they

Town plunges into investigation into parking at Wheatland Trail

MIRIAM OSTERMANN
Times Associate Editor

Two weeks after concerned residents addressed town
council with vehemence about the failure of notice and the
sudden implementation of no-parking signs on Wheatland
Trail, a preliminary investigation into the roadway suggests
against removal until further investigation can be completed.
Measurements and an investigation into Highway 817
or Wheatland Trail, a provincial highway travelling north
and southbound through Strathmore showed two varying
widths within the residential area. Town staff identified a
four-lane road with a width of approximately 15 metres from
Highway 1 north to Willow Drive, and a two-lane road with
a width of nearly 12 metres past Willow Drive.
According to the Town of Strathmore Master Servicing
Study the 15-metre section would be categorized as a minorarterial-undivided-no-parking roadway.
That identifies right there that we do not allow or identify
that road as parking lanes, said Bryce Mackan, acting director of engineering with the Town of Strathmore.
I can say that a preliminary investigation has taken place
and the infrastructure department has gone out and measured the roadway to identify what type of road it is.
As these roadways are considered roadway lanes, and with
the 12-metre portion two-lane section - measuring more
narrow than the Strathmore residential and industrial standards for residential collector and industrial collector standards that allow parking on either side, administrations recommendation to council on May 18 suggested against the
removal of the signs in the 100 block of Wheatland Trail until

Nightly:
8pm

a thorough investigation has been completed.

Local resident Tony Silva brought the issue to the forefront
at the May 4 council meeting, with several of his neighbours
in tow, when the no-parking signs were implemented without any notification to the residents and leaving the neighbourhood with a lack of parking spaces. Residents expressed
their concerns about safety when crossing the four lanes,
and removing a barrier that promoted vehicles to slow down
as they approach the school zone.
Council assured the public that the issue had not previously come before council and that council had not voted on implementing the signs. Councillor Pat Fule then mentioned an
E-mail that stated a complaint had been raised by a resident
of Sunset Haven, who contacted Alberta Transportation with
questions about parking on Wheatland Trail. Town staff also
provided some additional information, acknowledging a dialogue between Alberta Transportation and staff, after several
complaints were made about parking in the area, which was
followed up with the installation of the no-parking signs.
Yet residents were outraged over the change some who
had been parking their vehicles, and whose friends and family had been parking their vehicles, on the road for over 50
years.
Just recently I had additional requests from Sunset Haven,
they have a deficit of parking capacity in that area, said
Councillor Denise Peterson.
Councillor Peterson called on Mackan to provide Silva
with an update on the investigation. While the investigation
is ongoing, the engineering department will also contact Alberta Transportation about the possibility of the widening of
the roadway to create parking lanes.

Challenges for Handibus service

SHARON MCLEAY
Times Contributor

Some financial resources for the Handibus service
have been difficult to secure this year, and representatives came to Wheatland County on May 17 to secure
additional funding for the much needed service.
Florence Vander Velde, secretary treasurer for the
Strathmore Handibus, reminded council many of the
seniors using the service from Strathmore once resided in rural communities.
Yes, most of our clients live in Strathmore; however, it is not their desired choice. They live there
because they have outlived their physical capabilities.
There is not one of us that are looking forward to the
day we can no longer drive or become dependent
again. Many residents end up living in Strathmore due
to aging or failure of health, but their hearts are still
in the place they call home. Being able to visit that
place, seeing the changing country or how the farming progresses is the lifeline to their community and
souls, said Vander Velde.

The association asked for $35,000 per year for three

years, which was an increase of $10,000 over previous years. Vander Velde said that the town of Strathmore gives the association $175,000 towards wages
and donations and grants and fundraising make up
the balance of money needed to run the service. This
year an expected grant was not received, leading to a
shortfall in finances.
The service has a focus to provide transportation
for medical trips, which are usually to and from Calgary. They try to provide for social needs, but can
only do so as services permit. They saw 6237 clients
served in 2015. Six per cent of those calls were outside of Strathmore, in Wheatland County. They have
seven vans that provide 6 am to 6 pm service, with
the only wheelchair-accessible public transportation
available in the county.
To extend service to 9 p.m. and weekends, an additional $200,000 would be needed and those funds
are not currently available. They only charge $60 return for trips from Strathmore to Calgary. A regular
taxi fare for a similar trip costs $100 to $300. Alberta

Health Services was approached for help in the past,

but continues to provide no transportation support
for medical appointments or delivery home from hospitals.
Vander Velde gave several reasons why seniors
could not drive themselves and outlined why the
Handibus services is a safer, better choice.
Our service is not just about transporting clients
in a safe manner, it is about treating our seniors in a
dignified and respectful way as valued citizens that
they are and deserve, said Vander Velde.
Council awarded the association $35,000 for 2016
and instructed staff to work with the association to
come up with a more equitable funding formula. It
would be presented to the towns and villages in the
county, who will meet sometime in June or July of
this year.
Your funding should be more dependable, said
Reeve Glenn Koester. To always have to beg for funding is not right. How can we come up with a way
to equally spread this responsibility over all our residents?

Economic downturn affects gay rodeo

Continued from Page 1

Clearly we are disappointed
that it happened because it was
a very major activity on our park
and they have a long history
here, said Herb McLane, general
manager of the Strathmore and
District Agricultural Society, who
was also told the cancellation
was a result of the Fort McMurray fires and a dip in sales.
We know that they did not
take this decision lightly. I think
they feel it personally, and so
they are certainly experiencing
some anguish over making an

economic decision for something that was very close to their

person. It added a dimension not
only to our program here but to
the community. It was a major
event on many levels.
The Strathmore and District
Agricultural Society received significant contribution each year
from the event, with the organization using the park extensively
by renting park and rodeo space
as well as additional space this
year for the previously planned
carnival.
Thus far, no indication has
been made as to the return of

the festival in the future.

Theres the greatest possibility they wont be able to revive it
under the old banner so whether
or not they can look at something in the future thats still to
be determined, its just so new
they dont know, said Ell,
They were very happy about
the community and how things
were working out and it wouldve
been great for that music festival
to have been an ongoing thing in
the future. It wouldve been nice
for the community to have had
that, but it doesnt look like its
going to happen.

Town to forge ahead with GreenTRIP proposal

for local transit service
MIRIAM OSTERMANN
Times Associate Editor

While under the gun to submit a draft
proposal to the Calgary Regional Partnership for a chance to snag a piece of
a multi-million-dollar pie and possibly
obtain capital funds for a local transit
system, town staffs proposal was nearly
derailed during the last council meeting
where some councillors felt Strathmore
lacked population and costs associated
with the project were too steep.
Facing the pressure of a May 20 deadline for the submission of a business case
to be considered for the Green Transit
Incentives Program (GreenTRIP), staff
introduced two options for establishing
a local transit system with the help of
some contribution from the $160 million
still available to municipalities since the
Alberta government introduced a $2 billion program in 2010.
The GreenTRIP initiative provides 66
per cent of coverage for safe, accessible,
and environmentally sustainable transportation options, but the municipalities
are required to foot the bill for 33 per
cent by means of other sources including
grants and property taxes.
With the money up for grabs, the towns
proposal requests for $165,000 from the
provincial government and $54,000 from
taxpayer money be made available for
the acquisition of two 12-passenger buses and 30 bus stop signs.
While the first option would establish a
local town-owned public transportation
system with a 1-hour loop through town
three to four days per week, the annual
cost of $161,000 unnerved most councillors. However, option two of leasing the
buses out to a contractor who would envelope the responsibilities of hiring driver, scheduling and paying wages sparked
some interest among council.
Im really interested in option two and
Id like more information, said Councillor Brad Walls. I do think theres a need
for it. I just think it should not be us running it.
Projects eligible for the grants include
bus terminals, Light Rail Transit systems
(LRT), and transit vehicles that must be
assessable to transit users with special
needs and meet Alberta Transportation
regulations. The 12-passenger buses the
town is vying for would accommodate
two wheelchairs.
Yet some council members felt establishing a public transit system for a town
the size of Strathmore wasnt vital and
that services already operating in the

municipality are capable of picking up

the slack.
I couldnt support this, theres too
many unknowns and just because its
grant money doesnt mean we should
take it or apply for it, said Councillor
Steve Grajczyk.
Were too small for this. There are a lot
of taxi companies in town that could run
this. The operating thing scares me and I
couldnt support this at all.
However, a survey conducted around
town that gathered responses from 517
residents contradicts those views.
A total of 80 per cent answered theyd
be in favour of supporting the idea of
having a fully accessible public transit
system in Strathmore, recognizing that
some public funds would be utilized.
When asked about usage of the local
transportation system, 60 per cent, or
307 residents, answered yes to using
such form of transportation in the town
if made available.
A needs assessment that is currently
being conducted by the Family and Community Support Services also acknowledges the lack of public transportation
and recognized it as a social issue, placing it within the top five priority areas of
the report.
I think that risking $120,000 to
$160,000 in taxpayer money with unknowns is difficult and yet the anticipation of two new free buses is hard to
look away from, but the ongoing upkeep
and utilization is a concern, Councillor
Denise Peterson said.
The other thing that has been discussed in several groups at tables where
I sit, is interest from the county in terms
of better service to their rural seniors.
The Handibus is operating at a medical
capacity right now and there is a desire
for seniors in our outlying communities
to stay in their communities and to be
able to manage there, and one of the
greatest detriments to that is the capacity
for transportation.
Staff identified the most common reasons for travelling within Strathmore to
include health appointments, stores, library, entertainment, visiting, working,
shopping, business, errands, as well as
eating and events. While feedback from
the community emphasized the benefits
to downtown businesses, single parents,
local employees, students, and shoppers, other comments expressed concern
about high operating expenses and an
impact on taxes.
Councillor Rocky Blokland also voiced
his stance on Strathmore not being ready

for such a system and felt that

option one due to an estimated
$1 million cost over seven years
was not an option. Blokland
was also asked by his fellow
council members to address the
issue with the Handibus.
Without any obligation at
stake, Councillor Bob Sobol motioned for Chuck Procter, planner for the town of Strathmore,
to meet the May 20 deadline and
submit a draft business case to
the Calgary Regional Partnership, and to accept the report as
information, while waiting for
Procter to prepare more information to bring back to council before a decision is made on
whether to go ahead with the
proposal and apply for GreenTRIP funding at a future date.
The motion was passed at the
regular council meeting on May
18, with Councillor Grajczyk
voting in opposition. The draft
business case was due on May
20, a final business case and application to the Calgary Regional
Partnership is required by June
30, and the GreenTRIP deadline
is August 31.

An Open Letter to the elected representatives of the Government of Alberta

To the Editor
(To the elected members of

Hon. Rachel Notley, Premier of
Alberta; Hon. Brian Jean, Official Leader of the Opposition;
Hon. Derek Fildebrandt, Wildrose MLA for Strathmore)
This letter is from a resident of Strathmore to the men
and women in who have been
elected to represent me provin-

cially. It is to you, our elected

civil servants, that I humbly
plead for help. My apologies
for writing this as an open letter, but it seems that contacting
each of you individually has

I am deeply concerned with

NEWS

By Irene Knappe, Secretary / PR / Membership

Tickets are still available for the First Annual Ed Smith Memorial Roast Beef BBQ and all
the trimmings, which will be held at the Legion on Saturday, June 18th, 2016. The cost for
this dinner is $25 per person and any leftover roast(s) will be auctioned off towards the end
of the evening. There will be also be a 50/50 draw. This annual memorial BBQ will replace
the LPC BBQ which we used to have. Of course, the Legion bar will be open to serve your
favourite beverage, but unlike the LPC, drinks are not included with your tickets. Tickets are
available at the bar or from individual sellers.
The Legion is looking for someone to run our kitchen, to begin immediately. If interested,
please drop off your resume/application at the Legion bar in an envelope addressed to the
bar chairperson.
The High School Rodeo was run this past weekend, and we would like to thank those
who gave their time to help with the running of our breakfast wagon. The weather conditions were certainly not cooperating with us, or the Rodeo, but we do thank those who came
out to give us a hand.
Our next Executive meeting will be held on Tuesday, June 14th, 2016, starting at 7:00
pm.
The next LA breakfast will be on June 19th, 2016, from 9-11 am.
The LA will be holding their meeting on June 21st, 2016.
The Legion General meeting is on June 28th, 2016, starting at 7:30 pm. This will be the
last General meeting until September 27th, 2016.
Some of you may have heard about the game called Chase the Ace or variations
thereof, that were held at several Legions across Canada, and wondering why we dont have
it here. We have been told by the Alberta Gaming Commission that it has not been approved
by them, so therefore we cannot hold it at our Legion.
Some of us will be attending the Legion Command Convention in St. Johns, NL, from
June 9th to 16th. When we get back we will certainly have lots to report in regards to what
Command is up to; some of it good, some bad. Stay tuned.

headlines Id read the previous day. It makes me wonder: where are we headed? Is there an end point to
which our province, our country, our world is headed?
What would that look like?
Allow me to reflect on the old adage about the
frog swimming in a pot of water on a stovetop. The
frog merrily continues swimming as the temperature
around him gradually rises. It seems that as long as the
water only increases incrementally, the frog remains
oblivious. Unhappily for the frog, the story ends with
his death as the water tragically reaches its boiling
point. It doesnt matter whether the frog realized it or
not, the heating water will at some point result in his
demise. Let there be no misunderstanding, when the
water reaches a boiling point, the frog will die.
As I paid my taxes last month, it filled my heart
with sadness to ponder all the evil things for which
my provincial government would use my money. How
would my money be spent? To pay for the introduction of a new radical sex education curriculum to my
kindergartener? To purchase the drugs which will be
used to kill someone I love? To pass so-called environmental legislation which will further erode the prosperity of Alberta?
It has been said that there is one surefire way to
tell if a society has gone through a revolution: find
an old man, who possess the same values as those
passed to him from his father, and talk with him for
an afternoon. Truly, a revolution has occurred if his
thoughts, beliefs and values seem not wise, but foolish. If our grandfathers and their grandfathers, you

who are shocked to experience elder abuse.
The reading was part of Rosebud School of
the Arts Budding Playwrights Festival, May
14-15. Rosebud students, instructors and
graduates read the works of the six playwrights in the schools Playwriting Course.

know the ones who made this land great, were to see
what we have done with our inheritance, what would
they say? What would they say about legislation that
allows men in girls washrooms in our elementary
schools or bills that directly threaten the livelihood
of all our provincial farmers? If our ancestors could
speak, what would they say and would we consider
them to be wise or to be fools?
Yet, like the frog, we continue to merrily meander
through life, totally oblivious incremental changes or
gradual revolution occurring all around us. However,
whether we realize it or not, the temperature is indeed rising; and whether we support it or not, the
revolution is slowly destroying all that we most hold
dear and near.
Our grandfathers would have been quick to remind
us that the Prophet Isaiah warned us: Woe to those
who call evil good and good evil, who put darkness
for light and light for darkness, who put bitter for
sweet and sweet for bitter!
But perhaps that was a time before the revolution,
before the water had grown unrecognizably hot.
I urge you, our elected members of the Legislative
Assembly to make a stand and oppose all all the
issues that increase the hideous destruction of our
families, our communities and our province. I sincerely pray that you find the courage, wisdom and charity
to do what is right at this most difficult hour.
Thank you and may God bless you.

Tourism Town Halls enhance

Albertas Visitor Economy
LAUREEN F. GUENTHER
Times Contributor

Travel Alberta hosted a Tourism Town Hall in
Rosebud, May 10, presenting strategies, services
and resources for people in the tourism industry.
The Rosebud event is one of many being held
across the province.
Its about supporting our industry operators and
demonstrating the programs and services that we
offer, said Shelley Grollmuss, vice president of Industry Development at Travel Alberta. [We] talk
about how our partners can participate and be involved in the programs and how were there to help
support them. And essentially [how they can] get
their business information and travel deals and festivals and events out to travelers.
Alberta tourism is an 8 billion dollar industry, and
supports over 127 000 jobs. Especially now with
oil and gas and some of the economic challenges
that weve been facing, tourism does provide an opportunity for us to focus on other areas, Grollmuss
said.
We refer to it as the visitor economy, she said.
So when people are traveling, whether theyre
staying overnight in your hotels or campgrounds or
eating at your local restaurants, filling up at the service station, all those folks are visitors to your community.... That spending has a trickle-down effect.
The Town Halls encourage Albertans to use the
low Canadian dollar as an opportunity to attract
more American travelers, and to invite more Albertans to travel locally. With the current economic
situation and now unfortunately with the wildfire
devastation ... were expecting people to maybe
vacation a little closer to home, Grollmuss said.
Were expecting a strong summer season for the
province as far as leisure visitation.
The Town Halls also describe an opportunity that
will open to Albertans when Hainan Airlines starts a

Beijing to Calgary service, June 30. Thats opening

up a new market for us in China, which has lots of
growth opportunities, so were very excited to welcome them starting at the end of June, Grollmuss
said. The Town Halls offer information on training
opportunities and services, including how to prepare for Chinese travelers.
Alberta Tourism also uses Town Halls to introduce their free service, ATIS 2.0, Alberta Tourism
Information Service. Its really a back-end database
system that we ask all of our industries to sign up
and put their business information in, Grollmuss
said. They load the profile of their particular business. They can put in pictures and images. They
can attach news articles and clips. They can put in
travel offers and deals. Communities can load festivals and events.
That information is then shared with travelers at
travelalberta.com. Were really encouraging all operators and businesses to ensure that theyre listed
on the site, Grollmuss said. We cant help promote
their business if theyre not listed in the database.
Tourism industry partners can find ATIS 2.0, plus
other free resources, information, programs and
contacts, at industry.travelalberta.com.
She encourages all Albertans to travel locally this
summer. I would want to encourage people to get
out this summer and do something here in the province of Alberta, she said. Check out our consumer
website [travelalberta.com] and go to a local festival and event outside of your community. Go visit
somewhere that you havent been before and just
help contribute to your own provinces economy
this summer. It would be great for all of us.
For information about how to promote your tourism-related business, venue or event, or to upload
information on ATIS 2.0, go to industry.travelalberta.com. For information about venues, services and
events that you can enjoy around our province, see
travelalberta.com.

The road ahead for Alberta conservatives

DEREK FILDEBRANDT
MLA Strathmore-Brooks

A week ago I began work on a column about
getting Albertas conservatives together. I then
found out Brian Jean was working on a speech
that was very similar. We ended up joining our
ideas in the column below, which I am proud to
say was signed by all members of the Wildrose
Caucus.
----------After a year of NDP government, huge numbers
of right-of-centre Albertans are clamouring for
a united conservative party to stand in the next
election.
Despite overtures made by the Wildrose last
autumn, leadership and delegates at the recent
PC annual general meeting emphatically voted to
move ahead in isolation. For those who want to
see conservatives united in the next election, this
is unfortunate.
As desirable as uniting conservatives sounds to
many, the obstacles are significant and abundant.
The conservative movement needs to be broad
enough to encompass a winning coalition, but not
so broad as to abandon time-tested principles that
have proven successful in growing the economy,
helping Alberta prosper and taking care of our
most vulnerable.
There needs to also be a recognition that PCs
are heirs to a proud institution that served Alberta
well for a time, and was once a home to the vast
majority of Wildrose conservatives, but that time
has passed. Unfortunately, this legacy carries burdens and baggage.
But if we are going to point fingers, Wildrose
has an obligation to engage in serious introspection. For many of us, bruises and mistrust of the
PCs have kept us from welcoming them as equals
and acknowledging that they also only want what
is best for Alberta.
A major obstacle that lingers is a suspicion that
some elites in the PC establishment would just resume old habits built up in the post-Ralph Klein

era that caused Albertans to turn against them.

As has been demonstrated, merely changing who
leads the PC party did not fix this problem.
A unified conservative movement would need to
embrace the best elements of the Peter Lougheed
and Klein legacy, while rejecting the liberal drift
and questionable ethics that caused Wildrose
members to leave the PC party in the first place.
Egos and factions will also be difficult to overcome. A legitimate grassroots split in the conservative movement began over a decade ago - with
roots in a longer and equally bitter struggle at the
federal level - and all sides have scars to show for
it.
Wildrose conservatives had every reason to
forge our own way a decade ago, and while we
made some early mistakes, we have been remarkably successful. More recently, Wildrosers have
overcome incredible odds to rebuild a shattered
party after the betrayal of December 2014. There
is a deep belief in our mission that is equalled by
a legitimate grassroots opposition to short cuts to
power.
But sitting across the aisle from an NDP government that is bent upon reshaping Alberta in
its government-first image has made us reassess
our prejudices. Its time for all conservatives to do
likewise.
Since the PC establishment firmly shut the door
to any form of merger of organizations at their
convention, there is no point in pursuing that
path.
Instead, the Wildrose will rise to the occasion
and move to invite and unite conservatives with
more than a greeting. The current incarnation of
the Wildrose can and should become a bigger and
broader coalition of conservatives. We will begin
a process whereby all conservatives can come
together and be welcomed as equals, and not as
winners or losers.
Lets start with a shared vision: A conservative
party dedicated to principles of individual freedom, fiscal responsibility, religious liberty, equality of opportunity and the greatness of Alberta;

welcoming to Albertans of all backgrounds; unafraid of taking principled stands, even when it may be unpopular; and
uncompromising in its commitment to accountable and ethical government.
Achieving this will be more difficult than just writing out a
vision. This summer, our party will bring people together at
meetings and town halls right across Alberta to solicit support for changes to make our party a home for all Albertans
that reject the overspending, overtaxing and economically
illiterate NDP.
Together, we will put our childrens Alberta above ourselves.

Canadians come together to support relief for

those affected by wildfires in Fort McMurray
MARTIN SHIELDS
Member of Parliament Bow River Riding

The wildfires have affected much land in the
Regional Municipality of Wood Buffalo, with Fort
McMurray as their focal point. Tens of thousands
of Albertans, families with men, women, and children forced to flee their homes as the fires crept
closer. Many homes and businesses burned to the
ground, and some families have lost their homes,
and their possessions. Animals were affected by
the wildfires as well.
Despite all the carnage and the pain caused by
these wildfires, the people of Alberta showed just
how resilient they are in the face of the greatest
challenges. Thats why I love being Albertan and
Canadian. When the going gets tough, we really
get together and support each other like members
of a great extended family.
I had the great privilege of attending several
fundraisers in places like Brooks, Chestermere,
and Strathmore. All proceeds were to help with
the relief work in Fort McMurray. I was touched
that collectively, these fundraisers brought in over
$100,000 dollars that will go to support the displaced families of Fort McMurray.
Gestures like these are a touching reminder that

when one Canadian community is affected by a

natural disaster, all Canadians feel connected.
I know that there have been several fundraisers in communities across Canada to raise funds
for relief work in Fort McMurray. Here in Ottawa,
many businesses and companies have been contributing, either by promoting the Red Cross fund
for Fort McMurray, or by holding their own separate fundraisers.
As a politician, I can tell you that on occasions
like these, we put our political differences aside
and speak with one voice. We saw that here on
Parliament Hill in the House of Commons, we saw
it in the Alberta Legislature, and right across Canada. In a time like this, where so many Canadians
have been affected by the wildfires, the people of
Fort McMurray need to know that all Canadians
are behind them. I think the generous response
we have seen from across the country has demonstrated that this is very much the case.
The next step will be for the people of Fort McMurray to rebuild and make their community even
stronger over the next while. I look forward to
witnessing this renewal.
I invite you to contact my office at 613-992-0761
or by e-mail at martin.shields@parl.gc.ca should
you have any questions or comments.

Easing financial woes

MIRIAM OSTERMANN
Times Associate Editor

As the payday loan regulation expires at the end of
June and with a proposed
legislation to abolish predatory lending on the horizon,
Connect First Credit Union
in collaboration with a community partner, Momentum,
is launching a micro-lending
solution pilot program in a
few months time.
For over a year, First Calgary Financial and Chinook
Financial the two divisions
of Connect First Credit Union
have teamed up with Momentum to produce an official alternative to payday
lending the Cash Crunch
Loan in August.
Payday loans consist of
borrowing a maximum dollar amount of $1,500 for a
term of 62 days or less, and
in Alberta payday lenders
can charge $23 per $100 borrowed making it the second
highest rate in Canada, just
behind Prince Edward Island
with $25.
With Bill 15: An Act to End
Predatory Lending pending,
a legislation that would reduce borrowing fees from
$23 to $15 per $100 borrowed and make it the lowest rate in Canada, Chinook
Financial expects to offer
their pilot project to Strathmore residents in August
with a possible interest rate
of 10 per cent lower than
most credit cards at 18 per
cent and lower than the proposed legislation.
This cash-crunch loan
is making it more official
for people with short-term
needs, but I think weve always been here to help people, said Scot Hadden, president of Chinook Financial.
Payday loans can cost
anywhere, if you do it in
percentage, from 300 to 600
per cent. Which is crazy. This

works in the favour of Albertans. I think the legislation of payday lending in the
province of Alberta will be
as tight as anywhere else in
Canada. But even at that its
still an expensive alternative
for people who need shortterm cash and they need it in
a hurry.
Bill 15 further attempts
to allow borrowers to repay
loans in instalments instead
of at once, require lenders
to refer borrowers to financial literacy resources, and
include all fees in calculating
cost of borrowing.
Many participants we
work with struggle with
payday loan debt, and these
changes will support people
living on low incomes to exit
the cycle of debt, said Jeff
Loomis, executive director of
Momentum in a statement.
We are also very supportive
of the government working
with financial institutions to
develop more affordable alternatives.
Yet Hadden said while the
legislation is better for Alberta citizens than the current payday loan options, it
affects those living from paycheque to paycheque who
may feel shame for their current financial situation and
are uncomfortable approaching larger financial advisories or credit unions. Thus
they often turn to payday
lending solutions a problem apparent specifically in
smaller towns.
I think people think its
not a problem in small communities, because sometimes
there may be a payday loans
business and sometimes
there isnt, but in some ways
the online solutions are even
less regulated than the payday loans solution, said
Hadden.
The pilot program will be
available to Strathmore residents in August.

New director takes up position

at local library

www.

StrathmoreTimes.com

MIRIAM OSTERMANN
Times Associate Editor

The Strathmore Municipal library welcomed
a new director of library services recently with
the temporary leave of absence of Rachel Dick
Hughes, who will be on maternity leave until
next June.
Betty Whalens retirement plan always included moving back to Alberta to be closer to her
two sons and grandchildren, so when the position of a director became available in Strathmore, the accomplished librarian yearned for
the job.
This is my dream job, Ive always wanted to
work in rural Alberta, said Whalen.
In a smaller community its kind of neat because you get to know the place better and Im
finding that already here. This is a really vibrant
community with lots of stuff happening and
the library is a part of it and thats a really nice
thing.
Whalen was born and raised in Newfoundland, where she received her bachelor degree in
English and Folklore at the Memorial University
of Newfoundland. She went on to graduate with
a library science degree from Dalhousie. After
meeting her husband, who also pursued a career as a librarian at university facilities, in Nova
Scotia, Whalens career has moved her around
the country from regional libraries to public libraries to rural libraries, from Nova Scotia to
Moosejaw to Calgary. With much knowledge
and experience, Whalen has already proposed
many ideas and a few changes to the local library.
She brings a vast amount of experience to
the library and so were really looking forward
to picking her brain and taking her experience
and knowledge and running with it, said Carmen Erison, assistant director of library services
in Strathmore.
Whats great about bringing in any new

blood is that its a different eye. Its a different

view of the way we are doing things. Naturally
were going to miss Rachel this year, but were
looking forward to another exciting year of new
programs and new experiences.
Although Whalen said working in a big library
system is a good training ground, working in a
rural environment offers her more interaction
with the community and provides a more broadly scaled job with greater responsibilities.
Whalen is looking forward to working closely with local groups the library is currently involved with, including Five for Life, Parent Link,
and Wheatland Further Education. Over the
years the library has experienced a tremendous
growth in patronage, added numerous programs
mostly free to the public and established itself as a social hub for the community.
Theyve done really good work here, Whalen added. Theyve established quite a lot in a
short time and I want to take it a couple of steps
further, so they can take it a couple of steps
further as well. Ill enjoy this year, its going to
be fun.

16 year old student remains involved

Community-minded Jonathan Moore,
a 16-year-old student at Strathmore High
School (SHS), has recently been added
to Strathmores sustainability committee
as the youngest person on any municipal board in town.
At a young age, Moore demonstrated a keen interest in politics and volunteerism. As a member of Strathmore
Assembly of Youth (SAY) and a leader
in making amendments and promoting
awareness for an anti-bullying bylaw, he
has been making an impact as a young
ambassador for Strathmore and his high
school.
When Moore was seeking membership, the sustainability boards mis-

sion stood out to him. The communityoriented and revitalization side of this
committee is something that Moore felt
was very important and saw that this
would be a good fit. His commitment
to this board will ensure that youth are
heard when making important decisions for their future.
In addition to municipal leadership,
Moore recently attended Forum for
Young Albertans in Edmonton from
April 17th to 23rd. The annual program
focuses on three pillars: law; politics;
and media, and students took part in
various engaging activities, simulations,
and sessions in order to better understand these important topics. The program was attended by 23 like-minded,
young political enthusiasts from across
Alberta who were able to make connec-

tions and collaborate with one another.

It was a great environment to be
around, the people they all thought
the exact same way, like there needs to
be change and I want to learn how I can
make change personally, Moore said.
One of the things Moore took away
from this experience was being able
to watch provincial politicians at work
outside of the eye of the media, something that he is hoping to merge into as
an international businessman or lawyer.
I feel that politicians get a lot of flack
that they really dont deserve they
dont have an easy job for sure, and
even if you dont respect their opinions,
youve got to respect what theyre doing ... after this experience, I really saw
firsthand how hard a lot of the politicians work to stay on top of their game,
to represent their constituents, and to
bring valid points into the legislature to

be discussed.
Voted the head of his groups party,
the Progressive Opportunist Party,
Moore was singled out by other participants as a natural leader, and together
they were able to voice their opinions
on various bills they created in a mock
parliament held inside the Chamber.
I feel like I am more well-rounded
and well-prepared to discuss issues
that are affecting my community and
my province and I feel like now it gave
me connections and a way to voice my
opinions and to voice the opinions of
others.
To any students who are interested
in attending a program such as Forum
for Young Albertans, Moore says, I just
definitely feel that one of the reasons
you should go is to make connections
that you can develop it was a great
experience. I definitely learned a lot.

County proposes updates to Rosebud Area Structure Plan

LAUREEN F. GUENTHER
Times Contributor

Wheatland Countys Planning and Development Department held an open house in
Rosebuds Community Centre on May 11 to
invite input to their proposed update to the
Hamlet of Rosebud Area Structure Plan (ASP).
The Rosebud ASP provides direction for
growth and land use over a 40-year period,
and is reviewed every five years. It describes
the general sequence of development and
population density, and general transportation routes and public utilities locations.
It does not, however, specify a timeline for
growth. Land use applications are considered
in accordance with the ASP. The ASP works
in conjunction with the land use bylaw. The
bylaw regulates land use, but when the ASP
proposes future land use, the bylaw may need
to be amended before a development can be
approved.
The Planning and Development Department hosted an initial open house earlier
this year, inviting Rosebud residents to give
feedback about the existing ASP. Gerry Melenka, manager of the countys Planning and
Development Department, said community
members offered many pertinent comments.
There were many questions about the land
use bylaw, he said, and one of the messages
he and his team received was that the community needed more open space, including
walking paths.
The planning team considered the communitys input when drafting an ASP update, and
they presented that draft at the May 11 open
house. The second open house was well attended, and visitors engaged in meaningful
discussion, Melenka observed, but they requested fewer changes than at the first open
house. He expressed a hope that this indicated he and his team had effectively incorporated the communitys suggestions. After
they make further revisions, the planning
team will present the updated ASP at a public
meeting in June or July.

The Rosebud ASP includes a vision for community sustainability,

which identifies three priorities: the
natural environment, economic development, and provision of community services and infrastructure to
meet the needs of the population.
Melenka said a major goal of the
ASP is to recognize, support and encourage what already exists in Rosebud rather than limiting or working
against it, and to make the process
smoother for those working toward
expansion and development; for instance, to formally recognize garden
and secondary suites.
The Hamlet of Rosebud ASP delineates a Hamlet Established Area, the
area currently inside the Hamlet, and
a Hamlet Expansion area, inside the
area of the Plan but outside Hamlet
boundaries. The Plan recognizes the
need for expanded residential development in Rosebud, but emphasizes
that development should be in the
Established Area in order to protect
the environmentally sensitive areas.
Residential expansion could include converting residential use
areas to commercial, community
service, or mixed-use areas; and

modifying low-density areas (single

family, detached homes) to mediumdensity areas. The plan includes an
objective to provide a mix of housing types to meet differing needs.
The ASP specifies that all new development, including landscaping,
signage, site and building design
and street layout, must complement
Rosebuds existing architectural
character and streetscape. The Plan
emphasizes promoting and supporting mixed-use development in Rosebud.
The Plan states that Rosebud is located within a nationally significant
Environmentally Significant Area, so
potential developers are required to
submit an environmental assessment
prior to development. Creation and
protection of open space is another
important aspect of the ASP, which
specifies that development should
include open space, parks and trails.
It sets a goal to protect natural and
unique features, river valleys and
floodplains, and recommends an
open space master plan.
The Plan also specifies that Municipal Reserve land within the Hamlet
should be designated for recreation

facilities, open spaces and a pedestrian

trail system.

ASP before the public meeting or before the document is finalized, contact

Council approved jet boat repairs

after the fact
MIRIAM OSTERMANN
Times Associate Editor

Town council found themselves
blindsided last week, when they were
informed thousands of dollars had
already been spent on vital repairs
to the Strathmore Fire Departments
(SFD) jet boat prior to council approving the funds.
Captain of the SFD Bas Owel informed council on May 18 that the departments surface rescue boat was in
dire need of repairs, where the vessel
had sustained cracks and major deficiencies with the motor and motor
mounts deemed critical to repair.
To ensure the safety of the firefighters and due to not having a highly
reliable operational boat, the repairs
were made without prior council approval, racking up a $22,360.39 bill
the town was now expected to pay.
The deficiencies were identified last
November, and with only weeks to go
to launch the boat into the water, the
timeline raised concerns in council
chambers last week.
Im a little disappointed, said
Councillor Brad Walls. We knew
about this since last November that
the repairs had to be done and we
waited until a month before were going to be needing the boat to make
repairs. I really hope thats not our
practice. I really hope administration
will look into the reason as to why
we delayed 6 to 8 months to get repairs done that shouldve been done
in a little more timely fashion in my
mind.
The jet boat, which was already

used at the time, was purchased by

the Volunteer Fire Association in 2008
with $40,000 donated by the Legion
Ladies Auxiliary.
With $22,000 spent on repairs, other councillors felt the issue shouldve
been brought to council sooner for a
decision to be made on whether to
pay for repairs or replace the vessel.
Owel was unable to provide council
with a future date when the boat is
expected to be replaced, stating that
it wasnt listed in the capital plan for
replacement.
I feel embarrassed, said Owel. I
do my best to bring things in front
of council before those things occur.
Thats what Ill do with the next item
Ill bring to council. Repairs that were
made to the boat should enable the
boat to be used for a number of years
going forward. I will assure you that
no citizens were put in jeopardy as a
result of repairs not getting done. It
was done at an opportune time for
those repairs.
Council also discussed the importance of setting aside funds within
the budget for major repairs to prevent having to constantly dip into the
towns financial stabilization reserve.
Administration also commented in
regards to rescue missions outside of
the town limits, stating that invoices
had been mailed out in the past but
no payment had been received. Along
with Strathmore, Calgary and Siksika
are also able to perform surface rescue missions.
I think its the responsibility of
council to make sure that there is a
line in that budget to put repairs in

Strathmore

Denture Clinic

there, said Councillor Peterson. Secondly, in light of the workout that

that boat got last summer, and I know
that our fire department performed a
heroic and highly dangerous rescue
and saved lives on the Bow River, it
seems reasonable to me that if a boat
such as this needed repair it would be
done. I will be asking administration
in future planning sessions to take a
look at our budget in this regard and
I think that we need a contingency.
Council voted unanimously to approve the repairs with the funds being drawn from financial stabilization.
The jet boat was repaired in time for
the upcoming season.

Strathmore High School (SHS) drama students
will soon bring to life Our Town, a Pulitzer Prize
winning three-act-play about life in a small town.
The story follows the daily lives of the fictional
characters of Grovers Corners in the United States
in the early 20th century. The first act is about
daily life, act two is about love and marriage, and
act three is about death and dying.
I chose it because it is such a beautiful story
with such rich characters, said Paula Richardson,
the drama teacher in charge. [They have] so many
layers to them and honestly there is a character in
the show, they are the story teller and they have
pages and pages of monologues to memorize. My
kids are just doing a fabulous job that are cast in
those roles.
The cast is made up of students from Grades 1112, and Richardson explained that they had been
hard at work learning their lines in time for the

production. The students had to go back to their

theatre basics, as the play requires very few props
to be used.
According to Richardson, the writer did this on
purpose to ensure that the audience focuses on
the characters and the story. It also means that the
actors will have to mime out most of the actions.
There is no fancy lighting, there is no fancy
special effects. Almost all of our stuff is done by
our students, said Richardson.
She also added that it was great for her students
in terms of character development and they dont
have to worry about special effects.
Richardson was also thankful to have guest director, Paula Furfaro, join the show to share her
expertise. Furfaro is an aide at SHS but has a background in acting on stage and television.
The show is family-friendly and will run from
June 5-8 at 7 p.m. at the Strathmore High School
theatre. Tickets cost $10 each and can be purchased at the door or by calling the school in advance.

High School Rodeo puts on a good show

ANDREA ROBERTS

Grade 9-12 students showed off their varying
skills at the annual Strathmore High School Rodeo on May 21 at the Strathmore and District Agricultural grounds for a chance to qualify in the
Alberta High School Provincial Rodeo. The high
school event was meant to take place over the
whole weekend, but due to bad weather the May
22 rodeo was cancelled, forcing contestants to try
and make it into the top ten with only one shot.
It was pretty competitive, said High School
Rodeo Organizer Crystal Stevens.
All the kids had been practicing and brought
their A-games. All those kids in the 11, 12 and 13
spots were fighting for a spot at the top ten.

About four of the eight local competitors made

it to provincials, which will take place from June
3 to June 5. The number of local contestants and
qualifiers has seen an increase over the past 10
years.
Nearly 20 volunteers and sponsors participated
in the success of the event this year, including
new sponsors McDonalds and Sobeys. Hayze Stevens, Destiny Stevens, Marissa Boisjoli and Jewel
Brister will be going to the Provincial Rodeo for
team roping.
Stevens was disappointed, however, in the turnout of spectators, while understanding the weather played a bit of a deterrent.
Hopefully one day we will have more people
come out to watch that would be lovely, personally I thought it was a good show, she said.

ANDREA ROBERTS

The sixth annual Tri-Smore Triathlon is only a month
away and race organizers are looking forward to hosting the event in Strathmore once again while continuing to increase their volunteer base before the event.
Sixty volunteers are needed, similar to last year, to help
make the race run smoothly and have already received
a response for half the volunteers needed.
I know people who think, man I dont think I could
ever do a triathlon, but with this one we just have a really fun vibe and it is as competitive as you want it to
be, said
Tri-Smore Triathlon Race Director Niki Johnson.
Some people are very competitive with it and that
is great but some people are there because they just
want to do it.
The race has two categories for children - the twobite smore for eight year olds and younger, and the
quarter distance for those 13 years old and younger.
In keeping with past events, Tri-Smore will also feature a half marathon, full marathon and mega distance.
The mega distance was introduced last year and is an
Olympic distanced triathlon. Competitors can either
take part on their own or as a team and will have to
swim, cycle and run to the finish line.
Participants are expected to bring their own equipment, but the organizers have been known to provide
children with bikes in the past who were lacking them.
What we do at Tri-Smore is remove the barriers so
that everybody can feel like they can come and participate, she said.
In recent years, the race has broken the age and ability barriers, having a two-year-old competitor compete
and a lady crossed the race of her bucket list for her
80th birthday. This year the race will show its multigenerational side, as one of the usual volunteers, Christine Nelson, will take part in the race with her family.
Her 70-year-old father will do the swimming portion,
she will cycle while her son will do the running. Nelson has been a volunteer for six years and her children
have taken part in the race a few times before. This
lead to her dad deciding he wanted to take part.
I honestly doing something like that with my dad is
pretty cool, said Nelson.
I think that will be pretty neat and Brody, my 11
year old, is pretty excited he gets to be on a team with
grandpa, doesnt really care that I am on the team but
excited for grandpa.
The race will take part on the June 25 in Strathmore
starting with registration at 7 a.m. on race-day morning. The organizers will be accepting entries until June
20 although prices will go up after June 10. Volunteers
are still required to help out with the event. The race is
open to all ages and abilities and everyone is encouraged to give it a try. Anybody wishing to participate,
either in the race or volunteering can register on the
Tri-Smore website or call Niki Johnson at 403-480-1218.

Fragmented ag lands
SHARON MCLEAY
Times Contributor

As new housing developments pop up across former farm
land, there is a perception that urban sprawl is overtaking
valuable crop land.
Jason Cathcart, from Alberta Agricultural and Forestry, is
looking for municipality input to determine the facts on conversion and fragmentation of farmland.
Conversion is thought to be a precursor to fragmentation,
said Cathcart. This is not a new issue.
He filled in Wheatland Council about the history of past measures, like guidelines in the Municipal Governance Act given
for land use bylaws, taken to address public concerns on the
preservation of agricultural resources. He said studies have not
been updated since 2009 and the government is attempting to
gather new information.
With this process, we are trying to bring balance to perceptions, said Cathcart. Sound data leads to sound policy.
He said the government is asking for input from 72 municipalities across the province because they realize that local
input gives quality data.
People who work and live in these areas can better answer
these questions, said Cathcart.
The government has begun surveys and audiences gave
feedback about their concerns. They found urban respondents
were concerned about fragmented landscapes and rural respondents were concerned about fragmentation leading to inefficient agricultural production. The older farm respondents
did not want to see government interventions and worried
about impacts to their retirement options, with the limitations
placed on subdivision criteria. Younger farm owners commented on how speculative land purchases led to overpricing or
devaluation of farm land.
Other concerns noted were about the effects climate change
will have on agriculture, ensuring food security and creating

incentive to keep land in agricultural production.

Alberta agriculture has over 50 million acres producing agricultural commodities, with 35 per cent of
those products exported to other countries. It generates $9.7 billion dollars in income. So preserving
this valuable resource and addressing its issues is
important.
Cathcart said they looked at various data sources
to generate accurate data bases and settled on the
Alberta land title system as the best to provide statistics. He said interpretation of the figures is in the
early stages and some parts of the process are being refined. Cathcart agreed that there are still some
grey areas to work out.
Land deemed to be in Ag production are pieces
between 10 and 240 acres. Once the parcels are divided to less than 10 acres they are thought to be
out of agricultural use. This doesnt include anomalies of specialty food production, land reserves,
property owned by the department of defence, road
allowances, water bodies or grazing lands.
Preliminary data suggests that the annexation of

property by urban centres is a major factor leading to decreased farmland. From 1996 to 2009, there
were 200,000 acres taken out of production. The
corridor between Calgary and Edmonton was the
heaviest hit, with spikes in population growth comparing to fragmentation.
An offset to the decrease was the increase of productive land in northern Alberta, with the sale of approximately 27,000 acres of public lands to private
owners.
Wheatland County saw a spike in fragmentation
from 2011 to 2013, but currently shows less than .06
per cent fragmentation. The current land-use bylaw
guidelines have encouraged subdivision development around towns and villages and encourage the
preservation of agricultural lands.
Cathcart hopes that municipalities will work with
the government to refine and develop the data, so
it can be used as a valuable tool in decision-making
processes at all levels of government, thus preserving agricultural resources in the province for the
future.

Safety awareness
ANDREA ROBERTS
Times Intern

Riding bikes can be a fun way to get
active and enjoy the warm weather but
cyclists of all ages need to be aware of
the dangers that come with this activity.
There are a number of bylaws surrounding bike safety and responsibility,
although they all differ between provinces and places. Every person riding a bicycle or skateboard must obey the rules
of the road, said Community Peace Officer Kevin Taylor.
So be it stop signs, yields stuff like
that, the guidelines are the same as a vehicle.
This means when you are riding on the
road you are seen as a vehicle and must
adhere to the rules; for example fully
stopping at a four way stop and ensuring
it is your turn to go.
Taylor explained that he was pleased
to see more people complying with the
law and cycling safely in recent weeks.
He has not handed out any violations
lately although he had one or two conversations with people reminding them
to walk their bicycles across the road.
There are a number of rules that cyclists must remember when they are on
their bikes both ensuring their safety and
those around them.
In Strathmore cyclists are allowed to
ride on he sidewalk as long as they are
aware of pedestrians and must remember
to give them some kind of audible signal
like a bell or shout when passing them.
Taylor pointed out two important rules
that cyclist need to remember and they
are often the ones he has to talk to people about.
The first is to dismount the bicycle
when approaching an intersection and
walk it across as a pedestrian, as this is
where most accidents happen. According
to the Canadian Automobile Association
about 7500 cyclists are severely injured
every year in Canada, with 18 percent of
those killed in traffic accidents under the
age of 16.
The second is also a major bylaw in
Alberta. Anyone under the age of 18 is required to wear a helmet, which decreases
the risk of brain injury in the case of an
accident. This helmet cannot be damaged and must be securely in place with
the strap fastened. Taylor explained that
there is a $93 ticket for not complying
with this law, and parents who knowingly allow their children to ride without a
helmet can get fined too.
However, it seems that most of Strathmores youth are wearing their helmets
and this is what Taylor and the other municipal officers want.
For them the most important thing is
to have a conversation with the children
about bike safety and ensure that there is
compliance with the law. He further explained that many of the children who he
had spoken with in the past now make
sure they wear their helmets.
Wear it right: Low, level, and snug,
said Bill Thompson, the OHS officer for
Golden Hills School district in an email.
Your helmet should sit level on your
head, and the front of the helmet should
cover most of your forehead.
Thompson also said that helmets
should be properly certified, and the best
way to check is to look for a certification
sticker from the CSA, EN, ASTM, CPSC or
Snell B90/B95.
While the Peace Officers are mostly
seeing compliance right now, Taylor explained that summer is usually the time
when they see more infractions with people and will probably have more conversations with the young cyclists and their
parents. He hopes, that if more children
are starting now to wear their helmets it
will become habit by the summer.

MEMORIAMS

Del Fisher,

(November 7, 1931 - May 30-2013)

They say there is a reason,
They say that time will heal,
But neither time nor reason,
Will change the way I feel,
For no one knows the heartache,
That lies behind my smile.
No-one knows how many times,
I have broken down and cried,
I want to tell you something,
So there wont be any doubt,
Youre so wonderful to think about,
But so hard to be without.

Sadly Missed,
Joyce and family

And you remain forever young
I see your face in the clouds
I hear your voice throughout
And you remain forever young
