Application Guideline
For Submission of Full Proposal
Based on the Identified Thematic Areas for Each Sector

Preamble
Development of Technological Accumulation capability to enable rapid learning, adaptation, utilization and
improvement of technologies is envisioned as a strategic issue in the National Science, Technology and
Innovation Policy of Ethiopia.
Considering this, government and private research institutes and universities in the country are encouraged and
given direction to undertake applied researches that are targeted to solve the countrys economic and social
problems.
With this need to recognize and support such researches activities, the government of Ethiopia has allocated
budget in this 2008E.C.
During this 2nd round of call for research proposal, the Ministry of Science and Technology has received
research thematic areas from different ministries and institutions based on strategic priority areas and GTP-II
plans.
This is, therefore, a call for proposal from research institutions, universities, and enterprises, to be submitted to
conduct researches in the stated Thematic Areas, and geared towards solving critical problems in the stated
thematic areas for that particular sector.

1. Short Title
This guideline is entitled as National Science and Technology Research Council Guideline for Submission of
Research Proposals for Identified Thematic Areas

2. Objectives
The main objective of this call is to give submission guidelines for submission of Full Proposal. Researches in
the Identified Thematic Areas that will be finally selected on the basis of their economic and social implication
and outputs will receive a Research Grant up to a maximum of Birr Five Million (ETB 5,000,000) to support
the research.

3. Eligibility
Any legally established institution and professional associations that fulfills the following criteria is eligible to
apply:
3.1.

Engaged in research activities in the fields of Science and Technology

3.2.

Able to provide supporting letter from the Host Institution (s) verifying that the idea and subject of
the research and its results are/have been owned by the Institution. And/or professionals in the
Institution (Professional Association).

3.3.

Able to verify that the research results are to be disseminated and to be used by end users and have
major economic and social growth impacts.

3.4.

Able to provide supporting letters from end user organizations justifying the soundness of the
research in solving a specific problem and also the availability of resources (knowledge and
facilities) for implementation.

3.5.

Able to justify that the research is cross-sectorial and its results are broad and transcends a single
sector.

3.6.

Able to justify that the research has not been submitted for funding requests previously or will not
be submitted for funding requests in the future till decisions are reached.

4. Formats for writing of Full Proposal


As any other Proposal for huge funding, the Full Proposal should have the following Sections in very much
detailed forms.

General Objective and Detailed Specific Objectives

4.4.

Methodology
4.4.1. Outline of Research to be Employed
4.4.2. Description of Research Procedures and Instruments
4.4.3. Methodology on Data Collection, Analysis and Procedures

4.5.

Expected output and outcome of the Project, Benefits and Beneficiaries of the Project

4.6.

Environment, Social and Gender consideration, give Details

4.7.

References that show relevant scientific and technical publications similar to and supporting the
approach to be used in conducting the intended Research.

4.8.

Give Details if Ethical Considerations are to be required to conduct the research

4.9.

Give Detailed Human, Physical and Infrastructural facilities available in the Host or Collaborative
Institutions to conduct the intended Research. Justifications by the Host and Co-host Institutions
are required in writing of the availability of these human, Physical and Infrastructural facilities in
their respective institutions to conduct the intended research. CVs of PIs and Co-PIs and other key
researchers are to be included.

4.10.

Detailed budget requirement in terms of Activity type and in terms of timing for release for
funding is to be indicated

5. Supporting Documents to be submitted with the Full Proposal, signed and stamped by the Host/CoHost Institutions/Support Institutions:
1. That the PI is a permanent employ of the Host Institute and that the Co-PIs are permanent
employees of the Host and/or collaborating Institutes. Their detailed CVs are also to be submitted.
2. That the required human, Physical and infrastructures to conduct the research are available within
the possession of the Host and/or Collaborating Institutions, and/or another institution locally.
Each institute providing these supports has to justify of its support in writing, and approved by the
host institute.
3. That the Host institute has the required management and financial structure to administer the
research budget for the intended research period (up to a maximum of three years)
4. Support letter from an institute where the research output would be used, tested, piloted,
disseminated, or any government institution that would justify the applicability of the research
output.
6. Identified Thematic Areas for the different Sectors for this years Research Grant
To streamline the researches to be supported by the Treasury, it has been found necessary to streamline
researches in-line with the national priorities and GTP-2 focus areas. Accordingly, the Ministry of Science and
Technology has received the following Research Thematic Areas from different institutions and hence expects
research proposals in the stated Thematic Areas:

Livestock Research
6.1.6.
Availing Appropriate technologies for disease prevention and control such as
improved herd management, vaccine development and effective drug use
6.1.7.
Genetic improvement of selected livestock species including dairy and poultry through
fast and modern techniques including biotechnology
6.1.8.
Increase availability and supply of quality feed for both ruminant and mono-gastric
animals and efficient utilization targeting market oriented livestock production
6.1.9.
Designing efficient livestock and animal product marketing
6.1.10.
Livestock product processing technologies and food safety of animal origin products

Natural Resources Research


6.1.11.
Evaluation and validation of different irrigation methods for crop and forage
production in pastoral and agro-pastoral areas of the country
6.1.12.
Soil salinity management and reclamation in the major irrigated areas of the country
6.1.13.
Determination of nutrient requirements for major legumes crops in Ethiopia
6.1.14.
Effect of long term mono-cropping of cereals on soil fertility, carbon dynamics and
crop productivity
