On behalf of all of the officers assigned to Central


Station, I would like to thank Chief Suhr for his
leadership and for his 34 years of service in the
Department. I first met Chief Suhr when he was a
Sergeant and came to my academy class 24 years
ago to make a presentation regarding narcotics. At the
time, he was assigned to the Narcotics Detail. A couple
of years later, Chief Suhr was a newly promoted
Lieutenant and I was fortunate to work for him for two
years as an officer assigned to Mission Station. Years
later, when I was a Lieutenant in 2004, he asked me to
work for him in the Operations Bureau. He was then the
Deputy Chief of Operations and asked me to develop
the Operation Outreach Program as the Departments
liaison with the City on all homeless issues. To this day,
we still have officers assigned to address homelessness
and outreach. When Chief Suhr was made Chief in
2011, I was assigned to the Urban Area Security
Initiative handling Homeland Security Grant Funding
and planning for Americas Cup. Later, I was
transferred to the Police Academy and then to this
incredible assignment at Central Station.
I am personally grateful for his mentorship over all the
years and I wish him the very best in retirement. Please

his years of service to the City and County of San
Francisco.
We look forward to working with Chief Chaplin who I
have known most of my career. He has been
outstanding in all of his assignments. Chief Chaplin
comes to the job with a lot of credibility from the
officers and the community. As an organization, we will
continue to move forward!

Market Street Corridor Deployment


Beginning Saturday, Officer Tom Cunnane will be assigned to the Market Street corridor. This is a new
assignment and he will be responsible for high visible patrol from Stuart to 3rd Street, addressing crime,
quality of life, providing resources to the homeless and making sure we are visible to address problems.
Officer Cunnane has been assigned to the Union Square area for the last 10 years and his experience is
invaluable. This is a great win for Market Street!
Personnel changes
I would like to thank Officers Keith Happle, Anthony Oerlemans, William Bardsley, Robert Ramirez,
Gregory Foote, David Dito, Robert Clendenen, Matthew Eng, and Nicholas Hooley for their work at
Central Station and the service they have provided to the community.
We welcome to Central Station Officers Robert Kerrigan, Glennis, Unser, Solar Naderi, Jason Robards,
Eleonado Zandanel, Geoffrey Bowker, Alvin Chan and Jared Monroe to Central Station.
Meeting Schedule Change
I would like to apologize for the last minute community meeting change on Thursday, May 19, 2016. Our
message to the community was abrupt. The Russian Hill Neighbors called a community meeting that previous
Monday and because of a scheduling conflict, I canceled Thursdays meeting in lieu of Mondays Russian Hill
meeting. I am planning another meeting to discuss crime in Russian Hill. If you are interested, please send me
an email. I thank you for your partnership and our work together.
Reporting Crime
Please continue to phone the police and report crime. We need your assistance. Lately, the station has
received calls for service where the community is asking for police assistance and are saying that I said to
call the station. Please call 911 in an emergency or 415-553-0123 in a non-emergency. A call to the station
is only if you would like to speak with an officer because you have a question. Calling the station will delay
your response for an officer.
Russian Hill Neighbors Event
There will be a Russian Hill Neighbors event for children on Saturday from 10:00 a.m. to 12:00 p.m. This is a
meet and greet fun event. I will be attending along with officers from Central Station. I hope to see your
there.

Crimes of Note
Definitions
Robbery Robbery is the taking of property from another by using force or by using fear.
Assault An assault is an unlawful attempt, coupled with the present ability, to commit a violent injury
on another person.
Battery - (Misdemeanor battery) is any willful and unlawful touching of another.
(Felony battery) is the use of force or violence upon the person of another that causes
serious bodily injury.
*Assault is when a person swings their arm and battery is when that arm makes contact with
another person.
Aggravated Assault Assault upon another person with a deadly weapon or instrument other than a
firearm or by any means of force likely to produce great bodily injury.
Burglary The intent upon entry into a property to commit grand theft, petty theft, or any felony.
Grand Theft Grand theft is theft committed when the value of the money, labor, or property taken
exceeds $950.
Petty Theft Theft where the value of the property taken is less than $950.

Two unknown suspects entered the store and tried to purchase a


sandwich with a debit card. When the card declined, the victim
questioned the suspects. The suspects yelled at the victim and
threw items on the counter at the victim. The suspects grabbed the
sandwich and fled away.
An unknown suspect approached the victim from behind and
punched the victim in the face. The suspect stole the victims cell
phone and fled away.
An unknown suspect asked the victim for money. The victim gave
the suspect money and the suspect pointed a knife at the victim
and demanded the victim to get money from the ATM. The victim
retrieved money from the ATM and gave it to the suspect.
A group of unknown suspects approached the victim and one
stated that he had a gun. The suspects demanded for the victims
wallet. Fearing for his safety, the victim gave the suspects his
wallet.
An unknown suspect entered the store and stole t-shirts. The suspect
was stopped by security outside of the store. The t-shirts were
recovered, but the suspect pushed security and fled away.

The suspect wouldnt let the victim walk down the hall. The suspect
got into the victims face and tackled the victim. The suspect also
poked the victim in the eye. Arrest made.

confronted by the victim, the suspect pushed the victim in the
shoulder and rolled a rolling display rack into the victim.

The suspect threw a cup filled with ice and it hit the victim in the
head. Arrest made.

grabbed onto the suspect from losing his balance when the bus
moved.

told the suspect no, the suspect spit on the victims face. The victim
confronted the victim and the suspect punched the victim in the
face. The suspect also violated parole. Arrest made.

to leave. The suspect threw a clipboard at the victim when the
victim threatened to call the police.

The CENTRAL DISTRICT commences at a point on the water north of where Mission St. intersects with The
Embarcadero and proceeding west on Mission St. (excluding both sides) to 3rd St.; north on 3rd St. (including
both sides) to Market St.; west on Market St. (excluding both sides) to Powell St.; north on Powell St.
(including both sides) to Geary St.; west on Geary St. (including both sides) to Larkin St.; north on Larkin St.
(including both sides) to Bay St.; west on Bay St. (including both sides) to Van Ness Ave.; north on Van Ness
Ave. (including both sides), and continuing north on the Municipal Pier Access Road (including both sides) to
a point on the water just west of the Municipal Pier; east and south from a point on the water just west of the
Municipal Pier, following the shoreline, to the origin at a point on the water north of where Mission St.
intersects with The Embarcadero.
