BUNDLING OVERTIME
To earn the highest possible pension, it is a widespread practice in state government for the most senior employees to
amass the most overtime and special assignments during their final years of service. To test the frequency of this prac-
tice, called “bundling,” 12 employees who earned large increases beyond their basic wage rates were chosen at random
and matched with their dates of hire. Eight of the 12, or two-thirds of them, were near or eligible for retirement.
