ust days after President Bush announced an “immi-
gration reform” plan that would give legal status to
millions of illegal aliens, the number of immigrants
entering this country illegally increased dramatically,
according to the union that represents the Border Patrol’s
9,000 field agents.
Meanwhile, outrage among Republicans who call them-
selves “conservatives” continued to mount, making it likely
that Bush will not force the issue in Congress until after the
election. The revolt among his core supporters could cause
him to lose the White House.
Apprehension totals increased threefold in the San Diego
area alone since the president’s announcement, the National
Border Patrol Council said. The vast majority of illegal aliens
seized along the border said they had entered the United
States seeking amnesty, the union said. Most of those arrest-
ed and eventually deported had no history of immigration
violations, it said.
Law enforcement authorities, immigration specialists and
the council had predicted that the Bush proposal, delivered
Jan. 7, would immediately lead to increased illegal immigra-
tion by those seeking to take advantage of this “limited”
amnesty.
Bush insists that he proposed no amnesty, but would
allow illegal aliens to have “temporary” work permits renew-
able for three-year periods. He proposed no punishment for
those who entered the country criminally.
Republicans in Congress are challenging Bush’s defini-
tion of “amnesty.”
Bush’s proposal is, by definition, an amnesty program,
and previous amnesties “have not reduced illegal immigra-
tion; rather, they have increased illegal immigration,” said
Rep. LaMar Smith (R-Tex.). He is a member of the House
Judiciary subcommittee on immigration, border security
and claims.
“Amnesty rewards those who broke our laws, and thus
encourages others to do the same,” Smith said. “Our immi-

Below are commentator Paul Harvey’s stirring comments concerning
Mel Gibson’s new movie, The Passion of the Christ, which premiered Feb.
25. The film is “a kind of art that is a rarity in life,” said Harvey.

I
really did not know what to expect. I was thrilled
to have been invited to a private viewing of Mel
Gibson’s film The Passion, but I had also read all
the cautious articles and spin. I grew up in a
Jewish town and owe much of my own faith
journey to this influence. I have a life-long,
deeply held aversion to anything that might
even indirectly encourage any form of anti-Semitic
thought, language or actions.
I arrived at the private viewing for The Passion in
Washington and greeted some familiar faces. The film
was very briefly introduced, without fanfare, and then the

but this time from sobbing. I am not sure there was a dry
eye in the place. The crowd of people, who had been glad-
handing before the film, was now eerily silent. We had
experienced a kind of art that is a rarity in life.
One scene in the film has now been forever etched in
my mind. A brutalized, wounded Jesus was soon to fall
again under the weight of the cross. His mother had
made her way along the Via Dolorosa. As she ran to him,
she flashed back to a memory of Jesus as a child, protect-
ing him from a fall. But she was now reaching to touch
his wounded adult face. Jesus looked at her with intense-

room darkened.
From the gripping opening scene in the Garden of
Gethsemane, to the very human and tender portrayal of
the earthly ministry of Jesus, through the betrayal, the
arrest, the scourging, the way of the cross, the encounter
with the thieves, the surrender on the Cross, until the
final scene in the empty tomb, this was not simply a
movie, it was an encounter, unlike anything I have ever
experienced.
In addition to being a masterpiece of filmmaking and
an artistic triumph, The Passion evoked more deep reflec-
tion, sorrow and emotion within me than anything since
my wedding, my ordination or the birth of my children.
When the film concluded, this invitation only gather-
ly probing and passionately loving eyes and said:
“Behold; I make all things new.”
These are words taken from a book of the New
Testament, the Book of Revelation. Suddenly, the purpose
of the pain was so clear; and the wounds, that earlier in
the film had been so difficult to see [i.e., painful to look
upon] in his face, his back, indeed all over his body,
became beautiful. The idea was that they had been borne
voluntarily, for love.
At the end of the film, after we had all had a chance to
recover, a question and answer period ensued. The unan-
imous praise for the film, from a rather diverse crowd,
was as astounding as the compliments were effusive. The
questions included the one that seems to follow this film:

Lack of Funding for Railways Could Spell Disaster for Amtrak
A
fter spending more than $100 billion to
invade Iraq, President Bush wants to pro-
vide only $900 million for Amtrak, a fig-
ure so low it may end the national rail
transportation system. Congress wanted to pro-
vide a little more, but President Bush threatened to
veto the measure, which would be his first veto.
The Senate voted 76 to 21 to approve a $318
billion transportation bill on Feb. 12, but it must
be reconciled with a House version before reach-
ing the president’s desk. The lion’s share of funds
go to highway construction, which lawmakers
argued would generate numerous jobs. It would
provide $2 billion annually for Amtrak over the
next six years.
Amtrak President David Gunn, who had asked
for $1.8 billion for fiscal 2005, said the $900 mil-
lion limit Bush insisted on would force the nation-
al passenger rail system to shut down. He said the
$900 million would cover only operating costs
and debt payments and not cover $800 million
needed for capital costs such as upgrading wood
ties to concrete, replacing bridges and overhauling
rail cars.
Amtrak ridership reached a record 24 million
last year, as more Americans abandoned clogged
highways. Advocates argue that luring motorists
out of their cars and on to trains reduces highway
congestion and improves air quality.
Amtrak received $1.22 billion from Congress last year
and cut costs by reducing the number of employees by
3,400 to 20,000. Amtrak also eliminated some express
freight and mail services. Amtrak has built relations with
states that are willing to bear some of the costs to upgrade
or improve high-speed rail services between metropolitan
areas, such as San Diego to Los Angeles; Portland, Ore. to
Seattle; and Philadelphia to Harrisburg, Pa., Amtrak offi-
cials said.
The Senate Finance Committee hammered the legisla-
tion together that lawmakers said would increase the
funding going into the Highway Trust Fund without rais-
ing gasoline taxes but leaves less for other modes, such as
railroads.
“Never get between a congressman and asphalt,” said
Sen. Rick Santorum (R-Pa.), who opposed the bill. “A
bunch of us are about to be roadkill. The bottom line is,
we’re spending a ton of money and not paying for it.”

transportation infrastructure, safety and public-transit
needs of our country,” said Sen. James Inhofe (R-Okla.).
He is chairman of the Senate Environment and Public
Works Committee, which wrote much of the bill.
“This is a jobs bill,” said Sen. Jim Jeffords (I-Ver.), rank-
ing minority member of the Public Works Committee.
“There’s no other jobs bill that can do so much.”
“There should be no surprises” that the administration
is fighting funding for Amtrak, Gunn said. “We go
through this dance that we’re going through now every
year.” He has had to fight short funding of Amtrak for the
past three years.
In more than 90 percent of the cases, an individual
commuter on a railroad represents one less car on the
highway. So workers who have no option to driving have
a hearty interest in full rail cars, too. Traffic congestion in
2001 cost $69 billion—including 3.5 billion hours of
delays and 5.7 billion gallons of excess fuel consump-
tion—in 75 metropolitan areas alone, according to the
Texas Transportation Institute. This congestion costs each
resident in those 75 cities $520 per year.
The more people moved by Amtrak instead of car or
plane, the less gasoline consumed at the pump. An inflat-
ed demand for gas creates a shortage and higher prices.
TRIAL CAPS
Trial lawyers prevailed in the Senate on Feb. 24, again
killing legislation to limit medical malpractice awards,
which is certain to drive sky-high medical costs still high-
er. The Senate failed to obtain the 60 votes necessary to
break a filibuster on a mostly party-line vote of 48-45.
Only one Democrat, Sen. Robert Byrd (W.Va.),
crossed party lines to support breaking the fili-
buster.
Three Republicans, Michael Crapo (Idaho),
Lindsey Graham (S.C.) and Richard Shelby
(Ala.) voted with Democrats to block malprac-
tice reform. Presidential candidates John Kerry
(Mass.) and John Edwards (N.C.) did not vote.
Edwards is a millionaire trial lawyer.
Lawyers and law firms have given $29 mil-
lion to Democrats and $13 million to Repub-
licans so far in the 2004 election cycle, according
to the Federal Election Commission. Trial
lawyers win outlandish judgments in malprac-
tice suits, keeping up to one-half of the awards.
Democrats have similarly blocked more
comprehensive malpractice reform votes
numerous times, so Republicans chose a bit-by-
bit approach. The bill in which a vote was
denied applied to physicians who practice
obstetrics-gynecology and device and drug mak-
ers involved in such care.
Since virtually all insurance companies do
business in several states, the interstate com-
merce clause of the Constitution empowers
Congress to address the issue.
As malpractice insurance rises, so do fees and other
charges. Another hidden cost is the practice of “defensive
medicine” resulting from the threat of frivolous lawsuits.
This occurs when a physician conducts excessive and
expensive tests that would not be normally recommend-
ed but could be a valuable defense in a lawsuit.
The bill placed no limits on awards for economic
damages. Non-economic damages such as pain and suf-
fering would be capped at $250,000 or twice the amount
of economic damages, whichever is larger.

Malpractice insurance has increased so dramatically
that many physicians leave high-cost states, retire, or sim-
ply stop practicing their specialty. Hearings have pro-
duced horror stories of pregnant women having to drive
great distances to have babies.
Sen. Orrin Hatch (R-Utah) said “it’s shameful” that
Democrats “placed personal-injury lawyers above preg-
nant women.”
DEMOCRATS SHIFT IN GUN FIGHT
Senate Democrats, mindful of political winds, are pos-
ing as champions of gun rights while pushing for gun
control. Democrats and some Republicans are trying to
attach an extension of the “assault weapons” law—which
expires Sept. 13 unless extended—to a measure that
would protect the gun industry from lawsuits stemming
from criminal use of guns.

Economy ‘Outsourcing’ Itself Out of Existence
T
he dollar keeps going down, and the trade deficit
keeps going up. Economists and reporters explain
this in terms of American appetite for foreign
goods outstripping overseas demand for U.S.
goods.
There is another explanation, one perhaps closer to
the truth. Americans are buying the same goods as in the
past made by the same U.S. multinational corpora-
tions—only the goods are no longer made in the United
States. Their production has been outsourced or off-
shored to Asia. The same goods now count as imports,
because they are produced offshore.
A country cannot close its trade deficit if its economy
is being moved offshore.
Offshore production hits the trade deficit from both
ends: goods once produced domestically become
imports, and as production moves offshore the ability to
export declines. When a U.S. business moves a factory to
China, that factory’s products cease to be potential
exports and become imports.
Stephen Roach at Morgan Stanley estimates that more
than half of our whopping trade deficit with China
results from offshore production.
Economists claim that outsourcing of U.S. production
helps our economy by creating incomes for the Chinese
to buy our products. However, increased Chinese
Lost Jobs Displayed On ‘Wall of Shame’
H
onoring workers who have lost their jobs due
to federal government policies, the
International Association of Machinists and
Aerospace Workers (IAM) conducted a week
of events featuring a mobile “Wall of Shame” recently.
The eight-foot-high wall, mounted on a 40-foot
flatbed trailer, visited 12 cities in Iowa and Nebraska,
and additional workers added their names to the wall
as it went from town to town.
Said IAM International President Tom Buffen-
barger, who led the tour: “Our goal is to erase every
name inscribed on this wall. That can’t begin to hap-
pen until we have trade laws and an administration
that respects American jobs and American workers.”

For 34 years, union machinist Fred Thompson was
proud of his job at the Goss Printing Co. Then, two
years ago, he and 700 of his co-workers found them-
selves out of work.
“You had a good income, and you had good,
steady employment,” Thompson said. “They gathered
us together and told us that our jobs were finished.”
As Goss closed its last U.S. plant, exporting its jobs
overseas, the local workers put up what they called the
Wall of Shame. There, they put the names of 1,014
Cedar Rapids union workers who lost their jobs since
President Bush took office. ★ for economic policy.

What is happening is that foreign labor is substituted
for U.S. labor in the production of the goods and servic-
es that Americans consume. Americans lose the incomes
and employment associated with the production of the
goods that they consume.
The Bureau of Labor Statistics (BLS) offers no evidence
to support economists’ claims that outsourcing produc-
tion to Asia creates new and better jobs in the United
States. On Feb. 11, the BLS released its 10-year projections
of U.S. job growth by industry and occupation. Missing
in the BLS lineup are the high-tech and knowledge jobs
that economists have been falsely promising us are our
rewards for losing our manufacturing jobs.
Are you ready for this? The BLS says that the bulk of
U.S. job growth over the next decade will be in low-paid
non-tradable services that do not require a college educa-
tion. Here is America’s job future for the next 10 years:
waiters and waitresses; janitors and cleaners; food prepa-
ration; nursing aides, orderlies and attendants; cashiers;
customer service representatives; retail salespersons; regis-
tered nurses; general and operational managers and post-
secondary teachers.
Of these 10 areas of greatest job growth, RNs require
an associate degree, managers a bachelor’s degree, and
postsecondary teachers a graduate degree. The BLS says
the qualifications for the other seven are met by on-the-
job-training.
The BLS has another list: the 10 fastest-growing occu-
pations. An occupation can be growing rapidly without
providing many jobs. For example, the BLS estimates that
employment for physician assistants will grow by 31,000
over the decade or by 3,100 jobs per year, enough to pro-
duce a 49 percent growth rate.
Seven of the 10 fastest-growing occupations are in
medical services: medical assistants, physician assistants,
social and human service assistants, home health aides,
physical therapist aides, physical therapist assistants, and
medical records and health information technicians.
The only knowledge jobs about which the BLS is
hopeful are network systems and data communications
analysts and computer software engineers. Considering
the number of unemployed software engineers and the
rate at which these jobs are being outsourced, not many
of these jobs are likely to end up in American hands.
With employment growth concentrated in non-trad-
able services, how will the United States pay for its grow-
ing dependence on imported manufactured goods? The
BLS projection of employment by major occupational
group shows production occupations with the lowest
growth rate.
If the BLS projections are correct, the United States
won’t long remain a high-tech, high-wage economy.
When the dollar collapses, Americans won’t be able to
afford those “cheap foreign imports” for which we are
giving up our good jobs. ★

tial treatment. After the committee concluded that all
POWs and MIAs were dead, McCain joined Kerry in
leading the fight to get a trade embargo lifted against
Hanoi and to normalize relations.

resident Bush’s Independent Commission on
Intelligence Operations is not the first time a
president has named a special commission to
investigate intelligence shortcomings. And, like
the others, it will probably not be without its selection of
scapegoats.
Shortly after Pearl Harbor, President Franklin Delano
Roosevelt appointed what became known as the Roberts
Commission to determine what intelligence failures led
to the Dec. 7, 1941, attack on the giant U.S. naval base
and other military facilities in the Hawaiian Islands.
After only six weeks the commission, composed most-
ly of Roosevelt toadies, had reached its conclusion and
found its scapegoats—Navy Rear Adm. Husband
Kimmel, commander of the U.S. Pacific Fleet at the time
of the attack, and Lt. Gen. Walter Short, commander of
the Hawaiian Department of the Army.

Justification for the Iraq War
British internationalist. Like FDR, he was anxious for the
United States to become involved in the war in Europe in
order to bail out the British, who had been fighting a los-
ing battle with the Germans since 1939.
Only one member of the commission, Adm. William
Standley, a former fleet commander, had no link to the
Washington fraternity that was running the country and
the war effort.
The commission concluded that Kimmel and Short
were derelict in their duty and responsible for the success
of the Japanese attack.
When Roberts gave the report to his boss, FDR, the
president concluded that it should be given “in full to the
papers for their Sunday editions.” And so it was; and
America’s outrage fell on Kimmel and Short, who were
branded as “traitors.”
The investigation was not without its critics, however.
Standley said that Roberts’s handling of the investiga-
tion was “as crooked as a snake.”
In 1944, as the war neared an Allied victory over Japan
and Germany, an act of Congress granted Kimmel and
Short what they had long sought—a court-martial to
clear their names.
When the court-martial learned that a total of 43 intel-
ligence intercepts had been withheld from Kimmel and
Stark by Washington and their contents were revealed,
admirals sitting on the panel were shocked with horror
and disbelief. Two of the admirals flung their pencils
down in disgust. Both Kimmel and Short were exonerat-
ed by the court. But it was stamped “secret” by the War
Department and not released until after the war.

ladimiro Montesinos Torres, the former Peruvian
spy chief on trial in Peru for selling 10,000 AK 47
assault rifles to Colombian guerrillas, claims the
CIA approved his actions.
Last month, a three-judge panel in the case privately
heard evidence from a CIA representative, as well as the
first secretary of the U.S. Embassy in the Peruvian capital,
Lima.
The trial is being held in a courthouse beside the Cal-
lao naval base, where Montesinos has been in custody
with 17 other defendants. His claims of CIA involvement
in arms smuggling and his alleged role as a U.S. intelli-
gence source have added drama to his trial.
The drama was given added impetus in January when
the judges agreed to a defense request to call CIA Director
George Tenet as a witness. Observers saw the move as a
ploy that was unlikely to succeed but believed it was
intended to heighten media interest in the case.
Privately, the CIA has told reporters that Montesinos
acted out of self-interest and the agency had no knowl-
edge that the weapons were intended for Colombian
FARC guerrillas who are not only enemies of the United
States but are major drug traffickers targeted by the DEA.
Montesinos has alleged that he and his codefendants
purchased the 10,000 assault rifles with the approval of
the CIA, and the deal was struck with a Lebanese arms
dealer in the Jordanian capital of Amman. The rifles were

dirty civil war rages in South America. Colombians
are dying from war-related violence at a rate of
about 30,000 a year. The U.S. government has its
hands in the affair up to its elbows, and is getting
more involved in what some are calling America’s new
Vietnam.
The roots of the conflict reach back to as early as 1948-
58, a period known in Colombian history as La Violencia,
when Jorge Eliecer Gaitan, a leading presidential candidate,
was assassinated on a Bogotá street.
It is not just about drugs or cocaine, either. This is as
much an oil war as anything else.
Colombia has emerged in the last 20 years as one of the
hemisphere’s largest producers of oil, becoming the sev-
enth-largest supplier of petroleum to the United States of
America. And Colombia, of course, borders on Venezuela—
America’s main supplier of oil.
During the past 10 years, rebel groups have begun to tar-
get the oil industry as a means to put pressure on the
then transported in a Ukrainian-registered cargo plane to
Vichada, a southwestern region of Colombia. The plane
made four trips and the weapons were handed over to
FARC guerrillas, who paid $8 million, acquired from a
cocaine deal with a Brazilian organized crime syndicate.

believed the consignment of weapons was intended for
the Peruvian military.
The Peruvian prosecutor, Ronald Gamarra, who has
spent two years investigating the case, does not share that
version of events. He has publicly stated that he does not
believe the CIA and reckons they wanted the arms to go
to Colombia so that a better-armed FARC would provide
Colombian government, so it was little surprise when
Occidental Petroleum—which operates mainly in north-
eastern Colombia, far from the coca-producing south—
played a key role in lobbying for military aid to Colombia.
Corporate domination of U.S. politics is a fundamental
fact of American life. American “oiligarchs” have been
engaged in military imperialism for at least a century. These
ruling elites revolve around the Rockefeller, Brown,
Harriman and Morgan dynasties. The Bush family mem-
bers, beginning with Prescott Bush, have served as satraps of
the Rockefeller, Brown and Harriman interests.
On one side of the war are the insurgent groups, admit-
tedly leftist. And they are accused of using the cocaine trade
to finance their insurgency. But observers say drugs are even
more intertwined with the other side of the war—the
United States, right-wing paramilitary militias and the cor-
rupt Colombian government.
The mainstream media in the United States dismisses
violence in Colombia as the work of extremists—guerrillas
on the left and paramilitaries on the right. But the paramil-
itaries account for much of the violence and work closely
with Colombia’s military—which has one of the world’s

greater justification for increased U.S. military interven-
tion in Colombia.
He said that a member of the Peruvian Congress who
visited Jordan has testified to CIA involvement. The
member of Congress spoke to the arms dealer Sargis
Soghanalia and Atef Halsa, a Jordanian official who
supervised the arms deal. Halsa confirmed CIA involve-
ment and authorization of the deal.
Gamarra says that his suspicions about a CIA role in
the affair were heightened when the agency refused to
contribute to his investigation. That was in contrast to the
FBI and the DEA, which had offered him assistance.
But behind the controversy is a suspicion that
Montesinos is hyping the CIA aspect of the case to
worst human rights records. The paramilitaries do not just
hit the guerrillas, they wipe out villages and kill trade
unionists in vast numbers.
U.S. taxpayer financial aid to the Colombian govern-
ment has soared over the years: In 1997, it was a mere $89
million. In 1998, $113 million; in 1999, $318 million; in
2000, it peaked at $977 million; in 2001, $230 million; in
2002, $492 million; in 2003, $754 million; in 2004, $701
million; for 2005, $724 million is requested.
From an anti-drug point of view, U.S. meddling in
Colombia has been a complete flop. The coca growers have
simply moved around inside Colombia or gone to neigh-
boring countries, with no effect on either the supply or the
availability of cocaine or narcotics. ★

obscure his own lurid past as a man who ran death
squads, dealt with drug traffickers and hid millions in
bank accounts outside Peru. As head of SIN, the country’s
internal security apparatus between 1990 and 1999, he
was the most powerful figure beneath President Alberto
Fujimori, the son of a Japanese immigrant.
While Montesinos now sits in court in Peru, Fujimori,
who holds joint Peruvian-Japanese citizenship, is in exile
in Japan fighting extradition to Peru, where he is wanted
on charges ranging from human rights abuses to extor-
tion and sanctioning death squads.
DIRTY DEALINGS
For some observers, the Montesinos trial exposes
many of the problems encountered by the CIA in its deal-
ings over the years with dubious dictatorships and their
intelligence agencies. In this case, the story goes back to
the Cold War, and in particular 1976, when 29-year-old
Montesinos, then a captain in the Peruvian military,

applied for a 30-day visa to visit the United States. At the
time, his country was accepting economic aid from the
Soviets and the U.S. government was concerned about
the spread of communism throughout the Americas.
State Department and CIA officials operating out of
the U.S. Embassy in Lima were initially impressed by the
young captain because he was anti-communist and a use-
ful intelligence source.
In January 1976, the U.S. ambassador in Lima, Robert
Dean, cabled the State Department that Montesinos
should be approved for a visa and added that a recom-
mendation for a visa had come from Prof. Alfred Stepan
at Yale.
In the cable, Dean praised Montesinos, listing coun-
tries he had visited, among them Cuba, where he had
been the guest of Fidel Castro’s brother, Raul. He stressed
that Montesinos was anti-communist and made the fol-
lowing suggestions for his visit to the United States:
Montesinos’s major interest is in military/security
and economic aspects of international relations. Wishes
to discuss these areas with officials of State, Defense,
National Security Council and CIA. Post recommends
discussions in State with Luigi Einaudi and Peruvian
Desk Officer Corry, both of whom Montesinos has met.
Ambassador Dean’s cable ended with the following
comments:
Montesinos realizes suggested contacts may be more
than [are] feasible in limited time of visit but wishes to
include all possible [contacts]. Made clear does not
wish to “waste time” with side trips to Disney World or
other tourist spots normally included in tours.
Montesinos visited the United States, where he met
with, among others, Robert Hawkins of the CIA and Luigi
Einaudi of the State Department’s Policy Planning Office.
However, upon his return to Peru, Montesinos was
immediately arrested and held incommunicado. He was
charged with treason.
News of his plight quickly reached Dean and the CIA.
The “official” reason given for his arrest was that he had
visited the United States without the approval of his
superiors.
On April 4, 1997, Dean cabled Washington that Mon-
tesinos was not being given access to family members or
lawyers. Three days later, in another cable, Dean con-
firmed that Montesinos had been in contact with the U.S.
Embassy in Lima for four to five years and that the
embassy “assumed he must have been acting at least par-
tially on behalf, and with the knowledge of, his superiors,

The battle against the communist guerrillas was also
fought in the shadows by death squads run by SIN, at the
instigation of Montesinos, and according to human
rights groups, with the approval of Fujimori. The death
squads were known as Grupo Colina, and, in a single
operation in November 1991, they executed 15 adults
and a child in the Barrios Altos neighborhood of Lima.
In April 1992, with the backing of the military and
SIN, Fujimori, fearing a coup against him by some mili-
tary officers and opposition politicians, strengthened his
hold on power by abolishing the country’s parliament
and suspending the constitution. Three months later,
Montesinos’s Grupo Colina death squads abducted nine
students and a professor from the La Cantuta University,
executed them and secretly buried their bodies.
A 1992 Department of Defense Joint Intelligence
Command document indicated that there had been a
growing awareness within U.S. intelligence that Monte-
sinos had been personally involved in purging the Peru-
vian army of those who disagreed with the policies of the
Fujimori regime.

politicians as co-conspirators. Montesinos was accused of
having delivered some of the blows himself.”
Peruvian Gen. Rodolfo Robles Espinoza was so disen-
chanted with Montesinos and Fujimori’s policies that,
fearing for his life, he fled to the safety of the U.S. Embassy
in Lima and exposed the activities of the death squads.
A June 1, 1993, cable from the U.S. Embassy in Lima
to the State Department referred to Espinoza as the third
most powerful man in the Peruvian army. The cable con-
firmed that he had told the embassy staff that the Grupo
Colina death squads had been under the direction of
Montesinos who had refused to disband them when
asked to do so by the army.
Luisa Zanatta, a female officer involved with the death
squads, later made the mistake of admitting to human
rights researchers that she had participated in the killing
of the university students. Zanatta was abducted by fellow
death squad members and killed. Her body, with hands
and feet cut off, was left on a roadside.
By 1996, Montesinos, still the most powerful figure
keeping Fujimori in power, was the subject of several clas-
sified assessments by U.S. intelligence agencies.
In an Aug. 27, 1996, DEA report, marked “Sensitive”
File# GFAN-96-9077, mention was made of drug traffick-
ing allegations surrounding him. In particular, the report
referred to media reports about a connection between the
spy chief and a major drug lord known as Vaticano:
Vaticano accused Montesinos of accepting $50,000
per month to allow Vaticano free rein in the
Campanilla area as well as to provide information on
anti-drug operations in the area. This is being investi-
gated by the Peruvian Congress. It is well known that
Montesinos was a defense lawyer for many narco-traf-
fickers before becoming the president’s advisor and
director of SIN. All information will be reported in a
timely manner.
A U.S. Army counterintelligence summary from the
Threat Analysis Center on Dec. 16, 1996, also focused on
Montesinos. It described a SIN intelligence network run
by him, with operatives in Chile, Brazil, Bolivia,
Colombia, the United States and South Korea. The pur-
pose of the network was to monitor Peruvian opposition
groups abroad, spread disinformation and, more impor-
tantly, handle the purchase of weapons.
At the same time, a U.S. Southern Command biogra-
phical sketch of the spy chief listed allegations against
him. The document, which AFP has viewed, was heavily
redacted to hide the names of sources or matters con-
nected to U.S. national security.
In a U.S. Southern Command information paper,
dated Jan. 6, 1997, its author noted that, in the media,
Montesinos had been compared to Rasputin, Darth
Vader, Cardinal Richelieu and Torquemada, the notori-
ous torturer of the Spanish Inquisition.
Notwithstanding what U.S. authorities knew about
the spy chief, in 1996 he was seen publicly meeting with
former Gen. Barry McCaffrey, head of the U.S. Office of
National Drug Control Policy.
In 1999, with Fujimori facing growing disenchant-
ment with his nine-year rule, Montesinos bribed and
blackmailed opposition candidates to keep Fujimori in
power and to ensure his own survival as head of SIN. In
May 2000 Fujimori was re-elected for a third term, but
three months later stories emerged that Montesinos had
bribed opposition candidates to switch their allegiance to
Fujimori. With the prospect that he would be charged
with corruption, the spy chief fled to Panama, but not
before Fujimori gave him $15 million in severance pay.
That was a minor sum compared to the $200 million
Montesinos was believed to have earned from major drug
deals, which was moved into overseas accounts.
Fujimori distanced himself from the bribery scandal
and, in a move approved by the Peruvian Congress,
offered to step down. Meanwhile, Montesinos was not
granted asylum in Panama even though he tried to buy
an island off the Panamanian coast. Instead, he was
forced to return to Peru, where he claimed that Fujimori
had asked him to come back.
Several weeks later, Fujimori left for an economic
cooperation forum in the Middle East. But, instead of
returning to Peru, he traveled to Tokyo, where he now
lives. Due to the fact that he also has Japanese citizenship,
he has successfully fought efforts by the Peruvian govern-
ment to have him returned to face trial alongside
Montesinos. The Japanese have refused to send him back
to Peru, arguing that they have no extradition arrange-
ments with Peru.
Fujimori is left to watch the fate of his former spy chief,
knowing that Montesinos will not take the blame for all
that happened under their joint nine-year tenure. For most
observers, it is likely more revelations will follow connect-
ing the CIA to the Fujimori regime and its spy chief.
After this trial, Montesinos will face charges connected
to his running of death squads and there is speculation
he will name all those involved in his dirty war, including
Fujimori. ★

D
rug trafficking, ransom demands, political assas-
sinations and attacks on civilians are the trade-
marks of FARC—the Spanish acronym for the
Revolutionary Army Forces of Colombia. Of the
three guerrilla groups operating in Colombia, FARC is by
far the most dangerous.
It was formed in 1966 by communist ideologues and
peasant farmers and it now controls a large percentage of
Colombian territory, with estimates ranging as high as 50
percent. During the 1980s it formed a political party, the
Patriotic Union, but thousands of its members were
assassinated by death squads financed by drug cartels
linked to the country’s military elite. Since then, it has
abandoned politics in favor of what it calls an armed
struggle.
More significantly, it has taken over the drug trade and
become one of the wealthiest guerrilla groups in the
world. In 1998, the Colombian government struck a deal
with FARC, providing it with a large tract of land desig-
nated as a safe haven. That did not prevent FARC from
using the safety zone for training more members, launch-
ing attacks and expanding its control over large areas of
the country. The government responded by rescinding the
deal with the rebels and sought major financial commit-
ments from the United States to upgrade its military.
U.S. Special Ops and organizations such as the CIA
and DEA have been running covert operations into
Colombia in order to halt drug trafficking and to prevent
U.S. taxpayers have spent $3 billion fighting FARC
guerrillas (above) in Colombia.
FARC from importing weapons and linking up with other
terrorist organizations. One of FARC’s major objectives is
to end U.S. influence in Colombia.
A FARC commander, when recently asked about the
10,000 assault rifles acquired from the former Peruvian
spy chief Vladimiro Montesinos Torres, replied that he
had seen some of the guns, and carved into their butts
was the phrase “Thanks, Fujimori”—a reference to the
former Peruvian president now living in Japan and fight-

D.C. Shapes Public Opinion by ‘Managing’ Media

A
new report by a respected military think tank
accuses the White House and the Defense
Department of going to unprecedented lengths
to manipulate America’s media in order to con-
dition how Americans view wars.
According to the report, officials have tried to desen-
sitize the public to the horrors of combat during the
past decade when U.S. forces killed an estimated 50,000
people.
The report’s author, Carl Conetta, writing for the
Cambridge, Mass.-based organization, Project for
Defense Alternatives, claims it is not unusual for the
Defense Department, State Department and White
House to conduct large-scale “perception management”
and “strategic influence” campaigns in support of the
wars in Afghanistan and Iraq.
Anyone who remembers Vietnam can recall official
news releases touting military successes and enemy body
counts. However, what may be new in the post-Sept. 11
era are the “prominence, magnitude and intensity” of
these campaigns to mold public perceptions, writes
Conetta. Even more controversial is “the possibility that
false or misleading information might be spread to
Western and allied electorates.”
As for the lead-up to the war and occupation of Iraq,
Conetta contends that an analysis of media reports by
Col. Sam Gardiner, USAF (ret.), points to more than 50
suspect stories foisted on the American people—“all of
which show signs of being products of a media manipu-
lation campaign.”
Some of the examples, he claims, included reports on
Iraq’s weapons of mass destruction, Saddam Hussein’s
ties to al Qaeda, the surrender of Iraqi divisions, Private
Jessica Lynch, the execution of U.S. POWs and the role
foreign terrorists play in occupied Iraq.

According to Conetta, by far the worst examples of
DOD and White House attempts to manipulate public
opinion were related to notions of precision bombing
and civilian casualties. In the lead-up to the war,
President Bush and Defense and White House officials
repeatedly downplayed the potential for civilian casual-
ties in the age of “new warfare.”
In April 2003, in a speech before workers at a plant
operated by weapons maker Boeing, Bush said: “We’ve
applied the new powers of technology . . . to strike an
enemy force with speed and incredible precision. By a

nologies, we are redefining war on our terms. In this new
era of warfare we can target a regime, not a nation.”
Adm. Timothy Keating, who led Navy operations in
Iraq, echoed Bush’s speech, saying: “The campaign will be
unlike any we have seen in the history of warfare, with
breathtaking precision, almost eye-watering speed, per-
sistence, agility and lethality.”
But where does the truth lie?
Conetta responds that in Iraq guided weapons consti-
tuted 68 percent of the missiles fired and, despite admin-
istration claims, “the inaccuracies inherent in current sys-
tems, the destructive power they possess and the chaotic
dynamic of war itself are sufficient to make it likely that
substantial damage and civilian casualties will occur.”

the United States dropped or fired more than 29,000
unguided and guided missiles, equaling approximately
6,000 tons of explosives. In addition, the U.S. military
launched 802 Tomahawk cruise missiles at various targets
inside a country that is approximately the size of
California.
As for the accuracy of guided missiles, Conetta believes
their average margin of error is somewhere between 10
feet and 45 feet, with the average being 25 feet.
“This is sufficiently inaccurate to guarantee that a per-
centage of weapons aimed at the center of a building will
land in the street,” he warns.
KILLED OR SERIOUSLY INJURED
In his estimation, even if a 500- to 2,000-lb. bomb
were precisely dropped on a target, the sheer destructive
power of such a weapon would almost guarantee collat-
eral damage. A 2,000-lb. bomb, which carries almost
1,000-lbs. of a TNT derivative, would carve a crater 50 feet
across and 16 feet deep. That would guarantee a 78 per-
cent risk that anyone standing within an eighth of a mile
of the explosion would be killed or seriously injured.
Most Americans are unaware that much of the fighting
outside of Baghdad was in areas with an average popula-
tion density comparable to Pennsylvania or Ohio—
roughly 250 people per square mile. The sites of some of
largest battles—Karbala, Hillah and Nasiriyah—had sig-
nificantly higher population densities with perhaps 500
people per square mile.
With that in mind, Conetta concludes that “there is no
real paradox in the fact that during the age of ‘precision
warfare’ (beginning with the first gulf war), U.S. military
operations have claimed the lives of approximately
50,000 (combatants and non-combatants), while during
the 14 years preceding the first gulf war (1976-1989),
overt U.S. operations claimed the lives of approximately
2,000 people.” ★

ormer high officials of the CIA and State Department and a
former congressman have called on Congress to censure
President George W. Bush for misleading the nation into
war. Such an action would be the harshest punishment pos-
sible, short of impeachment.
“This is not about a failure in intelligence—it’s a failure of
integrity,” Tom Andrews, national director of Win Without War and
a former congressman from Maine, said during a Washington press
conference Feb. 10.
Andrews was joined by a former CIA analyst and a State
Department terrorism expert.
“Each day new evidence dribbles out that the president knew,”
Andrews said. “He knew the evidence wasn’t sufficient to support
his claims that Iraq posed an ‘imminent threat’ to the American peo-
ple.”
The White House said Bush never said Iraq “was” an imminent
threat but action was necessary to “prevent” Iraq from becoming an
“imminent threat.”
However, during the 2003 State of the Union address to
Congress, Bush all but said so: “If this threat is permitted to fully and
suddenly emerge, all actions, all words, and all recriminations
would come too late . . . Trusting in the sanity and restraint of
Saddam Hussein is not a strategy, and it is not an option.”
Bush “knew that the intelligence community’s assessment of
Iraq’s arms programs did not support the administration’s pre-con-
ceived notion that Iraq had chemical and nuclear weapons,”
Andrews said. “He knew better but he chose to mislead us.”
“The president has created the worst intelligence scandal in his-
tions.
“The reasons we were given for going to war were false,” said
Larry Johnson, who served as deputy director of the State Depart-
ment’s Office of Counter Terrorism and, earlier, for the CIA. He
worked under Presidents Ronald Reagan, George H.W. Bush, and
Bill Clinton. He contributed money and voted for Bush in 2000.
“The Bush administration engaged in a deliberate campaign of
information warfare, which employed erroneous and misleading
information as part of a broader strategy to build public opinion for
an invasion,” Johnson said.
PRELUDE TO CENSURE?
Adam Ruben, of the grassroots organization MoveOn.org, said it
collected more than 450,000 signatures in a week urging Congress
to begin a process leading to censure.
“There should be consequences when the president of the
United States misleads the people and the Congress,” Ruben said.
“Congress devoted considerable attention and, eventually, voted to
impeach President Clinton for misleading the public about a sexual
relationship. It isn’t unreasonable to think that misleading the
nation about the necessity of going to war constitutes an abuse of
power of much greater significance.”
Two parents of casualties also appeared.
“I want to know there was a good reason for what happened to
my daughter and to all the others killed in Iraq,” said Adele Kubein
of Corvalis, Or., whose daughter was injured by a mortar round
while serving with her National Guard unit.
“It’s very difficult to accept the reality that my son died in a war
that was not at all necessary,” said Fernando Suarez of San Diego.
His son, a Marine, was killed in combat. ★

E-Voting & Ballot Access
I
f you haven’t already noticed, 2004 is a presidential
election year and the spin doctors, analysts, prognosti-
cators and various and sundry pundits are working
overtime to bring you and me the latest consensus of
the voters on who should be the next establishment-certi-
fied president. The Democratic convention will be in Boston
in July. The GOP will follow in August in New York.
Once the nominees are chosen the important processes
of the voters casting their votes and the election officials tal-
lying these votes will take place. We all remember the elec-
tion of 2000 and the resulting troubles in Florida. No doubt
you have your own favorite story of elections in your locale
which were cliff hangers, or stories of certain potential can-
didates who were kept off the ballot because the establish-
ment would not allow them to be on the ballot.
Americans are a nation of people wanting election
returns before any voting takes place. And that’s exactly
what they often get. As AFP has pointed out there is no
surety in the accuracy of computerized voting machines or
manual devices. Election officials don’t want to go through
a rerun of the “hanging chad” scenario of 2000.
The vote counting scandals of 2000 caused an electron-
ic revolution in which touch-screen voting machines called
“e-voting” machines would bring about honest elections.
Such has not been the case.
The e-voting machines do not store in memory the neb-
ulous factor of “voter intent.” Counteracting suspected fraud
on e-machines is also next to impossible. There is no way to
know if any of the votes would be inaccurately recorded.
Now, a paper trail is necessary to ensure accuracy in an
election. Such an electronic voting machine was recom-
mended in an editorial in the now defunct populist news-
paper The Spotlight (Dec. 11, 2000) and described in a series
of articles beginning Dec. 18, 2000, until its court-ordered
demise in 2001.

hen Ralph Nader announced his independent
run for president, he called on all Americans
to join him and “declare their independence
from corporate rule and its expanding domination”
Feb. 23 at a Washington press conference attended by
more than 100 paperboys.
But such words received little, if any, ink.
“These mass concentrations of power, privilege,
wealth, technology and immunity have placed their
rampaging global quest for maximum profits in the
way of progress, justice and opportunity for the very
millions of workers who made possible these corpo-
rate profits but who are falling behind, excluded and
expendable,” Nader said.
“Their labors have gone unrequited as these unpa-
triotic corporations abandon our country and shift
industries abroad, along with what is left of their alle-
giance to our country,” he said.

cles on computer voting that provides each voter with a
numbered record of how he voted. This number would be
unique and printed with the choices the voter made. He
could see later on the Internet a report from the vote tabu-
lating headquarters and instantly know if there was fraud.
Millions of other voters would do the same, thus insuring
accuracy.
However, let’s face it. The choice given the American
electorate is really no choice. The two so-called major polit-
ical parties have long been seen as one party and often
dubbed the Republicratic Party or the parties of Tweedle
Dum and Tweedle Dee, which are veterans of innumerable
elections.
The world has condemned recent parliamentary elec-
tions in Iran because religious leaders had banned inde-
pendent, reformist candidates from running, but the same

can be applied to elections in the United States. Any favor-
able talk about serious alternative political parties or inde-
pendent candidates is taboo. They are also tagged “not seri-
ous” parties and “spoiler” candidates and are not to be tol-
erated. They find themselves smeared and marginalized by
the mainstream media.
DOMINATE THE MEDIA
The same elite forces that dominate the media also
influence our economy by their ownership of the Federal
Reserve System which controls our debt laden money sup-
ply keeping the United States permanently in hock to
banks. Without this indebtedness the American economy
would collapse in a heartbeat.

He is well aware that every state has different procedures,
especially the number of signatures needed to qualify for a
spot on the ballot and the filing deadlines.
What drives him on is the audacity of the Democrats try-
ing to scare him from running. In fact, they have made his
resolve to run all the stronger.
Meanwhile, the establishment continues to keep its
chosen candidates and their alleged differences front and
center in the media, confident that the voters will support
their candidate and elect him president on Nov. 2. ★

A
rab” is actually a linguistic category, like “Ro-
mance” or “Latin.” Most of the people in the arid
zone stretching from Morocco east to Iraq speak
Arabic and the majority are Muslim. The 2,000
spoken dialects of Arabic are quite diverse and until recently
not always mutually comprehensible (the adoption of a
Modern Standard Arabic for the purposes of writing and
public discourse has allowed direct communication
throughout the region; it is as though all the Romance coun-
tries got together and adopted a modernized form of Latin as
their written language, but spoke Spanish or Italian or
Romanian at home).
But the region is linguistically diverse despite the domi-
nance of Arabic. North Africa has a lot of Berbers, who are
Muslim but do not speak Arabic as their mother tongue.
Berber is an Afro-Semitic language very distantly related to
Arabic and Hebrew. Then in Upper Egypt some groups speak Most Americans—let alone public officials—do not understand the complexity of ethnicities and nationalities in

orthodox, and many of the latter support Muqtada al-Sadr.
So, the Arab world has a good deal of linguistic diversity
within it. But then when you move north and east of Iraq,
the situation becomes really complicated. Iran is 51 percent
speakers of Persian, an Indo-European language related to
Sanskrit and Hindi. It also contains Turkic Azeri, Turkmen
and Qashqai speakers, and smaller Indo-European lan-
guages like Lur and Baluchi. In Turkey most people speak
Turkish, but there is a large Kurdish minority and tradition-
ally there were many Armenian and Greek speakers. Central
Asia largely speaks Turkic languages (Uzbek, Kazakh,
Kyrgyz), which, however, are not that close to the Turkish
spoken in Istanbul. I studied some Uzbek and the grammar
is slightly different. A very substantial minority speaks a form
of Persian called Tajik (about a third of Uzbeks, and the
majority in Tajikistan). There are also Chinese speakers and
some long-time Korean immigrant communities, along with
Russians and German speakers, who are, despite living in
Muslim-majority countries, from a Christian background
but most often secularists because of the Soviet past. Kazakh-
stan is some 40 percent Russian.
Then you have Muslim South Asia. There are four major
regional languages in Pakistan: Sindhi, Punjabi, Baluchi and
Pushtu. All four are Indo-European. There is also a sliver of
Kashmiri speakers on the Pakistani side of the Line of Control.
But the national language of Pakistan is Urdu, which was the
Muslim lingua franca in Muslim South Asia from the 18th cen-
tury, and is a Persianized form of what we would now call
Hindi. It is taught in schools and spoken alongside the region-
al languages, though the elite of the country still prefers
English and often speaks halting Urdu. Again, it is Indo-
European but with a large dose of Arabic, Semitic vocabulary.
It is in fact a lot like a Muslim Yiddish. Historically, “Hindi” is
actually a result of a movement of Hindu nationalists to “puri-
fy” what was then called Hindustani of the Arabic and Persian
words. The Muslims kept the words, and [their version of]
Hindustani came to be called Urdu. Urdu is a Mongolian and
Turkish word meaning “military camp” and is the root of the
English word “horde.” When the Central Asian tribal warriors
came into northern India, Urdu is the creole that ended up
being spoken in the camps so that Hindu traders could sell the

Covert Op Behind Assassination of Civil Rights Leader

A
former U.S. Special Forces officer claims a U.S.
covert operation was behind the assassination of
well-known civil rights leader, Dr. Martin Luther
King Jr.
Lt. Col. Daniel Marvin (ret.) says attempts were made
to discredit him after he exposed the illegal acquisition by
a secret military intelligence unit of sniper rifles to be
used by Special Forces and CIA operatives against black
militant organizations in the late 1960s.
To this day, Marvin believes an investigation into the
assassination of King should be re-opened.
“It is a travesty to ignore evil of this magnitude, there-
by encouraging a repetition of the same,” he warns.
Hundreds of U.S.-issue military weapons, including
M1D sniper rifles had been sent to the
United States illegally in a Special Forces

gun-running operation and were thought
to be possibly destined for use by Special
Forces or CIA personnel against black
militant organizations, said Marvin.
“I had personally stopped these deal-
ings on arrival at the 46th Special Forces
in Thailand in September 1967,” he said.
But it wasn’t until 30 years later that
Marvin’s knowledge of the covert gun-
running, and the purpose for which the
guns were intended, got him into trouble.
In December 1999, he gave a copy of the
U.S. Intelligence and Security Com-
mand’s investigation of the gun-running
to William E. Pepper, author of Orders to Kill: The Truth
Behind the Murder of Martin Luther King Jr. It was pre-
sented as evidence in a wrongful death suit brought by
the King family against the U.S. government.
A Memphis jury subsequently ruled that the govern-
ment was complicit in the plot to assassinate Dr. King.
The U.S. Special Forces Association deemed Marvin’s
intervention in the case to be a betrayal and began what
he describes as a “campaign” to discredit him. It ulti-
mately led to him being dismissed from the closely knit
body of retired covert operatives.
Marvin has no regrets about his actions but remains
dismayed by the reactions of others, following the
Memphis jury’s decision.
“Four days later, syndicated columnist Cynthia Tucker,
in the Dec. 12, 1999, edition of The Syracuse Herald
American newspaper, wrote in judgment that the King
family behavior seemed more concerned with being busy
helping further contort the events of his death than being

pleased by a memorial honoring his
life. Tucker believed the findings in the
trial to be based on far-fetched
accounts of a plot to assassinate,” said
Marvin.
“Another typical reaction came
from Rep. John Lewis, author of the
book Walking in the Wind—A Memoir
of the Movement, to my request to help put together a
coalition to demand a reopening of the investigation into
the murder of King. After receiving no response to letters,
I called his office and spoke to a senior aide and she
informed me that Lewis’s message was that he was ‘more
interested in helping to chart the future than in revisiting
the past,’ ” he said.
For Marvin, Pepper’s book on the assassination
offered important insights into the murky world of gov-
ernment collusion in the events leading up to the shoot-
ing of King.
In particular, he cites Pepper’s revelation that Army
Chief of Staff Gen. Harold K. Johnson and Assistant Chief
of Staff for Intelligence Gen. William P. Yarborough, with
the help of other intelligence assets within the U.S. gov-
ernment, assembled a sophisticated apparatus to infil-
trate protest organizations, as well as to develop anti-King
propaganda and provide around-the-clock surveillance of
King himself.

Marvin points to Steve Tompkins, a consultant of
Pepper’s, who talked to two former U.S. Army Special
Forces non-commissioned officers—snipers whom he
called “Warren” and “Murphy.” They described the acti-
vation and deployment of Special Forces personnel,
including snipers, from the Reserve’s 20th Special Forces
Group (Airborne) to form a secret “Alpha” team. Their
mission was to deploy from Camp Shelby to Memphis
on a covert operation posing as civilians. In their last
briefing at Camp Shelby, according to “Warren” and
“Murphy,” they were told to “shoot to kill” Dr. King and
the Rev. Andrew Young.
Tompkins, a consultant to Pepper, said the one condi-
tion demanded by “Warren” and “Murphy” as quid pro-
quo for providing information was that he would never
reveal their true identities.
In the light of what LTC Marvin knows about that peri-
od, and the information assembled by Pepper, Tompkins
and others, it is not too late to reexamine the events lead-
ing up to the assassination of the revered civil rights leader.

Regarding your commentary in AFP’s
Jan. 5 & 12 issue on page 19, the state-
ments made by Osama bin Laden seem
to be congruent with what AFP has
been reporting all along.
Bin Laden said that nations “are
nothing without ethics and morals. If
these are gone, the nations are gone.”
That doesn’t sound like a dangerous
man to me. The man that wants to trash
our Constitution by expanding the
Patriot Act, however, does.

AFP’s article entitled, “Turkey, Iran,
Syria Want Iraqi Kurds Kept in Check—
or Else,” dated Feb. 23, 2004, has given
an erroneous count of the ethnic com-
position of the city of Kirkuk in north-
ern Iraq. The majority of the inhabitants
of the city are the Turkmen or Turks liv-
ing in northern Iraq [AKA Turkomans or
Oghuz—Ed.], composing 65 percent of
the city’s population. The Arabs make
up 20 percent, and the Kurds and the
Chaldeans the rest. The city has never
been Kurdish, as widely believed in the
United States. The Turkmen in Iraq
number around 2 1/2 million and are
the third largest ethnic group in that
country, a fact that is swept under the
rug. Therein lies the dilemma.
As soon as U.S. forces approached
Kirkuk last spring, the Kurds rushed to
the city hall and attempted to destroy
the birth certificates and the property
deeds contained in the offices. The
Turkmen, who have lived there for a
millennium, protested. In the ensuing
skirmishes, the Kurds have killed scores
of the Turkmen and Arabs alike while
the U.S. soldiers have looked away.
While the media pass the Kurds as
not only a martyred, but also a peaceful
group, the facts speak otherwise. The
Kurds, through their terrorist organiza-
tions, such as the PKK—later replaced
by KADEP—zigzagging between Turkey
and Iraq, have killed over 30,000
Turkish citizens during the last two
decades. This is 10 times more than the
number of victims on 9-11, in a country
that has a quarter of the U.S. popula-
tion.

Public lands belong to the public,
not the government. The Constitution is
very specific on just what land and
buildings the federal government may
own. Furthermore, the founders never
intended for the feds to forever “man-
age” public lands, as that amounts to de
facto ownership.
“Management” of public lands, to
the founders, meant getting those lands
into private or state hands in an orderly
manner, in a reasonable amount of
time. There is no such constitutional bar
to the states, counties or cities. They
may “preserve” whatever they want, if
done lawfully.

How can the federal government
own land within a state? This claim is
made by the Forest Service, the Bureau
of Land Management (BLM) and other
agencies. The statement is constantly
made by the news media, which calls it
“public land.”
The head of the BLM said since the
land was ceded or bought by the federal
government then it was all public land.
A senator said that the federal govern-
ment just hasn’t released the land to the
states yet.
I’m not aware of any laws that give
the federal government the right to own
land.

know that there is nothing in the
Constitution that gives the federal gov-
ernment the authority to own land
within the states, beyond what it
needs to build forts and other official
buildings, and which it purchases
from the states. Yet, the central govern-
ment claims ownership of vast swaths
of land, especially in the western
states. A number of citizens and their
representatives have raised the issue in
some parts of the country. In May
2003, Montana became the first state
to prohibit the federal government
from purchasing state land, prompt-
ing lawmakers in other states to con-
template drafting similar legislation.
And it hasn’t been just at a state level.
In 2003, Rep. Sam Graves (R-Mo.)
introduced H.R. 1517, legislation call-
ing for a moratorium on purchases
through the federal Land and Water
Conservation Fund, which is stuck in
subcommittee. Unlike the main-
stream media in America, AFP recog-
nizes this fact and makes every
attempt to report it when it is rele-

The creation of the Geneva Bible was a substantial undertaking. Its authors spent over two years,
working diligently day and night by candlelight, to finish the translation and the commentaries.The
entire project was funded by the exiled English congregation in Geneva, making the translation a
work supported by the people and not by an authoritarian church or monarch.
All the marginal commentaries were finished by 1599, making the 1599 edition of the Geneva Bible the most complete study aid for Biblical scholars and stu-
dents.This edition does contain the Apocrypha commentaries. The Apocrypha’s notes are minimal or absent in other editions. Additional highlights of this edi-
tion include maps of the Exodus route and Joshua’s distribution of land, a name and subject index, and Psalms sung by the English congregation in Geneva.
